State to boost power supply to industrial consumers

With a view to supplying quality power to the industrial consumers in the Kundli area, the state government has a plan to augment 132 kV substation at Kuldli and 33 kV substation at Haryana State Industrial and Infrastructure Development Corporation, (HSIIDC) Kundli.

In addition, another 132 kV substation would be commissioned by the end of the current financial year which was being constructed by the HSIIDC.

While stating this recently, Jyoti Arora, special secretary, Power, Haryana, and managing director, Haryana Vidyut Prasharan Nigam, said the government had given a special focus on power supply to the industrial belt of Sonepat district. The Haryana Power Utilities had already approved the construction of a 400 kV substation, four 220 kV substations, three 132 kV substations and five 33 kV substations. These works would be completed in the next two to three years with an investment of Rs 434.26 crore. The distribution network would also be strengthened accordingly.

She said a 400 kV substation was being setup at Deepalpur village under the Public Private Partnership mode and the work would be completed in January, 2012. Besides, 220 kV substations would be setup at Barhi, Rajiv Gandhi Education City, Sonepat, HSIIDC complex, Rai, and Sector-6, Sonepat.

It has been approved to construct 132 kV substations at Khewra, Tajpur and Kundli. The Power Utilities have decided to construct 33 kV substations at Sikanderpur Majra, Khanda, Sector-15, Sonepat, Sector-12, Sonepat, and Chatia. All 33 kV-level substations would be commissioned during the next financial year.

She also said the existing capacity of 220 kV substation at Sonepat, 132 kV substation, Gohana, and 132 kV substation, Gannaur, would be augmented to meet the growing requirement of load.

It has also been planned to augment the capacity of the proposed 132 kV substation HSIIDC, Kundli. Simultaneously, 33 kV substations at Atterna, Barota, Ferozpur Bangar and HSIIDC Kundli would be augmented.

Arora further stated that the Power Utilities had also approved the erection of associated transmission and distribution lines in view of over 15 per cent annual load growth in the area.

She said Sonepat district being a hub of educational institutions, it was being planned to ensure adequate power supply to the prospective consumers.

Women Victims of Acid Attacks
Six months on, relief scheme awaits
beneficiaries

Over six months after the Haryana Government came up with a first-of-its-kind unique scheme for the acid attack women victims, the government is still waiting for beneficiaries under the scheme.

The scheme “Relief and Rehabilitation of Women Acid Victims”, formulated with the main objective of providing Rs 25,000 as “ad hoc relief, medical reimbursement and rehabilitation services to the victims” by the Women and Child Welfare Department is yet to get the first beneficiary, official sources confirmed.

A state-level committee under the chairmanship of the Child and Women Development Minister and having the Financial Commissioners and the Principal Secretaries of the departments of the Women and Child Development, Health Department, Social Justice and Empowerment Department and the Scheduled Castes and Backward Classes Department as members had been 
constituted to coordinate and monitor the functioning of the district-level committees.

At the district-level, committee under the District Magistrate would look after the implementation of the scheme. At the district level the committee would comprise of two or more members having expertise in matters relating to criminal law, working in the field of empowerment of women, a medical doctor. At least two members would be women, sources said.

The scheme is the offshot of a judgement of the Supreme Court and 
the directions of the Central Government to the state government earlier this year.

Haryana is notorious for crime against women and several cases of acid attack on women had forced the state government to come out with a special scheme under which Rs 25,000 would be disbursed to the victims immediately for the medical expenses and compensation.

In the recent years, a number of acid attacks had been reported in the state, particularly the districts of Jind, Rohtak and Jhajjar.

Reiterating the commitment of the state government towards the rehabilitation of the acid attack victims, the sources said the scheme had a special provision of treating the severe acid attack victims as the disabled persons.

Meanwhile, the state government has earmarked special centres for providing rehabilitation assistance to the victims. It included the Modern Education Society, Kharkhoda (Sonepat), Adarsh Rural Development Society, Kadarpur (Gurgaon), Akhil Bharatiya Nav Yuvak Kala Sangam, Bhiwani, Society of All-Around Development, Bahadurgarh (Jhajjar), and the Mata Sita Rani Sewa Sansthan, Panipat.

12 victims get relief in five years

While no beneficiary has been paid compensation under the special scheme, 12 acid attack victims were paid compensation in the past five years under different welfare schemes.

While one victim claimed compensation in 2005, four victims were paid compensation the next year. In 2007 and 2008, no victims came forward to claim the compensation. While three victims were paid compensation in 2009, four women were paid compensation in 2010.

HIFA to entertain nominations through SMS also

HIFA (Haryana Institute of Fine Arts), a leading cultural organisation of North India dedicated to the promotion of art and culture of Haryana, has widened the scope for inviting the nominations for “Karambhumi Samman” and announced to accept the nominations through SMS also.

The last date for sending nominations is December 17 and the forms for making formal application for awards could be made through prescribed forms which could be downloaded from the website, a spokesperson for HIFA said.

This year, HIFA has made two major changes in the format of HIFA Karambhumi Samman, instituted five years ago in 2004-05, by increasing the cash award from Rs 11,000 to Rs 21,000 and the inclusion of discipline of poetry and literature in the list of awards.

HIFA has further decided that no person could file his  nomination and these awards would not be given posthumously.

Divided into three categories, these state awards are presented for excellence in various fields of visual and performing Indian art, culture and humanitarianism, music, dance, theatre, fine arts, poetry and literature, handloom, handicrafts, film, media, heritage conservation, environment, tourism, social service, industry, civil service, rural upliftment, medical science, agriculture, science and technology, distinguished NGO (in any field), NRI (in any filed), empowered women and distinguished disabled, etc.

Pandit Jasraj Samman, carrying a cash award of Rs 1 lakh, a citation and “angvastra”, is the highest award for any individual hailing from Haryana for his or her “lifetime achievement and contribution in any field”.

As many as 10 Karambhumi Samman, carrying a cash award of Rs 31,000 each and a citation, would be given to Haryanavis excelling in any field and age above 50 years.

To recognise the talent and distinguished contribution and achievements made by young Haryanavis and upcoming individual (between the age of 35 and 50 years as on March 31, 2011), a cash award of Rs 21,000 and a citation would be presented to 10 young achievers.

Police gears up to nab 165 absconding criminals

The Haryana police has launched an intensive campaign to nab 165 absconding criminals, including some “most wanted” fugitives, allegedly involved in heinous crimes like murder, rape, ransom, abduction and dacoity.

Some of the notorious criminals being tracked by the police carry a prize ranging between Rs 25,000 and Rs 2 lakh for providing credible information about their whereabouts.

A maximum number of 15 such notorious criminals fall in the jurisdiction of the Rohtak Range, while there are eight to 10 wanted criminals in other districts.

Vinod Kumar, booked in a number of criminal cases in Rohtak carry an award of Rs 2 lakh, while an award of Rs 1 lakh each has been announced for furnishing information about Anil and Purshottam, against whom cases have been registered in Rohtak and Ambala police stations.

The police has also announced an award of Rs 50,000 each for Amit and Somdutt, wanted by the Rewari police, Shilpa by the Panchkula police and Vinod and Ompal by the Rohtak and the Kurukshetra police, respectively.

Further, Satpal, Dharampal, Bhadur and Amit, booked by the Rohtak police and Kishan and Satish wanted by the Sonepat police carry an award of Rs 25,000 on their head.

The Inspector Generals of Ambala and Karnal Range have directed the SPs of the districts under their jurisdiction to pull up their socks to arrest these wanted criminals and also initiate the process to get them declared proclaimed offenders.

Vector-borne diseases on the rise in Sirsa

Contrary to the claims of the health authorities, the number of patients suffering from vector-borne diseases has risen very sharply in the district making the residents jittery.

Though the health authorities admit the spread of dengue and malaria, the number given by them does not match the situation on the ground.

According to the health authorities, six cases of laboratory tested dengue and 2,532 cases of malaria have so far been detected in the district in this season. These also include six cases of falciparum malaria, also called cerebral malaria - a life-threatening type of malaria.

However, the situation on the ground is much worrying and it falsifies the figures given by the health authorities.

“I have been testing 15 to 20 patients with symptoms of dengue in my laboratory daily and out of these six to seven test positive for dengue. The number of patients with sharp fall in their platelets count, a symptom for dengue, is much more, but all cannot afford the costly test for the disease,” said a pathologist of Sirsa town.

He said he conducted dengue serology test with card method using a reliable kit having more than 99 per cent correct results, but he did not report these cases to the health authorities, despite the disease being notifiable, because the health authorities believed only on tests conducted in the government labs.

Echoing his concerns, a private blood bank manager said the demand of platelets had increased manifold in the recent days.

He said the blood bank had been supplying 50 to 60 units of platelets per day against the normal requirement of 2 to 3 units per day.

“The situation is so bad that almost all the private hospitals and a super-speciality hospital run by a charitable organisation are packed with patients suffering from dengue,” he added.

A doctor attending on these patients said while most cases had been coming from Rama Mandi and neighbouring villages of Punjab, there were several cases from Kalanwali, Dabwali and neighbouring villages of Sirsa too in his hospital.

“Though the patients have tested positive for dengue with all its symptoms, the health authorities refuse to admit it, as they trust in ELISA (enzyme linked immunosorbant assay) test only,” he said.

Dr Daya Nand, a civil surgeon, said the health authorities trusted only those reports, which were tested in the government facilities in Maharaja Agarsen Medical College and Hospital, Agroha, or the National Institute of Communicable Diseases.

He said according to his records, four persons had tested positive for dengue in the tests conducted at Agroha, while two more had been reported by the health authorities from Rajasthan.

Rs 86.02-cr projects for Dharuhera town okayed

The state government has sanctioned two mega projects, a Rs 67.85-crore canal-based drinking water supply scheme and a Rs 18.17-crore sewerage project for Dharuhera town of Rewari district.

Power, Forest and Environment Minister Capt Ajay Singh Yadav said a waterworks would be constructed at Dharuhera, which would obtain canal water by means of a 14-km-long DI pipeline from JC-3 Pump House, near Rewari city.

He said the government had already allocated Rs 16.89 crore for the project and its implementation would ensure 135 litre per capita drinking water supply to the residents.

The minister said a sewerage treatment plant of 6 MLD capacity would be built on a 4 acre-plot for which Rs 1.50 crore had already been released by the government.

NOTIFICATION OF REVISED UGC SCALES

A meeting of the executive committee of the Haryana Federation of University and College Teachers Organisations (HFUCTO) will be held soon to chalk out the future action plan for the acceptance of a pending demand of teachers for notifying the revised UGC scales in toto.

The decision to convene the meeting was taken after a delegation of the HFUCTO led by Dr Pradeep Chauhan and Prof Attar Singh, president and general secretary of the body, met MS Chopra, OSD to the Chief Minister on November 3. The delegation returned without any assurance from the government.

It had impressed upon the OSD that the notification of July 21, 2011, regarding the revised UGC scales be implemented in toto and the Chief Minister should intervene in the matter to avoid any confrontation. The delegation also met SS Prasad, Principal Secretary (Higher Education), and discussed the issue with him in detail.

The delegation brought to the notice of the OSD that the university and colleges teachers had launched an agitation in May that was called off after the government agreed to implement the revised pay scales without any change on May 17.

However, the issues discussed and agreed to during the meeting had not been incorporated in the notification issued earlier and the brewing resentment among teachers could boil over anytime and disturb academic peace, the HFUCTO leaders said.

The Union Human Resource Development Ministry had issued the Sixth Pay Commission notification for university and college teachers on December 31, 2008, and implemented it immediately for central universities. The UGC also finalised its regulations on June 30, 2010, but the teachers of Haryana are still to get their due even after a lapse of nearly two years.

The National Service Scheme (NSS) unit of the Kurukshetra Institute of Technology and Management (KITM), Kurukshetra, in collaboration with the Lions Club, Karnal, organised a blood donation camp on the college campus, 12 km from here, recently.

While inaugurating the camp, Sumedha Kataria, Additional Deputy Commissioner, Kurukshetra, called upon the students to participate in this noble cause in large numbers. “It inculcates the spirit of community service among the younger generation which is always an asset for a great nation,” she added. She also advised the students to spare a few moments out of their busy academic schedule for reading literature which creates sublimity in human personality and provides emotional balance.

Dr PJ George, director-principal, said the KITM, Kurukshetra, had been contributing to community service since inception and organising various social activities. He said last year, 304 units of blood were collected during a camp and now breaking the previous year’s record, this year again it is making rapid strides by collecting 352 units in a single camp held recently. Pankaj Garg, president, Lions Club, Karnal Central, congratulated KITM students for this achievement. Satya Pal Aggarwal, chairman, KITM, Kurukshetra, assured the Additional Deputy Commissioner that the KITM would continue the tradition of contributing to various social activities for the benefit of society as a whole.

The essence of Urdu couplet found its authentic expression in the immaculate staging of two plays based on short stories on the concluding day of the second three-day TFT-Oscar Spring Theatre Festival held at the Jainendra Public School auditorium here.

Credited with writing and producing documentaries and telefilms for Doordarshan, noted author Madan Gupta Sapatu had eloquently delineated the pathos and emotional sufferings of the aged persons due to the avoidable neglect by their progeny in his maiden offering “Shradha”.

The play drew applause as the theme and execution depicted the depraving ethical and moral values in the falling inter-personal relations among parents and their children settled abroad due to generation gap and the progeny indulging in lust for wealth ignoring parents who sulk in old-age homes.

Story writer Madan Gupta Spatu and director Sudesh Sharma relied on the references of Hindu scriptures and mythology to recover truths about the donation of dead body and organs for medical research invariably for the benefit of humanity as also the exploitation by orthodox pandits. At times, too much of humor weakens the serious message of social relevance. KK Doda, a retired sessions judge, Tejbhan Gandhi, Ramesh Bhardwaj and Shanty were impressive.

Earlier, noted Hindi author Manmohan Gupta Moni’s award-winning story “Jahan se chale the…” directed by thespian Devraj Anakur on aged parents was enacted to perfection.

The parents suffering from neglect go nostalgic about the good old days, broken promises and sacrifice for the welfare of their progeny. Though, subjected to the worst of the situations by children and their families, the parents still bless them from the core of their heart.

Soul-stirring and touching moments were perfectly brought alive by veteran star actor Parvesh Sethi duly supported by Swati and Anjali.

Efforts on to make anti-measles drive a success in Sonepat

The health authorities in the district are all geared up to make the “Measles catch-up campaign” a complete success by vaccinating 2,94,853 children between the age group of nine months and 10 years. The campaign will commence on Children’s Day.

While talking to mediapersons here recently, Deputy Commissioner Pankaj Aggarwal said the health authorities had set up 3,339 vaccination sites, including 1,138 schools, 1,545 regular outreach and 656 sessions sites, in the high risk areas.

The fixed sites would run on all the working days of the three-week campaign, he added.

Under its logistic plan for the campaign, the Health Department had arranged 72,960 measles vaccine vials, 3,64,741 syringes, 535 hub cutters, 8,635 red plastic bags, 6,295 black plastic bags, 3,268 cotton rolls and 1,759 indelible marker pen, the Deputy Commissioner said.

“There will be 535 teams of trained vaccinators and each team will be assisted by ASHA workers, anganwari workers and other volunteers,” he said.

He added that the campaign would be monitored by 91 supervisors. Special teams would cover children in 147 hard-reach areas in various pockets of the district, he said.

Dr Ramesh Sethi, civil surgeon, said to ensure cent per cent coverage of children, the health and school authorities had sent appeal letters to residents to get their children 
vaccinated.

In the appeal, it had been stressed that one time vaccination of the child gives 80 to 85 per cent immunity against measles and there was no side effect even if a child was vaccinated second or third time, he said.

Earlier, at the meeting of the district task force of the campaign, the district president of the Indian Medical Association, Dr Ramesh Narang, said the members of the association would provide every possible support to the health authorities for making the campaign a success.

National Legal Services Day observed

National Legal Services Day was celebrated at Chaudhary Ishwar Singh Kanya Mahavidhaylya, Pundri, recently.

Dr Vinay Khurania, legal cell in charge of the college, addressed the students of the college and explained them about the rights and duties under various laws.

The concept of free legal aid services and who could be benefited through the legal aid services provided by the District Legal Services Authority was explained to the students.

The students were told that every person who has to file or defend a case would be entitled to legal services under the Legal Services Authorities Act, 1987, if that person is the member of Schedule Caste, Schedule Tribe, a victim of trafficking in human beings, a woman or a child, a disabled person, a victim of a mass disaster, caste atrocity, flood, drought, industrial disaster or an industrial workman.

The person has to submit an application in the office of the District Legal Services Authority and after receiving the same, services of a penal advocate will be provided to the applicant.

This was stated by SS Kapoor, new Police Commissioner, Faridabad, who has identified traffic 
management as his priority area of policing in the 
district.

“Arrangements have been made for private persons partnering with the police through the Road Safety Organisation (RSO), a state-level voluntary body, for better traffic management,” he said.

The concept had, however, become defunct in Faridabad.

The RSO, with headquarters at Karnal, was floated about two years ago with the initiative of the police authorities of Haryana. It has chapters in all the districts having about 2,400 enrolled volunteers in the entire state.

At a meeting with the SHOs concerned, Kapoor directed them to strengthen and activate the RSO.

He said the police-private partnership was a success in some districts like Rohtak and Karnal.

“The volunteer groups of the RSO help the police in removing encroachments and decongest roads. They are given authority by the police to intervene on its behalf to detect and prevent occurrence of crimes,” he said.

“The exercise is in the context of community policing,” the Police Commissioner added.

The drive to enlist private persons was necessitated also on account of shortage of manpower in the police force here, he said.

Bar association holds seminar

A seminar was held by the District Bar Association in the conference hall of the Judicial Complex here recently. Power, Forest and Environment Minister Capt Ajay Singh Yadav was the chief guest on the occasion.

Delivering his key note address, the minister urged the legal fraternity to lend tangible assistance to the police in sending hardcore criminals behind bars while eschewing from pleading their court cases as defence lawyers.

He said the provision of legal assistance to criminals invariably emboldened them to perpetrate more heinous crimes to the deterrence of society.

He exhorted lawyers to provide affordable legal assistance to the poor to ensure disposal of their court cases in a positive mode.

Expressing gratitude to the members of the bar association for their support, Capt Yadav said he would do his best to ensure accomplishment of their demands of adequate provision of parking space in the judicial complex, provision of reservation for them in HUDA plots and construction of additional chambers.

The minister also announced an aid of Rs 2.50 lakh out of his discretionary funds for the library of the bar association.

Satellite survey project to help in land measurement

Rewari, November 10
Deputy Commissioner CG Rajini Kaanthan inaugurated a newly established project room of the National Land Records Modernisation Programme (NLRMP) in the Panchayat Bhawan here recently.

He stated that to ensure accuracy in the measurement of agricultural land, the state government had decided to opt for Satellite Survey Project. He further said the measurement of land in all 412 villages of the district would now be carried out through this project.

Mentioning about the plus points of the project over the traditional mode of land mensuration in karams, marlas and kanals, the Deputy Commissioner hoped that the new land measurement operations in the district would be accomplished in the next 12 months.

Rajini Kaanthan further said it would then be compared with the land records of 1957 onwards and the discrepancies would eventually be eliminated.

Further stating that while this faultless measurement of land would lead to decimation of land disputes much to the relief of the farmers, he said it would enrich the coffers of the state government with augmented land revenue as well.

Besides describing the Revenue Department as the mainstay of the district administration, the Deputy Commissioner called upon the revenue officials to work honestly while keeping the land records up-to-date.
