New Delhi, January 8 They were arrested for stealing a car early this morning. The incident came to light when the police received a call that two people had fled with a vehicle after throwing the victims out of the car near Munirka flyover around 12.30 am. Chhaya Sharma, deputy commissioner of police (south) said, "The actor is 23-year-old Manish Upadhyay and his boxer friend is 28-year-old Mohit Tokas, who is also a Delhi University student. They were arrested allegedly with a stolen car within an hour of committing the crime." After an intensive search, the police intercepted the robbed vehicle around 1.30 am near a CNG pump in RK Puram. The both were arrested. During investigations, victim Jogesh Pal said that he worked at the call centre of the Bank of America at SEZ Dundahera in Sector 21, Gurgaon. He ran the call centre cab that arranged the pick and drop of the office staff. The police stated that Tokas was pursuing his graduation from a prestigious Delhi University college. He had won medals at the national -level boxing championship. Manish Upadhyay on the other hand, was a model and TV artiste. He was also playing the role of a villain in an upcoming movie "Ghost", Sharma added. Jogesh said that the incident occurred early this morning when he was along with security guard Jaiveer and had just dropped the last woman passenger. When they reached at Kapoor Hospital in Munirka for the last drop, the guard accompanied the woman staff to her house while Jogesh waited for him in the cab. Two young men immediately came over and asked him to step out of the cab, but Jogesh managed to close the windows. When Jaiveer returned, one of the boys caught him from behind and forced him to open the door of the cab. "When he opened the door, they forcibly sat in the car. On their way, they asked both Jogesh and Jaiveer to handover whatever cash they have and threatened to leave them naked on the road. Jogesh gave Rs 20 and Jaiveer Rs 100 to them. They dumped them under Munirka flyover and fled with the car," Sharma said. Jogesh soon informed another driver of the call centre, Nanak Sharma, who then informed the police. The police is now checking whether they have any previous involvement in crime. |

New Delhi, January 8 The maximum temperature today jumped up from yesterday's 17.7 degrees to settle at 18 degree Celsius, which is three degrees below the normal temperature for this time of the season. The minimum temperature today settled at five degrees above the normal at 11.9 degree Celsius. Even as the city awaited showers today, no rain was received in any part of the Capital. For tomorrow, the weatherman has predicted fog during the wee hours. "The maximum and minimum temperatures are likely to oscillate between 18 and 8 degree Celsius," said an Indian Meteorological Department official. Though the city did not see dense fog today, rail services to and from the city remained affected due to the backlog over the last week. "Once the weather clears, we need at least three to four days to get at the original frequency of the trains. Even though there wasn't much fog in and around Delhi today morning, several other parts in North India remain severely hit by fog and cold weather. Many trains have to be delayed, cancelled or even partially cancelled due to the weather conditions at the destinations. If heavy fog doesn't hit the Capital over the next two to three days, the train schedule should come back on track," said Northern Railway PRO YS Negi. At Indira Gandhi International Airport as well, air traffic was smooth. However, a few flights were delayed and cancelled due to bad weather at the destination airports, said an official statement from DIAL. |
Speeding Mercedes claims life of auto driver in Vasant Kunj
New Delhi, January 8 The incident took place in Vasant Kunj around 2.30 am and the victim has been identified as Lilit Kumar Ojha, who resided in Paharganj. Harshneet Marwah (24), who was allegedly at the wheels of the Mercedes, was returning home along with his two friends after having dinner at a restaurant in Ambiance Mall in Vasant Kunj. Marwah was allegedly speeding and hit the auto from behind, a senior police official said. The incident took place near a police picket. The police rushed the auto driver to AIIMS Trauma Centre where he was declared brought dead. Marwah and his friends - Damanjeet Singh and Prayag Raj Prem - escaped unhurt as the airbags in the car prevented them getting any injuries. Marwah was arrested from the spot. The official said that there were liquor bottles in the car. Marwah was medically examined which confirmed he was under the influence of alcohol, the official added. A case of causing death by negligence and rash and negligent driving has been registered against Marwah. Marwah recently graduated from Delhi University. His father is a businessman dealing in real estate. - PTI |
Delhi Assembly session begins today
New Delhi, January 8 The session is also likely to witness Opposition BJP raising issues like irregularities in selecting unauthorised colonies for legalisation, corruption, price rise and hike in CNG prices as well as water tax. The proceedings will begin with the customary address of Lieutenant- Governor Tejendra Khanna and later during the session, a discussion will be initiated on deteriorating law and order in the Capital and the trifurcation of the MCD. Fireworks are expected on a range of issues as the ruling Congress and Opposition BJP will try to use the session as a campaign platform ahead of elections to the Municipal Corporation of Delhi. Riding on the issue of Lokpal, the Bharatiya Janata Party will demand strengthening of the Lokayukta institution in the Capital, asking for the vigilance department to be brought under the ombudsman. Opposition leader VK Malhotra said his party would also demand that the power to institute an inquiry and award punishment should be given to Lokayukta. He said rulings by Lokayukta against top Delhi government functionaries, including ministers, were "not being implemented". Another issue likely to come up in the session is the decision of the Delhi government to infuse Rs 500-crore fresh equity into BSES, keeping in view inability of the company to pay dues to various generation firms, including NTPC. The BJP has alleged that this bailout was "undue financial favours" to the tune of Rs 500 crore to power companies under the "garb" of raising equity. The party also said they would come down hard on the issue of alleged irregularities in giving provisional regularisation certificates to a number of unauthorised colonies. -- PTI |

BJP condemns police report

New Delhi, January 8 The Leader of the Opposition in Delhi Assembly, Vijay Kumar Malhotra, in a statement today said that the statistics on crimes in Delhi presented by the police commissioner in his annual press conference are far from the actual facts. Malhotra sharply criticised the released statistics and said that Delhi could now be dubbed as the "Crime Capital of India". "Delhi is the capital for rape, kidnapping, murder, dacoits, chain-snatchers and gruesome crimes and in spite of these, the commissioner is adding insult to injury by presenting false statistics," he said. According to various surveys undertaken in the Capital, 80 to 85 per cent women in Delhi feel insecure. Most of the newspapers are full of crime reports on daylight murder, dacoity, kidnapping and rape. Senior citizens living alone are the main target of these criminals. One common feature is dacoity and jewellery snatching as people travel by public mode of transport soon after bank transactions. Chain snatching incidents have become so frequent that victims have stopped reporting to the police, he added. All kinds of criminal gangs, mafia are committing crime without any fear in Delhi. Blade gang, acid gang, thakk-thakk gang, setting on fire after house-breaking, kidnappers gang, jahar khurani gang, converting to eunuch gang, katchha-baniyaan gang and also spurious liquor gang, land mafia, beggars mafia, adulteration racket, fake currency note gang, sex mafia, tanker mafia and the sand excavating mafia are still carrying on with their crimes unchecked in Delhi. Prof Malhotra said that it was the saddest part that these criminals were never caught and even if a small fish was caught, due to faulty investigation report and chargesheet, these criminals were acquitted without getting punishment. "The commissioner should concentrate on control of crime and take steps to make Delhi crime free," he said. |
Kids in general category have slim chance New Delhi, January 8
Children aged over four years and those who don't enjoy any special quota seem to have a bleak chance of getting admission this year, as many Delhi schools are not taking fresh batches for KG and offering only 35 per cent or less seats to kids under general category for nursery. Barring a few, most of the schools in the city have not opened admissions in KG this year citing zero vacancy, cutting down the scope of admission for those who missed or failed to secure a seat last year. Another hazard that parents are facing this time is the less number of seats available under general category. As almost all top schools are giving weight to children in sibling and alumni categories and have kept aside a major junk of their seats for EWS, management and disabled child quota, the chances of those who don't suit to these criteria are very slim, parents have complained. Arti Jain, who in 2011 had applied in 21 schools for her son's nursery admission but failed to secure a seat in any of those schools, says she is not very hopeful of securing her child's admission this year too. "My son is four years old now and fit for admission in KG this year. But after screening admission notice of schools, I got very much disappointed. None of schools in our vicinity is accepting children for KG. If I try for nursery, my son would lose a year," Jain told PTI. "And as my child doesn't fall under any special category, I am really hopeless this year too." In 2007, the Ganguly Committee had recommended that KG should be the entry level for a child aged four years before he or she begins formal schooling (Class I). But schools are treating nursery as the entry level. "This is a very peculiar situation which needs to be addressed carefully," said Ashok Ganguly, the former CBSE chairmen, who headed that very committee. "Giving priority to children under the heads like sibling or alumni is not wrong. But the weight schools are giving to those categories now is something that needs to be looked into," he pointed out.--PTI |
Delhi to provide shelters to migrant workers
New Delhi, January 8 The government has commissioned the construction of shelters at a cost of Rs 362.05 crore, the half of which would be financed by the Central government for workers belonging to the Economically Weaker Sections (EWS). They would be five-bedded and ten-bedded dormitories to be built at Kanjhawala in north Delhi, for which the land has already been allotted to Delhi State Industrial and Infrastructural Development Corporation (DSIIDC). "These dormitories would provide shelter to migrant workers who find it difficult to take a place on rent. Land will soon be handed over to DSIIDC for this purpose," said DSIIDC chairperson Chetan Sanghi. The project for the poor workers would involve bringing in place facilities and infrastructure for offering them vocation training. While the proposed infrastructure would be financed by the Central government under the government's flagship programme Rajiv Awas Yojna, the day-to-day maintenance works would be done through the rent, said officials of DSIIDC. Sanghi said that about 25 per cent of the cost of the project would fall on the department of labour's Labour Welfare Fund (almost Rs 90.51 crore), the remaining would be borne by the Government of National Capital Territory of Delhi and DSIIDC. The shelters would serve as temporary accommodation to nearly 20,000 workers engaged in various ongoing and future projects in the Capital and would be given to construction companies and contractors on rent. |

Trader shot dead in
Ghaziabad
Ghaziabad, January 8 Rama Anand (45), a dry fruit trader, was returning to his home last night when he was fired upon at point-blank range in Prem Nagar in the Vijay Nagar police station area, SP city JK Shahi said. The police rushed him to hospital where he was declared 'brought dead'. The motive of assailants was not loot as Anand's cash and mobile phone were found with him, Shahi said, adding that personal or business rivalry might be the reason behind his murder. The body has been sent for postmortem, he said. Meanwhile, last night, the police recovered Rs 4.35 lakh and 165 wine bottles from a car in the Indirapuram area of the district. Two hundred wine containers were also recovered from the Sahibabd police station area, the police said, adding it might be related to elections. -- PTI |

Rare retrospective of a Kashmiri artist
New Delhi, January 8 Santosh was one of the earliest pioneers to put religious sensibilities aside for artistic inspiration-a trend later emulated by S.H. Raza and Sohan Qadri, Muslim artists who were also inspired by Hindu spirituality. "Santosh had a mystical experience at the Amarnath caves in 1964 after which he began to research Kashmiri Shaivism and tantra mysticism. The Shiva-Shakti symbol dominated his work," art critic and writer Kishor Singh, the head of the publication and exhibition wing of the Delhi Art Gallery, told IANS. Santosh's art is known for its precision shapes, religious symbols, tantrik icons and a colourful palette. The artist was influenced by cubism, impressionism and later by the Vadodara-painter N.S. Bendre under whom he trained in art. The exhibition of his works was inaugurated at the Delhi Art Gallery by president of Indian Council for Cultural Relations Karan Singh on Wednesday. Singh said this was the first exhibition of Santosh in the capital. A book on the artist, who died of a heart attack in 1977, was also released as a tribute. The book contains scholarly essays, photographs of his paintings, rare archival material and his poetry. Santosh's personal life reflected his open outlook to religion. "He married a Hindu amid family opposition and later took his wife's name Santosh to negate the concept of conflicting faiths," Singh said. The works, which are rare, have been acquired from Santosh's family and from a collection in New York, Singh said. "We have covered his entire life - from 1950 to 1977 till his death. He is one of the earliest pioneers of the tantrik art who began painting spiritual themes in the late 1960s before Raza began to draw "bindu" in the 1970s. He gave the traditional Shaivite icons contemporary interpretations on his canvas. Islam or Hinduism was not a part of his thinking," Singh said. His early life was chequered. After completing his matriculation in 1945, Santosh took up several odd jobs like signboard painting, silk weaving and white-washing walls to support himself. Gradually, he honed his skill as a papier mache artist. In 1950, Santosh joined the Progressive Arts Association in Kashmir, an attempt by S.H. Raza to mobilise Kashmiri painters. Four years later, he went to Vadodara on a scholarship to study art. In his early years, Santosh was influenced by the mysticism of the Kashmir valley which was manifested in semi-abstract and cubist forms on his canvas. A visit to the Amarnath cave in 1964 changed Santosh's life after which he began to combine the male and female forms to draw a pure image of the human form, leaving out the face, hands and feet. Reviving finances top priority: Waqf Board chief
New Delhi, January 8 Ahmed, who was elected to the post last week, says besides working towards increasing the revenue of the board, he would also look at regularising encroachments by poor dwellers to make them legal tenants at the Waqf properties. The current annual income of the board is roughly Rs 2 crore but the amount is hardly enough to meet all the expenses of the body that includes salaries to the staff and imams. "Besides, we also want to take up on a substantial scale welfare activities like giving grants to widows and scholarships to poor students," Ahmed told PTI. He said he would actively look at tapping tenancy transfers and advertisements as mechanisms to increase the revenue of the board. Tenancy transfers under which property, a shop or a house, is transferred from one tenant to another come across as a crucial form of revenue as the board charges one-third of the deal money and also increases the rent with the transfer. "However, this requires a lot of effort on the part of board officials as it is sometimes difficult to ascertain the actual cost of the property," he said, pointing out that special efforts in this direction had led to the board earning Rs 7 crore during his last tenure as chairman. Properties rented out by the board are often sub-let or transferred illegally in the absence of proper revenue documents, causing financial losses to the board. HC favours relook into MBBS seat quota for govt nominees
New Delhi, January 8 "We can only say that the central government should re-examine the matter," observed a bench of Acting Chief Justice AK Sikri and Justice Siddharth Mridul, while hearing a plea by three Delhi girl students, denied admission in either of Delhi medical colleges despite having cleared the Delhi University Medical-Dental Entrance Test 2011. "Examples are galore that even when general category candidates perform so well, they miss out and are not able to get admission because of the reservations. It is expected that these aspects would be looked into by the respondents (government) and a decision taken thereon within three months," the court said. While adjudicating the girls' pleas, the bench said the September 30, 2011 deadline for taking admission in medical colleges had already expired, but the problem is bound to crop up again in 2012 and the government need to tackle the issue. The three girls had questioned the reservation of seats for the government nominees in various medical colleges and the manner in which they were admitted in various Delhi medical colleges.-- PTI |

Job help for women trained at GRCs
New Delhi, January 8 Chief Minister Sheila Dikshit announced this while inaugurating mega health camps at New Usmanpur and Shastri Nagar in East Delhi. "This will provide these women who mostly belong to the weaker and other vulnerable sections of society with better employment opportunities," she stated. Dikshit assured GRC-trained women that the government will try to link these centres with the institutes which offer employment. Reiterating the benefits extended under the city government's flagship programme Samajik Suvidha Sangam, she said that around 100 GRCs, which offer vocational training to marginalised women, have been established across the Capital. On the occasion, several stalls were providing information on physical fitness, Stree Shakti programmes, disaster management, PDS and election cards. Arrangements were also made for check-up and treatment of various diseases, including ENT, pre-natal care, diabetes, orthopedic and general health problems. |

Polish woman held with forged visa
New Delhi, January 8 Marzeena Bartosik was apprehended at the immigration late last night before she was to board an Air China flight to Beijing, a senior police official said. "On scrutiny of her passport, it was found that Indian Multiple visa No. Y 826165 issued at Oslo from November 16, 2011, to November 15, 2012, pasted on page No. 35 of the passport is counterfeit," the official said. A case of cheating and forgery and violation of the Foreigners Act has been registered against her. Bartosik told immigration officials that from Poland she had visited London and Abu Dhabi. "From Abu Dhabi, she reached Kathmandu on Christmas day and stayed at Yatri hotel and visited Kaplivastu, besides other places. She entered India from immigration land check post in Sonauli on the New Year eve. In India, she visited Varanasi where she stayed at Hotel Pallavi International and Othra Resort. "She told us she also visited Agra and Jaipur, where she stayed at Hotel Pink Palace and arrived in the capital yesterday," the official said. Man arrested for smuggling foreign liquor
New Delhi, January 8 "He used to use SUVs in transporting liquor for deception and an element of surprise as these vehicles are being used by the high-end segments and officials of embassies," Chhaya Sharma, deputy commissioner of police (crime), said. He was arrested on Friday from MG Road near Sultanpur Metro station on a tip-off and 62 bottles of expensive liquor were seized from him, the police said. On Friday, he had to deliver his consignment to one of his clients in Parkarti Marg near Sultanpur Metro station, but was nabbed. "He supplied liquor in Chandigarh, Haryana, Delhi and the NCR," Sharma said. -- PTI |
Boyfriend held for woman’s murder
New Delhi, January 8 The woman was reported missing on July 7 2011. A missing person report was lodged at the Lajpat Nagar police station. Soon after the victim, Geeta Vaid, had gone missing from her Lajpat Nagar residence, her father had lodged a complaint. Later, her body was found in forests of Giridih. The body was found wrapped in a saffron-coloured cloth with sindoor, lemon, chilli, black cloth and bones . The police station concerned had got the postmortem done and concluded that it was a case of murder. During investigation, the police learnt that Vaid had been working with Orange Overseas, an export company at Lajpat Nagar, as a manager for six-seven years. She got married in 1998, but was separated from her husband. Vaid had an affair with Surana, who lived in Lajpat Nagar-I. Surana used to work with a garment-manufacturing company Ginja Industry Pvt. Ltd. Surana's photo was found at the scene of crime. During investigation, it was learnt that Vaid had been insisting Surana to marry her. But three months before the murder, Surana had refused to marry her, after which Vaid had threatened him with a police complaint. On July 4, Vaid went to Ranchi with Sanjay's servant. Her family had told the police that it suspected Surana for Vaid's murder. The police carried out raids at Surana's residence, but he was on the run. In the second of week of December 2011, a team of police officials from Girdih came to Delhi in his search and conducted many more raids, but could not find him. When Suraan came to know about the hunt by the police, he switched off his mobile phone and was thus not traceable. A court of Giridih had issued non-bailable warrants against Surana and his servant Dalip. Later, on information provided by the Giridih police, the Delhi police arrested Surana from Mahipalpur Road. |
South African man held with
Rs 40-lakh cocaine
New Delhi, January 8 The police yesterday received a tip-off that someone involved in drug trafficking in Delhi would come near Chirag Delhi for delivery to a local contact, said PS Kushwah, additional deputy commissioner of police (crime). A trap was laid and the accused, Kelly Williams Mbane (36), was arrested. Kelly lives in the Chirag Delhi village. A case has been registered against him. Mbane has revealed that he came to Mumbai in July, 2011 on a multiple visa. In Mumbai, he came in the contact of a person named Ali who supplied cocaine to pubs and bars in Mumbai. He then came to Delhi in September 2011 and started living with his friend Nabeka James in Chirag Delhi. The two then started drug trafficking in Delhi. They used to supply cocaine to high-profile clients and for rave parties in the NCR. This is the third case of the seizure of cocaine this year. On January 3, a 28-year-old Nigerian national was arrested from V3S Mall in east Delhi's Vikas Marg. On New Year Eve, another Nigerian national was nabbed with 175 gram cocaine worth Rs 1.75 crore. |
Chain snatcher out on bail lands in police net
New Delhi, January 8 He was out on bail and after that never attended the court. He was declared a proclaimed offender by the court in February last year. Interrogation revealed that Sandeep was an active snatcher. He was involved in more than 12 cases and was hence declared as a "bad character" at the Mangolpuri police station. In 2005, he was caught with illicit liquor at the Vikaspuri police station. Further investigation is on process to ascertain his involvement in other cases. Sandeep is married and has one child. His mother and father are also listed as "bad characters" at the Mangolpuri police station. |
Gurgaon nursery school with 12 students to a class wins award
Gurgaon, January 8 Congress MP and former minister of state for external affairs Shashi Tharoor gave away the Big Brands Research Award to Dihika: Living Wisdom School here late on Saturday, school director Priti Mishra Issar said. Big Brands Research is an organisation dedicated to the recognition and felicitation of the best performers in different industries and business categories. Issar said the school, set up only two years ago, was selected for the award following a market research study across North India. The school, which now admits students from the early playschool to Class V, follows the ancient principles of Yoga Vedanta and is affiliated to the California-based Education for Life Environment. "Schools have abandoned moral and spiritual instruction altogether for fear of encouraging bigotry," said Issar. "This is where we are different. We provide a spirit-centered learning environment that uses techniques continuously refined in similar Living Wisdom Schools in the US," she said. These included meditation and chanting.
