Strike paralyses Rajouri hospital
Rajouri, June 29 Reports said the staff went on strike after BJP district president Yogesh Sharma allegedly manhandled doctors and paramedical staff of the hospital last night over some provocation. The staff went on strike as soon as the hospital opened at 8 am. No registration of patients was done and the outdoor patients department (OPDs) did not function. Operation theatres and laboratories also remained closed. Even the emergency services also remained non-functional. Patients had to suffer in the wards also as the staff sat on a dharna in the hospital complex and demanded action against the BJP leader, who allegedly misbehaved with some of the doctors present on duty yesterday. It is also alleged that the accused also manhandled some of the doctors. Dr Chaman Bhasin, Superintendent of the Hospital, said, “Yogesh used abusive language and manhandled doctors on duty over the issue of a post-mortem examination of an SPO. Under the rules, we cannot conduct a post-mortem after 6 pm and he came to us at about 7 pm and when the doctors on duty refused to conduct the post-mortem, he started misbehaving with them and other paramedical staff.” “The doctors and entire staff of the hospital were on strike since early morning today, but now we have postponed the strike till Monday after the intervention of Director, Health Services,” he said. The staff decided to postpone the strike after an assurance that the issue would be taken up in the upcoming district development board meeting, he added. Dr Bhasin further said,“We will lodge an FIR against Yogesh Sharma for his misbehaviour with the doctors”. Clarifying his stand, Yogesh Sharma said, “Special Police Officer (SPO) Ashok Kumar died of heart attack on way to Jammu yesterday. His body was taken to the hospital for a post-mortem examination at about 6 pm and we requested the only doctor present on duty to conduct the post-mortem of the deceased. However, he refused to do so. Then we approached the Superintendent of hospital and SP Mubassir Latifi and when they also requested him to conduct the post-mortem examination, the doctor refused to conduct the post-mortem examination.” Yogesh further said he would also take legal action against those doctors.x General public had to suffer a lot of inconvenience, as the entire medical staff of the hospital, including doctors, went on strike. Number of civil services aspirants on the rise
Jammu, June 29 As per reports, the number of aspirants have been increasing every year with more number of students opting for professional coaching to crack the prestigious examination. Amit Sharma, Additional Secretary, Revenue Department, who was topper of the KAS (2001), told The Tribune, “We have been observing a significant change in the approach of society and all this has occurred in the past one decade. More exposure, facilities and infrastructure are responsible for the shift in the mindset of people, who have shown inclination for the preparation of such examinations.” He said an increase in the number of aspirants would generate a competition, which would help in bringing more talent to the government services. “It is a good sign that aspirants have developed a positive approach towards these examinations as most of them opt for professional coaching and guidance. I am viewing this on a larger perspective as more quality people are included in the administrative services, the chances of good governance increases,” he added. Rajeshwar Singh Jasrotia, SP South, Jammu, who had qualified the KAS in 1999, said the KAS had emerged as a great career option for students of the state. Jasrotia said, “After 1984, the KAS examination was conducted in 1999 and later the JKPSC made it a regular feature. It has come up as a very healthy trend and aspirants from the state have also got a better opportunity to prove their worth. Moreover, the trend has influenced the results of the civil services, as more number of aspirants are now cracking the coveted examination.” Parveen Sharma, chairman, SR College of Competitions, said more number of students had been approaching his institute every year. He said, “When I started coaching classes for the KAS and the IAS there was no trend in Jammu to opt for coaching. But over the years, a significant change has been observed. Even people from Kashmir prefer Jammu for coaching. Some of our students even cleared the civil services examination. Shortage of lecturers hits engg college
Jammu, June 29 Sources said at present there were only 48 faculty members in the college against 71 sanctioned posts, which include 28 temporary and 20 permanent lecturers. Most of the ad hoc lecturers were getting a consolidated salary of only Rs 12,000 with no other incentives forcing them to leave the college for better avenues. The GCET was established in 1994 at the University of Jammu’s old campus on the model of erstwhile Regional Engineering College (REC) in Srinagar and was supposed to be developed as one of the premier colleges of engineering in the country. In 1996, the government sanctioned 71 posts for the college and engaged 40 temporary to add to 20 permanent lecturers. But due to lack of incentives and other facilities many of them left the institution reducing total strength to 28 ad hoc employees, who are majorly running the institute. Officials said over the past two decades, 12 poorly paid temporary faculty members had left the institution for better avenues, while the government had still failed to come up with a policy. While the standard of professional education could be gauged by the fact that in the absence of recruitment and pay rules, those who were recruited 15 years back were still working on the same post with same pay. “At times we receive salaries after two to three months and when we approach the administration they are totally apathetic towards our plight. On the other hand, professors burden us with their work,” said a lecturer. Minister for Higher Education Abdul Gani Malik said the government was formulating new rules and recruitment would be made. “We will soon start process for regularisation of ad hoc lecturers. The GCET is on our priority list but we need some time,” said

Bringing children back to schools
Jammu, June 29 Though in the past few years school dropout rate in state has shown a downward trend, there are still close to 3 lakh students who are out of schools or have stopped studying because of economic condition. Most of them are forced to work in shops or homes as domestic helps. Officials of the Education Department said Minister for Higher Education and Labour Abdul Gani Malik had directed the officials to seek help of prominent NGOs working for the children so that young children who are forced to discontinue their studies by their parents could be brought back to educational institutions. Though the state’s literate population has been pegged at more than 68 per cent of the total population of 1.25 crore - which has grown by 13 per cent since 2001 - it is still far behind other northern states like Himachal Pradesh (83.78 per cent), Punjab (76.68 per cent) Haryana (76.64 per cent), Delhi (86.34 per cent) and Uttarakhand (79.63 per cent). “We have often seen that most of the dropouts are forced to work in shops and business establishments and with the help of NGOs we can motivate their parents to send them back to schools”, said Minister for Higher Education and Labour Abdul Gani Malik. He said that the Labour Department should work in liaison with the Education Department and NGOs to trace the whereabouts of the school dropouts who could be probable child workers. Malik said the state government was trying to cover all children in the age group of 6 to 14 years through the Sarv Shiksha Abhiyan (SSA), which began in 2002-03. While the rural literacy rate in the state is 64.97%, the urban literacy rate is 78.19%. Rs 96 cr annual plan okayed for Poonch
Poonch, June 29 District Development Commissioner (DDC) Poonch Ajeet Kumar Sahu highlighted the achievements of last year’s plan and presented the proposed plan of the current fiscal year. As the DDC read out highlights of last year’s achievements, PDP leader and MLC Murtza Ali khan intervened and alleged that there was an embezzlement of funds in the R&B Department. He alleged that Rs 22 crores had been earmarked for Sakhi Maidan Road last year but only a few lakh were spent and the work had stopped. He alleged that like Sakhi Maidan road many roads in Poonch had been left incompleted but the bills were raised. He demanded a probe into the matter. Taking up the issue of bad road conditions, the legislators put pressure on the officials concerned to take necessary measures in this regard. MLA Mendher Rafiq Khan and MLC Javid Rana also supported Murtza Ali khan. MLA Haveli Ajaz Jan also raised the issue of substandard material being used by the PDD under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY). He alleged that the PDD had installed poor quality electric poles at villages, which were rejected by the PDD officials in Kashmir valley. He also lambasted the RGGVY officials for not seeking NOC from members after completion of works. They alleged that the plan was prepared in the Deputy Commissioner’s office without the consultation of MLAs and MLCs. Vice-chairman of Gujjar Bakkarwal Advisory Board, Bashir Naz, criticised the district administration for discussing Tribal Sub Plan in the District Development Board. He said “When there is a separate board of Gujjar and Bakkarwal, there is no need of discussion of tribal matters in the DDB meeting.” Besides Rs 96 crore for district plan, Rs 64 crore have been earmarked for the BRGF, TSP and DADP. PDP a fountainhead of conspiracy, deceit: Rana
Budhal/Rajouri, June 29 Rana said it was the murder of democracy in 1984 when Dr Farooq Abdullah was removed overnight and Gul Shah was appointed as the Chief Minister of the state. He said be it the appointment of Jagmohan as the Governor or the firing on the Mirwaiz procession and killing of innocent mourners, everything has a shade of the present PDP leadership. Rana, who was addressing party workers at Budhal and Rajouri, said it was unfortunate that while the PDP leadership was crying hoarse about the power crisis in the state, they did not initiate even a single power project during their tenure. He added the Rs 3,900 crore package received as power reform grant between 2002 and 2005 was swindled away by the PDP rather than initiating power reforms to strengthen transmission and distribution system in the state. Rana said that had even Rs 1,000 crore out of Rs 3,900 crore been spent on power reforms between 2002 and 2005, the power scenario would have been much better today. Rana lashed out at the PDP for terming the Omar-led government as anti employee. He said the process of disbursing arrears as per the agreement with the employees has been initiated and the process of regularisation of ad hoc and contractual employees has been initiated. Rana said in order to enhance the employability of educated youth, Omar Abdullah-led government had been focusing on skill development all across the state. He said that about 23 degree colleges, 18 polytechnic colleges and over a dozen ITIs had been opened in Jammu and Kashmir. Kashmiri Pandits apprehensive about their return to Valley
Jammu, June 29 Just days after the state government sent the revised package for relief and rehabilitation to the Central government, ongoing situation in the Valley has apprehended the community about their return. Amarnath Pandita of Habbakadal, Srinagar, said, “The situation in Kashmir is not stable yet. Just one incident has resulted in curfews there. Just making plans on the table cannot bring things back to normal. They should make plans only if they are sure about the safety of the minority community there”. “I don’t understand what the government wants to do. If they want us to bring back to the Valley, they could make the township somewhere in Kashmir, but they have spent more than Rs 300 crore on the Jagti township. They should make clear plans about the future of the exiled community”, he added. “Even if the government provides Rs 20 lakh per family, does the present situation in the Valley after the fire incident at Peer Dastagir Sahib shrine allow Kashmiri Pandits to settle back there? The situation after such one incident is no better than it was in the 1990s”, said MK Ganjoo of Anantnag, presently living in Talab Tillo, Jammu. It may be recalled that on April 25, 2008, in Akhnoor, Prime Minister Manmohan Singh had announced a Rs 1,600-crore package of incentives, which was aimed at helping 50,000 Kashmiri Pandits’ return to home. The incentives, which include housing grants, job and education opportunities and waiver of interest on loans, will be available to those displaced due to militancy after 1989. Those families who wish to construct their houses in the Valley will get Rs 7.5 lakh each, which can be revised up to Rs 20 lakh per family. |

NC slams PDP for raising hollow slogans
Jammu, June 29 Addressing a public meeting at Nai Basti, Gajansoo Marh, Sadohtra said PDP-led government’s agenda was detrimental for the people of the state and the country as a whole. He said the Mufti-led government institutionalised corruption in the state. He asked the people to beware of hollow and much-hyped slogans of PDP and involve themselves in day-to-day developmental activities of the National Conference-Congress government under the leadership of Omar Abdullah. Sadhotra asked the PDP leadership that instead of clamoring that panchayats had not been empowered, let it come out with a clear paper on empowerment of panchayats in view of the fact that the PDP itself dissolved panchayats midway during the Mufti-led government. |

Mentally-challenged woman killed in road mishap
Poonch, June 29 The incident took place at 9:30 am when a tipper hit the woman in the Kalai Maidan area. Sources said the policemen deployed at the Kalai post, instead of shifting her to a hospital, remained mute spectators. The woman later died and this irked the locals, which led to the protest. The protesters blocked the Poonch-Jammu road for over two hours and raised anti-police slogans. As the news of protest and blockade reached the office of the DDC, Poonch, he asked Tehsildar haveli Nisar Ahmed and DSP HQ Haq Nawaz to inquire into the matter. Tehsildar haveli Nisar Ahmed pacified the protesters and assured them that the matter would be probed and accused would be arrested. He also assured the protesters that if any policemen was found responsible for not shifting the deceased to the hospital, action would be initiated against him. Meanwhile, SP Poonch Shamsheer Hussain said a case has been registered and the driver of the tipper arrested. The identity of the deceased was yet to be ascertained, the police said. Accident claims 2 lives
Rajouri, June 29 The incident took place when the victims were going from Jammu to Mendhar, their car skidded off the bridge and rolled down into a deep gorge. Some locals rushed to the spot and informed the police. Later, rescue teams of the administration and ambulances shifted all injured to a nearby hospital for treatment. Unfortunately, two persons of a family died on the spot and six others, including four children were critically injured. The deceased were identified as Farooq Sadiq and his brother’s daughter, Hazra Khatoon while injured as Muhammad Farooq, wife Shabnam Akhtar, daughter Ajiya Farooq, sons Muhammad Ghulam and Shah Nawaz Ahmed, and Abdullah Mohammed Daud. The injured were later, referred to Government Medical College Hospital, Jammu. A case has been registered in this regard. |

Mass copying racket busted
Jammu, June 29 The Crime Branch, Jammu, has registered an FIR under Sections 419, 420, 120-B of the RPC, Section 5 of the PUE Act, 1987, and Section 5 (2) of athe PC Act Svt, 2006, against the school and took into custody one of the proxy students, Prabhjot Singh, who was taking the exam in place of a private candidate Parvinder Singh. There were other students present at the centre who were found cheating in connivance with the centre superintendent, Shamsher Singh, and other staff members such as Government Boys High School, Rangpur Moulana, his deputy, Veerpal Singh, headmaster, High School Gulab Garh, Sukhvir Singh (assistant superintendent) private teacher, Model Institute of Education, Khir Pind, RS Pura, and Pawan Kumar (supervisor) government teacher, Government High School, Satrayan, who were deputed by the state board to supervise the examination being conducted at the centre no. 245 in RS Pura. All candidates indulging in fraudulent activities were taken into custody. Students used cellphones, hands-free headphones and bluetooth devices for cheating. The police is suspecting the involvement of other senior officials also. |
