Even as a whole lot of buzz surrounded the special assembly-readings-in-schools-to-begin-RTE-campaign plan on the National Education Day yesterday; at least in Jalandhar, the very first step in the direction proved to be a major dampener. The ambitious campaign fell flat in the district as majority of the teachers from elementary schools said their schools did not receive the messages, nor were they aware of any such campaign.

Women no more safe in district
Cases of dowry deaths, abduction, rape, murder on the rise

Crime against women has been witnessing an upward trend in the past few years in the district. Women are being tortured for dowry and are being abducted, raped and murdered.

Data collected by The Tribune revealed that in the past eight years - from 2004 to 2011 (till October) - the district police (city and rural) registered 844 cases of dowry torture. The year 2009 witnessed maximum cases - 140 - followed by 133 in 2008 and 78 in 2005. Till October 2011, 90 dowry cases have already been registered in the district.

In the past eight years, a total of 517 cases of abduction have been registered, out of which 98 took place in 2007 followed by 88 in 2008. Surprisingly, kidnapping cases rose from 34, 59, 77, 98 in 2004, 2005, 2006, 2007, respectively, and then came down to 65 and 40 in 2009 and 2010, respectively. Till October 2011, 56 kidnapping cases have already been registered.

A total of 303 cases of rape were registered in the past eight years. As many as 52 cases were registered in 2006, followed by 47 in 2008. However, in 2010, the year when the Commissionerate system was introduced in the city, rape cases came down to 22 and till October 2011, 33 cases of rape have been registered in the district.

Cases of molestation have also witnessed an upward trend from 22, 27, 32, 43, 52 and 61 from 2004 to 2009. However, molestation cases witnessed a decline in 2010 as only 27 cases were registered. Till October this year, 31 cases of molestation have been registered.

The data revealed that as many as 104 women were murdered in the past eight years and this year till October, 20 women, the highest number in the past eight years, have already been murdered.

As many as 76 women lost their lives to dowry torture in the past eight years. The highest dowry deaths (14) took place in 2004. Till October this year, nine women have already died in dowry-related cases.

The overall crime rate in the past eight years witnessed a continuous increase from 257, 263, 342, 389, 395, and 450 in 2004, 2005, 2006, 2007, 2008 and 2009, respectively. On the contrary, it saw a decline from 450 in 2009 to 199 in 2010. However, the current year has witnessed a steep increase in the crime against women as 270 cases had already been registered by the district police.

Police officials reveal that though dowry cases have been on the top of the crime chart, a majority of the complaints in such cases are false. However, the police has to register the case as per the statement of the victim.

City lad’s designer car drives into Bollywood

A fifth semester engineering student of the CT Group of Institutes, an automobile designer, has made it to Bollywood.
Akaash Chhachi’s ingenious convertible SUV, called Kash 1A, has got fellow students and teachers going gaga over his creation.

It’s a hit not only in the city, but also with Bollywood as his car has been chosen to feature in an upcoming production by director Karan Johar.

A beaming Akaash, a fifth semester student of the polytechnic department at the CT Group of Institutions, can’t stop counting the blessings. Akaash, who started the project eight months ago, says projects by seniors and encouragement from teachers inspired him to design the car.

The process started when he was just a kid. He grew up watching his father, who is into the automobile business. And right since his childhood, he was building little toys watching his favourite automobiles. Once in college, the passion took a serious turn.

“I first drafted a retro plus western look for the car on my computer, took technical guidelines from teachers and students and soon had a rough idea in my mind on how to make it. My dad runs a workshop, so he was a great help in practically implementing the idea,” Akaash adds.

Was it smooth sailing?

“In the beginning I faced a lot of criticism from people. But I put in all my passion and energy into the project rather than paying heed to them,” said Akaash.

What is it’s USP?

It is the first convertible SUV. It’s special headlights, tyres and seats have been imported from Italy. The bucket seats are the kind that Formula-1 drivers race on and the tyres are broad based - adaptive to rocky, uneven terrain. Unlike a normal jeep, which doesn’t go beyond 85 to 90 km/hour, Akaash’s Kash 1A, based on a registered prototype code name, guarantees a smooth drive at the speed of 120 km/hour. It is powered by a 1,000 cc petrol engine. It took an investment of Rs 4.5 lakh for him to create the car. In the movie titled “Student of the Year”, David Dhawan’s son Varun Dhawan will be seen driving the car.

The trigger

“I just wanted to so something while I was still in the college. I wanted to make an initiative to create a different car in India,” adds Akaash

Entry to Bollywood

“I had uploaded the car photograph on my Facebook profile. Members from Karan’s team saw it and told me they wanted the car to feature in their film. I was called to Dehradun just a week ago for a couple of days. The shoot over there ended last week. The opportunity really boosted my efforts. I couldn’t have asked for a better launch pad, says Akaash.

Gold prices up, so are snatching incidents

With abrupt rise in the price of gold in the past over two years, snatching incidents have shot up in the city. It is not the criminals but the ‘glittering’ gold that has been proving fatal for the general public, especially women.

The problem is more in the NRI belt of Punjab, where the guests are being targeted for their gold ornaments and valuables in a big way.

Petty crimes have witnessed a sharp decline in the state whereas snatching incidents have gone up manifold. The main cause of these snatching incidents is the rise in price of the yellow metal. There has been a dip in the cases of thefts, burglaries, robberies and other crime as criminals have to do a lot of planning and legwork before executing the job. There is a lot of risk involved in it and if caught, the punishment was definite, police sources said. Chances of injuries while committing the crime and police encounter are high, a senior police official added.

However, snatching is quite simple and much paying too. As a gold chain weighs minimum of 30 gms and costs Rs 85,000, snatchers can earn handsome amount even after selling the snatched ornament to a jeweller at a loss of Rs 5,000, another senior police official said.

In Punjab, especially in the NIR belt, people are fond of heavy gold ornaments. In the past 11 days, the city has witnessed 10 snatching incidents in which the miscreants targeted women wearing gold ornaments, including necklaces, chains, and earrings.

Take a round to city colleges and you will observe a major change in the fashion statement of girls. Flaunting a somewhat masculine style, you will find many girls dressed up in loose-fit, check-collared shirts.

The trend comes as a major drift from body hugging sequin-laden T-shirts or flowery print kurtas that they used to teem up with jeans or slacks till the last year. The colours of shirts too are not really feminine. Coming in combination with black, these have blue or maroon Scotland checks in dull, flannel fabric.

Even the big-size bags or 'jholas' that the girls have been carrying on campuses have checks, lines, or geometrical patterns. In fact, they like to pair up the colours of their handbags with their footwear, which come in all weird hues.

Baljit, assistant professor, department of design, Apeejay College of Fine Arts, says: "Though the girls are wearing boyish prints, they are using feminine accessories like belts having bows, designer hair bands or matching clips. Some have their shirts with knots on the sides. Some are even wearing colourful, plastic bangles along with the dress. Actually, the girls want to reflect their own personal attitude."

Interestingly, youngsters are also following layering pattern while dressing up. It is common to see boys layering shirt over a T-shirt, girls putting on flared top over a dark-colour inner or even a shrug atop a sleeveless T-shirt.

It is even more amazing to watch girls inspired by Bollywood for they are also seen dressing up Anushka-style as in her upcoming movie 'Ladies v/s Ricky Behl' or even as Kareena appeared in 'Jab we met'. Bhawna Kapoor, a B.Com student, tells, "It feels like being more casual and free-spirited when we combine a T-shirt with a salwar or a harem pant."

Palak Seth, another collegiate, "Even dhoti salwars are back in fashion, but we like to pair it up with T-shirts or plain-collared kurtas as Rani Mukherjee wore it in 'Bunty Babli'. It imparts a very Bohemian look."

Her friends Daman Arora and Priyanka add on, "What is most important is that the salwars should have big, bright prints so that they are more noticed."

Ritu, manager at INIFD, feels, "Shirts of suits have also gone very long going right up to the ankle and these are being worn with pyjamis. The fashion that was there in vogue almost a decade back is being repeated all over again.”

The ambitious campaign fell flat in the district as majority of the teachers from elementary schools said their schools did not receive the messages, nor were they aware of any such campaign.

As per RTE campaign promotion exercise, personal messages from Prime Minster Manmohan Singh, Human Resource Development Minister Kapil Sibal, Punjab Chief Minister Parkash Singh Badal and Punjab Education Minister Sewa Singh Sekhwan were to be read in the elementary schools of the state yesterday (on the occasion of National Education Day, also the birth anniversary of Maulana Abdul Kalam Azad, the first education minister of the country).

The Punjab government had enthusiastically opted to become a part of the plan along with many other non-Congress states.

The Tribune found out that while in the senior secondary and high schools of the district (that The Tribune talked to), only the message by Kapil Sibal (addressed to the principals) had made way.

Even as Sibal's message itself said the 'attached' message of the PM was supposed to be read at the morning assemblies, many of the school principals and school teachers across the rural areas and Nakodar segment of the district said they did not get any message by the PM (or the state CM and education minister).

Most of the elementary school teachers did not even know that any such message was to be delivered to them today to be read to students.

Enquiries from teachers of elementary schools (in Kot Sadiq, Purian Mohalla, Panj Per etc.) revealed that they had no clue of any such message to be delivered to their school assemblies.

A teacher at a Tali Mohalla school, however, revealed that they got the message as late as 1:30 pm in the afternoon.

She said "We will read it to students on Monday now, that's the only option left".

DEO Elementary Surjit Singh, when contacted, at first claimed that the messages had been delivered to all 940 elementary schools in the district.

When told that most of the teachers had not received the messages, he said "I had sent the messages to all the BPEOs. You should ask them. I can't go to each and every teacher to deliver the letters. I have no clue why these schools did not receive them."

 

Efforts lacking

The school authorities say they got no messages from the PM, the HRD Minister, the CM or the Education Minister.

Many receive letters late.

All set for Kabaddi World Cup matches

The district administration is all set to hold the World Kabaddi Cup here Wednesday. Additional Director General of Police (administration) HS Dhillon visited the city today to review the arrangements for the World Kabaddi Cup to be held at Guru Gobind Singh Stadium on Wednesday.

Dhillon, who is a liaison officer for the tournament, also chaired a meeting of the city police officials and asked them to make elaborated security arrangements for the players putting up in different hotels and other places in the city. He asked police officials to maintain law and order in and around the stadium during the kabaddi matches. He also directed the police to regulate the vehicular traffic smoothly and mark separate routes for visitors.

Special seating arrangements should be made for VVIPs, VIPs and other prominent personalities during the matches. The police authorities have also been told to keep hawk’s eye on anti-social elements and install CCTV cameras at strategic points. Sources in the police revealed that players of seven kabaddi teams from different nations are staying at different hotels in and around the city for the past couple of days. Four matches will be held in the stadium on Wednesday night. The matches between teams of Pool B: Italy vs Sri Lanka, USA vs Norway, Pakistan vs Spain and UK vs Turkmenistan (women) will be played in Jalandhar on November 16.

Hira Lal wins World Bodybuilding Championship

Hira Lal Khillan, a head constable with Punjab Police, became Mr Universe 2011 by winning a gold medal at the 64th World Bodybuilding Championship in 65 kg weight category. The championship, organised by Indian Body Building Federation, was held from November 4 to 7 at Mumbai.

It is after a long gap of 23 years that an Indian has won a gold in this category. Before Hira Lal, this title was won by bodybuilder Prem Chand Degra.

Hira Lal emerged winner by defeating his close rivals from Manipur and Egypt.

Talking to Jalandhar Tribune, Hira Lal said it was a tough competition as 22 participants from across the world participated in the 65 kg weight category. “Earlier I had ended up at eighth and ninth positions, respectively, in previous Mr Universe competitions. This time, I won the first position and became Mr Universe 2011,” he said.

Hira Lal Khillan claimed that he developed his body following a complete vegetarian diet. “Many people as well as aspiring bodybuilders believe that non-vegetarian diet is must to develop muscles but I am an example of vegetarian diet,” he added.

The champion said his diet comprises of eight to nine small and balanced meals throughout the day. “I always carry my food along instead of depending on the outside food and never miss meals. My diet includes milk, curd, cheese, sprouted grains and soya products”, he said.

While regular exercise twice a day for two hours each is his motivation quotient, as he grew up in an atmosphere where fitness remained priority. “My father was regular at the local akharas which developed my liking for bodybuilding”, he said.

Further talking about his coach, Dr Randhir Hastir, he said, “It is owing to his planned fitness schedule, diet and expert advices that I was able to excel in my dream”, he added.

Hira Lal also thanked the Secretary Sports at Punjab Armed Police, SP Shivdev Singh, who has been instrumental in equipping him every little help. Earlier too, Hira Lal had been the Punjab Champion for eight times, Mr Punjab 2008 and Federation Cup Champions for four times and Mr India for two times.

He also won Junior Mr India in 2000.

The history of the Harivallabh Sangeet Sammelan is so deeply intertwined with the history of the city of Jalandhar (even before it was ever called a city) that there are phases where the lines between the two get blurred.

While the Harivallabh Sammelan has a history of its own, the Baba Harivallabh Sangeet Mahasabha's Harivallabh Academy, the brainchild and dream of the Harivallabh samiti, is awaiting completion for the past five years.

From time to time, especially recently, laxities on the part of the committee have caused people to think that Harivallabh has lost the place that it once enjoyed with the crowds.

Some substandard performances (even in the Harivallabh main categories), controversies and allegations during the Harivallabh pratiyogita as well as lax arrangements during the recent utsavs, have had the festival slipping from the top slot that it once enjoyed among the festivals of the country.

While earlier the biggest of artistes clamoured to be a part of the festival, it is clearly no more the case.

In these circumstances, the ambitious Harivallabh Academy has been one ray of hope among the festival organisers to restore its place among the people and ensure its popularity among the youth.

While organisers still swear by their ambitious plans, the fact that it's been five years since the construction of the Harivallabh Academy first began, doesn't do much to help matters.

Chief Minister Parkash Singh Badal had first promised to earmark an amount of Rs 1 crore for the Harivallabh mahasabha in 2006 if they plan the Harivallabh academy.

While the samiti lapped up the proposal and construction began in 2006 itself, to date what stands in the name of the Harivallabh Academy is an empty concrete structure at a corner of the Devi Talab Mandir.

The bare, concrete-walled Harivallabh Bhawan has been used in the past for the (Harivallabh) pratiyogitas and also once for a half-hearted tribute event to Pandit Bhimsen Joshi.

But city music and art circle observers rue the fact as the fifth year (since the academy was first envisioned in 2006) comes to a close this year, the academy is still a mere concrete structure.

"We have got no funds," said committee members.

Treasurer Rakesh Dada said, "So far the funds that we got have all been used up. While Rs 1.5 crore has (Badal delivered his one crore in the financial year 2008-09) already been spent on the basic concrete structure.

"We need another Rs 3 crore to complete the structure. It will take another two years for the project to be completed."

 

Upcoming complex

The upcoming complex, situated in all on a land measuring a little below 2 kanals, will house offices and the bhawan of the ground floor, eight classrooms and an archives' library on the first floor.

It will also have an auditorium with a seating capacity of 400, a meeting hall which can be converted into a studio when need be, a yoga and meditation room.

Students will get lessons in vocal, instrumental (percussion as well as non-percussion) music.

While it is just a concrete structure as yet, and electrical connection is being set up, it will later have good flooring, air conditioning, studio and other fittings for which the committee members say they need more funds.

 

Present status

Right now, the classes for the academies are run in a small makeshift music room in Dada's own residence near the Devi Talab Mandir.

The classes first began on January 7, 2010, and the academy began with 15 students.

The academy presently has 35 students in both senior and junior categories. Classes are taken by Ajay Kant Gupta (music teacher at Devraj girls senior Secondary School), city-based tabla maestro Pandit Ramakant and visiting vocalist Mohan Malsiani.

 

Fund status

While funds presently flow in from the Harivallabh's corpus funds, the committee members said they need at least Rs 3 crore for completing the work. And if they get the funds, it will take at least two years for the completion.

Stamp design contest for schoolchildren

On the occasion of Children’s Day, the Department of Posts has plans to hold a stamp designing contest for schoolchildren at the Jalandhar Cantonment post office building.

Avtar Singh Pahuja, Senior Superintendent, Post Offices, said the theme of the contest would be ‘Post Office-2050’. He said the contest would be held for all age groups. “The prize winning designs will be considered for use on stamps and other philatelic material. The design can be in ink, water colour, oil colour or any other medium on drawing paper, art paper or any other kind”, he said.

The SSP also said the winner of the first prize on All-India basis will get Rs 10,000. “The second prize winner will get Rs 6,000 while the next down the line will receive Rs 4000 cash prize”, he said.

Pahuja said, “Those upto class IV will participate in group I. Students of classes V to VIII will fall in group II. Those in group III will include students of classes IX to XII”. The officer said that the best entries would be displayed at the philatelic exhibition ‘Stampex-30’ to be held on November 25 and 26 at Virsa Vihar. — TNS
