Bahuguna apprises Montek of state's problems

Rs 400 crore invested in industrial development

After witnessing heavy industrialisation in the plain areas, the focus on the hilly areas of the state under the Special Integrated Industrial Incentive Policy (SIIIP) 2008 (as amended in 2011) has attracted over Rs 400 crore investment in the last couple of years, mainly in the areas of hospitality, medical and education sectors.

3 killed in mishap

2 smugglers arrested; bear bile seized

Power, water supply hit
Dehradun, June 28
The after-effects of disaster triggered by rain two days ago could be felt even today. The Power Department snapped supply from EC Road to repair the power lines, which had broken at many places as a huge tree fell on the lines on last Tuesday. The wires could be repaired only by late evening.

Bahuguna apprises Montek of state's problems

Chief Minister Vijay Bahuguna called on Vice Chairman, Planning Commission, Montek Singh Ahluwalia at Yojna Bhawan in New Delhi today.

Later, Bahuguna said he had apprised Ahluwalia of various problems existing in the state, including problems related to hydropower projects. He said the situation was turning grim and needed serious contemplation, according to a press release issued by the state government. Bahuguna said as the state came under the category of special states, the budget sanctioned for the Centrally-aided projects should be provided in the ratio of 90:10 to the state. He said there was a dire need of financial aid for the development of the hill, backward and border areas of the state so that migration of unemployed youths could be checked.

He said Ahluwalia gave a positive response and assured of taking possible measures to redress problems existing in the state. He also gave an assurance that the budget given to Uttarakhand would be increased. He said a meeting regarding the annual plan of the state with the Planning Commission would be held on July 16. Also present on the occasion were Principal Secretary, Planning S Ramaswami, and Commissioner, Dis-investment, SD Sharma.

Rs 400 crore invested in industrial development

After witnessing heavy industrialisation in the plain areas, the focus on the hilly areas of the state under the Special Integrated Industrial Incentive Policy (SIIIP) 2008 (as amended in 2011) has attracted over Rs 400 crore investment in the last couple of years, mainly in the areas of hospitality, medical and education sectors.

As part of the Special Integrated Industrial Incentive Policy 2008 (as amended in 2011) introduced by former Chief Minister BC Khanduri, the aim was at giving a push to industrialisation covering the districts of Pauri Garhwal, Tehri, Almora and Bageshwar, including the development blocks forming the hilly areas in district Dehradun and the territories comprising the Haldwani and Ramnagar blocks of Nainital district.

“Despite a bleak industrial scenario, we have managed to receive a chunk of investment in the hospitality sector. The impetus on establishing hotels as part of the industrial policy is aimed at improving infrastructure in the hills. The tourists and businessmen travelling to Uttarakhand would have the option of staying in budgeted as well as high-end hotels,” said SC Nautiyal, Assistant Director, Industries.

The incentives being offered under the scheme for establishing hotels include waving of stamp duty on land etc. Other fiscal and concessional incentives under the Special Integrated Promotion Scheme Policy include land resources development incentive scheme. The procedure of alteration of land use by industrialists shall be made accessible and easy.

However, the focus on giving incentives for schools and hospitals too is aimed at improving the infrastructure in the hills. “The hills are devoid of schools and hospitals; the concessional incentives would spur investment in both these service sectors and solve the problem of infrastructure,” said Nautiyal.

While manufacturing units are still a dime a dozen in the hilly areas, the government hopes to invite units by offering reimbursement of Value Added Tax to the manufacturing and production units on the sale of the self-produced goods.

Besides, the government is also hopeful of attracting sizeable investment under the floriculture sector and setting up of green industries in the state.

As far as industrial climate goes, around 300 pharmaceutical units set up in and around Dehradun and industries in the SIDCUL area of Haridwar continue to be major tax earners for the state.

Jan Manch slams PM's role on power projects

The Uttarakhand Jan Manch has strongly reacted to the move by Prime Minister Manmohan Singh to send emissaries to Shankaracharya Swami Swaroopanand on their demand to stall all projects on the Ganga and its’ tributaries.

The manch also condemned the move to stop work on the projects, which have been given environmental clearances in the state.

Rajen Todariya, general secretary of the manch, said in a statement that the Central, by placating Swami Swaroopanand, who is close to the Congress and Rajinder Singh, were trying to infringe upon the right of the state on its rivers.

Todariya further said Rajinder Singh and GD Aggarwal, alias Swami Sanand, had been made members of the inter-ministerial committee on hydropower projects which clearly indicates that the Congress had been trying to stall these projects and thus, stall the progress of the state.

He charged that the present UPA government at the Centre had been trying to placate Hindu saints at the cost of development of the state.

DPC takes up cases of 101 doctors

The Uttarakhand Health Department has held a meeting of the Departmental Promotional Committee (DPC) and took up the cases of 101 doctors. The final list of promotions will be announced after the approval by state Health Minister Surinder Singh Negi.

Now grade one doctors would be promoted as senior medical officers with a grade pay enhancement from Rs 6,600 to Rs 7,600. “We are happy with the promotion of 101 doctors that had been pending for quite some time now,” said Dr BC Ramola, president of the Provincial and Medical Health Services (PMHS).

However, the association continues to criticise the state government for failing to implement the direct assured career progression (DACP).

Graphic Era students make fuel-efficient vehicle

Engineering students of Graphic Era University have made many innovations, including a fuel efficient vehicle and power generating speed-breakers. Kamal Ghansala, chairman of the university, told mediapersons here today that the mechanical engineering students had come up with a prototype vehicle which would give a mileage of 70 km per litre of petrol.

Showcasing a three-wheeler, Ghansala said the vehicle could be turned into a four-wheeler and could also be run on battery. Similarly, the students also developed a speed-breaker that could produce up to 500 KW of power. Ghansala said such speed-breakers on busy roads could give electricity to traffic lights, nearby streets and villages.

He claimed that 1,304 students of the university had been placed in major companies. He also announced the start of several new courses in the university.

Procurement system for goods, services goes online

Uttarakhand Chief Secretary Alok Kumar Jain has said e-procurement system has been introduced for all procurements of goods and services of Rs 5 lakh and above and all works contracts of Rs 1 crore and above for all departments and Rs 2 crore and above for the Public Works Department.

He said very soon, the earnest money deposit (EMD) package would be implemented for the convenience of contractors.

The Chief Secretary was reviewing the implementation of e-procurement system at the Secretariat here today.

Directing the departments to strictly follow the system, he said action would be taken against the departments found slack. He said the EMD system for contractors would make it easy for them to get their money back in case they do not get the contracts. So far, the earnest money was deposited and returned back through cheques. Under the EMD system, the amount would be credited directly in their respective bank accounts and they would not have to go to the departments to get their money back.

He said the e-procurement system was introduced to simplify the process and ensure transparency. He said in the first phase, the system had been implemented in 23 departments for which e-procurement cell had been constituted in the Finance Department. All these departments had appointed their respective nodal officers. He has asked these departments for digital signature certification of their senior officials and in case it was not done, then immediately apply for the same to the NIC. A help desk had been set up in the e-procurement cell and information could be got by calling at toll free number 1800-266-2277.

3 killed in mishap

Dehradun, June 28
Three persons were killed and three others were injured when a car met with an accident in Almora district on Wednesday night.

According to the State Emergency Operations Centre, a Maruti van was heading towards Bhikiyasen from Haldwani carrying six persons when it fell into a 100 m deep gorge at Sukholi Band, 37 km away from Ranikhet, killing three persons, including the driver, and injuring the other three. The injured were taken to Khairna Hospital by the 108 ambulance service.

Chief Minister Vijay Bahuguna has expressed grief over the accident. In his condolence message, Bahuguna prayed for the peace of the departed soul and strength for the bereaved families.

He has also prayed for the early recovery of the injured persons.

2 smugglers arrested; bear bile seized

Two wildlife smugglers, including a citizen of Nepal, were arrested and 130 gm of bear bile (gall bladder of Himalayan bear) was seized from from their possession by a wildlife protection team along with Special Operations Group (SOG) at Ranikhet in Almora district on Tuesday.

According to information, two smugglers, were trapped by a team of SOG posing as clients. The smugglers had came with the bile to sell it and were arrested and charged under Section 39 and 51 of Wildlife Protection Act. They were taken into custody at forest rest house at Ranikhet. "Our team was in contact with informers who had initially given us information of these smugglers 15 days back," said Rahul, District Forest Officer (DFO) of Almora.

" One of the smugglers belongs to Pauri district while the other is a resident of Nepal. We are interrogating the arrested smugglers to know if some big gang was involved in the wildlife trade racket," said the DFO.

Champawat villagers offer water to deity for early rain

Villagers of Champawat have performed a superstitious ritual for want of rain as the delayed monsoon has worsened the drinking water crisis in the district.

According to information, the villagers today gathered at a temple of local deity Ghataku near Champawat town to perform a ritual that was in vogue 35 years ago. They poured thousands of litres of water as offering in a tank near the temple. “As the monsoon has not arrived in time, our only hope lies with the Ghataku deity, who is worshipped for giving water and controlling excess rainfall in the adjoining villages since time immemorial,” said Shiv Dutt Joshi, a priest of the temple.

Meanwhile, the drinking water crisis continues in Champawat, as besides nine hand pumps, 80 per cent of the water sources have gone dry. “We were hopeful that in June the monsoon would help increase water supply in the natural sources. But due to delay in the monsoon this hope of the villagers has been dashed,” said Dhan Giri, a priest who organised the water offering yajna in the area.

While the Jal Sansthan is providing water to the people in Lohaghat and Champawat towns through tankers, villagers of Sukhidhank and interior Tamli village have threatened that they will launch an agitation if they are not supplied drinking water through tankers within a week. “As the Fogar-Bamanjol drinking water scheme has been closed due to drying up of the source, the drinking water problem in Champawat town has worsened during the last fortnight,” said Harish Bohra, gram pradhan of Sukhidhank village.

In Tamli village of Champawat district, the residents are being supplied drinking water through tankers on the fourth day by rotation by the Jal Sansthan as the local natural sources in the area have gone dry.

“The local natural sources have dried up as the monsoon has eluded Champawat district till now,” said Vishal Saxena, a Jal Sansthan engineer.

Work expedited in flood-prone areas along Ganga

With flood threat looming large due to coming monsoon in the areas that had been affected in the past two years, the flood control measures are still not completed.

At Neel Dhara in the Laljiwala area where almost one kilometre stretch had caved in due to flood in the last two monsoons, the administration has now started construction of a spur on the embankment so that a similar situation doesn’t arise this time.

Notably, this area was one of the most flood prone areas in the city.

A few days back, the city witnessed intense rain and the Irrigation Department of Uttar Pradesh, which holds possession of this area, feared the deluge, if some steps were not taken in time.

Now, construction of spur is being done at this stretch passing through the Lal Koti guest house and Chaudhari Charan Singh Bhim Goda Barrage on a war-footing level.

Talking to The Tribune, UP Irrigation Department subdivisional officer Veer Singh Yadav said currently five spurs were being constructed with work going on even at night as monsoon might arrive any time.

The SDO added that by this, their was no flood threat to the NH-58 stretch, Bhimgoda barrage and Har-ki-Pauri ghats as safety walls were also being constructed at patches which had got weakened.

Power, water supply hit

According to sources, neither the Forest or PWD, nor Dehradun Municipal Corporation officials responded to the request made by Uttarakhand Power Corporation Limited to clear the tree from the road. Ultimately, it was the Power Department which had to do the task itself and, thereafter, repair the electric wires.

Areas around Dispensary Road, Paltan Bazaar and Tehsil Chowk remained without power. The work of repairing wires and electric poles continued till this afternoon, after which the electric supply could resumed. People could not get water as the supply was snapped with the breakdown of power.

Naithani influencing probe against Maithani: Association

Members of the Sanskrit Educated Unemployed Teachers’ Association have demanded that Education Minister Mantri Prasad Naithani be divested of the portfolio of Sanskrit Education.

The members alleged that Naithani was trying to influence the investigation which was under way against former Director, Sanskrit Education, Vachaspati Maithani, for committing gross irregularities in appointing teachers and other staff in 13 Sanskrit colleges of the state since June last year.

He said many meritorious candidates, who had been teaching in various schools and colleges on paltry sum, were rejected by Maithani.

Addressing a press conference, president of the association Janardhan Prasad Karwan said the minister was appointing people of his choice on the post of Director and Deputy Director, Sanskrit Education, to influence the investigation in Maithani's favour.

The minister’s daughter is married to Maithani’s son.

Karwan said for all six vacancies of teacher in each of the 13 colleges, which were filled under a state-aided scheme to promote Sanskrit as per Government Order of June 2010, the rules were flouted blatantly. No public advertisement was given in any newspaper in this regard. All selected faculty members belonged to Maithani's village Ghansali, Tehri.

The appointment or approval letters of most of the candidates, shown from Sampooranand Sanskrit University (SSU), Benaras, were found fake, he said and added that under information received under the RTI Act, the SSU too clarified that it did not release any letter to these candidates.

The disparities in the documents on many grounds too exposed the wrongdoing, he said and showed proofs in support of that to mediapersons.

Maithani have called all allegations malicious and said the documents of the candidates were scrutinised by the then District Education Officer and he approved those, who were cleared by the DEO.

Karwan was of the opinion that Maithani, who was involved in 39 cases on this issue, was trying to clear his name and the minister was helping him in it.
