Defiant DU teachers hold daylong protest
New Delhi, January 12 The Delhi University Teachers Association representatives today said that all the attempts to start a dialogue with the VC have been in vain. The only reaction one gets is that of warning the teachers of "dire consequences". After DUTA called for the dharna on Monday, the very next day the university registrar shot off a harsh notice to all the college principals terming the dharna "illegal" and in violation of the standing orders of the High Court. The notice further asked the principals to treat the teachers absent during the dharna hours--'on leave without pay'. "The letter has irked the teachers a lot. Such attitude towards them has drawn more flak, and the numbers at the dharna today have turned out to be much more than expected. The letter has made the situation worse," said Amar Deo Sharma, DUTA president. A group of teachers under the banner of Academics for Action and Development has also called for a meeting of DUTA Executive to discuss the letter. The teachers said that they were "hurt" by the recent reactions from the VC office. They submitted a memorandum to vice-chancellor Dinesh Singh, communicating their "unhappiness and disappointment" and also mentioning the major concerns of the teaching community. "It is unfortunate that the voice of the teachers has gone unheard, their opinion ignored while taking decisions, and the statutory bodies have been diluted," the memorandum read. The major demands in the memorandum included an enquiry into the recent "disproportionate" results of the first semester exams. With more than 4,000 vacancies of the teaching staff in the university, DUTA appealed for the hiring process to be taken up soon. The memorandum also asked for an inquiry against the principals of Dyal Singh College and Ram Lal Anand College for their alleged "misdemeanor and financial irregularities". In another letter on a much softer tone, late last evening, the registrar asked the teaching community not to participate in the "illegal dharna". The university said that the confrontation by DUTA was needless. Reacting to the letter, Abha Dev Habib, DUTA member said, "DUTA is an official body that represents the teaching community at DU. It will be in the best interests of the university if the vice-chancellor keeps the door open for discussions with DUTA as has been the democratic tradition of the institution over the years." |
Jilted lover kills girl, hurts sister
New Delhi, January 12 The incident was reported from the Kusumpur Pahari area in Vasant Kunj North around 11 am. A passerby had noticed two girls lying in a pool of blood. The deceased has been identified as Anita (19) of Mahipalpur. "Anita's sister Kavita (18) was found lying wounded near Anita's body this morning," a senior police official said. Kavita's condition is stated to be critical and is in the ICU. The official said the sisters were attacked with a sharp-edged weapon when they were going to their workplace. The police has arrested Rajesh, who is in his early 30's, in connection with the incident. The arrest came following Anita's father Mata Singh, a gardener, telling the police that he suspected Rajesh's hand in the incident. During investigations, the official said, it came to light that Rajesh wanted to marry Anita, but she had refused his proposal. "He was enraged that she refused his repeated proposals, the last being made a few days ago. So he allegedly attacked Anita with a sharp-edged object in a secluded place. Kavita received injuries while trying to save her sister," the official said. Rajesh fled the scene soon after the incident, but was arrested. Anita's body has been sent for postmortem. According to the Delhi police statistics, 18 per cent of the 543 murders committed last year were due to love affairs and relationship failures. --PTI |
Boy held for Rs 1-cr heist at girlfriend’s house
New Delhi, January 12 On January 10, an alleged incident of daylight robbery was reported from B-25, Surajmal Vihar. Twenty-two-year-old, Aditi, who is the complainant's daughter was the only one present inside the first floor of her house. Her family members had gone shopping for her brother's wedding. The complainant, Naveen Jain, disclosed to the police that when she went to the ground floor, she saw a light that was left on in her father's room. As she became suspicious, she went inside and saw three masked men. They caught hold of her and tied her hands and legs. The robbers then looted the cash and jewellery from the almirahs. They fled from the rear door after cutting its handles and locks with an electric cutter, according to the complainant. The police examined the crime scene and analysed the video footage of the CCTV cameras installed in the house. The footage indicated that the alleged robbers had not entered the house from the front entrance. The police suspected the involvement of an insider, who could have given access to the alleged robbers. A thorough background check of all the inmates and employees of the householder, Naveen Jain was conducted. The check revealed that Aditi had a longstanding friendship with one of her classmates, Ankit Bengani. He had been secretly meeting her inside the house after entering from the rear gate. The police apprehended Ankit on January 12. He revealed that the entire heist was masterminded by Aditi. The electric cutter and the bag for ferrying the stolen cash and jewellery were purchased by Ankit from Jaipur and Laxmi Nagar. Ankit further disclosed that he gained entry inside the house as Aditi had opened the rear door. Aditi, meanwhile kept a watch on the CCTV system to ensure that the operation went smoothly, while Ankit was emptying the almirahs of cash and valuables. Ankit said that he deliberately left the keys inside the bedroom. He then left the house by cutting open the door handle and locks of the rear entry gate to create an impression of the robbery. The entire act took place between 12.30 pm and 2.30 pm on January 10. Ankit thereafter escaped with the cash and valuables to Jaipur, while Aditi made up the story. She accordingly misled her parents, family members and the police. The police disclosed that Aditi and Ankit wanted to get married, but their families were not ready for their union. The two then conspired to steal the valuables and thereafter elope, added the police. |
2 held for gangrape at interview venue
New Delhi, January 12 The incident was reported on January 6 when the two women, who were related to each other, were called to Noida by the accused, who claimed to be acting on behalf of a placement agency in Laxmi Nagar. The two accused -- Chanderpal (38) and Kanwar Singh (45) -- gangraped the 21-year-old woman and attempted to rape her 21-year-old sister-in-law after taking them out in a car. Chanderpal and Kanwar Singh had introduced themselves as Amit and Sonu Bhati, respectively, to the women. The police has recovered the car and motorcycle used in the crime as well as the mobile phones of the accused. While Chanderpal works as a driver, Kanwar Singh runs a tea shop in Noida. --PTI

Lawyers’ strike cripples

New Delhi, January 12 Judges held court as usual, but in the absence of lawyers, most cases were put off to other dates. The ongoing 2G case was, however, not affected as the cross-examination of prosecution witness continued as normal. Litigants fumed over the inconvenience. "I have come from a far away place to appear before court, but my case was not taken up today (Thursday)," said a disappointed litigant. "Lawyers have been demanding that the district courts of Delhi be brought on a par with all other courts in the country so that they can hear and decide all property cases," said Rajiv Khosla, spokesperson of the district courts bar association coordination committee. In Delhi, property disputes involving Rs 20 lakh or more are heard by the high court. The lawyers said the hearing of property cases at the high court took a very long time and was inconvenient and expensive for litigants. The adjudication of a civil property case in the high court took a minimum of 12 years while in a district court it could be settled in two-three years, Khosla saidHe said the strike was aimed at drawing attention to the plight of the litigants. --

Assembly: Din over power tariff; BJP MLAs marshalled out
New Delhi, January 12 It was after the question hour that the opposition MLAs started seeking permission from the Speaker Yoganand Shastri to raise certain issues. However, the Speaker refused to grant them permission, which made them agitated and they started shouting slogans against the government. "All we want is to speak on the very important issue of power tariff hike and we are not allowed to speak. This is undemocratic," said VK Malhotra, the Leader of the Opposition. Though a special mention under rule 280 was listed on the agenda, which allowed MLAs to speak, the Speaker decided to skip the point for want of time. However, the BJP MLAs kept shouting and raised slogans. They said that the Speaker's decision was 'anti-democratic' and 'unconstitutional'. The Speaker then called the marshals who took the protesting MLAs out of the House. Only two legislators, VK Malhotra and Jagdish Mukhi were left, who were also shown the door ultimately. "A resolution was brought on agenda under rule 280 and approved by you as well. Then why are we being denied the right to speak," asked an agitated Mukhi, to which the Speaker replied that 'time does not allow'. "All the Resident Welfare Associations (RWAs) are protesting against the tariff hike in different parts of the city. But here in the Assembly, we are not even given chance to speak on this important issue," said Jagdish Mukhi, a BJP MLA. |
Work in illegal colonies to begin soon: CM
The development works in unauthorised colonies will kick off in the next two to three months, according to a statement given by Chief Minister Sheila Dikshit in the Delhi Assembly today. Dikshit said the government had asked the Survey of India (SI) to map the boundaries of the colonies. "They have assured us that the work will be completed within a month," said Dikshit.

Chief Minister Sheila Dikshit has said that the trifurcation of the Municipal Corporation of Delhi (MCD) is the most important and historical decision taken during the 13-year rule of the Congress in Delhi. Hundreds of members of different RWAs led by former union minister Vijay Goel today held a dharna outside the Delhi Assembly to protest against the government decision to bail out private power distribution companies (discoms). Goel said the discoms were earning profit, but still the government had gone ahead to bail out BRPL and BYPL. It had also been seen that the cost of power purchase in emergency situations had been reducing consistently over the past few years, still the chairman of the Delhi Electricity Regulatory Commission had gone on record to say that the discoms were in loss. The objective of the 'bijli andolan" was to draw the attention towards the rampant corruption in fixing power tariff in violation of the norms prescribed. |
GDA gets SC notice on dumpsite
Ghaziabad, January 12 "This is not the end. As residents, we have to wait till the final order passed by the Supreme Court on this dumping monster. Another round of litigation has begun. It may take a few months or years to get finality by the Supreme Court. But till then, the Ghaziabad Nagar Nigam cannot proceed on the dumping ground project," said Chhabra. "We have other options open to file a petition in the National Green Tribunal. We are discussing with seniors lawyers and environment specialists to file an intervening application in the Supreme Court on behalf of residents," he said. After the High Court dismissed the petitions against the dumping ground last year, the authorities recently started the construction of the solid waste management plant opposite Exotica apartments on the 14-acre land at Dundahera in Ghaziabad which is on the border of Gautam Buddh Nagar. "The land in question (for dumping ground) was depicted for residential land use in the GDA Masterplan-2021. The Ghaziabad Development Authority changed the land use from residential to that of dumping ground," Chhabra added. |
Court summons 2 IAS officers for perjury
New Delhi, January 12 While issuing summons to the city government's former secretary in the industry ministry, the court did not identify him, but expected the city authorities to serve the summons to the relevant official, allegedly involved in committing perjury, after identifying him. The court also issued summons to a third unnamed official, expecting the government to identify him. CMM Yadav issued the summons to the three on a complaint by senior civil judge Ajay Goel accusing them of deposing falsely in his court during the adjudication of a property suit. The summons were issued on the judge's complaint charging the three officials with lying under oath and misleading the court. "I have perused the complaint. A close scrutiny of the complaint reveals there is enough material on record to proceed in the matter against all the three accused persons for offences punishable under Sections 193, 109, 110, 111 (pertaining to perjury) read with 120-B (criminal conspiracy) IPC," said CMM Yadav, while issuing the summons. The CMM asked the Subzi Mandi police station in-charge and the chief secretary of the Delhi administration to ensure service of summons to the three officials for their appearance in the court on April 16. "Let all the accused persons be summoned," the CMM said in his order. SCJ Goel was hearing a case filed by one Sakal Sadh who was to be allotted an industrial plot as per a recommendation made in 2001 by the Delhi government. The recommendation, however, was never forwarded to the DSIIDC for actual allotment of plot to Sadh, who moved the SCJ's court for its direction to the government for its allotment. In their written statement and affidavit, Darshan Singh and the other officials claimed the allotment of the plot to Sadh was being considered and the fact that the plot had already been recommended to be allotted was concealed from the court. Later, when the matter was fixed for evidence and the original file relating to the plot allotment was called from the department, it came to the knowledge of the court that the plot had already been recommended for allotment to Sadh. In his complaint, SCJ Goel said the officials concerned have committed the offence of perjury as "by concealing the facts, they tried to divert the attention of the court in wrong direction." --PTI |
Land scam: CBI officer appears in court
New Delhi, January 12 The Delhi High Court, earlier in the day, gave a reprieve to the probe agency's director and allowed a joint director to appear in his place in the trial court over the missing documents. The case related to Delhi Vidhan Sabha canteen's former contractor Ashok Malhotra, who was arrested on August 6, 2007 along with Municipal Corporation of Delhi and Delhi Development Authority officials for allegedly conspiring to acquire plots - in Molarband in south Delhi and Dheerpur in north Delhi - meant for resettlement of slum dwellers. The trial court had issued notice to the CBI director to explain the circumstances in which facts regarding the missing documents were suppressed. Special Judge A.K. Mendiratta asked the CBI joint director about the missing documents. The official assured the court that the probe agency will traced the missing documents of the case within two weeks.

Icy winds lash city, to continue
New Delhi, January 12 He said that today's minimum temperature was recorded as 5.3 degree Celsius that is two degrees below normal and the maximum 18.7 degree, two degrees below normal. The humidity ranged between a high of 91 per cent and a low of 36 per cent. The meteorological department predicted that tomorrow's temperature will be minimum 5 degree Celsius and maximum 20 degree Celsius. There will be shallow fog in the morning, but the sky will be clear later. Due to fog, three flights were delayed and one was cancelled today. Besides, the Northern Railway rescheduled the movement of seven trains, 23 trains were running late and 40 cancelled. The official said that the city experienced the coldest day temperature last Friday, when the maximum was recorded at 16.9 degree Celsius. |

The train was first launched on December 1, 2007. The thrust of the campaign had been on the rural and difficult-to-reach areas and the young masses. |
