DJB budget approved
New Delhi, April 25
The Delhi Jal Board today approved the budget proposal for the year 2012-2013 that was tabled by the Chief Executive Officer of the (DJB), Ramesh Negi. The approved budget proposal is of Rs 3780.91 crore consisting of Rs 1984.74 crore for Plan and Rs 1796.17 crore for non-Plan.

BJP claims majority in S. Delhi Corporation

The BJP today claimed to have full majority in South Delhi Municipal Corporation and would get its candidate for the post of Mayor elected. All the claims of the Congress about its majority are imaginary and contrary to the sentiments of the people, said president of the Delhi unit of the BJP, Vijender Gupta.

‘Teachers not paid for six months’

Teachers and other staff of Guru Harkishan Public School, Fatehgarh, have been on strike for the past one week as they have not been paid for six months, according to Shiromani Akali Dal president Manjit Singh (GK).

LG decries making of illegal buildings

Lieutenant-Governor Tejendra Khanna said the people who are constructing the buildings in the Capital without proper plans certified for the structural safety are committing a serious breach of national duty.

Govt to make helmet compulsory for women
New Delhi, April 25
Women riding pillion on two-wheelers on the Delhi roads will soon have to wear helmets as the government has decided to withdraw the exemption enjoyed by them since 1993. The Delhi government today assured the high court that it would withdraw the exemption within two months to ensure the safety of the women pillion riders.

Man arrested for killing wife

A 25-year-old man has been arrested from the Chhawla area of southwest Delhi for killing his wife, suspecting her of having an extra-marital affair, police officials said today. Amit Kumar, a resident of Tajpur village, allegedly shot dead his wife Shalu on April 10.

Transporter shot dead in Bawana
New Delhi, April 25
A 35-year-old transporter was shot dead by an unidentified person in the Capital, the police said today. The victim identified as Karambeer Singh, a resident of the Sultanpur Dabas area in West Delhi.

DJB budget approved

The Delhi Jal Board today approved the budget proposal for the year 2012-2013 that was tabled by the Chief Executive Officer of the (DJB), Ramesh Negi. The approved budget proposal is of Rs 3780.91 crore consisting of Rs 1984.74 crore for Plan and Rs 1796.17 crore for non-Plan.

The Board consists of chairperson, vice-chairman that is an MLA of the ruling party, an MLA of the opposition and two corporators. Chief Minister Sheila Dikshit is chairperson of the DJB.

While presenting the budget, the CEO said, "Delhi, the national political epicenter and a major commercial and industrial destination, is also the fastest growing city in India with its decadal population growth rate touching 47 per cent against the national average of 21 per cent. The challenge of providing water and sewerage to a metro city with a very high pace of population growth is further enhanced due to the varied demographic profile of Delhi. There is an urgent need for dedicated management of Water Supply and Sewerage (WSS) functions in the rapidly expanding capital city."

Negi said that water production is expected to increase to 900 Million Gallon Daily (MGD) from 835 with the commissioning of the Chandrawal recycling plant and the Dwarka water treatment plant (WTP). Sewage treatment capacity, which is presently 514.4 MGD, is expected to increase to 614.4 MGD. This increase of STP capacity by 100 MGD will be brought about by the commissioning of the New Okhla STP (30 MGD), Yamuna Vihar STP (25 MGD) and the Kondli STP (45 MGD).

To bring about equitable coverage of water supply, 53 under ground reservoirs (UGR) are planned, out of which 34 UGR have been commissioned. Six UGRs in 2012-13 and six reservoirs in 2013-14 are to be commissioned. The water lines have been laid in 783 unauthorized colonies. The work in 45 unauthorized colonies is under progress. The proposals to provide piped water supply in 32 unauthorized colonies are in the tendering process.

Lay sewer network in unauthorised colonies: CM

Keeping in view the assembly election to be held next year, Chief Minister Sheila Dikshit today told the Delhi Jal Board (DJB) to lay sewer network in unauthorised colonies which have been given clearances by various agencies.

Dikshit, presiding over a board meeting of the DJB today, asked the agency to start the process of laying the sewer network in the unauthorised colonies as soon as possible, officials said.

The government has given Rs 400 crore to the DJB for construction of sewer lines in unauthorized colonies that were issued provisional regularization certificates by the city government in 2008.

BJP claims majority in S. Delhi Corporation

The BJP today claimed to have full majority in South Delhi Municipal Corporation and would get its candidate for the post of Mayor elected. All the claims of the Congress about its majority are imaginary and contrary to the sentiments of the people, said president of the Delhi unit of the BJP, Vijender Gupta.

Gupta has raised a question to the Chief Minister and the Congress that if they have majority in South Delhi Corporation, they should publish the list of councillors' names.

He said that the Congress has double standards. The Chief Minister and DPCC president JP Aggarwal say that they have nothing to do with the election of the councillors. Sheila Dikshit in an interview with a TV channel yesterday said that the people of Delhi had not given mandate to them, hence the Congress was not interested in the election of the Mayor.

But Vijender said that the Congress was conspiring to grab power through backdoor in South Delhi MCD. Under this conspiracy, the Congress was trying to mislead the people.

They have neither the support of the Nationalist Congress Party (NCP) nor of the BSP. Even, the independents are not supporting the Congress, he added.

Gupta said that the Congress was playing a strange drama. Will the Congress with the support of only 29 councillors in the House of 104 (about 25 per cent of the total number) be able to get its Mayor elected and conduct the affairs of the corporation by getting majority?

The BJP has support of members more than of the required majority. It will not face any difficulty in getting its Mayor elected, Gupta said.

The BJP has made it clear that in the elections to the post of the Mayor in South Delhi Corporation, the strength of the BJP and the Congress will become clear.

Most of the independents are supporting the BJP in South Delhi. The victorious candidates of other small parties are also in contact with the BJP. It will not face any difficulty in proving a majority because the required number of 58 is with it.

‘Teachers not paid for six months’

Teachers and other staff of Guru Harkishan Public School, Fatehgarh, have been on strike for the past one week as they have not been paid for six months, according to Shiromani Akali Dal president Manjit Singh (GK).

Addressing a conference, GK said Guru Harkishan School, which is being run by the Delhi Sikh Gurdwara Committee, had charged increased fee after the implementation of the Sixth Pay Commission, but had not paid to the staff members for the past six months.

He said that the DSGMC was being given 15 days for releasing the salaries of the school staff. If it failed to meet the deadline, activists of the opposition party in the gurdwara committee would also sit on dharna along with the teachers, he added.

GK said, "I am a product of the Guru Harkishan School. Mine was the first batch. At that time, the standard of the school was good. People used to rush to the school for getting their children admitted. But nowadays, people prefer other schools due to a decline in the education standard of the school."

"When I was in school, only five persons were enough to deal with the administrative work. Now, schools are overstaffed as each school has either 15 or more staff members. Also, quality is not given importance while appointing teachers. Nepotism is the main criterion for appointment in the school and this is the reason behind the poor performance of students of the schools over the last many years," he said.

He added that there was no need to appoint a chairman in the school as this was an additional expenditure.

When asked that he had also worked as the chairman of the Vasant Kunj School a few years ago, he said though he had worked as the chairman, he did not have a proper office and so there was not much expenditure involved.

Replying to an allegation that the Vasant Kunj school was overstaffed during his tenure, GK challenged that records should be checked to find out in whose tenure the maximum appointments were made.

LG decries making of illegal buildings

Lieutenant-Governor Tejendra Khanna said the people who are constructing the buildings in the Capital without proper plans certified for the structural safety are committing a serious breach of national duty.

He said this while inaugurating a training programme for MCD engineers on "Seismic Safety Assessment of Buildings in Delhi by Rapid Visual Screening".

Delivering the keynote speech, the LG said, "If we want Delhi to be a template or example for the rest of the nation, every single professional

working in any field whether in police, medical, engineering or in civil administration, has to be an ethical professional. A good professional acts autonomously because he is committed to his professional excellence."

The LG said the training programme would provide a platform for the citizens of Delhi to know their building so that in case of any disaster, their lives can be saved. Only diagnosing the problem is not enough. A new agency should be set up in Delhi which will only go for retrofitting and reconstruction of unsafe buildings as thousands of buildings in Delhi, especially in East Delhi, are unsafe.

The LG also praised the work of Special Task Force in checking the construction of illegal and unauthorized buildings.

He said the MCD engineers must follow ethical integrity, domain competence and capacity to hard work since a country does not get the status of a developed country by tall buildings only but it attains that distinction when the people reflect certain ethical values and civilized behaviour in dealing with each other.

Govt to make helmet compulsory for women

Women riding pillion on two-wheelers on the Delhi roads will soon have to wear helmets as the government has decided to withdraw the exemption enjoyed by them since 1993. The Delhi government today assured the high court that it would withdraw the exemption within two months to ensure the safety of the women pillion riders.

The assurance came during the hearing of a PIL which had challenged the Delhi Motor Vehicle Rules, 1993, under which the exemption had been given.

Arguing for the petitioner, advocate RK Kapoor contended that the city government's rules were contrary to Section 129 of the Motor Vehicles Act, 1988, which was applicable to the entire country. Under the section, wearing of helmets was mandatory for everyone except turbaned Sikhs.

The state government had granted the exemption under Rule 115. In the 1990s, the city government had sought to make helmet compulsory for everyone, including Sikhs, but gave up the move in the wake of protests.

Domestic help held for murdering Army officer

Five years after a former Indian Army officer, Cap Anurag Raj, went mysteriously missing from his Satya Niketan residence in Delhi, the police has traced his skeletal remains from Rai Bareilly in UP.

The police has arrested Capt Anurag's servant Bhullai. Capt Anurag treated Bhullai like his brother and had been living with him for over a decade.

The accused, who earlier managed to come clean during primary investigations five years ago, was arrested again and held for questioning by the Delhi Investigation Unit. He finally broke down after 11 days of sustained interrogation and admitted to the crime.

During interrogation, he said that some altercation had taken place between Capt Anurag and him a few days prior to the murder. Things got worse and a couple of days later, Capt Anurag demanded his money back from Bhullai which he had given for construction of his house at Rae Bareilly. He asked him to leave his house.

In a fit of rage, Bhullai attacked him on his skull with a butt of Captain's double barrel gun. He then killed him by smothering his mouth with a pillow. He put the body in a sack and then in an iron box. Thereafter, he took it to his house in Rai Bareilly and buried it there.

Last year, Bhullai removed the skeleton from his house and dumped it in the Gomti.

From his house in Rai Bareilly, the police has recovered 52 pieces of human bones, two teeth, hair and blood-stained pieces of clothes. Raj's relatives have been summoned for DNA tests. Exhibits are being sent to the CFSL for chemical analysis, said a senior police official.

Over the five years, Bhullai was busy forging cheques and withdrawing money from Capt Anurag's bank account.

Bhullai said that his brother Sahaj Ram helped him forge Capt Anurag's signatures on the cheques. Efforts are on to arrest Sahaj.

Man arrested for killing wife

A 25-year-old man has been arrested from the Chhawla area of southwest Delhi for killing his wife, suspecting her of having an extra-marital affair, police officials said today. Amit Kumar, a resident of Tajpur village, allegedly shot dead his wife Shalu on April 10.

The incident came to light when the Chhawla police station was informed by Balaji Hospital in Najafgarh that a woman (Shalu) was brought dead to the hospital after she met with a road accident.

In the absence of any eyewitness, a case of accident was registered on the basis of initial information. During the course of investigation and prior to the autopsy, the deceased's father had suspected foul play.

"Amit was interrogated at length. He then broke down and confessed to have murdered his wife,” the police officials added.

Transporter shot dead in Bawana

New Delhi, April 25
A 35-year-old transporter was shot dead by an unidentified person in the Capital, the police said today. The victim identified as Karambeer Singh, a resident of the Sultanpur Dabas area in West Delhi.

A police official said that Singh was shot around 11.15 pm on Firni road in the Bawana area.

He used to run a transport office in Bawana. The incident took place when he was on his way home along with his three friends after attending a marriage ceremony in the Burari area.

"On Firni road someone threw stone at his car. As soon as he came outside the car, he was shot dead," the official added.

According to the official, the onlookers said that only one bullet was fired by a person who fled the spot immediately.

He received the bullet on his right eye. He was rushed to a nearby hospital where he was declared brought dead by the doctors, said the official.

"We are probing on all possible angles. It might be a case of personal enmity or attempt of robbery," said the official.
