Jalandhar, March 22
The Ministry of Defence (MoD) today finally approved the abolition of octroi in the Jalandhar Cantonment limits. The octroi will be abolished within a month’s time.

The cantonment board authorities received the approval letter from the MoD today. The letter states that the suspension of octroi from the cantonment limits stands approved.

This was made public during the finance and general purpose meeting of the elected members of cantonment board today. It was highlighted that the process to make it functional would take around a month.

As the MoD has given a green signal, the draft notification would be sent for publication in the official gazette following which an agreement would be signed between the cantonment board and the state government for the abolition of octroi.

The octroi would be abolished on all goods, except on electricity, petrol or diesel and liquor entering within or transiting through the limits of the Jalandhar Cantonment and the Punjab government would compensate Rs 2 crore loss every year.

Chairman of the finance and general purpose committee-cum-the elected member of the board, Avinash Chander Sharma, said: “The letter would be signed by the chief executive officer of the cantonment board and forwarded to the MoD. The process of publishing the gazette would be over within 10 days and the agreement between the Punjab government and the cantonment board would be completed soon. This entire procedure would be completed in a month’s time.”

He also said the octroi would be abolished soon at Ferozepur Cantonment as well but that their process was going slow. “Since there had been some delay on the part of the Ferozepur Cantonment Board authorities, hence it will take some time to abolish octroi there,” he added.

Last year, the draft public notice approved by Ministry of Defence and examined by the Ministry of Law and Justice for the collection of octroi was received by the cantonment board for inviting objections or suggestions from the affected parties and persons. The cantonment board had invited objections and suggestions from the public for the suspension of octroi within the cantonment limits in October this year, following which the final process began.

Pollution: IIT-Delhi team visits Golden Temple

Amritsar, March 22
Within over a week of the Punjab and Haryana High Court taking note of rising pollution around the Golden Temple, a two-member team from IIT, Delhi, visited the holy shrine to take stock of the prevailing scenario.

The IIT has been roped in by the PPCB to undertake a study and suggest ways and means to restore the sheen of the shrine.

Prof Mukesh Khare and Prof AK Nema from the IIT preliminarily attributed the pollution in the surroundings of the Golden Temple to vehicular emission, dust and smoke emitted from kitchens and generators of hotels and food joints around it. “However, we will come to know the exact nature of pollution, dangerous gases and particles contained in it and its enormity, besides ways to check it only after carrying out technical investigations.”

They said they will use the latest techniques to conduct study on pollution, which will be done within a 10-km area around the shrine. The study area will be divided into various zones of 500 metres each. “We will check the type and magnitude of pollution in each of these zones.”

Pollution taking toll
The high level of pollution is causing harm to miniature paintings and gold plating, besides leading to corrosion and blackening of white marble. Its adverse effect can be seen on the gold plating on the outer walls of the Akal Takht.

Punjabi question paper out of syllabus
GND University cancels exam, to be held on April 19
Tribune News Service

Amritsar, March 22
Following discrepancies spotted by students and teachers in the final year question paper of Punjabi (Compulsory) B.Com Part II, the GND University authorities have cancelled the examination. Now, the exam has been rescheduled for April 19 from 1 pm to 4 pm.

Even as the authorities stated that the decision had been taken after finding some ‘technical fault’, it created chaos at several examination centres here when students found that the major portion of question paper was out of syllabus.

Principals of various colleges instantly brought the matter to the notice of the Controller Examination of the university. Some principals claimed that several written representations were sent to the university requesting to conduct the examination again.

“We were disappointed to see that the questions asked were never in the syllabus. We approached the university authorities to cancel the paper,” said one of the principals.

The university received several complaints from Phagwara, too.

Confirming the development, Prof RK Mahajan, professor in charge (examinations) said the paper was cancelled due to some technical lapses. “The examination will now be held on April 19 at the same time and at the same examination centres allotted to students,” he added.
