Taking a step towards restraining students from copying content from e-resources and publishing it as their own in their thesis/dissertations, the Central University of Punjab today signed a memorandum of understanding (MoU) with the Information and Library Network (INFLIBNET) Centre, Ahmedabad.

PG degrees of promoted teachers under scanner

A day after Punjab government promoted as many as 2,928 teachers to lecturers in the government schools, the District Education Officers (DEO) have been entrusted with the task of verifying the authenticity of the master's degree of some of these promoted lecturers.

Many of those promoted have their degrees from "distance mode" courses through "franchises" and many of these degrees are not approved by the Distance Education Council (DEC), a statutory regulatory body.

While submitting the list of all 'eligible' teachers for the promotion to the education department two month back, three Circle Education Offices (CEO) in Punjab at Faridkot, Nabha and Jalandhar, had made special mention about some dubious cases.

As many of these teachers have had got their master's degree from distance learning courses through the Punjab-based franchises of Rajasthan and Tamil Nadu Private and Deemed Universities, the authenticity of these degrees was need to be verified, said a senior officer in the Education Department, School.

Though as per the DEC guidelines, these franchises of private universities offering distance education should have earmark sufficient building space for housing administrative and academic activity/staff, library and material storage and dispatch etc to provide effective student support services, most of these franchises are "commercial ventures" not "study centres".

The franchisee, in most cases, is a private enterprise which has got nothing to do with the university. In the name of "collaboration", the universities are just entering into money-making deals, said the officer.

While in some cases, it is the franchisee which conducts the examination, in other cases, the universities claim to conduct it themselves, he said.

Two month back, in one such case, there was rampant copying at Sardulgarh in Mansa district during the final examination at a franchise center of a Private University of Tamil Nadu. The district administration conducted a raid and reported the matter to the University authority.

A Deemed University of Rajasthan which had post-facto approval (retrospective effect) from the DEC for the programmes offered through distance mode in the past till 2005, continue to offer the distance education courses to Punjab students in year 2009 and 2010 also.

In the list of 297 teachers of English (eligible for promotion as lecturer) sent by the CEO Faridkot to the Director, School Education Department, as many as 53 teachers are those who got their master's degree through distance learning from a particular deemed university of Rajasthan and two universities of Tamil Nadu.

So raising 'doubt' about the genuineness of these master's degrees, the CEO made specially mentioned the name of the Universities which awarded the degrees.

Cong may table motion in Assembly

With fresh cases of vendetta politics surfacing in the home turf of Punjab Chief Minister Parkash Singh Badal besides Abohar, the Congress may table a motion during the next session of Punjab Vidhan Sabha.

CLP leader Sunil Jakhar said a deputation comprising Malout rural Congress president Harikrishan Singh, city president Nathu Ram Gandhi, former MLA Nathu Ram and sarpanch Joginder Singh today informed him that armed persons were harassing Harikrishan Singh to block the passage to his fields that he had been using since 1971. The miscreants on May 13 allegedly damaged small bridges and thrashed farm worker Subhash Masih misusing police influence. Jakhar said the Chief Minister had assured that special cell led by a senior IPS officer would be formed to check vendetta politics but cases have surfaced in CM's home turf now.

Congress will have to table a motion in the Punjab Vidhan Sabha if such atrocities remain un-checked, Jakhar said. He said the ruling politicians to influence the outcome of Municipal elections were harassing Congress workers.

In Abohar, more than two hundred party workers marched to the office of the deputy superintendent of police to meet the Fazilka SSP GS Dhillon.

The workers led by senior councillor Vimal Thatai complained that the city police had booked councillor Madan Lal Doda and other senior workers in a family dispute even when they were not present around the paying guest house, the site of said clash between two brothers.

SSP asked DSP Vibhor Kumar Sharma to probe in to the complaint.

ASI misbehaves with lady doctor, suspended

Assistant sub inspector (ASI) Darshan Singh posted at the City police station here has been placed under suspension and dispatched to the district police lines, superintendent of police Virender Singh Brar confirmed.

As per information, the erring official went to the emergency ward of the Civil Hospital to record the statement of a patient in connection with a criminal case. However, he visibly appeared to be under the influence of alcohol.

During the visit, he allegedly misbehaved with lady-doctor Amita Chaudhary. As she raised an alarm, half a dozen doctors reached the ward immediately and informed the SHO of the city police.

As the police rushed to the Civil Hospital, the erring official tried to escape but was caught near the exit gate. The doctors examined him but when asked to sign the report the ASI damaged the page by putting cross.

Senior police officials were informed about the incident that had brought shame to the khaki.

They promptly placed Darshan Singh under suspension and directed him to report at the district police lines immediately, sources added.

Inquiry ordered in ‘improper’ construction of road

A section of residents today intercepted the cavalcade of Local Bodies Principal Secretary Suresh Kumar to show him how recently carpeted old tehsil road had perished within few weeks.

Sources said Suresh Kumar along with other senior officials came out of their cars to have a look on the road. The protesters alleged that the cemented road that was constructed to link the Model Town with the Lions Chowk under the railway over bridge in February with budgeted cost of Rs 31 lakh too had started perishing due to use of sub-standard materials.

The Model Town Sudhar Sabha and Senior Citizens Welfare Association had submitted memorandums to the concerned officials alleging malpractices in the construction of roads by the Municipal Council but none responded.

Taking a serious view, the principal secretary asked deputy director of the local bodies department to probe into the complaints and submit his findings at the earliest. — OC

CUP signs MoU to curb copying of content from e-resources

Taking a step towards restraining students from copying content from e-resources and publishing it as their own in their thesis/dissertations, the Central University of Punjab today signed a memorandum of understanding (MoU) with the Information and Library Network (INFLIBNET) Centre, Ahmedabad.

The INFLIBNET Centre has been assigned the responsibility of hosting, maintaining and making the digital repository of Indian Electronic Theses and Dissertation (ETDs), through Shodhganga, accessible to all institutions and universities, as per the UGC Regulation on M.Phil/Ph.D.

Shodhganga, a programme initiated by the INFLIBNET to provide a platform for research students to deposit their Ph.D. theses and make it available to the entire academic community in open access, also has the ability to capture, index, store, disseminate and preserve the works submitted by the researchers.

The MoU will now enable the University faculty members and students to have an open access to research publications from across all the universities that have signed similar MoUs with INFLIBNET. Apart from easy availability of research material, the step will also check the nuisance of plagiarism in research and academic publications.

Speaking on the occasion, Vice-Chancellor, Prof Jai Rup Singh said, "The MoU will enable us to access what the other universities are doing and avoid repetitions and plagiarism in various academic works," he added.

The chief guest, Dr RK Chadha, Joint Secretary, Parliament of India, said, "A new culture of information sharing is going to evolve with this e-resource programme."

Dr Jagdish Arora, director, INFLIBNET Centre, dwelled upon how plagiarism could be intentional or accidental. "If a research scholar forgets to give citations by the end of its academic work, it may also amount to plagiarism." "As many as 57 universities from across India have signed up with us and have uploaded more than 3,350 theses on Shodhganga. The faculty and students of all these universities have open access to more than 7,500 e-journals," Dr Arora said.
