Dehradun, June 8 As soon as the House convened after the lunch session, the unrest over the Cabinet decision to give approval to four universities today spilled into the Uttarakhand Assembly as the House witnessed acrimonious scenes with the Leader of the Opposition, Ajay Bhatt, demanding discussion on the issue under rule 310 (adjournment motion), even as the financial matters were being discussed. The Leader of the Opposition even appealed to the treasury benches to join the BJP in taking up the issue as it affected the future of a large number of students. "We want the government to inform the House and discuss the issue of approving private status of four universities threadbare. The private universities should not be allowed to mushroom in the state. Few members from the treasury benches had expressed their apprehensions and I know they are with us on this issue. Who knows, the government may even bring an ordinance in the coming days, while keeping the House in the dark," said Ajay Bhatt, while urging the Speaker to suspend the financial matter and instead allow the adjournment. But Speaker Govind Singh Kunjwal did not relent; instead he pointed out the provisions laid down in the rule book (for conduct of House) that disallowed Cabinet decisions to be discussed on the the floor of the House. "The Cabinet making is too secretive and cannot be taken up in the House, even as the House is already engaged in discussing financial matters," said Kunjwal. Soon the Opposition benches stormed the well of the House and started raising slogans. At this juncture, Parliamentary Affairs Minister Indira Hriyadesh then got up to retable the Uttarakhand Appropriation Bill. Thereafter, all the three Bills were passed without any discussion on the last day of the budget session.

MDDA proposes land bank to build housing complexes
Dehradun, June 8 While referring to the attempts made to acquire land for a land bank in year 2004-05, he said MDDA had great vision to bring about a new planned city, Greater Doon City, wherein land was also acquired from the villagers and locals, but the entire project was shelved at a later stage when agitations against the land acquisition began on
a large scale. He said the entire project went kaput due to several loopholes in the policy adopted at that time. “The land is acquired either as per circle rate or registry costs. Circle rates are usually lower than the market rate. Registry costs are also not acceptable to the sellers as they generally show lesser rate of land while getting registry of their land done. So the land acquisition always remained mired in controversies in the state. But in other states, especially Haryana, this process had been taken up without any conflict,” he said, and added that besides the cost of the land, Haryana Urban Development Authority (HUDA) gave either one plot or flat, depending upon the size of the land acquired from the sellers, ,which made them happy as well. The same pattern could be acquired in the state as well, with some changes here and there. He said MDDA had plans to raise six new blocks of total 450 flats near ISBT. “These flats would basically be LIG or MIG flats to fulfil the requirements of people of middle class bracket for houses as the higher rung preferred houses or flats with additional facilities such as clubs, swimming pool etc, which we will not be able to provide under our scheme.” The project of MDDA to build high-end flats on land at Dalanwala where old office of MDDA was situated earlier has, however, undergone change. He said: “Since the land at Dalanwala was acquired for commercial purpose and not for residential objectives, so the owner of the land demanded Rs 11 cr from MDDA for converting the land for residential purpose, which is a huge sum for us to pay. Even if we build flats, we would not be able to recover the cost. So we have planned to rather give the ownership rights to the owner, who is ready to pay us Rs 8 cr in lieu of that. This amount will be used in buying land at some other place in the city to
build flats.” He said the process of land acquisition could be a cumbersome one but it could not be avoided as the MDDA needed land bank to clear the congested part of the city as well. “Just on the lines of Chakrata Road, Adat Bazar had to be shifted to widen the road to resolve round-the-clock traffic congestion from this part of the city. For this, we need land to relocate the shopkeepers somewhere else in the city. So creating a land bank is the demand of the hour at present,” Sundaram added. |
Kaushik questions Bahuguna's
presence in House
Dehradun, June 8 Intervening even when the financial matters were being discussed, Kaushik cleverly resorted to the rule book (for conduct of House) and said only an elected member could enter the House and participate in the proceedings. "I urge the Speaker to enlighten the House if a non-elected member could participate in the proceedings of the House when the financial matters were being discussed," he said. This resulted in a furious debate between the treasury and the Opposition benches, after which the Parliamentary Affairs Minister said there was a past precedent as both former chief ministers N.D. Tiwari and B.C. Khanduri participated in the proceedings even though they were not members of the Assembly. Speaker Govind Singh Kungwal too refused to entertain the notice. If Madan Kaushik questioned the presence of the Chief Minister in the House, even while he was not an elected member, the Leader of the Opposition Ajay Bhatt on the last day of the House pointed at the thin attendance of treasury in the post-lunch session of the House. "The treasury benches are empty. If a proposal was to come right now, it would most likely fall," said Bhatt, pointing at the presence of nine MLAs. Even when the proceedings started, only 33 MLAs were present. |
Byelection to Sitarganj on July 8
Dehradun, June 8 The Secretary and Chief Election Officer, Radha Raturi, issued the schedule for the byelection on Friday. According to the schedule, a notification would be issued on June 13, while the last date of filing the nomination is June 20. Scrutiny of nominations would take place on June 21 and the last date for withdrawal of candidatures is June 23. The polling will take place on July 8 from 8 am to 5 pm, while counting of votes would take place on July 11 from 8 am. The election process would be completed by July 13. With the declaration of the byelection, the model code of conduct has come into force with effect from June 8 in Udham Singh Nagar district.

Haritima, first organic restaurant of India, opens at Tera Gaon
Mussoorie, June 8 Haritima, the brand identity for the organic food, conceptualised by UOCB after the research of more than a decade, ably supported by Dev Rishi Educational Society, Tera Gaon, Renaissance Hotel Management Institute, and Garhwal Mandal Vikas Nigam, was inaugurated by Agriculture Minister Mantri Prasad Naithani on World Environment Day. The Agriculture Minister, speaking on the occasion, said that it was indeed a historic day for the state and commended the efforts of all the organisations involved in it. The minister further said that the government was also planning to open such green restaurants in other towns of the state where the traditional cuisine would be served using organic produce. More than 45,000 organic farmers would benefit from this project, added Agriculture Minister Mantra Prasad Naithani. The UOCB programme manager Binita Shah, speaking to The Tribune, said that presently the restaurant would be serving local items, namely roasted pumpkin and corn soup, three bean salad and Navrangi salad. In snacks the local dishes such as badeel, tofu kebab, pahari chilla and mandua kathi roll will be served. In the main course bugyali kofta curry, hariyali tofu, bhang methi, gahat ka paratha, buckwheat chilla, and tofu paratha accompanied with walnut chutney, apricot chutney, pyaaz ki chutney and til ki chutney are being served. In bakery items breads, fruitcakes, finger millet and Amaranth cookies, finger millet, fruit cakes and buckwheat breads are available at the restaurant. She further said that for beverages buraansh (rhododendron) margarita, mango shake with hemp milk, apple mojito and kafal (berry) kamikaze will be served. Binita Shah said that with the increase in the popularity, more items prepared from the organic produce will be included in the culinary, for which they have entered into arrangements with the farmers directly so that there is no shortage of raw material at any cost. The food lovers would thoroughly enjoy the taste of desserts prepared from jhangora barn yard, millet ki kheer, himkhand and bread in finger millet sauce, added Shah. Elaborating further, she said that the whole objective of opening such restaurant was to introduce highly nutritional varieties of organic food in a way that is more palatable and promoting the traditional food items of the state. Binita Shah further said that the business community involved in hospitality industry should come forward in incorporating this business model, aptly named Haritima, so that more than 45,000 farmers involved in organic farming are kept motivated, thus re-kindling the interest towards traditional farming in them and also assisting in curbing the migration from the hills, added Binita Shah. The technical manager, Amit Srivasatava, said that they were also planning to open one such restaurant in Mussoorie so that the tourists from around the world can savour the taste of the traditional food items prepared using organic methods. |
Jwalapur residents get contaminated water
Haridwar, June 8 They alleged that the authorities had even failed to repair leakage in sewer pipelines. A large number of jaundice, chicken pox and malaria cases have also come to light in the area. A Health Department team had inspected the area recently, but no remedial measures have been taken so far. Bahadarpur Jat and Jamalpur villages and colonies like Mohalla Kassaban, Maliyan, Maidaniyan and Shastri Nagar are the worst hit, where residents have been complaining of polluted water coming from potable water pipelines. Integrated Disease Surveillance Project in charge Navneet Kishore said their team had been carrying out inspection in the area on a regular basis and collecting blood samples of the suspected patients. People have been urged to use water after boiling it. Nishar Ahmed, a resident of Maliyan colony, said over 10 jaundice cases had been reported in their area due to contaminated water supply and improper sanitation. Officials of the Municipal Corporation said they were looking into this matter and regular cleaning of potable water pipelines was being carried out. Complaints of filth near handpumps were also being looked into. |
Multi-activity display at IMA on eve of passing-out parade
Dehradun, June 8 The reviewing officer of the passing-out parade, Admiral Nirmal Kumar Verma, PVSM, AVSM, ADC, CNS, graced the occasion. Lt Gen Manvender Singh, AVSM, VSM, Commandant, IMA, Maj Gen TS Gill, SM, VSM, Deputy Commandant and Chief Instructor, IMA, also witnessed the same along with various military/civil dignitaries and parents of the gentlemen cadets of the passing-out course. The programme started with the flag hoisting and mounted salute. This was followed by exciting show jumping, aero modelling display, kalaripayattu (Kerala martial art), trick riding and tent pegging. A splendid show of para motors, also known as dare devils, was also presented. The gentlemen cadets also displayed equestrian and PT display show along with dog show and skydiving demonstration by the alumni of this academy. The multi-activity display was highly appreciated by the reviewing officer of tomorrow's parade. |
Students give tips in flood control, firefighting
Dehradun, June 8 The training included firefighting, flood control and measures to deal with natural calamities like earthquakes. The trainees were also taught to deal with situations like war, terror attack, bursting of a gas cylinder and short circuit. They were given training to act on the accident spot which included giving first aid and taking the injured to the hospital, controlling the mob etc. The students also put questions to the officials. They were encouraged to donate blood. Principle of the college Dr Savita Rawat said a blood donation camp would be held next month. |

Remembrance ceremony at IMA's war memorial
Dehradun, June 8 Lt General Manvender Singh, AVSM, VSM, Commandant, Indian Military Academy, was present for the same. He, along with Deputy Commandant and Chief Instructor, Indian Military Academy, laid wreaths on the memorial.
The ceremony culminated with presentation of a memento to next of kin of martyrs who have been commissioned from the portal of this academy. Lt Col Abhishek Khattri, who attained martyrdom recently while operating in India-China border on the LAC (Line of Actual Control), was remembered. His family acceded to the request and was present to
be a part of remembrance ceremony on June 8. Lt Col Abhishek Khattri of Engineer Regiment, deployed along the India-China border along with his team, was carrying out the task in an inaccessible area, Inhospitable terrain, adverse weather conditions, limited resources were working against them. The officer with his task force risked his life to carry out the assigned task. Unfortunately, on September 13, 2011, while negotiating the treacherous stretch of road near Malling Nullah, a landslide took his jeep into a 310 m-deep ravine towards the nullah leading to the untimely demise of Lt Col Abhishek Khattri, and his driver. The memento was taken by Puja Mukherjee Khattri, wife of Late Lt Col Abhishek Khattri. |
