Former Congress MLA alleges political vendetta against him
Bathinda, May 4 Makhan Singh said the Bathinda Municipal Corporation (BMC) officials had visited his house, situated in National Colony here, twice in his absence in the past week, and had threatened the female members of his family saying they were encroaching upon the street. He said he had not encroached upon any part of the street and had only constructed a room for installing the generator set, that too on his own land. Narrating the incident, the former MLA said he had bought the house from one Parkash Kaur in 1998, when he had been a member of the Punjab Vidhan Sabha, by taking a loan from the Vidhan Sabha, and had taken possession as per the registration of the sale deed. But on April 28 last, a person, whose name the MLA said was either Harminder Singh or Sukhwinder Singh, came to his house on behalf of the BMC and told the family members that they had encroached upon the street illegally while another official of the BMC, Tirath Ram, along with the police, came to his house the previous day and alleged that they had encroached upon the street, he added. Makhan Singh alleged that it was a politically motivated action by the state government against him and a part of the political vendetta, initiated against him as he was a Congressman. He also said the government was hatching a conspiracy to humiliate him in public by showing that he had encroached upon a street. He said sending the police without any notice to his house was a matter of concern because if someone encroaches upon a piece of land, then a notice is issued to him first. He also challenged the government that it should get the land demarcated. In case the land was found to be in excess during the demarcation, he would leave it of his own will, the MLA added. Makhan Singh demanded action against the BMC officials who had been alleging that he had encroached upon the street. He said he would also approach the Punjab Vidhan Sabha Speaker, Punjab State Human Rights Commission, and the SC/ST Commission to get justice. When contacted, the BMC Commissioner, Uma Shanker Gupta said some BMC officials had visited the house of Makhan Singh as part of routine checking of illegal encroachments. Regarding the visit by policemen, he said it was a routine practice that when the BMC officials visit to check the encroachments, the policemen accompany them. As per the BMC officials, the family had been encroaching upon the street. So he had asked the BMC officials to issue a notice in this regard to the former MLA, he added. Among others who were present on the occasion included former Bathinda MLA Harminder Singh Jassi, district president (Urban) of the party Ashok Kumar and district president (Rural) of the party Narinder Singh Bhuleria. |

Bathinda, May 4 Confirming the threat perception received from intelligence agencies, Deputy Commissioner, Bathinda, Kamal Kishore Yadav, said a team of Bathinda police, under SP (Headquarter), visited the refinery today and conducted thorough checking. The team checked the refinery’s internal security and security systems at the gate. Police teams liaison with the internal security in order to coordinate in the times of need was also done. The refinery’s security system has also been asked to share its list of people with suspicious activities as well as keep a tab on the area around the property. SSP, Bathinda, Dr Sukhchain Singh Gill, said the intelligence agencies have not named any particular terrorist outfit or group. He added that the DSP Talwandi Sabo has been entrusted with the charge of looking after the refinery, while the SP (Headquarter) would be overseeing the entire arrangement. While the refinery was checked in the morning, oil depots were expected to be checked by evening. Phoos Mandi houses oil depots of the Indian Oil Corporation, Hindustan Petroleum and Bharat Petroleum. Besides, the area also has Kandla-Bathinda pipeline project of the Indian Oil Corporation, which is the largest oil pipeline of the country, at 1,443 kms. At Phoos Mandi too, the internal security system is being boosted and has been asked to coordinate with the district police. |
RS MP moves human rights body over jobs to villagers
Bathinda, May 4 In a communiqué sent to the chairman of PSHRC, the All India In-charge Human Rights Cell, BJP, Avinash Rai Khanna has stated that deprivation of villagers from jobs in the Bathinda refinery is a clear cut human rights violation due to inaction on the part of the public servant. “We want that the villagers should be given what they were promised,” he added. |
Congress to stage dharna on May 7
Bathinda, May 4 At the meeting, it was decided that under the leadership of a general secretary of the Punjab Pradesh Congress Committee, Harminder Singh Jassi, the Congress workers would stage a protest against the SAD-BJP government on May 7 in the city to raise the problems, being faced by the residents of the city. 888 women delivered babies by C-section
Bathinda, May 4 As per the information available from April 2011 to March 2012, 3,366 expectant women were admitted for delivery at the Women and Children Hospital, situated on the premises of the Civil Hospital here. Of them 2,478 delivered babies through normal deliveries while 888 delivered babies by the caesarean section. However, during the financial year 2010-11, 2,154 women had delivered babies at the Women and Children Hospital here. Of them, 546 (25 per cent) women had delivered babies by the caesarean section while the remaining babies were born through normal deliveries. Seeing the number and percentage of the caesarean cases at the Women and Children Hospital here, the question arises as to why such a large number of babies have been delivered here by Caesarean section. When contacted, Dr Ritu, a gynaecologist at the Women and Children Hospital here, today said such a large number of deliveries by caesarean section at this hospital could be attributed to its status as it is a referral hospital for many health centres in various parts of the district. Dr Ritu further said there were some other reasons due to which the caesarean section had to be conducted by the gynaecologists at the time of delivery. These reasons included delivery of healthy babies due to good nutrition, sedentary lifestyle due to which mobility remains less, lack of tolerance power of women during labour pain due to which sometimes the gynaecologist has to conduct caesarean section on the demand of the family, and other complications. She further said several people also preferred caesarean section, considering it was safe for the delivery of the child. It has also been learnt that some women prefer caesarean section so that the child could be saved from any type of asphyxia at the time of birth. However, caesarean section can be avoided in many cases by taking some steps, including proper registration of the pregnant woman, prenatal check-ups and regular medical advice. Fact file

No let-up in chain snatching cases
Bathinda, May 4 Police officials said they had devised many ways to catch the snatchers but failed to make any major breakthrough so far. SSP Bathinda Dr Sukhchain Singh Gill, in a recently held press conference, stated that on the lines of Chandigarh police, the department here had also involved women constables to arrest snatchers. "Bedecked with ornaments, purse and jewellery, we asked the lady constables to walk in secluded or remote areas during afternoon when streets wear deserted look and also in the night hours," SSP said, adding that performed the assigned duty but nobody dared to snatch their purses or jewellery,” the SSP rued. He added that the concept was successful in cities like Chandigarh where snatchers caught in the police web at many places. The city beautiful is quite different from cities like Bathinda where special nakas were put up by the police immediately after a snatching incident but that also failed to help the police. He said though police had intensified patrolling and deployed more men in plain clothes in the residential and the commercial areas where theft and snatching incidents were reported frequently, no arrests had been made so far. A senior police functionary said to curb the snatching incidents, people need to be counselled and sensitised. They should be advised not to wear gold jewellery while walking alone in the empty streets, especially at afternoon and late at night. Policemen could not be deployed in every nook and corner of the city but the residents should wake up and take extra precautions about their belongings and keep a tab over the unscrupulous elements. The residents should approach the police and keep them informed about suspects moving around in their respective areas. Females should not carry purses, mobiles or other costly material on their right shoulders while walking or riding pillion on two wheelers. This makes it easy for the snatchers to take things away while overtaking their victims at high speed on motorcycles. A recent victim of chain snatching, Veerpal Kaur of Model Town phase-II, complained that she along with her sister-in-law had gone to distribute some cards on the Dhobiana road when two unidentified youngsters took away her gold chain. The accused took away her chain, which is worth more than Rs 25,000 from near street number 12 of the Dhobiana road while they were walking on the road. A case under Sections 356 and 34 of the IPC has been registered against two unidentified persons at Cantonment police station. Cantonment police station in-charge inspector Kuldeep Singh said few snatching incidents have been reported in the areas falling under the Cantonment police station during the past few months. He rued that there was no breakthrough in terms of arrests of the snatchers despite the intense patrolling in the area. "The recently recruited policemen have also been also instructed to check out all the hideouts of the drug addicts, raid secluded places, check use of drugs by youngsters, check rash driving-especially by two wheelers," the SHO claimed. “We could only take precautionary measures and sensitise the public to remain vigilant,” he added. He pointed out that the snatchers had targeted those women who wear gold chains and other costly jewellery while walking alone in secluded or remote areas. "There are some women who wear jewellery during morning or evening walk, carry purse or mobiles in a very careless manner. When we all knew that the snatching incidents are on the rise all over the places we need to take some precautionary measures by not showing such things in open places, especially in less crowded areas", the SHO suggested. He also said policemen and lady constables had been deployed in plain clothes to keep a tab on unscrupulous elements in the city and claimed that the incidents of snatchings have reduced to some extent.
