Deceased’s brother says assailant a resident of their village
Bathinda, May 14
Sukhdeep Sukha, the brother of Lakha Sadhana, the youth leader of the PPP, who was shot at from close range at his village in Rampura, has said the assailant, a resident of their village, used to visit the gym frequented by his brother. Last evening too, he had come and was standing at the gym entrance for quite sometime.

Muktsar dist reports 10 rape cases in less than two months

Raising questions over the safety of women in the Chief Minister’s home district, as many as 10 cases of rape have been reported in less than two months. The data for such cases during the period between March 14 and May 14was procured from the Punjab police.

F’pur DTO office clerk caught with stolen vehicles

Rajinder Singh, a clerk posted in the office of the District Transport Officer (DTO) at Ferozepur, has been arrested at Mullanpur Dakha in Ludhiana rural police district along with his associate Jagjit Singh on charges of forging the registration documents of stolen vehicles. A criminal case was being registered against them.

Farmers urged to adopt trench method for maize cultivation

Maize being sown with a transplanter by making trenches at the Government Agriculture Farm in Raonta village of Moga district. To prevent the water table from depleting further, the agriculture experts have urged farmers to adopt trench-method for cultivation of maize, the sowing of which began this week and would last for another three weeks.

Maize to fetch good price
The Punjab Agriculture University (PAU), Ludhiana experts have observed that market prices of maize in the state would remain low during June-September due to arrival of spring maize crop and start rising after October and remain high up to May next year.

Sidhana attack case of vendetta: Manpreet

Terming the murderous attack on a young leader of the People's Party of Punjab (PPP), Lakhvir Singh, alias Lakha Sidhana, a case of political vendetta, the PPP supremo Manpreet Singh Badal today served an ultimatum to the Badal government that if it failed to arrest the assailants in 10 days, then the PPP would organise street protests even though it did not want to do so.

Lakha Sidhana had contested the recently held Assembly elections as the PPP candidate from Rampura unsuccessfully. During the attack, he had reportedly suffered bullet injuries last evening in his Sidhana village (Rampura Phul). He is now under treatment in a hospital at Ludhiana.

Talking to media persons at the residence of a PPP leader Sukhdev Singh Chahal here today, Manpreet asked the state government to unearth the conspiracy behind the murderous attack on Lakha Sidhana, by arresting the assailants. He said in case anything untoward happened to Lakha Sidhana, then it would be more dangerous. The government can not suppress the ideology of the PPP with bullets, he added.

He also said that despite the identification of the assailant, who had fired at Sidhana, he had not been nabbed so far. It showed either the police was incompetent or the assailant had strong political backing. He also said those who were behind the attack, should also be exposed by the police.

Manpreet said it was not a first case of political vendetta as the state was witnessing such incidents almost daily, in which political opponents of the ruling party were being targeted.

He said even two children of a family had been ousted from a school in the Lambi constituency as their family had cast votes in favour of the PPP candidate.

When his attention was drawn to Chief Minister Parkash Singh Badal's statement that he did not believe in vendetta politics, Manpreet said what the Chief Minister was saying was not true.

Manpreet said to consolidate its vote bank further, from five per cent to 15 per cent or more, the PPP would contest all forthcoming elections, including the ensuing municipal elections and the Lok Sabha elections, in the state.

To a question whether his father Gurdas Singh Badal will accept a luxury car, out of three being purchased by the government, Manpreet categorically stated that if Chief Minister Parkash Singh Badal sent such a car to his father, he would not accept the same.

Manpreet also expressed suspicion that during the recently held Assembly elections, the electronic voting machines (EVMs) had been tampered with. He said even the Election Commission (EC) knew that the EVMs were not impregnable.

With regard to the on-going speculations about his return to the Shiromani Akali Dal (SAD), Manpreet said no one could buy his loyalty by offering him ministerial berth or even membership of Parliament.

Sukhdeep Sukha, the brother of Lakha Sadhana, the youth leader of the PPP, who was shot at from close range at his village in Rampura, has said the assailant, a resident of their village, used to visit the gym frequented by his brother. Last evening too, he had come and was standing at the gym entrance for quite sometime.

When Lakha was shifting some benches, he came close to him and shot at him using a small fire-arm. Sukhdeep expressed ignorance over the reason behind the shooting.

He said his brother was active in politics and was popular among the youths. Their mother, Harbans Kaur, too is in politics and is the present sarpanch of their village. The brother of the youth leader said he is into agriculture and looks after 10 acres of agricultural land near the village in Rampura.

Before contesting the last Vidhan Sabha elections on PPP ticket, he was said to have been associated with SAD leader and Punjab Education Minister Sikandar Singh Maluka and parted his ways after joining PPP.

The police officials investigating the matter said efforts were on to nab the culprit.

Muktsar dist reports 10 rape cases in less than two months

Raising questions over the safety of women in the Chief Minister’s home district, as many as 10 cases of rape have been reported in less than two months.
The data for such cases during the period between March 14 and May 14was procured from the Punjab police.

The Muktsar city police had registered a case on March 23 following the complaint of the victim, a resident of Guru Nanak Basti, who alleged that the accused forcibly entered her house on March 20 and raped her.

Two days later, a married woman of Balochkera village reported to the Lambi police that three persons allegedly gangraped her after entering her house. The very next day on March 26, another rape case was reported to the district police at Lakhewali police station.

Further, on April 11, two incidents of rape were reported to the Malout city police and on the same day, one such case was reported to the Kot Bhai police.

The Gidderbaha police registered a rape case on April 26. Further, on May 3, a rape case was registered at the Malout city police station and on May 5, one such incident was reported to the Muktsar city police. On May 8, the Gidderbaha police registered a rape case.

Astonishingly, on May 4, the Malout police had arrested a minor boy, student of class X, for allegedly raping two minor girls in a week’s time. A migrant labourer of Bihar had filed a complaint to the Malout city police alleging that his daughter (9) was raped on May 3 at a secluded place near the Malout grain market. A case was registered and a minor boy was arrested for the crime. During the investigation, the boy confessed that on April 26, he had raped an eight-year-old girl also, who was a class III student, near the Harji Ram Mandi of Malout.

Since Muktsar SSP Inder Mohan Singh was not available, SP (Headquarters) Narinderpal Singh said, “We are very much concerned about providing safety and security to the public, especially to the fairer sex.”

He added, “All the cases registered on the complaints of rape victims are being investigated thoroughly.”

“She remained topper throughout her academic career. She passed the examination in her first attempt and that too without taking any coaching,” says Angrej Singh Kathpal, the proud father.

Gagandeep Kaur did her schooling from the Army school, Fazilka, till matriculation. Thereafter, she did B.Sc in microbial and food science from the MCM DAV College, Chandigarh and M.Sc in food science and technology from the Guru Nanak Dev University, Amritsar. She had ranked third in the university.

Remove mobile towers from residential areas: HC

Mobile towers in residential areas won't ring in inconvenience. A Division Bench of the Punjab and Haryana High Court today asked the state governments to direct all the municipal councils, corporations and other local bodies to make inoperative the mobile towers functioning from the residential areas without following the norms. A survey report on towers in UT too has been called for.

Referring to its previous orders, the Bench of Acting Chief Justice MM Kumar and Justice Alok Singh asserted the state governments and the Chandigarh Administration were well within their jurisdiction to demolish towers, if the service providers given lease of the buildings "failed to answer the norms laid down in a letter dated November 17, 2011".

The Bench further added: "In the last order, we have clarified that the state government shall come into action and no civil court shall grant any injunction, if such towers are to be demolished."

Taking notice of such violation in Kapurthala, the Bench directed: "The state government must fling into action by issuing direction to the Municipal Council, Kapurthala, for the demolition of a tower. It is further directed that similar directions have to be issued to the municipal councils/corporations or other local bodies with clear understanding that all such towers, which are operating in violation of the norms fixed by the Inter-Ministerial Committee and accepted by the Department of Telecom, Government of India, shall not be permitted to operate. The State of Haryana shall also follow the same direction".

Focusing on Chandigarh, the Bench took note of the UT counsel's assertion that 180 towers have been erected in residential areas of Chandigarh and notices have been served. For them, the last date for the removal of illegal structures is May 18.

The counsel also told the Bench that a survey was required to be carried out for assessing whether the other towers conform to the norms fixed by the committee.

"After undertaking the survey, the report be submitted to this court on the next date of hearing, the Bench directed, adding that the service providers "shall themselves remove the towers at once because they are aware whether these conform to the norms fixed by the committee and accepted by the Central Government vide letter dated November 17 last".

F’pur DTO office clerk caught with stolen vehicles

Ferozepur, May 14
Rajinder Singh, a clerk posted in the office of the District Transport Officer (DTO) at Ferozepur, has been arrested at Mullanpur Dakha in Ludhiana rural police district along with his associate Jagjit Singh on charges of forging the registration documents of stolen vehicles. A criminal case was being registered against them.

An Innova car (PB-22D-9898) was brought to a Toyota dealer at Mullanpur on Monday for repair after the vehicle met with a minor accident on the highway.

A senior official of the Toyota agency revealed that the SUV was brought to the workshop for the repair of headlights. When the foreman tried to enter a repair order of the said vehicle into their computer, the computer refused to pick up the information. Internal inquiries made by the dealership revealed that the said SUV was stolen from Mumbai and an FIR in this regard had been lodged there.

The SHO of Mullanpur police station, Prem Singh, who is investigating the case, confirmed that they had arrested the duo and they were brought to the police station at about 4 pm on Monday. “We have recovered two stolen vehicles from their possession and further investigation is in progress,” he said.

A senior police official revealed that a message has been flashed to the Maharashtra police demanding further details of the stolen vehicle.

The SHO was of the opinion that Rajinder Singh, who had access to the documents needed for the registration of a vehicle, could have sold more stolen vehicles on forged documents.

Meanwhile, it was reportedly learnt that the said clerk of the DTO office was in touch with many agents operating in Ferozepur, Fazilka, Moga, Amritsar and Ludhiana districts. These agents used to bring stolen vehicles to him for preparing the forged documents, which enabled them to sell the vehicles.

Body of newborn girl found in bushes

Ferozepur, May 14
While the world was busy celebrating motherhood on the occasion of Mother's Day, a girl child was found dead in the bushes near the octroi post number 7 on the busy Moga-Ferozepur road here yesterday.

The incident came to fore when a passerby noticed the body of the girl following which he informed the cantonment police station. Later, when the police team led by sub-inspector Malook Singh reached the spot, they found the body of a few hours old girl. Police officials said it appeared someone had abandoned the girl just after her birth in the wee hours on Sunday.

A search has been launched to find out the girl’s parents. Midwives and ASHA workers are being contacted and a list of the expecting women is also being compiled. Baljit Kaur, who looks after the PNDT wing, said an inquiry will be conducted and all help will be extended to the police in identifying the culprits. — OC

Widow commits suicide, mother dies of shock

The mother of a widow died of shock immediately after she learnt that her daughter committed suicide yesterday, allegedly by consuming some poisonous substance.

The Kabarwala police said as per the complaint received from the relatives of the deceased Rimpy (25) of Midda village near Malout, whose husband had died almost six months ago in a road mishap, she was being pressurised by a woman named Deepo to marry any of her two sons. Rimpy had rejected the proposal a number of times and when Deepo tried to do it forcibly, she allegedly consumed poison. Her mother Neelo died of some organ failure. Farmers urged to adopt trench method for maize cultivation

Moga, May 14
To prevent the water table from depleting further, the agriculture experts have urged farmers to adopt trench-method for cultivation of maize, the sowing of which began this week and would last for another three weeks.

Three out of the four revenue blocks of Moga district and its adjoining areas in the heartland of the Malwa belt had already been declared as ‘dark zones’ by the Central Water Commission due to fast depletion of the water table. In the given scenario, the practice of trench method for cultivation of maize and other crops would help in conserving water. It would also help control the weeds thereby resulting in better yield.

Moga’s chief agriculture officer Dr Harpreet Singh and agriculture development officer Dr Jaswinder Singh Brar said the Agriculture Department had fixed a target of sowing maize on 5000 hectares in Moga district. “Last year, the area was negligible — just 500 hectares,” they claimed.

The agro-scientists said the wheat-paddy crop cycle had taken its toll on the natural resource of water. The need of the hour was to go for alternative cropping systems.

Brar said, “We have hybrid varieties of maize and scientific methods for its cultivation, which can help raise production as compared to paddy or other crops, ensuring comfortable and equitable returns.”

Studies conducted by the agriculture universities and the state agriculture department indicate that optimum row spacing in trenches should be 60 cm with plant population of 70,000 per hectare to get maximum yields, he said.

Both the agro-scientists said that they had already held more than 20 camps to provide practical knowledge on scientific cultivation of maize using maize transplanter by making trenches.

“Mid-May and early-June are good for the sowing time of maize crop,” they recommended.

Brar said besides saving water, the trench method could also help farmers reduce the consumption of power in the interest of the state during the peak paddy season.

Maize to fetch good price

The Punjab Agriculture University (PAU), Ludhiana experts have observed that market prices of maize in the state would remain low during June-September due to arrival of spring maize crop and start rising after October and remain high up to May next year.

Based on the international and national scenario, the Agricultural Market Intelligence Centre at the PAU has predicted maize prices in the range of `1,050 to `1,150 per quintal during September-October which are likely to increase by about `100 per quintal afterwards.
