Jalandhar, November 15 The RPM level was 162 µgm/m3 from 1 am to 6 am at PAP Chowk while it was 192 µgm/m3 and 152 µgm/m3 at ISBT and Kapurthala Chowk during night, respectively. SP Garg, senior environmental engineer of the Board, revealed that they conducted a study to check the pollution level caused by the vehicles in Jalandhar on the directions of the board chairman, KS Pannu. For this purpose, ambient air samples were collected from three most traffic congested areas of the city - the ISBT, Kapurthala Chowk and PAP Chowk. The samples were collected for 24 hours to observe the effect of traffic congestions on the ambient air quality of the city. The samples were collected for respirable particulate matter from these points on six-hour basis while gaseous pollutants were measured on the three-hour basis and monitoring continued for 24 hours, he said. At the ISBT monitoring point, the particulate matter was as high as 487 µgm/m3 during the daytime, while its level was 162 µgm/m3 during night, which indicated that the vehicle pollution was the main reason for increase in the RSPM level. The maximum level of the particulate matter at PAP Chowk and Kaputhala Chowk were 562µgm/m3 and 466 µgm/m3, respectively. The minimum levels were 192 µgm/m3 and 152 µgm/m3, respectively, during lean traffic hours, the SE disclosed. The study, however, showed, that the SO2 (Sulpher dioxide) level was found within the limit (14 µgm/m3 as against the ambient air quality standards of 80 µgm/m3 ) whereas, the NOx (oxides of nitrogen) was higher at 76 µgm/m3 as compare to non-traffic areas. The average of the NOx level was 52 µgm/m3, little less as per ambient air quality standard of 80 µgm/m3. The study indicates that the traffic congestion in the city has been adding

Law catches up with conman
Jalandhar, November 15 He had been on the run for the past many years after being declared a proclaimed offender (PO) by a city court after his dramatic escape from the police custody from the local civil hospital in August 2003. Gagan asked the police personnel to allow him to use a toilet. Subsequently, he fled from the hospital, while police personnel kept waiting for him outside. When the accused escaped from the police custody, the district police has suspended and registered a case against three constables, including Gurdev Singh, Ramesh Kumar and Hazara Singh, for dereliction of duty under Sections 223 and 224 of the IPC and various sections of the Prevention of Corruption Act. He is involved in a number of cheating cases, more than 100. Cases have been registered against him across the country. Around 70 cases of cheating have been registered against him at different police divisions here under Sections 406 and 420 of the IPC. Gagan seemed totally unremorseful of his deeds and happily chattered with mediapersons today after the Delhi Police produced him in the court of Judicial Magistrate AS Barda, who remanded him to judicial custody till November 29. World kabaddi Cup: Avoid going to central city today
Jalandhar, November 15 The entire stretch from the traffic junction at the end of the Cool Road right through the Chunmun Chowk to the end of the road (where it connects to the Nakodar Road) has been reserved for kabaddi aficionados to park their vehicles. All roads and places surrounding Chunmun Chowk will also be reserved for parking. Since the central area of the city will be reserved for parking, it is expected to cause traffic bottlenecks in the other city areas on the opposite side, including the road near Jyoti Chowk. The traffic to the much frequented Model Town area is also likely to be affected as almost all of these roads connect to it. There will be changes in the routes of buses going to and coming from the Jalandhar bus stand as well as special arrangements for the parking of cars, buses and two wheelers of people coming in to watch the matches at the stadium. City all set to host kabaddi matches
Jalandhar, November 15 The stadium has a seating capacity of around 15,000 spectators. Although the construction work on the outer part of the stadium is still on, the inside portion of the stadium has been decked up in a fine manner. One out of the two pavilions has been fully constructed with attractive red stone stairs. The second pavilion has been set up with chairs and tents that conceal the pending work of the stadium. The Tribune team visited the spot and found that there was such a rush to complete the pending renovation work. Starting from the workers to the construction engineers and the Jalandhar Improvement Trust officials (JIT) were all busy giving the final touch and were working since early morning. A group of painters said they were painting the iron grills surrounding the Kabaddi ground right from the early morning. “We have been told to rush as Chief Minister will be coming tomorrow for a grand-level kabaddi match,” said a painter. Another group of workers were busy picking the debris and cleaning the inside premises of the stadium. Earlier in the evening, Deputy Commissioner Priyank Bharti along with JIT officials, police commissioner and sports officials held a meeting to review the preparations of the Kabaddi Cup match. Workers were busy painting the iron grill bordering the ground inside the stadium. Rugs are placed on the open portion of the ground to avoid any dust. Curtains and flowers have been used to beautify the stadium. The US’s Pool B, one of the teams, will not be seen in action at Jalandhar on Wednesday as the team is said to be involved in a doping net during the Kabaddi Cup matches held at Hoshiarpur on November 14. NRI Sabha, Divisional Commissioner at loggerheads!
Jalandhar, November 15 The powers rest with Anurag Verma, who is the chairman of the NGO by virtue of being the Divisional Commissioner of Jalandhar. However, 21-member executive committee has passed a resolution in a recent meeting as per which the financial powers would now vest with the elected president for the day-to-day expenditure. “The statement of the expenditure will be placed before the executive committee,” the copy of the resolution reads. It has also been decided that issues related to appointments or termination of the staff and all matters relating to staff will be with the president, who is the head of the executive committee. This power too was earlier with the chairman. As per another decision, even the appointment of the auditors for the annual audit of the accounts of the Sabha would come through the president. The members have also passed another resolution as per which the tenure of the president, to be elected in 2012, will be for three years instead of the current period of two years. Elections to the body are due in February. The decisions, however, would be finalised only after the annual general body meeting which will be held around Lohri. Interestingly, while the decisions have been passed by the executive committee at a meeting held on November 9, chairman Anurag Verma has been kept in the dark. When contacted, Verma said he had yet not seen a copy of the resolutions passed by the executive. President Kamaljit Hayre said any such decision was subject to the approval of the AGM. It is not for the first time that such a move has been initiated by the Sabha. Attempts of the sort have earlier also been made by the previous presidents to change the constitution of the sabha but these had to be reverted after opposition from within. A group of members has been demanding that the interference of the officials to some extent is a must to keep a check on the use of funds and other decisions, in addition to re-imposition of faith of the NRIs in the body. “Ultimately it is the officials including those from the administration and the police who have to get various complaints of the NRIs sorted out,” claims Pritam Singh Narangpuri, a member. The fund-rich Sabha has already invested Rs 2 crore on the building that came up in July this year. Besides, it also has deposits worth Rs 5 crore collected as Rs 5000 life membership fee from the NRIs. The executive committee and the chairman of the NRI Sabha have been at the loggerheads over various issues. Recently, the sabha got a seven-minute CD made on its achievements to be used abroad. The bill footed for the purpose (Rs 25,000) was sent to Verma, who reportedly did not accept it and forwarded the same to the district press relation officer for his comments. In a recent episode, the sabha executive and the chairman differed over doling out Rs 1 lakh grant to the hearing and speech impaired cricket players. The NRIs money is to be spent for the welfare of the NRIs. Such a huge amount for any other welfare plan from the sabha does not seem acceptable, the chairman had reportedly told the members. |

Jalandhar November 15 The police has arrested the bus driver. Eyewitnesses said both legs of the cyclist were crushed under the tyres of bus and passers-by immediately took him to the Civil Hospital where he succumbed to his injuries. After impounding the bus, a case under Sections 304-A, 279 and 427 of the IPC has been registered against the bus driver at the Police Division No. 7.

Jalandhar, November 15 Activists of the NGO Bachpan Bachao Andolan allege that repeated attempts by the organisation over the past two months to provide assistance to nab child labour offenders in the city, have fallen on deaf ears. While the NGO activists claim that they have been writing to the authorities for the past two months, with one of the letters being sent on Children's Day, the first day of the labour department's week against child labour, so far the labour department has acted on their tip-offs only once and that too without adequate investigations or results. Dinesh Kumar, a Jalandhar-based activist of the NGO, says, “We know about many spots where children are employed as labourers. We have asked the department to take us along during raids as giving such information prior is never helpful. We will provide voluntary assistance but the response of the department in this respect has always been very lax." While in September, the NGO helped get four child labourers recovered from a nail polish factory at Basti Bawa Khel, it is yet to receive any response from the city authorities on the letters sent to the Jalandhar Deputy Commissioner on October 7 and November 14 this year. In its letters, the NGO has stated that it has “identified a huge number of bonded/ child labourers working at hotels/dhabas/sweet shops/ restaurants/bakeries etc. at countless sites surveyed by the organisation.” The NGO has demanded that these children be provided release certificates to be freed and sent to their homes, or to be rehabilitated. “The organisation activists shall be available to take you to the marked places and other assistance." They have also written to the Chief Secretary Punjab yesterday informing him about the inaction against child labour in the various districts of Punjab. They requested him to implement the 'action plan' regarding child labour and inquire into the inactivity of the task forces at the respective districts; that letter, too, hasn't invited any response so far. |

The DAV Institute of Engineering and Technology (DAVIET) clinched the Inter Zonal Youth Festival trophy for tenth time consecutively.
The three-day event was organised by GNIMT, Ludhiana, from November 11 to 13.
