3 held for killing woman, chopping body

The police today claimed to have arrested three men who murdered a woman, then chopped her body and placed it in a gunny sack. The murderers then disposed the sack behind the Inderlok Metro Station. Her head, which was burnt and thrown separately, is yet to be found, according to the police.

Woman, son hurt in wall collapse
New Delhi, March 22
A woman and her five-year-old son were injured when a wall of the fourth floor of an under-construction building at Nihal Vihar, West Delhi, collapsed on them this afternoon.

Loan fraud: 7 siphon off Rs 2.7 cr from bank on fake LIC policies

Seven persons, including two employees of ICICI Bank, have been arrested for fraudulently using Life Insurance Corporation (LIC) policies to procure a loan of Rs 2.7 crore from the bank.

DCP(crime and railways) Ashok Chand said, "The accused allegedly submitted 12 fraudulent LIC policies at the bank between February 2011 and January this year and had planned to continue their act till they obtained Rs 200 crore."

The accused had defaulted in paying the EMI of one of the policies they had submitted.

The bank discovered that the policy was fraudulent after they made enquiries with LIC who "disowned" the policies.

The bank, thereafter, lodged a complained that it had given a loan of Rs 2.7 crore after receiving 12 fraudulent LIC policies ranging from Rs 25 lakh to 50 lakh.

The police arrested the kingpin of the gang, Ajit Pundhir (36), a resident of Meerut Cantt. Thereafter, they arrested Ram Niwas (25) and Prem Prakash (29). They both are working in the loan against securities division of ICICI Bank at Videocon Tower in Jhandewalan. Prem's brother, Anil Kumar, alias Dinesh (27), who is an employee of the LIC office at Sansad Marg, was also arrested.

The beneficiaries of the scam, Sunil Kumar Goldar (44), China Goldar (40) and Vandana Goldar (21) were also apprehended. They are residents of Pandav Nagar. Vandana had worked with a bank for one and a half years and knew the procedures of the bank loan.

The police seized 12 blank LIC policies, 12 forged policies and two LIC rubber stamps from the accused.

The police learnt that Ajit had obtained a personal loan from ICICI Bank at Sector-18, Noida, but had defaulted in EMI payment. He tried applying for a job at the bank, but did not get it because he had defaulted in repaying the loan.

Later, he started working as a freelance agent with ICICI Bank. He became acquainted with Ram and Prem, who verified original documents that were submitted at the bank to obtain loans against securities.

Ajit conspired with Ram and Prem to defraud the bank. They took the help of Anil. He siphoned 24 blank LIC policies from his office.

Ajit submitted 12 fraudulent LIC policies at ICICI Bank between. Ram and Prem verified the policies. A loan of Rs 2.7 crore was sanctioned by ICICI Bank to the racketeers.

Ajit received the highest amount i.e. Rs 2 crore, and invested the money in shares, bonds and property. Prem received about Rs 49.4 lakh. He bought two flats at Pandav Nagar, which were registered under the names of his girlfriend Vandana and her parents Sunil Goldar and China Goldar. Ram received Rs 15 lakh and purchased a property at Loni in Ghaziabad.

The police has seized immovable property worth more than Rs 50 lakh, which were acquired by the accused.

Ban illegal constructions, LG orders MCD

Lieutenant Governor (LG) Tejendra Khanna has issued an order to the Municipal Corporation of Delhi to ban all activities related to unauthorised constructions in the city.

The civic agency has been asked to keep tab on all illegal constructions and encroachments in Delhi and take strict action against the offenders. The corporation has also been asked to immediately address the complaints against such constructions, according to senior municipal officials.

Residents have been since long demanding such an action from the LG as the special task force (STF) formed by the government has received around one lakh complaints from across the city since March 2011.

The STF was constituted last year to check illegal constructions. It is supposed to act against illegal constructions done after Feb 2007.

The LG order follows the report of an inquiry commission probing the Lalita Park building collapse tabled in the Assembly yesterday. The report has indicted the MCD for the tragedy.

The report has stressed the failure of the civic agency in monitoring illegal constructions . It blames the building, property and factory licencing departments of the MCD for poor coordination and for not being vigilant. However, according to engineers, field officials working against encroachments face resistance from influential people, including politicians.

MCD poll: Six seats enough for SAD, says BJP

The Delhi BJP is yet to decide the demand of the Shiromani Akali Dal (SAD) (Badal) for giving 16 seats in the Municipal Corporation of Delhi. So far, it has agreed to only six seats to the SAD where Sikh and Punjabi voters are in majority, sources said.

According to the sources, for the last many days senior SAD leaders had meetings with senior BJP leaders for the seat adjustment.

The SAD is of the view that out of 272 municipal wards, six seats are nothing. But the BJP's argument is that with the trifurcation of the MCD, the SAD leaders should not think of 272 wards. The South Delhi municipal corporation has 104, North Delhi 104 and the East Delhi municipal corporation has just 64 wards.

Though the Congress is feeling week due to irregularities in the Commonwealth Games, 2G spectrum and other scandals, but in small corporations it should not be taken lightly. These are national issues.

The corporation's election will be contested on local issues. It will be difficult for the SAD to win the seats it is demanding. The BJP has strong candidates to give the Congress befitting reply in the election.

The sources said that in East Delhi it was difficult for the BJP to give more than one seat to the SAD, two seats in North Delhi and three in South. It also has to give one seat to Gurmeet Singh Shunty, general secretary of the Delhi Sikh Gurdwara Management Committee who has recently joined the BJP.

The police today claimed to have arrested three men who murdered a woman, then chopped her body and placed it in a gunny sack. The murderers then disposed the sack behind the Inderlok Metro Station. Her head, which was burnt and thrown separately, is yet to be found, according to the police.

Deputy Commissioner of Police (North), IB Rani said the woman has been identified as Pooja, who belongs to Garhwal, Uttarakhand. The accused are identified as Pooja's boyfriend Yogesh Sharma (21) and his friends Ajay, alias Ajju (25), and Vinay Kumar.

"There were some blood stained clothes and torn pieces of photographs inside the sack. The body was cut into eight pieces with a sharp-edged weapon," said IB Rani.

The police discovered a tattoo - "PJ" -near her right wrist. The symbol of OM and "YS" were also tattood on her right fore hand.

The police rejoined the torn photographs. It represents an image of Pooja backdropped with a red coloured bridge.

On March 22, the investigators reached the Shanti Nagar police post, where a police official informed them about Yogesh who came with Pooja's elder sister to enquire about her.

The official said Yogesh was not very keen to lodge a missing report. He pretended to be concerned about Pooja in front of her sister. Yogesh's factory in Tri Nagar was raided. Yogesh and his two friends were arrested.

Yogesh said that he was in a live-in relationship with Pooja. "They were a couple for four years. For two years they stayed together," added IB Rani.

Recently, Pooja had conceived his child and was pressurising him to marry her.

"Yogesh was tired of this relationship. He managed to get the pregnancy aborted. He was suspicious that Pooja was unfaithful to him," said the police official.

He conspired with his friends to kill her. On March 16, Yogesh strangled Pooja. The accused cut her body into several pieces in order to ensure to conceal her identity.

Woman, son hurt in wall collapse

New Delhi, March 22
A woman and her five-year-old son were injured when a wall of the fourth floor of an under-construction building at Nihal Vihar, West Delhi, collapsed on them this afternoon.

The victims were resting at the fourth floor when the wall collapsed on them.

They were rushed to a nearby hospital.

Doctors said that the woman was out of danger, but her son was still critical. The police of Nihal Vihar is investigating the matter.
