New civic bodies to start work next week
New Delhi, April 22 "We have already sent the names of three senior officers for the posts of commissioners of the three municipalities to the LG," said a senior Delhi government official. According to officials, the LG will decide the dates for the first session of the three municipalities. Finalisation of the Budget would be the first priority of the corporations so that they could operate smoothly, the officials added. The state government has announced to provide Rs 1,800 crore as financial assistance to the three newly-created corporations. The Delhi Cabinet will discuss the available financial resources of the trifurcated MCD tomorrow and is expected to approve the financial package, according to the officials. The package includes Rs 600 crore for repaying the MCD debts towards various institutions. The government has also decided to create a separate fund of Rs 100 crore for making fresh recruitments as well as help the new bodies set up offices. Also, the Directorate of Local Bodies is in the last stage of framing administrative rules and regulations to ensure better management of the three civic bodies and good coordination among them. Director of the Directorate of Local Bodies R K Srivastava said the process for division of financial resources, staff and properties of the MCD into three parts has been completed as per the established administrative practices. The Delhi government last month directed the MCD to split its annual budget for 2011-12 into three parts to ensure distribution of its resources as per the strengths of the new municipalities. "The Cabinet will discuss all financial issues relating to the three municipal bodies," said the official. Elections to the North, East and South Delhi municipalities were held on April 15. The results of which were announced on Tuesday. The BJP won the North and East corporations and is set to rule the south corporation as well with the help of Independents. |

New Delhi, April 22 Many of them could have potential source of organs, but the programme of organ donation at the country's premier institute is yet to pick up. While this is largely due to lack of information among people, the RTI, filed by Mumbai-resident Ajay Marathe to seek data regarding the deaths, points out at the possibility of larger purpose of donating organs through patients who succumb to ill-health. Among the casualties, 11,566 patients died during their stay in the main hospital along with the Cardio-Thoracic and Neuro-Sciences centre, R P Centre and the casualty in the past three years, said Dr S Sathpathy, a professor with the department of hospital administration at AIIMS. In 2010-2011 alone, 738 deaths were reported from the casualty, 2,586 in the main hospital, 853 in the C N Centre, followed by nine deaths at the R P Centre, shows the RTI. For the previous year period (2009-2010) with a cumulative 4,159 deaths, the casualty ward reported 431, followed by 978 in the C N Centre and 2700 in the main hospital, which recorded 2,380 deaths in the earlier year 2008-2009. The same year (2008-2009) having a total 4,100 deaths, registered 797 deaths in the casualty and 923 in the C N Centre, read the RTI reply. |
LNJP doctor slapped by patient’s mother
New Delhi, April 22 As learnt, the family members of the child allegedly abused the attendant verbally and the mother of the child slapped the lady doctor. The chief medical officer of the hospital has filed a complaint with the local police. The complaint mentions that there were no security guards around the ward when the incident happened. The police has reportedly registered a case under Sections 353 (assault), common intention and 186 (obstructing public servant in discharge of public functions) of the Indian Penal Code. At LNJP, this is the second such incident reported in the emergency facility in the past two days. On Friday, doctors became the target of an angry mob following the death of a 16-year-old girl due to cardiac arrest. Given the frequent incidents of assaults on doctors by relatives of patients, doctors have raised concerns about the lack of adequate security arrangements at most of the Delhi government hospitals. |
City enjoys cool Sunday

The cool weather is owing to the westerly winds and going by the Met department's forecast, tomorrow the city is likely to witness a similar weather in the first half of the day. The Indian Meteorological Department gauged the rainfall between 0.06 mm from 8.30 am until 5.30 pm with the moisture content in the atmosphere hovering between 58 per cent and 24 per cent while earlier the minimum temperature was recorded at 23.4° C, normal for the time. "Today, there was light rain in many parts of the city and a partly cloudy sky is expected on Monday. The maximum and minimum temperatures will oscillate between 36° and 23° C," said an official. |
Man held for murdering wife’s brother-in-law
New Delhi, April 22 Dinesh said that since his marriage with Poonam in 2007, he was suspicious of her relation with her brother-in-law Shambhu. Dinesh said that on the evening of April 8, he had called Shambhu and asked him to accompany him to consume liquor. He was carrying a kitchen knife and one packet of chilly powder. He took him to an open field and made Shambhu to drink liquor. When Shambhu got drunk, Dinesh rubbed chilly powder on Shambhu's eyes and slit his throat with the knife. "The local inquiries revealed that the accused might have gone to Lucknow to screen himself from the clutches of law. His location was constantly found in the area of Anora village, Lucknow," said the official. On a tip-off, he was arrested while fleeing to Delhi, after he got suspicious about the movement of the police in Luknow, said the police official. |
‘IT rules to curb freedom of speech’
New Delhi, April 22
The protest displayed huge cages at Jantar Mantar with artistes inside them playing guitar and painting canvases to symbolize that IT rules have caged the freedom which was granted by the Constitution of free India. On April 11, 2011, the government notified the new information technology rules, prescribing various guiding principles to be observed by all the Internet-related companies. "These rules will lead to clamp down on the freedom of speech and expression enshrined in the Constitution of India by providing for a system of censorship," said Alok Dikshit, convenor of the group. The government has enacted laws that give it a free hand to censor social media sites such as Facebook and listen to every Skype conversation. They will be able to monitor tweets or blogs, access private photographs and documents we store online, or track our location using our mobile phones or survey all of our online activity, according to Dikshit. "We want to create awareness among people on this topic of Internet freedom through our protests. We support free speech, free knowledge and free software," said Dikshit. In addition, mandatory data retention would force the Internet service provider to create vast and expensive new data base of sensitive information about an individual. That information would then be available to the government, in secret and without any court oversight. P. Rajeev, Member of Rajya Sabha, has moved an annulment motion to get these rules abolished and the motion has been admitted and is expected to come up in this budget session. The provisions of the new rules are unconstitutional as they affect the right to freedom of speech and expression as well as right to privacy of citizens. They are arbitrary being violative of Article No-14 of the Constitution," added Dikshit. |
2 held for ransacking Frenchman’s house
New Delhi, April 22 The crime was committed in April last year, at the complainant's house Oren Poly Lotha in Anand Niketan. The accused had entered the house in the afternoon when both the husband and the wife had left for work and overpowered the main servant at the point of a knife. He tied her hands with the help of a tape and confined her in a room and ransacked the house. The accused also overpowered Lotha after she reached home and ran away with cash Rs 10,000, jewellery articles worth Rs 10 lakh, ATM cards and other valuable household articles. |

Congress defeat: A political football Following debacle of the Congress in the MCD elections, activists of the party have started discussing as to who would be held responsible for the defeat. The issue became a political football at a function where two party workers were seen exchanging arguments. One of them said that DPCC president Jai Prakash was responsible, he being the head of the state party, while the other worker said that as the responsibility for winning the election was given to MLAs so Chief Minister Sheila Dikshit should be held accountable, she being the leader of the House in Assembly. As things came to a boil, a senior leader appeared on the scene and pacified them, saying that election is a team work, and thus, the entire party is responsible for the debacle. Baisakhi in jail
Inmates of Tihar Jail languishing in prison for a long time had a musical experience recently when Punjabi Promotion Council (PPC) celebrated Baisakhi in jail number three. The inmates were impressed by the melodious voice of a Punjabi pop singer Ashok Masti. President of the PPC, Jaswant Singh celebrated the festival in the jail to spread the message of brotherhood among the inmates. Come July and Delhi University will send over a thousand students on a never-before trip to several parts of the country. The initiative, in collaboration with the Indian Railways, will take the students across cities in a special train called "DU Gyanodaya Express". According to sources in the executive council, the tour is being scheduled for the second week of July. A university official added that about 1,000 college students who are part of the National Service Scheme and National Cadet Corps will be given the opportunity to be part of this tour. The students will travel to Ahmedabad, Mumbai, Goa, Bangalore and Wardha as a part of the programme. Police's casual approach
In the matters relating to child abuse and juvenile crimes, the benefit of the doubt should always rest with children while recording their age. This is the child-friendly approach that the Lajpat Nagar's Child Welfare Committee adopts for its hearings. However, the Delhi police seems to be casual in its handling of child cases as noticed in the case involving a girl from Jharkhand Gumla district who was allegedly raped and later given pills for abortion by the placement agency owner. The city police (southeast) recorded the girl's age to be 18 years and the reason seemed to be her appearance. Taking suo motu cognisance of media reports, the CWC concerned directed the Delhi police to produce the child before it on April 20 and its basis for considering the victim as major. Children are often ignorant about their actual age and so in the child-related matters, one should be more considerate towards their rights and rehabilitation, said a CWC member.
