New Delhi, December 23 A police official said Anil (19) a Class XII student of a government school and his father Shravan were travelling on a motorcycle near Kamdheenu School in Mangolpuri. Their motorcycle collided with a scooter driven by Akash (19). According to an eyewitness, a heated argument ensued between them. Anil and Shravan asked Akash to pay for the damages suffered on their motorcycle. "When Akash refused, the father and his son started beating him with their helmets. Akash fell unconscious and was bleeding profusely," said an eyewitness. Akash was rushed to Sanjay Gandhi Hospital where doctors declared him 'brought dead' on arrival. In another road rage incident, a taxi driver who was honking at the vehicle parked in front of him at a road in Zamrudpur, GK-I was allegedly attacked with a paper cutter by the driver. The FIR said as Jasbir drove his car out of the Zamrudpur parking , an Indica car that was parked on the road was blocking his way. When he started honking, the driver of the Indica, Sarvinder Singh, first bashed him and then attacked him with a paper cutter. |
Winds, fog add to chill
New Delhi, December 23 While the maximum settled at 19.9 degrees, minimum temperature was recorded at 6 degree Celsius, said an official of the India Meteorological Department (IMD). The humidity level oscillated between 97 and 35 per cent. "No respite can be expected anytime soon. Dense fog will be seen tomorrow morning as well and icy winds may blow through the day. The maximum and minimum temperatures are expected to settle around 20 and 4 degree Celsius, respectively," said the IMD official. Trains, flights hit
The dense fog in the Capital today hit the train services. "More than 48 trains ran up to an hour late today while 14 trains were rescheduled. The dense fog reduced visibility up to 300 metre during the wee hours," said a Northern Railway spokesperson. According to an official of IGI Airport, due dense fog 175 flights were affected. Of them 144 flights were delayed, 10 were cancelled and four were diverted early this morning. Flights were delayed by up to five hours, causing inconvinence to passengers. |
Court wonders if MLA misused law
New Delhi, December 23 Additional Sessions Judge Kamini Lau granted bail to 54-year-old Om Prakash, after examining a copy of an FIR lodged by MLA Jai Kishan at the Bahadurgarh police station of Haryana, making "virtually identical allegation" to the ones made in the case against the driver. While granting bail to Om Prakash, the court also noted his counsel's submission that Jai Kishan had got registered four other FIRs against other persons with similar provisions of SC/ST (Prevention of Atrocities) Act. "No doubt, the allegations made against driver if proved are serious but in case if what has been submitted by the defence counsel with regard to misuse and abuse of the special legislation (by Jai Kishan) is correct, it is a serious matter that the complainant who is a democratically elected representative of people of the area should be misusing and abusing the provisions of the Special Enactment [SC/ST (PoA), Act] to score a point over his political rivals," the judge said. Accused Om Prakash's counsel CB Garg had submitted to the court that MLA was a habitual litigant and, he, along with his wife and son, is involved in nine criminal cases, including those involving offences of obstructing public servants from discharging their duties. The court granted bail to Prakash also noting that he was an old person with heart and kidney ailments and Assistant Commissioner of Police Narender Kumar, probing the case submitted to it that accused was no longer needed for probe. "Keeping in view the age of the accused, who is in judicial custody since December 15 and is reported to be a heart patient and having kidney problems, I hereby admit him on bail on a personal bond to the tune of Rs 10,000 with one local surety of the like amount,"said Lau. Sultapuri MLA Jai Kishan had accused Prakash of making casteist remarks and calling him by his caste. "It is settled law that simply addressing a person by his caste would not constitute the offence under the provisions of SC/ST (PoA) Act, 1989, unless the intention is proved which intent can only be done during the trial," the judge said. While granting bail, the court said whether Prakash had uttered the offending words with intention to humiliate Kishan was a matter of evidence and without going into the merits of the allegations involved, it was granting bail considering accused's age. — PTI |
BJP seeks stronger Lokayukta
New Delhi, December 23 It was decided that the BJP would raise the issues related to price rise, deteriorating law and order in the city, neglect of unauthorised colonies, JJ colonies and urban slums, rural areas, scarcity of water and electricity, deteriorating condition of Yamuna, adulteration in almost all edible items, etc. "The party will demand for making the Lokayukta of Delhi as strong as the proposed Lokapal Bill. The power to institute inquiry and to award punishment should be given to the Lokayukta," said Prof Malhotra. He said the matter of distribution of provisional regularisation certificates to unauthorised colonies just before the assembly elections by Chief Minister Sheila Dikshit would be raised during the session. "After elections, Dikshit cancelled the provisional regularisation certificates in respect of 125 colonies," he said. |

Metro speeds up ph-3 work
New Delhi, December 23 The third phase may see aluminum coaches on tracks. Such metro coaches are commonly used abroad. Out of the 21 contracts, three have been already awarded to various agencies, four are being floated and others would be out in the next three to four months, according to a DMRC official. To pace up the work further and minimise last minute hurdles, all land-owning agencies in the city will conduct a survey to identify the areas where constructions for the third phase will take place and the agencies which have to give the requisite approvals for it. The joint survey will be conducted by the Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD), public works department (PWD) and New Delhi Municipal Corporation (NDMC). The survey will also identify the lands which are to be handed over to the DMRC temporarily and the ones which are to be given on a permanent basis. "The joint survey is the first such survey to be conducted by the land agencies, which till now have had several run-ins with the Delhi Metro Rail Corporation (DMRC) over land ownership. The third phase is especially challenging since the two primary new lines-- Mukundpur to Yamuna Vihar and Janakpuri (west) to Kalindi Kunj-- cover a large section of the city. The corridors will run parallel to Ring Road, covering areas that fall in the jurisdictions of several land-owning agencies. "By identifying the areas and the corresponding land-owning agencies, it will be easier to seek the requisite approvals as well as demarcate the land pockets that will be taken over by DMRC during the construction," added another DMRC official. The third phase of the Metro network will cover 105 km, extending the existing Central Secretariat corridor to Kashmere Gate. Not just the construction, the Delhi Metro is also planning to improve the services on the Phase III tracks. An advanced communication-based signalling system will be used that will enable trains to run at a shorter frequency of 90 seconds. The advanced technology, currently operational in metro systems abroad, can also be used in the existing Phase-I and II lines when their signalling system is replaced. The technology, communication based train control (CBTC), will allow the Delhi Metro to run trains every 1.5 minutes, instead of the current frequency of 2.5 minutes. |
Construction academy to come up in March
New Delhi, December 23 Labour and industries minister Ramakant Goswami today said the construction academy would open in March, 2012. It would facilitate quality construction activities in Delhi to ensure structural stability and check the incidents of building collapse, he said. This would also go a long way in ensuring that the constructions were done as per the building bylaws and approved, he added. Goswami made the announcement during his visit to the Labour Welfare Centre at Giri Nagar in Kalkaji, where the academy is to come up. The minister had gone there along with the labour commissioner and other senior officers of the labour department. He was also accompanied by officers of the Construction Industry Development Council (CIDC). Goswami said the primary infrastructure needed for the development of the construction academy was already present there. The academy will impart skill development lessons to around 2,000 workers every year. It will be a residential academy where the workers will be provided with boarding and lodging facilities. The duration of the training courses would vary from 15 days to two months. |
More properties sealed
New Delhi, December 23 While 39 properties in Najafgarh, south, Rohini and Civil Lines zones were demolished and sealed, encroachments were also removed from the public land in Sector 11 of Rohini. In Mahipalpur, Sagaprpur and Mahavir Enclave, of Najafgarh zone nine properties were sealed and six properties demolished while 16 properties were targeted in Khanpur, Khirki, Vasant Vihar and Lado Sarai of south zone. Five properties were demolished in Rohini zone's Keshavpuram and Rohini Sector 11 while two properties were targeted in Civil Lines zone's Burari and Gulabi

Only tatkal passports at Bhikaji Cama Place office
New Delhi, December 23 The clarification has come from the Regional Passport Office in the wake of media reports that the main office has been closed. The RPO said it was in the process of implementing Passport Seva Project (PSP) for the citizens residing within its jurisdiction like Delhi and neighbouring districts of Haryana. Two kendras at Shalimar Place and Udyog Vihar in Gurgaon have already been established, the third one at Herald House is expected to be operationalised in mid-January, 2012. The Bhikaji Cama Place office receives over 1,000 citizens daily for either submission of applications or public hearing.

IAF employee commits suicide
Ghaziabad, December 23 The deceased, identified as Hitesh Kumar Teotia, hanged himself from a ceiling fan. Teotia used to stay with his son Jogendra Kumar's family. Teotia was an airman in the IAF, said the police. Incidentally, Teotia's wife had also committed suicide in the same house three months ago. The police believes the victim had taken the extreme step as he was under depression following the death of his wife. According to the neighbours, the Teotia had arrived home some days ago on leave. The police has sent the body for postmortem. — PTI |
20-yr-old girl killed for honour?
Ghaziabad, December 23 Sahitta had married about 20 days ago against the wishes of her family but was living at her parents' home. A probe has been launched to ascertain if it was a case of suicide or she was hanged after being killed, the police said. The body has been sent for post-mortem.

Software engineer shot dead
Ghaziabad, December 23 Dinesh Kumar, 27, was shot dead by the assailants in the morning hours while returning from his village, the police said. In another incident, a 60-year-old man was shot dead by robbers while attempting to loot his house in Dhaulana town. The police has registered murder cases in both the incidents.
