Jammu, July 3 Only 32.88-km lateral sewer line (connecting different localities with the main sewer line) of the 90.74 km line has been laid so far. Officials blame the slow pace of work on the lack of coordination between the Economic Reconstruction Agency (ERA), the Jammu municipal corporation and the National Building Construction Corporation (NBCC), which have failed to complete the works initiated by them in the city. Data suggests that the NBCC has completed 92 per cent work on 27 MLD Sewerage Treatment Plant (STP), while it has finished work on 22.13 km of the 26.53 km Trunk Sewer in the city. But the agency has only completed 32.88 km (36.24%) work out of 90.74 km on the lateral sewer line. Of the 41 works undertaken by the ERA under the Urban Sector, Jammu, at an estimated cost of Rs 363 crore, 38 had been completed at the cost of Rs 352 crore till June. Sources said the slow pace of works had irked Deputy Chief Minister Tara Chand, who had expressed his displeasure at the lack of coordination between the agencies. During a recent meeting of all agencies, the Deputy Chief Minister had asked the officials of the ERA, the NBCC and the MC to speed up work or face action, keeping in view the resentment among the masses against the administration. “We cannot tolerate any further delay. Only better coordination can ensure the timely completion of works. I have exhorted the executing agencies to work in close coordination and double their efforts to finish the ambitious sewerage projects undertaken in the city,” said Tara Chand. “Urban development projects are in various stages of execution and it is the duty of all departments concerned to ensure that the residents are put to minimum inconvenience,” he asserted. Vigilance panels to check pilferage of PDS ration
Jammu, July 3 The step was taken following repeated complaints received by the Consumer Affairs and Public Distribution (CAPD) Department about the siphoning off of ration by some dealers in connivance with CAPD staff at its godowns. Under the plan, sarpanches and panches will append their signatures on the sale register and keep each lot before it gets dispatched to the respective zone. Sources said by taking these measures, the CAPD wanted to ensure that the ration reached the right hands, as some dealers were found siphoning off the ration meant for the masses in numerous cases. “Local sarpanch, a senior teacher from government school in the area, numberdar, anganwari workers and village-level workers will be part of these committees,” said an official. The decision has been taken following complaints regarding irregularities in the public distribution system (PDS). The Minister for CAPD, Qamar Ali Akhoon, said the government had already formed multi-disciplinary committees to cross-check the ration loaded onto vehicles at Kathua and Lower Munda. Sources said people were facing shortage of ration even in villages around Jammu district. The ration was not reaching respective dealers as it was being sold as soon as it was moved out from godowns. The minister said: “Timely and proper distribution of ration amongst people is our main priority and people found misusing their authority will not be spared.” He said officers had been directed to ensure that the ration under drought relief was provided to the beneficiaries, especially in Doda and Kishtwar districts. Absconder arrested
Jammu, July 3 On the directions of the Jammu SSP, the Bagh-e-Bahu police team, headed by Bagh-e-Bahu SHO Naresh Sharma, apprehended Rohan Thapa, alias Ravi Thapa, from the Gorkha Nagar area. He had been evading arrest in attempted murder and assault cases registered at the police stations of Bagh-e-Bahu, Channi Himmat and Vijaypur. The accused had been facing charges under Sections 34, 147, 148, 149, 307, 323, 324, 326, 452 and 427of the RPC and 4 and 25 of the Arms Act. |

Jammu, July 3 With temperatures soaring to 45 °C in the region, there is hardly any day when people get uninterrupted electricity supply. Nobody has been left untouched by the ongoing crisis, with even e-metered areas of the city facing a severe power shortage. “The common man has been bearing the brunt of the frequent power cuts. People have been forced to brave the heat without the luxury of running their cooling devices. The summers are already harsh and frequent outages have only made things worse for us,” said Vicky Bhat, an employee of the Finance Department. Residents are agitated as the state government as well as the electricity department have failed to justify the unscheduled power cuts in the region. This despite the fact that most consumers pay their bills regularly. Even the Jammu leadership has failed to question the Power Development Department about its failure to provide uninterrupted power supply to the city over the years. “A strong representation, consisting of members of the civil society, should act as a watchdog to keep an eye on the functioning of the government. Would the government have acted the same way had the same situation arisen in Kashmir? said Ekta Bakshi, a resident of Channi Himmat. “We cannot work at our home, nor can our children study. Inverters do not work properly. Not even a single VIP accommodation faces such outages. The common man has been the victim of the wrong policies of the government,” she added. Feeling power blues

Monsoon may hit Jammu on July 6
Jammu, July 3 The weather forecast, however, says the state is likely to receive monsoon showers by this weekend. The Chief Scientist Agrometerology, Sher-e-Kashmir University of Agriculture Sciences and Technology (SKUAST) Jammu, M K Khushu, said monsoon got delayed by a week following unfavourable conditions necessary for taking monsoon forward. “Keeping in view the present weather conditions, the monsoon may hit the state by July 6 or 7,” he said. Khushu said, “The humidity level was high with 42 per cent. The prevailing conditions are adding to the discomfort of the people and it will continue till monsoon arrives”. The Indian Metrological Department (IMD) officials said the maximum temperature in the city and its outskirts was recorded 42.9 °C, which was seven notches above normal. They have predicted weather to remain cloudy with a possibility of rain or thunderstorm on July 5. Meanwhile, the region continued to reel under sizzling conditions with people preferring to remain indoors. Government offices also reported low attendance. Unscheduled power cuts and shortage of drinking water also added to the miseries of the residents. Residents of Nanak Nagar, Sector 9 staged a demonstration against the erratic power and water supply in their locality today. Traffic signals yet to get the green light
Jammu, July 3 The process to install traffic lights at 30 locations in the city was started in the last week of May. The municipal corporation was executing the project on behalf of the Traffic Department. In the first phase, traffic signals were installed at prominent locations, including Satwari Chowk, Gangyal, Green Belt, Bikram Chowk, Jewel, Narwal, KC Chowk, Shakuntla Chowk, Rehari, and Janipur, etc.. The authorities had initially claimed that the traffic signals were to be made functional by June 18. The deadline was later shifted to June-end. The authorities, however, failed to meet both deadlines for reasons best known to them. Seema, a student at Jammu University, said the government had already made an undue delay in installing the traffic signals. “We have been hearing about the project for the past two years but have not seen the traffic lights working so far. Most people still doubt the success of this project. Wonder if the government had conducted a proper survey before taking up this project. We were really excited to see traffic lights installed at various places, but the delay in their operation has disappointed us,” she added. Sham Lal Abrol, a social worker, said the delay in the project highlighted the prevailing chaos in the functioning of various departments. “Lacklustre approach of various government agencies has led to a lot of chaos. Even various sewerage projects have missed their deadlines. The entire city has been dug up,” he said. The government should focus on the beautification of the city, keeping in mind the current Amarnath yatra season, when pilgrims from across the country visit the state, he added. Sources said there was lack of consensus among officials over the feasibility of the project right from the start. A senior official said: “I have been stressing the fact that our roads lack intake capacity. Jammu varsity aims at tapping state talent
Jammu, July 3 Prof Dhian S Bhau, director, Directorate of Sports and Physical Education, University of Jammu, told The Tribune that the proposal had been submitted to the Vice-Chancellor, Prof Mohan Paul Singh Ishar. “We have submitted a proposal to the Vice-Chancellor to further seek approval from the University Grants Commission,” Professor Bhau said. “The ambitious project will cost around Rs 20 lakh, including Rs 14 lakh for the purchase of equipment,” he added. The idea of constructing the centre on the campus came about during his visit to the National Institute of Sports (NIS), Patiala, the director said. “During my recent visit to the NIS, I found that a large number of students from our state, especially from Ladakh, have taken admission there to learn the skills of archery,” Professor Bhau said. “These students had bagged several medals in archery competitions by representing the institute,” he maintained. “There is no dearth of talent in the state. The need is to provide the players with adequate infrastructure so that they can prove their mettle at higher levels,” he opined. “There is a dire need to open an exclusive archery centre in the university and tap the local talent. We have decided to open the centre not only to stop their migration to other states but also to provide them with facilities to hone their skills here,” he quipped. The state government has already sanctioned Rs 3.8 crore for the construction of a brand new training-cum-sports hall. The multi-purpose hall will cater to the disciplines of wrestling, boxing, table tennis, judo, wushu and tae kwon do. The UGC has also earmarked Rs 50 lakh for an adventure course and upgrade of sports infrastructure in the university. Out of Rs 50 lakh, Rs 25 lakh will be spent by the department on imparting training to students in skiing, kayaking and rafting, while the remaining amount will be utilised on developing infrastructure. Students allege admit card delay

Jammu, July 3 Students from Jammu and other districts had complained earlier this week that they had not received their admit card in spite of the fact that their examinations were to start from June 27. A source from the distance education department said: “This year the university came out with the schedule in such a short duration that it was not possible for the private colleges to reach out to their students in time.” The department eventually tried to cover up the delay by posting the admit cards online for students to download the same. A number of students complained that the admit cards were posted late and they could not download their cards in time to re-appear for the first two papers. The University Examination Controller’s office said the allegations of delayed notification and announcement were not true. The notifications had appeared in the newspapers almost a month in advance and the students were given adequate time to download their admit cards, which were available online throughout this period. “I have helped students download their admit cards. We were approached by some students before June 27, who complained that they could not download the card online. There is no question of ambiguity, as all announcements were made on time and for most students this was their second or third attempt. The university had even helped these students by allowing them to take the examination while their cards were being downloaded for them,” said the Controller Examination, Manoj Dhar. Singdha, a student from Kathua re-appearing for BEd examination, said, ”Though I was told by the Distance Education Department that I would receive my admit card 20 days prior to examination, I got to know about the examination schedule after June 27. Since, I was out of station and without an admit card, I could not appear in the first two examinations. This has been a cause of angst for me. I would take the missed examinations later this year or early next year.” |

VC inspects working of JU wings
Jammu, July 3 He inspected various sections of administration wing, office of Dean Academic Affairs and the Directorate of Internal Quality Assurance besides the accounts and budget sections. Prof Ishar interacted with the branch officers, section officers, senior assistants, junior assistants and other staff members to review the situation on the ground. He directed the Executive Engineer and the Deputy Registrar (Services) to provide water coolers and other necessary facilities, keeping in view the hot weather conditions. The aim of the visit was to interact with the staff members and take first-hand stock of the working conditions prevailing in the university. Rajouri, July 3 Lt Gen KT Parnaik, General Officer Commanding-in-Chief, Northern Command, Lt Gen AS Nandal, GOC, White Knight Corps, Lt Gen Vinod Bhatia, Colonel of the Parachute Regiment, Maj Gen KH Singh, GOC, Ace of Spades Division, and other high ranking military and civil dignitaries were present on the occasion. Lt Gen KT Parnaik met some Bal Sainiks who had taken part in the operations, along with Brig Mohd Usman and narrated stories of his valour and selfless devotion to the motherland. Parnaik said Jhangar Day, which is commemorated every year on July 3 to mark the Indian victory in Nowshera in the year 1948. He said Brigadier Mohd Usman, also known as “Nowshera ka Sher”, would remain one of India’s bravest sons and foremost war heroes. Rajouri, July 3 He said the plan was approved by the Home Ministry in which all stakeholders had expressed their satisfaction. But in reality, goals had not been achieved. Lt Gen K T Parnaik, speaking during the Jhangar Day celebrations near the Line of Control at Nowshera, said, “Militants are using different routes to infiltrate through the Line of Control under the rehabilitation policy, instead of reaching out to the Government of India”. We have clear inputs about the presence of militants and their training camps operating across the border, where the militants were trained in camps, he said. KT Parniak said: “We have latest inputs about the presence of militants on launch pads. Their infiltration activities are increasing by the day as the snow is melting on the mountains, but most of their attempts have been foiled”. Batting first, Anantnag Arsenals scored 164 runs for the loss of four wickets in the stipulated 20 overs. Parvez Rasool was the top scorer for Anantnag Arsenals with 70 runs.
