Bathinda, May 17
Leaders and representatives of six political parties — the CPI, the CPM, the Congress, the PPP, the BSP and the SAD (Panch Pradhani) — today formed a 13-member ‘Atiyachar Virodhi Sangharsh Committee’ to seek justice for Amanpreet Kaur (25) of Pitho village in Bathinda and her family, and one Balwinder Kaur of Ramsra village (Raman) in this district.

According to the district secretary of the CPI, Jagjit Singh Joga, a ‘false murder case’ has been registered against Amanpreet Kaur and three others, including her parents, on the complaint of her relatives that Amanpreet and others had killed Kulwinder Singh, a son of Amanpreet’s paternal uncle, though Kulwinder Singh had died after consuming some poisonous substance in the fields of the village on March 5 last.

Likewise, the police has also been ‘harassing’ Balwinder Kaur in connection with the death of her husband, whose body was found from the village pond on April 27, he adds.

The ‘Atiyachar Virodhi Sanghrash Committee’ will have two members each from the six political parties. The district secretary of the CPI Jagjit Singh Joga has been made the convener of the committee at a meeting of these six parties held here today to chalk out a joint action plan.

Talking to TNS today, Joga said the committee would meet the Bathinda Deputy Commissioner (DC) at 4 pm tomorrow and would submit him a memorandum enlisting their demands along with the applications of Amanpreet Kaur and Balwinder Kaur containing the sequence of events in their respective cases.

Joga said the committee would demand from the DC, cancellation of the FIR registered against Amanpreet Kaur and others; return of the house, land and tractor etc to Amanpreet’s family, which were now in the possession of her relatives; and police security to Amanpreet and her family. In the case of Balwinder Kaur, the committee would demand registration of case against four policemen, who had allegedly tortured Balwinder Kaur in illegal custody.

Besides, the committee would also demand tracing of real murderers of Balwinder Kaur’s husband, he added.

Joga said in case their demands were not met in a week, they would be compelled to ‘gherao’ the Rampura Sadar police station (Gill Kalan) and the police station at Raman.

HC lifts stay on upgradation of Moga municipal council
Kulwinder Sandhu/TNS

Moga, May 17
The Punjab and Haryana High Court (HC) dismissed a petition challenging the conversion of the Municipal Council, Moga, into a corporation on Wednesday paving the way for upgrading the status of the local body. This is the second petition that has been dismissed by the court.

The outgoing president of the Moga MC Barjinder Singh Brar, who is the youngest son of former agriculture minister Jathedar Tota Singh, has welcomed the HC decision of dismissing the petition. He said last year, the elected body under his leadership had passed a resolution to raise the status of the local body. It was on the request of the elected body that the Punjab Government issued a notification to upgrade the status of the MC.

However, on October 17, 2011, the HC stayed the state government’s decision following a petition filed by municipal councillor Surinder Singh and others. But the petitioners withdrew their petition on March 17, 2012.

Later on April 4, 2012, another local councillor Parshotam Puri filed a petition in the HC demanding stay on the formation of corporation. He claimed that the government did not fulfill the mandatory requirements to upgrade the status of the local body. On April 20, the HC again stayed the conversion of the local body. However, the court dismissed this petition today.

Last week, the HC had also dismissed the petitions filed against the formation of corporations at Pathankot, Phagwara and Mohali towns.

Brar said his father had made personal efforts to upgrade the local body for the better development of the area.

Meanwhile, a former DGP Paramdeep Singh Gill, who unsuccessfully fought the assembly election from the Moga constituency, has started projecting his cousin Dr Micky Gill in the local politics. The latter endeavours to become the first Mayor of the town by lobbying with the councillors for the local body elections.

Barjinder Brar too desires to become the first Mayor of the town claiming the credit for the formation of the corporation.

The local Congress MLA, Joginder Pal Jain, is making his own calculations to take over the reins of the local body. Last time, the Congress had boycotted the local body elections. He may project his son Akshit Jain, a youth Congress leader, or his wife Swaran Lata Jain, also a former MC chief, as the candidate for the Mayor’s post.

Case History

July 26, 2011: The state government notifies to convert the Moga Municipal Council into a corporation.

October 17, 2011: The High Court stays the conversion.

March 21, 2012: The corporation status restored as petitioners withdraw their petition filed in the HC.

April 4, 2012: Local councillor Parshotam Puri files another petition in the HC.

April 20, 2012: The HC again stays the conversion of the MC.

May 16, 2012: The High Court dismisses the petition challenging the upgradation of the local body.
