Huge rush on first day of nursery admissions
New Delhi, January 2 Parents said that they wanted to procure a form for their wards on the first day itself so as to avoid any rush on the coming days. The sale of the forms began 8.30 in the morning and continued till late afternoon with most schools registering a high number of sales. "With the forms in hand itself, we have sufficient time to submit them and weigh our options," said Kirti Bhatt, a parent at Bluebells International in south Delhi. Bluebells International sold up to 70 forms in the economically weaker section (EWS) category. Many schools, including Bluebells, are also giving out forms for the general category online. Ahlcon International School at Mayur Vihar that has also opted for online submission of admission forms registered more than 450 forms sale today. "There have been over 450 registrations, 300 in general category and over 150 in EWS category. We are expecting an overall sale of nearly 3,000 forms this time around," said Ashok Pandey, principal of Ahlcon International School. "We sold up to 110 forms for both of our branches at East of Kailash and Rohini," said a spokesperson for Shemrock and Shemford Group of Schools. Principal of Springdales School, Dhaula Kuan, said, "We received a good response today. We sold over 800 forms on the first day of admission. We expect similar response over the coming days as well." Laxman Public School at Hauz Khas sold more than 500 forms on the first day. Parents will able to get forms of their preferred school till January 16, according to the directorate of education guidelines issued this year. However, many schools will stop the sale even earlier which may cause difficulty to many parents. The move has come even after the minister of state for education, Arvinder Singh Lovely, had warned private schools which violate the admission norms may end up losing their recognition with the Delhi government. Another senior official at the ministry said, "If any school has moved their dates, there has to be some technicality involved. In any case, if any parent has a complaint, they can register it on the Delhi government's website. Action will be taken immediately." Meanwhile, several schools, including St Francis School in Janakpuri, have shortened their span of sale of forms. At Francis, application forms will be available till January 6 and submissions will begin from January 7 till 12. As per the DoE guidelines, the entire process of admission should ideally be completed by March 31. The schools are required to publish the first list of selected candidates by February 1 and second list by February 28. |
Man trying to save woman crushed by bus
New Delhi, January 2 Sarvan Kumar (33), who is a fruit-vendor, was heading back on a scooter to his home at Moti
Nagar. He was travelling on the road opposite a petrol pump behind Hotel Siddharth at Rajendra Place in central Delhi. A police official said, "Kumar was trying to avoid an accident with the woman who was crossing the road. He swerved his scooter and rammed into the DTC bus. Kumar came under the wheels of the bus and was declared brought dead at the hospital." The bus that belongs to the Mayapuri depot, was plying from Mori Gate to Uttam
Nagar. The driver, Raj Singh (62), has been arrested. A case under Sections 279 (rash driving or riding on a public way) and 304A (causing death by negligence) of the IPC has been registered against him at the Prasad Nagar police station in central district. Meanwhile, the body has been stored at Maulana Azad Medical College, where the post-mortem will be conducted tomorrow. The family of the victim has been informed about the incident. |
Youth held for planning murder over Facebook affair
Ghaziabad/Noida, January 2 A revolver and knives were recovered from him. Both the youths were in love with a Mumbai-based girl through Facebook, who left for London six months ago. Pandit suspected that Nishant had told her not to talk to him. Pandit claimed that he could not carry out the plot when he got a warm reception from Nishant, he said. As many as 558 bottles of illegal liquor have been seized in separate raids in Gautam Buddha Nagar district. One man was arrested from Ilabans T-crossing and 30 bottles of illegal liquor were recovered from his possession, the police said. In another raid at the Rabupura area, a man was arrested with 400 bottles of liquor. The police arrested two persons each from Greater Noida and he Jewar area and seized 80 bottles and 48 bottles of country liquor from them, respectively.

Shocked by rape victim’s trauma, state’s apathy, court gives relief
New Delhi, January 2 Additional Sessions Judge Kamini Lau expressed shock after finding that the victim had tried to commit suicide by consuming acid, leading to replacement of her food pipe with an artificial one while her father suffered two heart attacks and her mother had to work as a maid to sustain the family with no state aid whatsoever. "I'm shocked to observe that despite this pathetic state of the victim and her family, who, I find, is feeling a sense of physical and psychological isolation, no assistance has been provided to her by the state," the judge observed, ordering the Delhi government to award her the compensation, noting the vegetative state the victim has reduced to. "The victim, who was hardly 14 year old at the time of incident, has now been virtually reduced to a vegetable existence after she consumed acid pursuant to the incident. "Rape of a minor not only affects her, but has also a devastative impact on her entire family, which equally suffers in silence as has happened in the present case," the court said. The court's order came after the girl's mother approached it along with her daughter to narrate their woes in the wake of the girl's rape and to apprise it of their inability and unwillingness to fight the case and seek justice. "The indifference of the state to the plight of victims of rape is writ large since despite innumerable directions of the Supreme Court in this regard (compensation to victims) and the effective scheme for restorative and compensatory justice to rape victims is yet to be put in place," the court noted. The Delhi High Court too had earlier ordered the state government to implement a scheme for compensation to such victims. The court ordered compensation, pointing out that the apex court too had held that subordinate courts trying rape cases have the jurisdiction to award interim compensation as the offence of rape is against the victim's basic human rights and violation of her fundamental right to life and liberty. The case dates back to 2007, when the 14-year-old victim had been raped by Vicky Sain of the Vikaspuri police station area in west Delhi. The offender's sister too faced the charge of abetting the crime by her brother. The victim, now 18, had allegedly tried to commit suicide after her rape by consuming acid. Though she survived her suicide bid, she suffered extensive damage to her internal system and despite replacement of her food pipe, she is not able to swallow food and speak properly even now. She got no state assistance in the past four years, while undergoing treatment at the All India Institute of Medical Sciences. "It is the case in which the ministry of women and child development needs to target for restorative justice so that the medical and legal assistance, besides professional and psychological counselling, shelter and other support is provided to the victim, which, in the present, case has not been done," the judge said.

Youth stabbed to death in brawl with pickpockets
New Delhi, January 2 "A group of seven friends had caught a bus from Laxmi Nagar. When the bus reached Chand Cinema in Kalyanpuri, Manish went towards one of the exits. There, one of the three pickpockets stole his mobile phone. When Manish realised it, he and his friends started fighting with the pickpockets outside the bus. When the pickpockets felt cornered, one of them took out a knife and stabbed Manish and his friends, Deep Narayan and Rajnish," said a police official. The injured friends were taken to Lal Bahadur Shastri Hospital. Manish and Rajnish were stabbed in their thighs. Rajnish later died due to excessive bleeding, according to the police. The pickpockets are yet to be apprehended. Rajnish was a native of Gorakhpur in Uttar Pradesh and was doing MCA from IGNOU. |
2 students held for vehicle thefts; 8 luxury cars recovered
New Delhi, January 2 Akshay (19), a BCom student of Delhi University, and Nitin (21), pursuing his LLB from IMT in Haryana's Rohtak, were apprehended on December 31 during a checking drive on IGNOU Road near Anupam Apartment, deputy commissioner of police (south) Chhaya Sharma said. "They were asked to produce the documents. On verification through auto-match system, the car they were travelling in was found to be stolen from Malviya Nagar," Sharma said. During interrogation, she said, they told the police about their involvement in other cases and seven more vehicles were recovered. "They are from good families. They want to spend lavish lifestyle. They used to spend nights in pubs and bars with their girlfriends. They used to target only luxury cars, especially Honda City. They had prepared a master key to open cars. "Initially, they used to identify the vehicle to be stolen and as soon as they would find opportunity, they would steal the vehicle. They also used to fix beckon lights on the stolen vehicle so that while disposing of the vehicle, no one at police pickets stop them," she said.

Bag containing 105 passports handed over to police
New Delhi, January 2 A case, however, was registered today and the passports were handed over to the police after it met the officials of the custom department. Sources said that two bags had arrived from a Turkish airline in February 2011. The person carrying them is named Savan Rajnikant Trivedi (23), a resident of Ahmedabad, Gujarat. One bag was containing his personal belongings, while the other consisted of the passports, according to sources. In November last year, custom officials had opened the bag in front of witnesses and reported the matter to the Delhi police on December 2. The authenticity of the passports is yet to be ascertained. Sources said that the custom officials had written a letter to the Foreigner Regional Registration Offices (FRRO), but a report had not been sent back as yet. Custom officials said that the baggage had first checked in at the Guatemala Airport and arrived at Delhi via Istanbul. The police said that they had written two letters to the custom department after they were intimated about the incident on December 2. They further pointed out that the department had said that they would hand over the baggage in the first week of January. The police will investigate whether the passports are genuine or fake. And depending upon the probe, the police will identify the crime. |
Some respite from cold
New Delhi, January 2 After a rainy night, Delhiites woke up to a warmer but cloudy morning with the minimum temperature settling five degrees above the normal temperature for this time of the season at 11.6° C. "Clouds trap heat within them. Hence, the minimum temperature rose today. The maximum temperature today was recorded at 19.7° C and the humidity wavered between a high of 93 and a low of 74 per cent," said a senior official at the metrological department. For tomorrow, the department has forecast dense fog in the morning. The maximum and minimum temperatures are likely to oscillate between 20° and 9° C. Yesterday, the minimum temperature settled at 8.4° C. The rain gauges recorded a 0.6 mm rainfall last evening. The air traffic was not majorly stalled due to the weather this morning even as the fog was quite persistent yet shallow. "Six flights were delayed at the IGI Airport due to fog this morning. However, there were no cancellations of flights. Five flights were delayed due to poor weather at the destinations," said an official statement from the airport authorities. Northern Railways spokesperson said that due to the backlog persisting over the last week, six trains were rescheduled today due to fog. Twenty-three trains were still running delayed and 27 others had to be cancelled due to bad weather across north India. |

New Delhi, January 2 "We have been resilient in the face of all adversities. The level of crime in the city has gone down due to a strict discipline of the police force," said the commissioner. The police had busted an Indian Mujahideen module that was allegedly involved in bomb blasts at Chinnaswamy Stadium, Pune German Bakery and Jama Masjid, where was a shootout involving Taiwanese tourists. The police, with the assistance of intelligence agencies, had nabbed two alleged ISI agents who had come to Delhi to set up a base. After this incident, two Babbar Khalsa International (BKI) operatives were apprehended. Designer uniforms for MCD schools
New Delhi, January 2 In its budget for the financial year 2012-13, the MCD has planned to hire experts to redesig its school uniform. Mahender Nagpal, chairman of the educational committee, said that there were students who wear old uniform for years. Therefore, they were planning to hire a designing institute, such as National Institute of Technology (NIFT) or some government agency to give its uniform a new design. Nagpal further added that all private schools provide stitched uniforms to students with school's logo on it. They are looking forward to something similar for their schools. They too can keep readymade uniforms of various sizes in schools. At present, the civic agency gives cash to the students. It has proposed a provision of providing uniform to students in place of cash in the budget for 2012-13. The proposal is expected to be presented in the meeting of the standing committee for approval in January. The MCD gives Rs 500 to every student annually for uniforms. But according to councillors, the money is spent on other things as most of the students belong to financially weaker section of the society. However, few MCD officials are skeptical about the move ,saying that it is easier to give money than procuring uniforms. Testing the quality of material, storage and distribution are the issues associated with the new proposal. |
HC notice to govt on vacant posts in Air Force school
New Delhi, January 2 The court was hearing the petition of Ashok Kumar and Ram Kumar whose daughters were studying in the school. The petition alleged that as many as 10 posts of teachers were lying vacant in the school. "The Right of Children to Free and Compulsory Education Act, has come into force in 2010 and in terms of the Act, there has to be proper pupil-teacher ratio in place within six months of the enactment of the Act," said the petition, filed through lawyer Ashok Agarwal. The inaction on the part of the "government-aided school" and the directorate of education has resulted into violation of students' fundamental right to education. Not only there are vacant posts of teachers, but also there are lack of clerks which have affected the quality of education as the "teachers are seen doing clerical works", it said.

Delhi to have knowledge industrial park
New Delhi, January 2 The park will be constructed based on the model of Nokis SEZ in Chennai where setting up of the Nokia plant led to various vendors such as Salcomp, Aspocomp, Foxconn and Wintek establishing their manufacturing units. The park, which will be developed over an area of 77 acre, is expected to provide direct employment to nearly one lakh people and indirect employment to another two lakh. DSIIDC chief managing director Chetan Sanghi said design of the park had been approved by the government and the MCD was currently considering the building plans. "The design of the park has been approved. The DDA has approved the land use change. The MCD is considering the building plans. The work should start by June," Sanghi said. He said that the work on improving infrastructure in Narela and Bawana industrial estates had been awarded to private entities under a PPP model. The private entities would also maintain the two estates for the next 15 years. "Work has started on the ground in Narela and Bawana. Patparganj and Okhla industrial estates also will be given on the PPP mode in the next three months," Sanghi, who is also secretary of the industries department of the Delhi government, said. The MCD and the DDA, which are running some of the industrial estates, are expected to hand over administrative control of the estates to the DSIIDC in next few months. "The MCD has been directed by the Lt Governor to do so and the MCD has agreed to it. The DDA has also agreed to transfer the lease administration," he said. Delhi has 29 industrial estates whose maintenance has been handed over to the DSIIDC as per provision of a new legislation, the Delhi Estate Industrial Development Operation and Maintenance Act, 2010. Asked whether the industries department has sought amendment in the land use norms in the Master Plan of Delhi-2021, he said the government was of the opinion that service industries should be allowed in industrial estates. Sanghi said the Micro Small and Medium Enterprises Development Act of the Central government does not permit services industries in the industrial estates of Delhi. |

New Year hooliganism due to paucity of cops: Gurgaon residents
Gurgaon, January 2 Hundreds of youths took over the MG Road area post midnight on Saturday, dancing and singing in the middle of the road. Windscreens of more than two dozen cars were smashed, hooligans danced atop cars and traffic was held up, before some police batoncharged the mob. Around 30 to 40 youths harassed a group of five women outside Sahara Mall on MG Road. They molested a woman from the group and even tried to kidnap her. "There wasn't sufficient police force outside the mall," an eyewitness Jaibhagwan Yadav, a resident of DLF Phase IV area, Gurgaon, told IANS. "Entry was stopped at 10.30 pm that night as the pubs were full. People then gathered outside the mall and started consuming liquor in the open," he said. Another eyewitness Shekhar Goyal said: "Hundreds of people were present there. But just a single PCR van and a traffic police jeep with four constables were present at the spot. At midnight, the guys started hooting and chanting 'happy New Year' and virtually took over the MG Road." When the situation got out of hand, additional securitymen were called, including troopers of the Indian Reserve Battalion (IRB). Two policemen Pawan Kumar and Ravi Singh were injured in the batoncharge and are undergoing treatment in hospital. Meanwhile, the police said no arrests had been made in the molestation case. "We have detained some people and are investigating the case," station house officer of the Sector 29 police station Jagdish Parasad said. A first information report (FIR) has been filed against unknown people.

BJP asks govt to act against errant pvt schools
New Delhi, January 2 The process for admission to nursery in Delhi schools started today. Private schools had not implemented the norms fixed by the Delhi High Court and the Delhi government for admission to nursery class, the BJP said. "Every school is following its own norms and admitting children in an arbitrary way. The parents are facing great difficulties. Some schools are not selling admission forms in an impartial manner. The forms are being sold at arbitrary rates. The schools are making the process of admission difficult by framing rules in their own way," Gupta said. "Private schools in Delhi have made education a business. Due to this, the right to education of the children is being openly violated," the BJP leader added. The schools and the education ministry of the Delhi government are not listening to the parents who were being compelled to pay donation on one or the other pretext, Gupta said. The Delhi High Court had many times reprimanded the Delhi government about the commercialization of education in Delhi, he said. |

Man shot in suspected honour killing
Ghaziabad, January 2 The incident happened at Mathena village, about 15-km away from Meerut city but under the jurisdiction of the Inchauli police station of Ghaziabad. "Three brothers of Sarita (25), along with four of their relatives, opened fire on Davendra (27) and their sister and fled the spot. Villagers rushed both victims to the local Sushila Jaswant Rai hospital, where doctors declared Davendra brought dead. Sarita has sustained two bullet injuries and has been referred to Meerut Medical College," said inspector general of police Rajiv Krishna. Davendra and Sarita, both of whom are Dalits, were in a relationship since 2002. But Sarita's family disapproved of it. In 2004, Sarita's parents lodged a complaint with the Inchauli police that Davendra had eloped with their daughter. The police then filed a chargesheet against Davendra, but a court acquitted him after Sarita stated that her family had falsely implicated Davendra. Sarita's family forcibly married her to Ghanshyam, a resident of Meerut. But Sarita maintained her relations with Davendra. On January 1, 2012, the two were standing at the main gate of Davendra's house in the village, when Sarita's brothers opened fire on them. A case has been registered against seven persons, including Sarita's three brothers Rinku, Bhola and Amar and four other relatives - Raju, Kiran Pal, Ram Lal and Sunil. They are all on the run and as yet untraced and the police has launched a search for them.

Papers of 73 colonies to be cancelled
New Delhi, January 2 The decision has been taken after an investigation that revealed irregularities in getting issued the certificates. A senior official of the department said that process to cancel the certificate of 34 colonies had been set in motion. The government had issued provisional regularisation certificates to 1,639 unauthorised colonies ahead of the assembly polls in 2008 which have been home to around 40 lakh people. But irregularity in issuing the certificate came to light when a complaint had been filed by a former MLA from Badarpur with the Delhi Lokayukta. The complaint said that four unauhtiorised colonies had been registered in the government record but they existed on the land of "khasra number" recorded in the department concerned. Later, the government had constituted a special committee to inquire into the case. |
MCD polls, Dikshit’s priority this year
New Delhi, January 2 Administrative changes was a must as the MCD was being trifurcated into North, South and East Delhi municipal corporations, with 50 per cent seats reserved for women candidates, she said. The MCD has 272 seats for councillors . While the North and South Delhi bodies will have 104 wards each, the civic body in East Delhi will have 64 wards. The Delhi government on last Thursday notified the Delhi Municipal Corporation (Amendment) Act 2011, paving the way for holding the municipal polls for three new municipalities. |

Siblings found murdered in Ranjit Nagar
New Delhi, January 2 Additional commissioner of police Devesh Srivastava said, "The bodies of the victims were found in front of the Pusa Institute." They were allegedly murdered with a blunt object. The incident was reported around 8.45 pm. The victims were rushed to BL Kapoor Hospital, where the doctors declared them brought dead. Their father owns a restaurant at Karol Bagh. |

Man resisting robbery stabbed
Noida, January 2 He was returning home from his shop when some unknown robbers tried to snatch his wallet near his house. When he resisted, one of the robbers whipped out knife and stabbed him. He was admitted at a local private hospital. His condition is said to be stable. In another incident, Sonam Mittal reported a robbery attempt in the same area. She said some robbers tried to rob her. But seeing some people coming towards her, robbers fled the spot. |
