Society submits memo on animal menace

Farmers, under the banner of the Himalaya Kisan Civil Society (HKCS), today “declared a war” against the wild animal menace, especially the damage caused by animals to crops, and demanded monetary benefits under the riparian rights in power projects and restoration of “bartandari rights in forests and other natural resources as guaranteed by the Constitution”.

HPMC to set up commercial complex in Kolkata

Faced with a severe financial crunch, the HPMC will raise funds by constructing a commercial complex on three acres of prime land it owns near Salt Lake in Kolkata under the public-private partnership (PPP) mode.

The HPMC has already approached the Himachal Pradesh Infrastructure Development Board to initiate the process for undertaking a commercial project under the PPP mode. The board is likely to engage a consultant, who will explore the possibility of creating a commercial property by roping in private investors, as the HPMC is not in a position to spend any money on the proposed project.

In 1988, the HPMC had taken the land on lease at a nominal amount of Rs 8.50 lakh for the purpose of construction of a cold storage. However, the project never took off and in 2000 the lease was even cancelled by the West Bengal Government on the plea that since the land was lying idle, it should be vested back with it. However, it was after a long legal battle that the HPMC was able to get back the land as the verdict came in its favour.

“The land owned by the HPMC is located in a prime location, Salt Lake, where several IT hubs and commercial complexes have come up; we are exploring the possibility of putting it to use by having a project under the PPP mode,” said VC Pharka, Principal Secretary, Horticulture.

Even as the modalities are still being worked out, the government is keen that the private investor should pay the amount to be paid as change of land use charge. The change of land use will be charged at the rate of Rs 6 lakh per cotta (land measuring unit) and the land with the HPMC is 180 cotta. As such the amount is likely to be over Rs 10 crore.

The HPMC is also in possession of land in Chennai which is a little over 2.05 acres with its market value being around Rs 12 crore. The HPMC can even consider selling this land as it is not on lease. Setting up of projects on these two chunks of land could bring substantial revenue for the HPMC which is facing a severe financial crunch.

Declare bears as man-eaters: Villagers

Even as Saij Ram and his wife of Gard village in Ani subdivision are yet to come to terms with the killing of both their children by bears last Sunday, villagers have demanded that the Forest Department should declare “bears as man-eaters” and kill these to ensure their safety in the area.

“What is the use of Rs 50,000 that the Forest Department has given us now that both my children have been killed by bears,” says Saij Ram.

A bear had reportedly killed Devku Devi, a resident of Chevha village under the Dingidhar panchayat a year ago. The bear had also mauled three women who had gone to collect grass last year, said the villagers.

With a wildlife team having failed to track down the bears, the villagers want bears to be declared as man-eaters.

“We saw the forest team once here, that too only for a short while, after the two children were killed, but we have no idea as to where it is and what it is doing now,” said the former pradhan of the Dinghidhar panchayat.

Bears and monkeys have not only been attacking human beings, these have also wreaked havoc on orchards and maize fields in 32 panchayats in Nirmand block and 34 panchayats in Ani block in this subdivision, say farmers.

“The Forest Department should declare wild bears attacking human beings as man-eaters and kill these to safeguard the life of people in the Ganchva area,” the villagers demanded.

“We have asked the department to trap the four bears which are on the prowl,” said Prem Singh, vice-president of the Dingidhar panchayat.

SDM, Ani, Shravan Manta said the team was trying to tranquilise the bears according to the provisions of the Wildlife Protection Act. “However, if the team fails, we will seek permission from the government to allow these to be killed or trapped as attacks on human beings in the area have been on the rise over the years,” he added.

Rajiv Awas Yojana

An initial sum of Rs 63.84 lakh has been released by the Centre for covering of urban local bodies in four districts of Shimla, Mandi, Solan and Sirmaur in the state under the Rajiv Awas Yojana (RAY).

Stating this here today, Transport and Urban Development Minister Mahender Thakur said the first instalment had been received for mapping and survey work for a slum-free city planning scheme under RAY. He was presiding over the inaugural session of the workshop on the preparation of slum-free city plan under RAY organised by the Urban Development Department here today.

He said four districts, Shimla, Mandi, Solan and Sirmaur, had been selected for slum survey and slum-free city planning. The cities to be covered under the scheme included Mandi, Sundernagar, Sarkaghat, Riwalsar and Jogindernagar, Nalagarh, Baddi, Parwanoo, Arki in Solan, Nahan, Paonta Sahib, Rajgarh and Rampur, Theog, Rohru, Kotkhai, Narkanda, Sunni, Jubbal and Chopal.

The Integrated Housing and Slum Development programme was being implemented in Dharamsala and Hamirpur towns under which adequate shelter and basic infrastructure to slum dwellers would be provided. In addition to urban local bodies of four districts, slum survey had also been proposed for Dharamsala and Hamirpur towns.

Rarely has a play with a cast of 150 students been staged in a school, which explains the ripples of excitement in Lawrence School, Sanawar, where rehearsals of a full-length play are in full swing.

The play, directed by a Film & Television Institute, Pune alumnus, Siddharth Shasta, will be the highlight of the founder’s day celebrations and will be staged on October 3.

Improvised light and sound effects will add to the grand scale, promises the Headmaster, Praveen Vashisht.

Shasta, roped in by the school to train the students, has worked in three feature films and seven plays, including “Lafange Parinde” and an international film “Man’s Woman and other Stories” that won a Special Mention at the Venice Film Festival, 2009.

He is equally passionate about theatre and it was his love for the stage that prompted him to work in a school and expose young minds to the world of theatre.

The play is a tribute to the freedom fighters, specially Shaheed Bhagat Singh. It showcases the significance of “Pagri Sambhal Jatta”, a movement initiated by Shaheed Bhagat Singh’s uncle (Ajit Singh) for restraining peasants from offering their turban to the British and getting the rent waived in return.

“Shaheed Bhagat Singh’s fight was not against the British or against white skin; his fight was against the unfair system and the disparity that existed in society. He wanted the fruits of labour to be distributed equally and this problem still prevails. His ideology is very relevant in today’s world”, says Shasta, who is busy with rehearsals for the play, to be staged on October 3.

Anurag opens Connexus-2011

The Centre and the state government must come forward with a new technical education policy for the state to provide short-term technical education to the youth after Class XII for one year so that they can get jobs in hydro-power projects in the state.

The demand was raised by Anurag Thakur, BJP MP from Hamirpur, while addressing the inaugural function of Connexus-2011 in the Tanda medical college this evening, where he was the chief guest. Anurag said it was sad that patients referred to the Tanda medical college from different areas of the state were further being referred to the PGI despite the fact that the college had a good infrastructure.

Earlier, Anurag declared Connexus-2011 open by lighting the traditional lamp. Students presented a cultural programme which was appreciated by the audience.

Pvt varsities: CPM seeks CBI probe

The CPM has urged the Union Human Resource Minister to order a CBI probe into the functioning of private universities in the state in the wake of stark revelations made by a TV news channel through a sting operation carried out in Rajasthan.

In a letter to the minister, member of the state secretariat of the party Tikender Panwar has drawn the attention to similar rackets selling out degrees even to non-enrolled students, pathetic quality of education, giving rise to a kind of mafia in higher education in the garb of private universities in the state.

The state government has been apprised about the matter several times but it had been a facilitator with some politicians being sleeping partners in various deals of private universities.

Society submits memo on animal menace

Farmers, under the banner of the Himalaya Kisan Civil Society (HKCS), today “declared a war” against the wild animal menace, especially the damage caused by animals to crops, and demanded monetary benefits under the riparian rights in power projects and restoration of “bartandari rights in forests and other natural resources as guaranteed by the Constitution”.

Wearing Anna Hazare caps and carrying national flags and banners, members of the society today sent a memorandum to Chief Minister Prem Kumar Dhumal and Prime Minister Manmohan Singh through the Deputy Commissioner Mandi, demanding the implementation of their demands.

Talking to The Tribune, society member Des Raj, who had joined Anna Hazare’s fast against corruption here, said monkeys, wild boars, nilgais and stray cattle had destroyed 80 per cent of the crops in the lower region of the state. — TNS
