Historical cities’ tourism potential untapped
Karnal, September 29 These cities with a history dating back to the Mahabharata era are bestowed with numerous places of religious importance, ancient monuments, forts, sarovars, palaces and other places but not much has been done to publicise these places and provide a world-class tourist infrastructure to attract the high-end and foreign tourists. Quality literature depicting the location and the historical importance and the legends associated with these places has also not been produced and the maximum number of people visit these places during the eclipse, the Kumbh mela or for performing rituals. The famous monuments like the Prithviraj Raj Chauhan fort in Traveri, Karan Tal, Sita Mai temple at Sita Mai village, the Bodh Stupa in Assandh, Mama-Bhanja ki Sarai at Gharonda, Rani Nahaldey palace at Indri and Kalender Sahib Dargah in Karnal are some examples of government neglect. Despite developing the land of Gita (Kurukshetra) famous for the Brahma Sarovar, the Sannihit Sarovar, Jyotisar, Bhishma Kund at Naraktari and Sri Krishna Museum, the government has not tried hard to get Kurukshetra the heritage city status. The Panipat district, where three famous battles that changed the history of the country were fought, has been confined merely to the history text books. The Panipat Museum is perhaps the only place allowing a glimpse into the history of the town and nothing concrete has been done to
promote monuments like Hemu’s Samadhi and the Tomb of Bu-Ali Shah Kalandar. Meanwhile, the hospitality industry is set to take a big leap with week-end holiday phenomenon picking up fast. The room capacity in Haryana has increased from 900 a decade ago to 8,000 rooms at present while addition of another 2,700 rooms was in the pipeline. Twentyseven national and international chains of hotels have chosen Haryana for investment, says Manbeer Choudhary, president of the Hotel and Restaurant Association of Haryana (HRAH). Crediting the recent Commonwealth Games for a rapid expansion of the basic facilities, Choudhary said the games acted as a catalyst in strengthening the infrastructure in two-tier and three-tier cities in Haryana and the state government contributed immensely in providing a high-class infrastructure.

Gurgaon, September 29 Inquiries made by The Tribune revealed that many precious lives have been lost on this killer stretch of Delhi-Jaipur National Highway No.8 primarily on account of the non-functional ambulance facility. “The life of my son could have been saved had the ambulance reached the scene of mishap promptly,” says KS Anand, who lost his 19-year-old son Rahul in an accident on the expressway in 2009. That was over two-and-a-half years ago. Since then, till the recent shooting incident in which a young toll-collector lost his life, a number of lives have been lost on this expressway, but neither the concessionaire nor the government seem to have taken any notice, let alone corrective action. In a shocking revelation, it came to the notice of this correspondent that the concessionaire has installed CCTV cameras not to monitor the movement of vehicular traffic, but to keep a close watch on the cash boxes placed in the collection booths. “We have been asking the concessionaire as well as the NHAI to get adequate number of good-quality CCTV cameras installed to keep tabs on the vehicles passing through the toll plazas, but to no avail,” maintains Gurgaon Police Commissioner SS Deswal. As if this was not enough, the personnel manning the toll plazas do not even record the registration numbers of the vehicles crossing the toll barriers after paying the requisite fee. Then, the number of toll gates is far below the required number in view of the large volumes of traffic movement round the clock. This, coupled with grossly insufficient manpower, leads to frequent and long traffic jams at both toll plazas in the city. The concessionaire staffers, who are obviously more concerned about collecting money, do not throw open the boom barriers for smooth flow of traffic in cases of long stoppage time, as is the provision. “The toll-plaza infrastructure needs to be redesigned…we have submitted a proposal to get the toll-gates staggered so that a much larger number of vehicles can be handled simultaneously, but they (concessionaire) have been sitting over it for nearly two years,” reveals Deswal.

Teachers for police action in Sabla fraud case
Naraingarh, September 29 Hamir Singh, president of the association, and district president Bharat Bhushan along with a large number of teachers assembled outside the office of the SDM, OP Sharma, and shouted slogans against Naraingarh SHO Sat Pal Singh for “saving” the culprits. They also warned of statewide agitation in case the alleged accused were not arrested soon. They alleged that in spite of the fraud detected recently and an FIR registered against the persons allegedly involved in supplying hundreds of underweight bags of substandard foodgrains to three government schools in Naraingarh under the Sabla scheme, the police had not arrested the accused in the past over a week. Some district administration officials are trying to save the accused contractor and a Confed salesman. The scheme was launched recently to supply food to girl students from classes IX to XII, studying in the government schools in the district, they alleged. Sat Pal Singh, SHO, said the delay in investigations occurred because of the wrong name given of the Confed salesman, who has already retired from the service, he added.

Hisar byelection
Faridabad, September 29 The main opposition party in the Vidhan Sabha and the arch rival of the Congress, the INLD, has directed its cadre to reach out to the voters at grass-roots level. Well-placed sources in the Congress say that the party has formulated a two-pronged strategy for the ongoing poll campaign. One part of it is to compare the background of the Congress and its “secular” ideology with those of the INLD and the Haryana Janhit Congress (BL)-BJP combine. Also, the development works undertaken in about more than seven years of rule of the Congress government headed by Hooda would be strategically laced up during the campaign. The other part of the strategy is to compare the “decent” and “secular” image of Hooda with the leaders of other political parties. Summing up the mood in the wide-ranging Congress here, former Home Minister of Haryana Subash Batra asserted that Hooda hailed from a family which had been loyal to the Congress for four generations. Hooda’s image would help the faction-ridden Congress to face the electoral battle unitedly. He said the Congress’ election campaign was picking up steam each passing day as its nominee was getting support from all sections. According to him, it was to the credit of the Chief Minister that Punjabi language had been accorded the status of the second official language in the state. Also, members of the non-Jat sections, especially the Punjabi community, have had ample political and economic empowerment during the past seven years of the Congress rule. It was also to his credit that the Congress created a record by returning to power for the second consecutive term in the previous Assembly elections in the state, he added. Batra said the Punjabi community of the state fondly remembered the contributions of late Ranbir Singh Hooda, father of the Chief Minister, to the cause of their welfare. It was on account of his “activism” as member of the Delimitation Commission under Mehar Chand Khanna, that Punjabis uprooted from Pakistan during the Partition were rehabilitated in the areas, now part of Haryana. Besides, the popularity of Congress President Sonia Gandhi had given the cutting edge to the party’s poll campaign, he added. Another Congress leader and the longest-serving district president of the party in the country, BR Ojha (presently head of Faridabad unit of the Congress) said Ranbir Singh Hooda had championed the cause of the Scheduled Castes when he was the president of the Haryana unit of the Harijan Sevak Sangh, a body floated by Mahatma Gandhi.

Master, C&V cadre teachers
Chandigarh, September 29 A spokesman for the Education Department said the decision to shift the administrative control of teachers teaching Classes VI to VIII had been taken to implement the mandatory provisions of the Right of Children to Free And Compulsory Education Act, 2009 (RTE Act), and to ensure that elementary classes covering the age group of 6-14 were governed by a uniform structure. Currently, Classes VI to VIII are being handled by the Directorate of Secondary Education. But now, in the light of the RTE Act, 2009, it has become essential to ensure uniformity of approach to ensure delivery of services envisaged under the RTE Act. Hence, it has been felt that the Directorate of Elementary Education should be in control of Classes VI to VIII. Section 30 of the Act provides that every child in the 6-14 age group shall have a right to free and compulsory education in neighbourhood school till completion of elementary education. The spokesman said under Section 6 of the Act, it was the duty of the state government to provide school facilities to allchildren within three years from the commencement of the Act. Not only this, the state government is also required to maintain the prescribed teacher pupil ratio of 1:30 at the primary level and of 1:35 at the upper primary level. Further, where more than 100 children are admitted, a full-time head teacher and a part-time instructors for art education, health and physical education and work education would also be required. Under Section 26 of the Act, the government has to ensure that the vacancies in the school shall not exceed 10 per cent of the total.

Yamuna group celebrates Hindi Diwas
Yamunanagar, September 29 Students of the Management Department recited poems and read papers on the importance of Hindi. A programme comprising of a paper-reading contest, poetical recitation, hymns and songs was performed by the students. The students highlighted the importance of the national language in contemporary society. Addressing the students on the occasion, Dr Sarvjeet Kaur said: “Hindi is the pride and honour of our past, mirror of our present and the lighthouse of our glorious future”. She stressed the need to rejuvenate the language which is a symbol of our rich cultural heritage and national integration. “The downward trend in the use of Hindi language is a matter of grave concern,” she said. Dr Sarvjeet underlined the importance of the Hindi Day and described Hindi as the soul of India. She also stressed on the use of Hindi in daily life. At the end of the programme, Dr Sarvjeet Kaur distributed the prizes among the winners.

Presence of Badal, Left leaders at INLD samman rally
Chandigarh, September 29 CPM secretary Prakash Karat did not rule out this possibility in his message sent to INLD president Om Prakash Chautala through Inderjit Singh, secretary of the Haryana unit of the party. Karat said this (coming together of the Left parties with the INLD) might open up the opportunity for creation of the “third political alternative” in the country, which would be opposed to the Congress-led UPA and the BJP. It may be pointed out that the CPM was averse to the nomenclature of “third front” because of its bitter experience with such a political entity in the past. Therefore, it prefers to describe a non-Congress and non-BJP political outfit at the national level as “a third political alternative”, necessary to prevent Indian politics from being polarised between the Congress and the BJP. Inderjit Singh said the Left parties were opposed to the “neo-liberal economic policies” both the Congress and the BJP subscribed to. He said the Left parties had decided to support the INLD candidate in the Hisar Lok Sabha byelection as only this party was in a position to defeat BJP-supported HJC nominee Kuldeep Bishnoi and the Congress. The CPM leader said the Left support to the INLD was not a sudden decision. In the 2009 Lok Sabha elections, the CPM and the CPI had supported either the INLD or the HJC on eight seats. The CPI itself had contested the Karnal seat while the CPM tried its luck at Sirsa. However, this arrangement was unilateral because neither the INLD nor the HJC reciprocated. They both fielded their candidates at Karnal and Sirsa. Did the Left leaders not feel awkward in sharing the stage with Badal? Inderjit Singh said the Left leaders had come to participate in the “samman rally” organised by the INLD to celebrate the birth anniversary of its founder, Devi Lal. If there was any inconvenience, he said, it must have been at the part of Badal as only he knew what message he wanted to give to its alliance partner, the BJP, which is contesting against the INLD in Hisar. He said the Left parties would like to tie up with a secular entity in Punjab , separate from the Akalis as well as the Congress. The obvious reference was to Manpreet Badal.
Candidates under EC scanner Chandigarh, September 29 A couple of days ago the commission directed the Income Tax authorities to monitor cash withdrawals from banks. The district election officers (DEO) were asked to direct the banks to submit daily reports on suspicious withdrawal of cash exceeding Rs 1 lakh a day by any individual during the election process. Haryana’s Chief Electoral Officer Sumita Misra said here that DEOs would also collect reports about bookings in marriage palaces and banquet halls to find out that attempts might not be made to influence voters in the name of bogus functions. Sumita Misra has also directed the district election officer , Hisar, to monitor production, storage and distribution of liquor till the completion of poll or repoll to the Hisar parliamentary constituency. She has directed DEO, Hisar that the production, off ake, stock limits of licensed stockists, daily receipt and offtake of retail sellers of IMFL or beer or country liquor and opening and closing time of liquor vending shops should be closely monitored with reference to production figures in previous year. An intensive vigil over inter-state movement of vehicles at RTO checkposts and border checkposts by should be kept by excise staff till the completion of poll or repoll. Misra has also asked the district-level nodal officer to submit a daily report on the stock of IMFL, beer and country liquor in prescribed forms to the state- level nodal officer with a copy to the DEO and expenditure observers.

Panel reviews anti-ragging measures at NIT
Kurukshetra, September 29 The meeting was chaired by NIT Director Prof Anand Mohan and attended by its members comprising Kurukshetra Deputy Commissioner CG Rajnikanthan, SP Parul Kush, deans of the institute Prof SP Jain, Prof VK Arora, two senior mediapersons DR Vij and CS Kanwar, Kesari from Ashadeep (NGO), Dr VK Bajpai, Prof in charge, and representatives of students. Prof Mohan welcomed and apprised the members about the measures being taken in the institute to prevent any possible ragging incident. He said there was not even a single incident of ragging in the institute for the past two years. He also appreciated the role and efforts of the district administration, faculty, staff and students of the institute in making the NIT-K a ragging-free campus. Taking a keen interest, Rajnikanthan and Parul obtained feedback from the representatives of the media, NGOs as well as senior and junior students. They also expressed satisfaction and pleasure on the existing situation. It was decided that in order to further strengthen the security measures, CCTV cameras would be installed at identified places, a strict vigil would be kept in the vicinity of the Brahma Sarovar by the district and institute administrations, healthy interaction among students would be increased, use of e-mail and SMS in helpline services would be introduced, boards displaying “ragging-free campus” would be installed at various places in order to build confidence among the freshers. Rajnikanthan and Parul assured full support and cooperation in this regard.

Japanese companies keen to invest in Haryana
Sirsa, September 29 The Japanese major Aisin Seiki has a plan to set up an auto plant in Haryana with an investment of Rs 700 crore over an area of 50 acres. Kanda was interacting with mediapersons here recently after presiding over a function to mark the birth anniversary of Maharaja Agrasen. He said the Chief Minister’s visit to Japan remained fruitful as Hooda discussed investment proposals with Osamu Suzuki of Suzuki Motor Company and also with the representatives of Panasonic and Mitsubishi. The companies also showed a keen interest in investing in Haryana. Kanda said to facilitate the entrepreneurs in the state, Single Window System has been started. Investment Promotion Centres had been set up in Delhi and Chandigarh. Apart from this to get rid of unnecessary inspections, self-assessment system had also been implemented in the state. He further said the government had decided to launch a fresh survey of micro, small, medium and large industries, including all industrial units in Haryana. Under the Micro Small and Medium Enterprises Development (MSME) Act - 2006, a comprehensive database would be prepared of all type of industrial units. He said under the MSME Development Act, resurvey would be done due to the change of the glossary and language of the enterprises in the state. To carry out the survey, the department would seek the services of competent professional agencies and consultancy organisations. Those agencies, organisations and companies in India who have done annual business of minimum Rs 15 crore in the past three years through the provisions of statistics, research and data collection, survey and consultancy services and they have the experience in the field of MSME could send their technical and financial proposals. Earlier, the Minister garlanded the statue of Maharaja Agrasen and addressed the members of the Agarwal community at a function. Nand Kishore Ladha and Bhupesh Goyal had organised the function, while prominent persons like Bhupinder Gupta, Bhim Jhunthra and Shilpa Verma were present on the occasion.

Govt hospitals to give digitised MLRs, postmortem reports
Sirsa, September 29 As a corollary to this move, the government has barred primary health centres (PHCs) from issuing any MLRs and all such reports will henceforth be issued by district hospitals, sub-district hospitals and community health centres (CHCs), as the department has provided computers and data entry operators (DEOs) in these hospitals only. Medico legal reports for the areas under the jurisdictions of PHCs will now be issued by their respective community health centres. Navraj Sandhu, financial commissioner and principal secretary, Health Department, had directed the director-general of the Health Services to ensure that all civil surgeons of the state complied with these directions and started issuing computerised MLRs/PMRs. The Punjab and Haryana High Court, in a case Criminal Miscellaneous No. 19820/2011 titled Rajpal and others verses State of Haryana, had directed the state government to issue computerised/typed postmortem reports and MLRs as handwritten reports were difficult to read while deciding the cases. “The government has directed the doctors to issue handwritten MLRs/PMRs to the police at the first instance and then issue a computerised report within seven days,” said Suraj Bhan Kamboj, civil surgeon, Fatehabad, while confirming the government move. Navraj has also directed the Health Department not to upload MLRs/PMRs on the website as these were confidential documents.

Sirsa, September 29 Leaders of all three unions of the roadways workers today alleged that some “interested” elements had made a “mountain out of a molehill” by raking this controversy. “There is nothing new in giving a parting gift to a colleague by contribution and when the number of people contributing is over 700 workers of the roadways depot, the gift is bound to be big,” said Hari Singh Godara, president of the Sirsa depot of the Haryana Roadways Workers Union, affiliated to the INTUC. He said the roadways workers gave an Enfield motorbike to another Traffic Manager, who was transferred from here two years back and an LCD television worth Rs 70,000 to a general manager, who left this station around the same time. Harmit Singh Pakka, president of the local depot of the Roadways Karamchari Union, Haryana (affiliated to the Haryana Karamchari Mahasangh), and Ramesh Bajoka, state vice-president of the Haryana Roadways Workers Union, affiliated to the Sarva Karamchari Sangh, said the workers had contributed out of free will. Poonia, at present posted at the Fatehabad depot of the Haryana Roadways, was given a farewell party by the roadways workers on Monday after his transfer from here earlier this month. Even the General Manager, Lajpat Rai, who was present in the party, was shocked and said he did not subscribe to officers receiving such precious gifts from their subordinates. He said when the officers received such gifts from drivers, conductors and other staff members, they could not stop them from indulging in corrupt practices in future. Poonia himself defends his decision to accept the costly gift though he is feeling weighed down due to the controversy that has erupted after the function. “I have spent 15 long years in Sirsa depot of the Haryana Roadways. There is nothing wrong in accepting a gift given by the workers out of regard for me,” Poonia maintained.

BPL survey in Kalka in Nov
Kalka, September 29 Jagdeep Singh, additional deputy commissioner, Panchkula, who was here recently to chair a programme in connection with the disbursement of the cheques under the Mahatma Gandhi Gramin Basti Yojna, said the administration would commence a fresh survey of the BPL families in the district. After the completion of the survey, the administration would send a report to the High Court. He said the administration was intended to implement welfare schemes of the Centre and state governments at grass-roots level. Stern action would be taken against those officials who were found negligent in implementing the schemes, he added Special directives had been issued to the local officers of various departments having maximum public dealing to set up a citizens’ charter in their respective offices for the convenience of the people, the ADC said.

Panchkula, September 29 The NIA had moved an application, seeking the permission to take the evidence to the CFSL laboratory in Hyderabad, in the court of NIA special judge Subhash Mehla. Judge Mehla, who had reserved his order on Tuesday, has also imposed some conditions on the NIA. “Court has directed the NIA to take the blast samples and evidences to Hyderabad in safe custody for examination by the experts. The NIA has been told to inform the court well-in-advance about the date of examination by the CFSL experts,” said NIA lawyer RK Handa. “Besides two defence counsels have been allowed to be present during the examination process. Fixed expenses of Rs 20,000 each will be given to these lawyers by the NIA,” stated Handa. With this forensic test, the agency is trying to find a link between Samjhauta and other blasts, including those at Ajmer, Hyderabad Mecca Masjid and Malegaon. The NIA on June 20 had filed a chargesheet against Swami Aseemanand and four others in the Panchkula NIA court. In the chargesheet, filed before the special NIA court in Panchkula, the agency had accused Aseemanand, Lokesh Sharma, Sunil Joshi (now dead), Sandeep Dange and Ramchandra Kalasangra, alias Ramji, of hatching a criminal conspiracy, which resulted in blasts in the cross-border train near Dewana railway station in Panipat district in February 2007, which resulted in the death of 68 persons.

Black-marketing of LPG to be curbed
Sirsa, September 29 The Deputy Commissioner, Yudhbir Singh Khyalia, has directed the LPG dealers to verify the records and cancel those connections found fake. He directed the dealers to provide a list of such LPG cardholders to his office as well as to the District Food and Supplies Controller after discontinuing supplies. He said commercial users like marriage palaces, hotels, tea shops and vehicle owners were supposed to use commercial LPG cylinders only. Khyalia warned that cases under the Essential Commodities Act would be registered against the violators.
