In a case of enmity, a constable of the Delhi police, Tanvir Singh (28), was allegedly shot dead at his residence in Nangli Vihar last night by two property agents, Ravinder and Pradeep Sharma.

Tanvir, a resident of Rewari (Haryana), was posted as a beat officer at the Ranhola police station for the past two years.

V Renganathan, ACP (west district), said the two property agents held grudges against Singh.

"On August 22, Ravinder and Pradeep tried preventing Shyam Bir from constructing a boundary wall on his plot in Ranhola. They claimed the plot belonged to them. Tanvir got Ravinder arrested, but Pradeep escaped. Last night, they planned to kill Tanvir. They shot him dead with countrymade pistols when he was alone in his apartment," said the ACP.

The police was informed about the incident around 11.30 last night.

"Tanvir reached home around 10.30 pm, after duty. At the spot we found five empty cartridges. Tanvir's body had five bullet wounds," said Renganathan.

One of the accused, Pradeep, was arrested from near the Ganda nullah in Jai Vihar, Najafgarh, around 5.45 am this morning. The weapon of offence was seized from him.

Pradeep confessed his involvement in the crime. He was produced at the Tis Hazari court today.

The search for Ravinder is on. The body was sent to Sanjay Gandhi Memorial Hospital for post mortem this afternoon.

After autopsy, the body has been handed over to his father. It has been taken to Rewari for cremation, said the ACP.

He is survived by his wife and two children.

Tanvir was recruited in the Delhi police in 2003 and was posted to the west district in 2008.

3 held for killing man over Rs 500
Tribune News Service

New Delhi, September 29
With the arrest of three persons, the west district police has worked out the case of Ajju, alias Mogli, who was found stabbed to death three days ago in the Raghubir Nagar area.

The accused have been identified as Ajay, alias Ghee, (20), Vishal Solanki (19) and Tara Chand (20).

All the accused as well as the victim were working as labourers in a two-wheeler indicator manufacturing factory at A-Block, Raghubir Nagar.

According to a senior district police official, Ajju was killed after he refused to return Rs 500 he had borrowed from Ajay about three months ago.

Ajju was found dead with multiple stab wounds on the morning of September 26 near a cement godown after which a case of murder was registered at the Khayala police station.

During investigation, a witness Sewadar Surender Singh (70) told the police that on the fateful night he saw three boys - Ajay, Vishal and Tara - abusing and pulling Ajju towards a footpath near the Shiva statue there. Tara and Vishal had held Ajju's hands while Ajay stabbed him three or four times. Thereafter, Ajju fell on the footpath and all three ran away towards the Ganda nullah.

On a tip-off, the police yesterday arrested them from near Ghore Wala Mandir. The trio has confessed to the crime.

It was revealed that Ajju had taken Rs 500 on loan from Ajay three months back and when he demanded his money, Ajju refused to return the same. Angry with his response, Ajay hatched a conspiracy with his friends to eliminate him.

"On September 26, around 1 am they found Ajju roaming on the road whereupon they pounced upon him. While Vishal and Tara overpowered Ajju by holding his hands, Ajay stabbed him three times with the knife. After stabbing him, they fled the spot," said the official.

New Delhi, September 29
The Indian Air Force (IAF) today recruited nine post-graduate students from Delhi University through a fast-track selection process. They will be allotted jobs in the meteorological department of the IAF.

"Students who have graduated with science in 2010 and 2011 were eligible for the test this year as the final training for them will begin in January 2012. Out of the total 14 students who appeared for the entrance test, the IAF selected nine students, the majority of whom are girls," said Dr Gurpreet Singh Tuteja, deputy dean of students' welfare, DU.

When the recruitments are done through the fast track board, the students need not sit for an UPSC exam. They are straightaway put through the Service Selection Board (SSB) and sent into training. The IAF has hired these students for its meteorological department, said Dr Tuteja.

"Last year, nearly 40 students had appeared for the test in which eight were finally shortlisted. In the end, only four underwent training. After the training, they were employed as commissioned officers. This year, nine students have been selected. We encourage more students to avail themselves of this opportunity. They will get the salary of a Class I officer along with numerous perks," he added.

Drive to make Delhi a heritage city
Tribune News Service

New Delhi, September 29
To showcase the heritage of the city and involve citizens with the nomination process of Delhi as a world heritage city with UNESCO, the Indian National Trust for Art and Cultural Heritage (INTACH) is all set to launch a new campaign called DELHI: A Heritage City.

It will reach out to the Delhiites through a series of seminars, public lectures, heritage walks, cultural performances, a film festival and a soon to be launched website to track the nomination process.

UNESCO currently has 226 cities on its list of the World Heritage Cities, but not a single Indian city. Seeking to be on that list, the Delhi government decided to apply for the nomination of Delhi to the UNESCO's list.

To this end, it entered into a memorandum of understanding (MoU) with the INTACH Delhi Chapter, an organisation working towards conservation and preservation of Delhi's heritage, to assist the government in the preparation of the nomination dossier and other related tasks. The application was sent to UNESCO earlier this month and the process of preparing the detailed nomination dossier will now begin.

The campaign will begin on October 4 along with the launch of the official website on the nomination process.

Jawan held as Noida gets tough on graft
Parmindar Singh

Noida, September 29
Following the UP Chief Minister's recent directive to formulate a strategy for controlling corruption in the government services, district officials seem to have swung into action.

The Noida police today arrested a Home Guard jawan on the charge of bribery. The jawan has been sent to jail. The arrest followed an FIR lodged by Hari Om. According to Om, last night, jawan Chiku Kumar, posted at Rai Residency, took a bribe of Rs 200 from him.

The arrest comes just a day after Noida chairman Balvinder Kumar ordered an enquiry into corruption charge against four employees of the group housing department, including the incharge.

Chief Minister Mayawati recently directed the officials to implement the Uttar Pradesh Janhit Guarantee Law effectively and take stringent action against the officials not providing services within the stipulated timeframe.

Thirteen services have been notified under the Uttar Pradesh Janhit Guarantee Law. Under the Act, the responsibilities of the officials unable to provide time-bound services are fixed and a fine is imposed on them. The fine is paid to the complainant.

Mayawati has directed the officials to broaden the scope of the Act and increase the number of services under its jurisdiction. She has also directed all DMs and commissioners to wildly publicise the provisions of the Act. The Chief Minister has directed the DMs to punish the officials showing laxity in the implementation of the Act.

Further, officials have been directed to fix time limits for decisions on the pending vigilance cases in all departments and the subsequent actions.

"The staff of the collectorate and tehsil offices have been warned against taking bribe," said Hridesh Kumar, district magistrate.

Further, all district magistrates have been asked to visit one tehsil in a village every week and the sub-divisional magistrates have been told to visit five villages every month and hold open meetings for redressing the grievances of the people. Officers have also been directed to videograph the meetings.

Meanwhile, India Against Corruption representatives today held a demonstration at the office of the Noida Authority, demanding the cancellation of the farmhouse scheme as an audit report has pointed irregularities in the allotment rates.

Mechanical sweepers to clean roads wider than 60 feet
Tribune News Service

New Delhi, September 29
The Municipal Corporation of Delhi (MCD) today launched mobile machines for cleaning roads that are more than 60 feet wide. The state-of-the-art sweeping machines were launched today at Pusa Road, Karol Bagh.

The imported machines, which are fitted with a dust- carrying tank, will sweep the roads during the night. They will cover 900 km, said Mayor Rajni Abbi.

The additional commissioner (engineering) of the MCD, Manish Gupta, said for the use of the machines, the roads would be divided into two categories. The first category would comprise the roads with a width of 60-100 feet and the second category more than 100 feet wide.

Delhi BJP President Vijendra Gupta said the increase in the population of Delhi over the years had increased the challenge of maintaining cleanliness in the city.

"The introduction of mechanical sweepers on the roads maintained by the MCD is a milestone in the efforts to keep the city clean and beautiful," said Gupta, while launching the machines.

He added that manual cleaning would supplement the machines.

Leader of the House Subhash Arya said the mechanical sweepers would use water sprinklers for dust suppression.
