Batla: Judicial probe sought

A large number of activists of several organizations led by the National Ulema Council today protested at Jantar Mantar on the occasion of the third anniversary of Batla House encounter, demanding a judicial inquiry into the incident in which two alleged Indian Mujahideen terrorists were gunned down.

The encounter had taken place on the third floor of a building (L-18) near Masjid Khalilullah at Batla House. The suspects belonged to Azamgarh district in Uttar Pradesh.

The protestors gathered near L-18 in the morning and marched to Jantar Mantar. The march was taken out under tight security.

Addressing the protestors, the council president Aamir Rashadi Madni said that the two youths -- Atif Amin and Mohammad Sajad -- killed in the encounter were innocent. Atif was preparing for the civil services examinations. It was not possible that a young man appearing for such an examination had been involved in terrorism.

Madni said that an independent judicial inquiry should be done by a sitting judge of the Supreme Court and whosever found guilty should be punished. Police had taken action against the boys without having concrete evidence.

"I am not only asking for a judicial inquiry into the encounter but also asking for an inquiry to know the circumstances in which inspector Mohan Chand Sharma was shot dead," he said.

The Muslims have been demanding a judicial inquiry into the case for the last three years, but the government is doing nothing. The UPA government led by the Congress claims to be pro-Muslims, but it is doing nothing for the community, Madni said.

The National Ulema Council also demanded that every act of terrorism that had taken place during the last 10 years should be probed fairly.

Meanwhile, the police deployed over 20,000 armed personnel across the city. They are keeping a vigil and carrying out searches in the wake of the heightened threat perception. The security will continue till Dussehra, a police official said.

Govt waives its share in houses for SCs

The Delhi cabinet today decided to waive the government share from the total cost of low-cost houses meant for the Scheduled Caste.

The approximate cost of a dwelling constructed under the Rajiv Ratan Awas Yojna is Rs 3.34 lakh out of which the contribution of the Union government is Rs 1.19 lakh and that of Delhi government Rs 62,000 while the contribution of land owning agency is Rs 93,000.

The Chief Minister expressed confidence that the SC community in Delhi will benefit by this decision.

Addressing the media after the cabinet meeting, the Chief Minister said that the government has decided to give a festival gift to SC slum dwellers in the city.

The Chief Minister reiterated commitment of the government to work for the uplift of all the weaker sections, including SCs.

The government is now geared up to allot low-cost houses under the ambitious Rajiv Ratan Awas Yojna.

The cabinet has decided to provide a substantial relief to SC slum dwellers by way of exemption of payment of their part of amount.

She added that the government is keen to rehabilitate the maximum number of JJ clusters in order to make the city slum-free.

The Delhi Urban Shelter Improvement Board has given impetus to the construction of low-cost houses under the Rajiv Ratan Awas Yojna.

Once the rehabilitation takes place, the allotment of low-cost houses will pave way for realization of their dream.

Law aspirants to move HC against DU admission policy

Students from other state universities who have failed to get admission at the Delhi University Faculty of Law are planning to file a writ petition tomorrow against the university's 'biased' admission policy.

These students had cleared the law entrance exam, but haven't been able to acquire a seat in the law faculty as the university advanced the last date for admission to August 31. The earlier date was October 31.

Thus, many students who cleared the entrance exam failed to secure admission as the final year results in many universities, including DU, have not been declared so far. But late last week, the university admitted 29 students from the School of Open Learning (DU), despite the fact that their results were to come after August 31. This decision has made the students of other state universities agitated.

"We are filing a writ petition in the high court to get justice in this case now. If the date had been extended to September 20 for SOL students, then other state students should also be admitted. Why should the students suffer from a mere change in the policy at the last hour," said student activist Deepika Deshwal.

Among the affected students, there are many from Chaudhary Charan Singh University and Agra University. While Agra University declared its results on September 9, Chaudhary Charan Singh declared results on September 7. SOL declared its results on September 4, and still all the 29 students were given admission.

"If students from SOL were admitted, then why I am being denied admission? I was one of the top scorers and the only shortcoming is that my university hasn't yet declared the results," said Amit Bhagat from Chaudhary Charan Singh University, Meerut.

The university officials are in a fix and say that there isn't much that can be done now. "How could we have temporarily admitted students from other universities without their results? The SOL is part of our university and we were sure about their results. We simply could not take a chance with an outside college. We sympathise with these students, but it is simply not their right to be admitted to Delhi University without the required documents," a university official had said earlier.

Meanwhile, the affected students along with some activists also held a protest at the law faculty this morning.

Some of them met the vice-chancellor in the evening, who assured them that their issue would be considered in the meeting with the law faculty tomorrow.

HC to hear Chautala’s plea in graft case in Jan

New Delhi, September 19
The Delhi High Court today slated January 11 next year to hear former Haryana Chief Minister Om Prakash Chautala's plea for quashing First Information Report registered against him allegedly for owning assets exceeding his legal income.

Justice Ajit Bharihoke decided to hear Chautala's plea while refusing to stop proceedings in a Special CBI court here, which framed charges against him last month.

"It is clarified that the pendency of this petition will not come in the way of trial court to proceed with the trial," he said while slating the plea for hearing from January 11, 2012.

The court decided to hear Chautala's plea, albeit next year, ignoring CBI counsel Dayan Krishnan's objection against the court entertaining it.

Krishnan sought dismissal of Chautala's plea saying the trial court has already framed charges against him last month and he should rather file a fresh plea challenging the court's order on framing of charges than seeking quashing of the FIR.

Chautala's counsel senior advocate U U Lalit could not appear in the court, while his proxy counsel sought more time to file the rejoinder in the case.

The high court earlier on May 5 had issued notice to the CBI on Chautala's plea seeking quashing of the corruption case lodged against him.

Chautala (75), a five-time state chief minister and sitting MLA from Uchana in Jind district, had sought quashing of the FIR, charge sheet and subsequent order of the lower court taking cognizance of the matter on various grounds including that it was a "politically" motivated prosecution.

The CBI had on March 26 last year filed the chargesheet against Chautala indicting him for allegedly possessing assets worth Rs 6.09 crore, far exceeding known sources of his income between 1993 and 2006.

It was roughly 189 per cent of his income of Rs 3.22 crore during the period, the agency had said.

Chronicling the events, the former CM, in his petition, alleged that an FIR was firstly lodged by his brother Pratap Singh, a Haryana police officer, in 1997 accusing him of amassing assets worth more than his known sources of income.

He pointed out that the police later, however, had filed a closure report in the case saying there was insufficient evidence against Chautala and the special court at Sirsa had also allowed the probe report, the petition said. — PTI

Traffic violators get roses

In an effort to sensitise the residents about the traffic rules and regulations, the traffic department today held a public awareness campaign and through its volunteers gave roses to those who had violated the rules and requested them to follow the safety norms.

Traffic inspector Saiffuddin Beg led the team and started the campaign. Male and female volunteers were carrying placards, appealing the drivers not to blow horn unnecessarily and follow the signals.

As a speeding car jumped the red signal, volunteers stopped the car.

"I had expected that today I would have to shell out the challan money, but I got a rose from the volunteers instead. I have pledged before them that I will not violate the traffic rules in future," said Sudarshan Singh, resident of Sector 29.

Volunteers also stopped a biker who was not wearing the helmet. He too pledged to wear it. "I know it is for my own safety. As I enter Noida from the Delhi border, I often remove it," said Vikas Sharma, a Delhi resident who works at a factory in Noida.

"I fail to understand why people need the stick of a traffic cop. Violations not only cause harm to them but to other persons on road also. Only fine cannot check the violations," said the traffic inspector.

"A sense of discipline needs to be cultivated among the residents. We are holding seminars at schools and colleges to make the children aware of road safety rules. We told them to stop their parents from violating the traffic rules," he said.

This exercise has some impact on the children. "Last month while visiting our relative, I stopped my father from jumping the red signal in Noida. Since then, he has not violated any rule," said Deepika Gupta, a class 10 student and resident of Sector 34.

4 die in 2 accidents

Four people, including a couple, were killed while two others were injured in two different accidents reported from northeast Delhi this morning.

In the first incident reported from the Jyoti Nagar police station area around 1 am, three persons on a motorcycle were hit by an unknown vehicle leading to the death of the couple who was to get married in November.

"Shahana Parveen Ansari (40), her daughter Nazreen (21), residents of Chand Bagh in Jyoti Nagar, were on the motorcycle with Sikander (23) when they were hit by some unknown vehicle around 1 am. As a result, the three were thrown off the bike bleeding profusely" said a senior police officer, adding that they were rushed to Guru Teg Bahadur (GTB) Hospital where Shahana and Nazreen were declared brought dead while Sikander succumbed to his injuries a few hours later.

According to the police, Sikander and Nazreen were engaged to be married this November. A case has been registered and investigations are on to identify the vehicle.

Another accident was reported at the Khajuri Khas police station where a class XI student and his two friends travelling on a motorcycle rammed into a road divider leading to the death of the boy. According to the police, the incident occurred near the CRPF camp in Khajuri Khas when the victims were returning home in Bhajanpura after a visit to their tuition teacher.

"They were speeding and rammed into the divider. Gagan Singh (17) died on the spot. His two friends, Himanshu (17) and Arpit (13) were critically injured," said a police official.

While Himanshu and Singh are class XI students at a government school, Arpit is a class IX student at a public school.

BJP wants ministry for disaster management

The Delhi BJP today called for a ministry for disaster management in order to deal with the situations like earthquake, blast etc.

The opposition accused the disaster management department of Delhi government of being inactive in the city and existing only on paper. "The government knows that Delhi falls within the earthquake-prone area. The Capital is also on the target of terrorists. Yet the government has not developed a system to manage any disaster which may happen in Delhi," said Vijender Gupta, Delhi BJP Pradesh president.

He said that there is also lack of trauma centre in Delhi despite the government assurance that trauma centres will be opened in every district. The party demanded that Lieutenant-Governor Tejendra Khanna should form a nodel agency for the management of any disaster.

"Such an agency should survey entire Delhi and submit a time-bound report to the LG so that he may take action," he said.

The relatives of blast-scarred Madan Mohan Sharma (55), who is still recuperating in the intensive care unit of Dr Ram Manohar Lohia (RML) Hospital, seem to be unhappy with the hospital staff as their requests for shifting their patient to the ICU of the trauma centre have not been entertained.

An owner of TV repair parts in Dilshad Garden, Sharma had to undergo an amputation of the right leg on Wednesday itself and thereafter the site of the wound had to be debrided thrice.

"He has been operated upon four times and his wound is also open. Here in this ICU a lot of people-patients' relatives-walk in without precautionary measures and this can lead to infection. We have told the nursing staff as well as the doctors for shifting our patient, but no one has listened to us. Our patient is not given proper attention," said Sharma's son-in-law Yatin Arora while claiming that at times their patient was given stale fruit juice.

On the matter, the chief medical officer Dr Sunil Saxena said, "He is stable and his vitals have been within limits. In trauma patients, infection is always a concern, but he is being taken care of. He is being given strong antibiotics to control the infection in his wound."

The hospital instead is thinking about shifting the patient to the trauma's resuscitation unit to make space for some other serious trauma patient.

"Madan Mohan's wound is healing and there is nothing to worry. He could be moved to the RR soon. All the patients of the blast are given due attention and most of them would require subsequent surgeries," said orthopaedic surgeon Dr Anil Mehtani.

Apart from Sharma, another patient Rashid Ali (23) is still in the Trauma ICU where he was admitted after he had been operated upon for the repeat vascular injury repair last week.

Two held for murder of man over woman

The West District police today arrested two men, Guddu Kumar and Raju Kumar, for allegedly murdering one Janardan.

The police said that the accused killed Janardan by hitting him on his head with a brick.

Guddu Kumar wanted to marry Munni Devi, Janardan’s wife. He teamed up with Raju Kumar, a cousin of the woman who too nursed a grudge against the victim.

The police said that Devi was working in the godown of one Jugal Kumar, who is the brother-in-law of Guddu. Guddu wanted to marry Devi and had even attempted to molest her.

“When Janardan became aware of this, he warned Guddu. Since Guddu wanted to marry Devi, he decided to kill her husband,” said V Renganathan, Additional Commissioner of Police, West District.

On September 14, the police was informed about Janardan’s body. According to the police, Devi had disclosed that on April 13, Raju had taken her husband to an unknown place. She also said that since then, Raju had been absconding.

The police recovered one blood-stained brick and sent Janardan’s body to the Deen Dayal Upadhyay (DDU) mortuary. The body has been handed over to the deceased’s family.

“Raju and Guddu were apprehended from the Anand Vihar bus stand on September 19. They were about to flee to an unknown place,” added the DCP.

ATM broken, loss of Rs 2L feared

Unknown people broke open a Punjab National Bank (PNB) ATM and decamped with cash worth lakhs in the Mukherjee Nagar area of north Delhi this evening.

According to the police, the exact assessment of the loss is yet to be ascertained, but the bank officials are putting the figures between Rs 8 and Rs 12 lakh.

"The theft at the ATM was reported at Indra Vikash Colony this afternoon when the Security and Intelligence Services Ltd responsible for transferring cash to the ATM outlets found that the machine was open and cash missing. The security guard posted over there is also missing," said a police official, adding that the bank is evaluating the loss, but it could be anything between Rs 8 and Rs 12 lakh.

Two women held for selling drugs

The Outer District police yesterday arrested two women, Ashawati and Shyamwati, for allegedly selling heroin and marijuana in Sultanpuri.

The police said that it has recovered 261 grams of heroin from them.

On September 18 at 11.30 am, the police said it was informed about two women who were selling drugs at Kumhar Basti, Sultanpuri. A raid was conducted leading to the arrest of Ashawati and Shyamwati, according to B S Jaiswal, Deputy Commissioner of Police, Outer District.

"We recovered 49 small packets containing 261 grams of heroin. A sum of Rs 2.90 lakh was also recovered from them. A case has been registered," he said.
