Rohtak Acid Attack Case
Rohtak, May 28 The police, who was under political pressure to crack the case announced the breakthrough this morning. DSP Sumit Kumar said the arrests followed the rounding up of two suspects on Sunday. The suspects revealed that they had been hired by Ram Niwas (28), a resident of Jamni village of Jind district, to throw acid on the victim. The interrogation of the arrested youths, identified as Neeraj and Pradeep, has revealed that Ram Niwas, son of an aunt of the victim, had an “affair” with the victim but when the latter did not respond to his overtures, he decided to teach her a lesson. Ram Niwas had reportedly tried to throw acid on the girl himself, but he could not succeed and sought the help of two youths known to him. He promised to pay them Rs 1.25 lakh to win them over. “While an advance of Rs 25,000 was paid a day before the attack, Ram Niwas had promised to pay the rest of the money after throwing the acid, said police officials. Admitting that both the victim and her family members did not provide any clue, the DSP said the policemen who had been working in three different teams got a breakthrough with the help of the call details of the mobile phone of the victim and raided several places before arresting the youths from their village last evening. One of the accused had also received burn injuries while throwing the chemical, added the police. The motorcycle used in the incident has also been recovered. The victim, Ritu Saini, has been admitted to the PGIMS here at present and is out of danger. |

Sirsa, May 28 Nain’s statement has come in for sharp criticism from the Kisan Sangharsh Samiti spearheading farmers’ agitation against acquisition of land for the Gorakhpur Atomic Power Project (GAPP) and also from the Haryana Kisan Sabha. Nain had also said that only those farmers who did not own land but had possession over it were opposing the project. Accusing Nain of speaking the language of the government, Hans Raj Siwach, who has been leading the agitation of Gorakhpur farmers for the past more than 650 days, claimed that a majority of the farmers were against giving their land. “We invite him to our demonstration in Fatehabad scheduled for June 25 and see for himself how many farmers were against the acquisition of their lands,” Siwach said. Meanwhile, a senior farmer leader, Krishan Swaroop Gorakhpuria, who has a long association with the Haryana Kisan Sabha and who has been associated with the farmers’ protests against the project from the beginning, said it was not merely the number of farmers opposed to the project but many more issues, which warranted scrapping of the project. “The land selected for this project is highly fertile land, perhaps among the best lands of the country,” Gorakhpuria claimed. He said another question before the farmers was that when Parliament was debating a new Land Acquisition Act, why should the state government want to proceed in a hurry and lastly, the safety apprehensions of people had not been addressed properly, he added. |
New policy to curb default on power bills
Chandigarh, May 28 Concerned at huge electricity bill arrears, the state government has cracked the whip on government departments which would now be responsible for the recovery of arrears from employees. A recent communication from the Chief General Manager of the Uttar Haryana Bijli Vitran Nigam (UHBVN) directed the field officials to put in place a proper management information system (MIS) under which an individual code would be given to each employee under the existing system of consumer billing being undertaken by the billing agencies--DOEACC and HARTRON. A senior official said a separate MIS pertaining to defaulting amounts would be generated by the billing agencies to monitor the status of accurate billing and non-payment. The Executive Engineer (Operation) will be the overall in charge for providing codes within three months. The codification of government employees would be renewed in March/April every year when the employees submit HRA claims in their income tax returns.

‘Suicide’ by girl turns out to be honour killing, brother held
Karnal, May 28 During interrogations, Paras, brother of deceased Payal, a student of Class XII and a resident of Ashok Nagar in Karnal, made a startling revelation that he attacked Payal with a kitchen knife when she was alone in the house on May 20. Paras reportedly told the police that her sister used to get frequent calls from some boys and he suspected that she was involved with some boy and decided to eliminate her. Paras got the opportunity to execute his plan on Sunday when his father had gone to Ambala and Payal was alone at home. The family members, who reached home by that time, took her to the trauma centre in the local Civil Hospital, where she succumbed to her injuries, the police said. The police said the injury marks on the body of the deceased raised suspicion that there was some foul play and even after registering a case of suicide under Section 174 of the CrPC on the day of the incident on the statement of her parents, the police continued investigations. Paras misled the police that Payal had committed suicide and in his statement to the police, her father, Naresh Kumar, also said that Payal was mentally sick and was behaving in an abnormal manner for the past few months perhaps under some witchcraft. The police has registered a case of murder under Section 302 of the IPC and arrested Paras, the DSP said. Paras would be produced in the court for remand for further interrogation and recovery of the knife used for the crime, she added. |
Policy to provide cheap houses to BPL families
Chandigarh, May 28 He said the Director-General, Town and Country Planning, Haryana, had so far identified 10,000 plots to be transferred to the board throughout the state and possession of 4,493 plots had been taken over by the Housing Board Haryana. Possession of balance plots would be taken as and when development works were completed. Construction work of 6,957 flats on 2,319 balance plots would be taken up during the financial year 2012-2013 after floating the registration of these flats. Under the Rural Housing Scheme, 167 expandable houses comprising 37 Type-I, 24 Type-II, 24 Type-III and 82 Type-IV along with a convenient shopping centre and community centre are being constructed on 10 acres land by the Housing Board Haryana at Sisoth village in Mahendergarh district at a cost of Rs 20 crore. The government has also formulated a new policy under which a provision has been made by the Haryana Urban Development Authority to earmark 10 acres of land in the each new sector to be carved out by HUDA to construct houses. Sangwan said the Haryana Housing Board was constructing 11,633 houses of different categories valued at Rs 500, including 6,044 houses for families living the Below Poverty Line (BPL), 1,692 houses for Economically Weaker Sections of society and 404 houses for the Lower Income Group. |
State power utilities withdraw dress code
Panipat, May 28 This decision taken at a meeting of the Board of Directors of the Haryana Vidyut Prasaran Nigam (HVPN) on April 4 was implemented by other power utilities through a circular issued on May 22. It was in 2007 that Vijender Kumar, then Managing Director of the Dakhsin Haryana Bijli Vitran Nigam (DHBVN), introduced the dress code in the utility and all employees were sanctioned Rs 2,000 per annum for wearing uniforms on duty. Vijender Kumar was later shifted to the Uttar Haryana Bijli Vitran Nigam (UHBVN) and he introduced the same code there also. Following this, Haryana Power Generation Corporation Ltd (HPGCL) and Haryana Vidyut Prasaran Nigam Limited (HVPNL) also adopted the same dress code. The implementation of the dress code in all four utilities increased their financial burden by over Rs 5.4 crore a year. However, the Haryana Bureau of Public Enterprises, which approves all allowances given to the state employees, found out that no approval was sought from it before doling out the uniform allowance of Rs 2,000 to every employee. Following this, it put all four utilities on notice, asking them to recover the money. The bureau maintained that a dress allowance was fine for class IV employees but not for class III, II and I officials. However, the power utilities have so far not taken any decision to recover the money. |
Coal shortage behind power crisis, says CM
Rohtak, May 28 This was stated by Chief Minister Bhupinder Singh Hooda here today. He was addressing a gathering after attending to the grievances of local residents at the Canal Rest House this morning. Hooda said while several power generation projects had come up in the recent past, problems including snags in the uninterrupted supply of coal to the plants were the main cause of the ongoing crisis in the state. Power generation in some of the coal-based plants at Yamunanagar, Panipat and Hisar had stopped due to snags and shortage of coal supply, resulting in cuts in power supply across the state. |

Sirsa, May 28 “We should get power for eight hours daily to run our tubewells as per government schedule. But we hardly get power for two to three hours ,” claimed Gurnam Singh, Mohan Singh, Gurjant Singh, Tarsem, Gurdeep Singh and others. They alleged they had not been able to sow their cotton crop as they did not have enough water to irrigate fields prior to sowing. The villagers alleged that even when they got power, unannounced cuts were imposed. Farmers Janta Singh, Baljit Singh, Kaur Singh and Mithu Singh alleged the voltage was too low at times to run tubewells. The enraged farmers opened the lock of the power station after Mandeep Singh, SDO (Operations), assured that better supply of power would be ensured in future. The SDO said power cuts were not under their control as they received commands from higher-ups to shed load. He said the DHBVN supplied power for eight hours in a day to tubewells but due to the present power crisis, the nigam was providing it only for five hours. Rewari: Irate farmers from various parts of south Haryana under the banner of the Bhartiya Kisan Union (BKU) resorted to ‘Halla Bol’ at the residence of the Power Minister Ajay Singh Yadav here on Monday. State BKU chief Gurnam Singh told the minister that while rural areas in South Haryana had been receiving power daily for a few hours only, it was all the more agonising that numerous transformers, which had been lying defunct for a long time, were not being replaced even after repeated requests. Gurnam Singh also pleaded for putting rural areas on a par with urban areas in the matter of power supply. The minister directed senior electricity officials to replace burnt transformers expeditiously. |
HC orders Rohtak shelter home inmates’ checkup at PGI
Chandigarh, May 28 “The respondents are directed to conduct the medical of inmates of the shelter home run by Jaswanti. The medical examination shall be conducted at the PGIMER, Chandigarh, and the status report be produced on the adjourned date. The status report with regard to the investigation carried so far also be filed by the adjourned date,” the Bench of Acting Chief Justice MM Kumar and Justice Alok Singh ruled. The Bench also issued notice to the state DGP and the Rohtak Superintendent of Police, asking them to respond to the PIL. The petition, among other things, has demanded that a special investigation team, comprising officers from outside Haryana with impeccable integrity, be set up to investigate the allegations of sexual abuse and torture of children lodged at the Rohtak shelter home. The petitioner has sought directions to the Haryana Police to immediately transfer the children to a safer home outside Haryana, preferably to Snehalaya at Chandigarh. |

Chandigarh, May 28 A block publicity worker would now get Rs 10,000 per month instead of Rs 3,890. The leader of a bhajan party would also get Rs 10,000 per month instead of Rs 4,200. Similarly, a bhajan party member would be paid Rs 8,500 per month instead of Rs 3,890. They would also be entitled to TA/DA as per instructions of the Finance Department. These employees publicise policies and programmes of the government. |
Five held for playing ‘satta’ on IPL final
Karnal, May 28 SONEPAT: Three persons, identified as Arun, alias, Kala, of Sector 15 here, Sukhbir of Akbarpur Barota and Dharambir of Mehandpur village were caught red-handed by the police while playing ‘satta’ on the IPL final match in a car at a public place in the local Sector 14 market on Sunday evening. The police also seized Rs 4.80 lakh in cash, four mobile phones, a car and a diary from their possession. They were arrested and a case under the Gambling Act has been registered against them at the local civil lines police station. |
