Panipat, September 12 The Nigam has decided to replace the traditional system with the IT-driven system that would promote corporate governance and operation management in the utility. The policy under which the latest changes are being implemented aims at developing the Nigam into an IT-enabled organisation capable of keeping pace with the changing scenario. Revealing this here recently, Jyoti Arora, managing director of the HVPNL, said the power utility had hired the consultancy services of iBilt Technologies Limited to conduct an in-depth study of the existing business processes following which a comprehensive plan was prepared. The plan was approved by the State Technical Committee and the State Steering Committee ‘IT PRISM’ and its implementation had also been initiated. She said the Utility Level High Powered Purchase Committee (ULHPPC) had chosen Mahindra Satyam, a private firm, for the implementation of the plan which had also been approved by the board of directors of the HVPNL. She said the firm would provide the portfolio of software applications, including ERP modules, digitisation and migration of data, document management system, communication and messaging and portal for the utility, along with linking the head office with all field locations of the HVPNL, including 400 kV, 220 kV, 132 kV and 66 kV-capacity substations. This would enable the authorities to work in tandem with the field staff and communicate in real time. Besides, it would also digitise all the data and the utility would be able to go fully on line. She said the implementation of the project would be completed in three phases over a time span of 18 months and the total project cost would be about Rs 25 crore. In the first phase, the HVPNL planned to spend Rs 10 crore on this project. |
Robbery cases
Panipat, September 12 The police has cracked a robbery case with the arrest of three youths of Samalkha, who have confessed to a crime in which they shot at Rajesh, an employee of a private trading company in Dayal Colony and looted Rs 4.5 lakh from him on May 23. The victim had succumbed to his injuries the next day. The police while investigating the case had stumbled upon various clues which lead them to three accused namely Pawan, Bablu and Anand. The three were placed under arrest and during interrogation, they admitted to the crime. The three were arrested from Vikas Nagar colony and a motorcycle along with a country-made pistol, which is believed to have been used in the crime, was also recovered from their possession. The accused were later produced before a local court which sent them in police remand. Meanwhile, the police is still investigating other cases of robberies executed in similar fashion over the last nine months. On August 1, two miscreants had shot at Sanjay, an employee of another trading company on the Barsat road and looted Rs 5 lakh from him. On May 11, robbers fled with Rs 2.67 lakh looted from the owner of a petrol station in the Patel Nagar area. Earlier, on March 10, in a daring attempt, four robbers armed with pistols, looted Rs 15 lakh from the owner of GG Spun Textile Mill. The robbers had even fired six bullets in the air before they fled the spot. On the February 22, Sunil Madan, an employee of a private phone company was robbed of Rs 4 lakh by two motorcycle-borne youths in the Model Town area. On January 29, two youths on a bike looted Rs 60,000 from one Sandeep in the Model Town area using a knife. Last year in November, robbers had fled with Rs 5 lakh which had been snatched from Jitender, owner of a phone agency in the Araiyan area of the district. |

Chandigarh, September 12 Gulati was addressing the divisional commissioners and deputy commissioners through video conferencing here. She said the involvement of these grass-roots level functionaries was essential for the smooth roll out of the scheme. She directed for focusing attention on the distribution of smart cards for the disbursement of pension and coordination and organising orientation programmes with the banks and business correspondents who were assigned the task of disbursement so as to ensure their timely and adequate presence in the field as per their schedule.
She said the distribution of smart cards was of paramount importance as through them the accounts would be activated and information would flow about disbursement and the cash would not dry up in the banks as in the case of withdrawal through pay orders. She also directed for the issuance of the statement of accounts through business correspondents as once the people came to know that the pension had been transferred in their accounts, they would be satisfied. She said the enrolment centres set up in each district would not only serve the purpose of the rederssal of grievances but also as the correction centres. Any default or mismatch in the beneficiary list or cards could be rectified at these centres. She also directed the representative of Financial Information Network and Operations Limited (FINO), a doorstep banking company, that has been outsourced the job of the distribution of pension to ensure the free flow of information about the number of business correspondents who visited the field, how many accounts operated and how much pension disbursed on a day-to-day basis with the managing director, Social Justice and Empowerment Department as well as with the respective deputy commissioners. She also enquired from them about the criteria and procedure followed for the appointment of these business correspondents. They had to be local, well conversant with the needs of the local people, she added. The chief secretary also reviewed the implementation of the delivery of 15 identified services and enquired about the complaints received in this regard. She said every citizen should be provided prompt and hassle-free services. She said the citizen charter would be necessary in the times to come and it would be better to standardise the system beforehand and the deputy commissioners should inculcate the habit of meeting the datelines among their staff. |

Chandigarh, September 12 The award ceremony was held in Goa recently where Digambar Kamat, Goa Chief Minister, was the chief guest. Ram Prakash, architect, and Sukhbir Singh, subdivisional engineer of the Haryana Public Works (Building and Roads) Department attended the ceremony. This is the fourth award for the Nirman Sadan. The earlier awards were the Award of Excellence in Built Environment for 2009 by the Indian Building Congress (IBC); CIDC Vishwakarma Award 2010; and award for the Best Landscape in institutions category in the Rose Festival 2011. The main criterion for selection was earthquake resistant, intelligent building concept, green building concept and firefighting provisions. It was government’s decision to bring under one roof all offices to achieve interdepartmental coordination. Both departments were entrusted the task of planning a state-of-the-art building at a site measuring 3.19 acres with covered area 10,436 sq m, located on the NH-21 in Sector 33 A, Chandigarh. The design of the building was a challenging task due to multiple constraints as per bylaws of the Chandigarh Administration. The salient features of the building are that this building has been constructed on green building concept. It is also energy efficient and earthquake-resistant building. Rainwater harvesting and solar water heating systems have been provided. Big windows are placed in north for natural light, ventilation and visibility of open areas for better environment. Central courtyards have been provided with landscape for better ambience, air circulation. The building façade is with structural glazing, heat reflecting glass, aluminum composite panels gives a pleasant aesthetic outlook. |

Sonepat, September 12 In a meeting of the members of the teaching and non-teaching staff held recently in the campus, Dr Mahavir Singh Dhankhar, controller of examination of the university, was unanimously nominated as the president of the society. He was also authorised to nominate other office-bearers, including secretary and treasurer, of the society. Besides, Dr SK Garg, Dr Surender Kumar, Dr Ashok Sharma, Bhupinder Singh, Mukesh Gupta, Daljinder Kaur, Jagbir Malik and Pawan Kumar were nominated as the members of the executive committee of the society. The proposal to set up a document centre and stationary and general grocery shop was also discussed in the meeting. The society will open a cooperative store on the campus where all articles of daily use will be provided to the university staff as well as to the students at the minimum prices. The members stressed for maintaining the quality of the articles and suggested that the eatables should also be arranged in the store. |
Move to check noise pollution along NH-8
Gurgaon, September 12 Gurgaon deputy commissioner PC Meena recently convened a meeting of the authorities to discuss the ways and means to curb noise pollution along the highway. The district administration has also sought suggestions from the general public in this regard. Meena asked NHAI officials to conduct a survey of noise pollution on the stretch between the Delhi border toll-plaza and Kherki Daula toll plaza in the city and take effective
steps to bring noise levels down wherever these were found to be considerably higher. He directed the NHAI officials to take officials of the Haryana Pollution
Control Board along with them while conducting the survey and taking corrective measures. The deputy commissioner observed that the NH-8 passes through the district and there were hospitals, residential colonies and educational institutions on both sides; and the level of noise should be within the permitted parameters. It was decided to accord priority to the areas around the hospitals and install signs barring the vehicle drivers from using horns. “After covering the stretch of the NH-8 passing through the city, other busy roads like the Sohna road, as well the city’s major internal roads, would be dealt with,” Meena maintained. |
Modern cultivation techniques
Sirsa, September 12 As a result of the success achieved by the state in production and productivity of vegetables at the Centre of Excellence for Vegetables at Gharaunda in Karnal district, which was set up under the Indo-Israel project, the state government has decided to replicate the experiment in all districts of the state in two phases, said an official spokesperson of the Horticulture Department. He said 12 FLDCs would be set up under the National Horticulture Mission on the pattern of Gharaunda to transmit and demonstrate modern vegetable cultivation techniques to farmers at the grass-roots level in the public-private-farmer partnership mode. One such centre would cost Rs 25 lakh and 75 per cent of the cost would be met by the National Horticulture Mission. A provision for Rs 3 crore had been made under the Annual Action Plan 2011-12. The spokesperson said: “Vegetable production systems and techniques adopted at Gharaunda will be taken to 12 districts in the first phase. These districts are Sirsa, Fatehabad, Hisar, Bhiwani, Jind, Jhajjar, Panchkula, Rohtak, Sonepat, Gurgaon, Narnaul and Mewat”. “The other districts will be covered in the second phase. Following the Gharaunda model and practices, each centre will help set up an intensive crop cultivation farm by demonstrating the latest expertise; help produce high-quality vegetables all year round; achieve potential productivity per unit area; and enable the farmers to march in step with the latest know-how,” he said. These centres would help farmers adopt the latest technologies of polyhouse cultivation and micro-irrigation and grow off-season vegetables and make quality vegetables available to people all year round, the spokesperson said. “Creation of such facility is vital in Haryana where approximately 84 per cent of the total area is under horticultural crops,” he said. Most of the vegetable production is done in open fields. The productivity of vegetables in Haryana and India is 14.3 metric tonnes per hectare and 28.9 metric tonnes, respectively, as against up to 120 metric tonnes in Israel and other countries. “There is an urgent need to bridge this yawning gap in productivity by transferring the polyhouse and micro-irrigation technologies and demonstrating them at the grass-roots level,” the spokesperson said. “The major cost of setting up such centres involves structures for protected cultivation, micro-irrigation and water storage. It will be a one-time cost and met by the government assistance and farmers’ share. The farmer will keep the entire revenue generated by way of sales realisation at these centres,” he added. |
Symposium on ‘Karmawali’ held at Panchkula
Panchkula, September 12 Sharing the traumatic tale of an emotional attachment of the bewildering mother and her son’s bonds of love for his surrogate Sikh parents of Mullanpur village, a former journalist of The Tribune, AS Prashar, recalls the sordid story of sobs and suffering of tormented soul of “Karmawali”. Inspired by the touching tale, a well-known author contacted Prashar for garnering more derails and finally sculpted his epoch making Urdu novel “Karmawali” which ran into five editions with transcribed editions in Hindi, Punjabi and now in English. The North Zone Cultural Centre (NZCC), Patiala, organised one-day symposium on the novel at the Haryana Akademy Bhavan here today which was largely attended by the literary and art fraternity. Introducing the book and the author, DS Saroya, director, NZCC, hailed the similarities of concern, images and life realities pre and post-Independence in India and Pakistan. Saroya lauded the vision and efforts of KL Zakir and Anil K Sharma, editor, Contemporary Wibes, who trans-created the novel in English. The chief guest, Dr KK Khandelwal, IAS, traced the background of the
novel and the universal message as its real strength, besides other attributes of the novel. He said with 135 books to his credit and contributions to Urdu literature, Zakir’s main concern was with
human relationships. The novel “Karmawali” on which film, TV serial and play had been made was certainly the apex of his genius. The guest of honour, Vijay Vardhan, IAS, offered critical analysis of the novel while Dr Kamlesh Mohan traced the long trek of “Karmawali”
relating the novel theme with the female fraternity and their problems. Shiv Raman Gaud, IAS, appreciated the simple language and use of dialect with vernacular in imaging profusion. He emphasised that the novel must be translated in other languages. But renowned thespian MK Raina related the novel theme having all
time relevance. He had created a theatrical spectacle “Karmawali” which ran for over six years with Seema Biswas, Bollywood actress, and SNA awardee Neeta Mohindra playing the lead roles. Booth-level poll officials to get training
Chandigarh, September 12 Misra, who held a meeting with all district election officers through a video conference from here, said the master trainers would impart training to the trainers at the district or assembly constituency level, who would further train the BLOs. She said the training of BLOs would be completed before the draft publication of electrical rolls on September 29, 2011. Misra said as per the directions of the Election Commission of India, a handbook and training module would be prepared. The handbook would be a translated in local language for use by BLOs. The training of BLOs would be for one day and the entire training process would complete by September 15. In each batch, there would be 40 BLOs. As per the directions of the Election Commission, an observer from the Election Commission of India and from the state headquarters would be deputed to oversee the proceedings of the training. ‘The district election officer shall depute additional deputy commissioner or any other officer who is not electoral registration officer or assistant electoral registration officer to oversee the training as an observer of the chief electoral officer. He will send the report in the prescribed proforma of the whole district within a week of the completion of the training within the district”. She said all heads of departments in field or in charges had been directed to relieve the officials appointed as BLOs only on the directions or demand of the district election officers or electoral registration officer concerned. After attending the election duty they would be issued a duty certificate by the district election officer or electoral registration officer as evidence of his or her attendance of election duty mentioning date and time of the activity. She said teachers would have to perform these duties after their school hours and would not neglect
teaching on the pretext of election work. |
Sirsa has most progressive farmers
Sirsa, September 12 The spokesperson said that in terms of the number of progressive farmers, Rohtak district ranked second and Sonipat district ranked third in the state. The progressive farmers were increasing agriculture production as well as their income by adopting the latest farm techniques. They had taken maximum benefit from the farmer-friendly schemes implemented by the government. He said the district authorities had secured first position for Sirsa in this regard by implementing pro-farmers policies and programmes of the government. He said the Haryana State Agricultural Marketing Board was going all the way to increase the number of progressive farmers in the state by providing the latest farm techniques and financial assistance to them. Assistance was provided to the farmers for undertaking organic farming, horticulture, floriculture, pisci-culture, dairy farming and use of biogas. In addition, they were assisted in preparing and using vermicompost, he said. He added that the Agriculture Department of the state had also associated progressive farmers of various districts with it and they were being provided advanced seeds and agricultural implements at subsidised rates. |

Sonepat, September 12 According to the college principal Nirmal Jabbal, Ritu Ahlawat of the college was adjudged the best kho kho player of the camp. The cadets of the college won collective gold medals in the tug-of-war, drill competition and kho kho events and the individual gold medals were won by Sonu in the cross-country race and Anupama Sharma in the declamation contest. The seven-member basketball team won the collective silver medals. A five-member team of the college also participated in the quarter-guard event and Pooja finished the cross-country race at the fourth position, the principal said. The principal congratulated the students and said this achievement would encourage and motivate other students to participate in the NCC activities. |

Physically challenged seek free aids
Kurukshetra, September 12 The demonstration was organised by the members of the Srimad Bhagwati Shaakumbhri Devi Viklang Aivam Jan Kalyan Sahayata Kendra, an NGO working for the welfare of handicapped, at Srimad Bhagwati Shaakumbhri Devi Temple, Shahbad (Markanda), 25 km from here. Surender Jain, president of the NGO, said physically challenged persons were getting these aids free of cost from the Red Cross Society, Kurukshetra, a few years ago, but now they were being charged Rs 1,347 for a clipper, Rs 562 for a pair of crutches, Rs 3,225 for an arm below elbow, Rs 2,875 for a leg below knee, Rs 3,975 for a leg above knee and Rs 600 for a waist belt. He said the state government should accept the demand of physically challenged persons by restoring free aids to them. Jain also informed that the Deputy Commissioner assured the deputation that he would forward its demand to the higher authorities. |

Insurance Co told to pay Rs 1 lakh relief
Yamunanagar, September 12 The postmortem was conducted on June 30, 2008, at BD Bajoria Civil Hospital, Saharanpur. She applied for compensation through its counsel to the district welfare officer (DWO), Yamunanagar, as per the Rajiv Gandhi Parivar Bima Yojna of the Haryana government. The DWO forwarded the claim application to Reliance General Insurance Co Ltd, Sector 14, Panchkula, and head office, Bombay, through the regional manager. But, the claim of the complainant was repudiated by the insurance company on January 2, 2009, on grounds that the death of the deceased was not accidental, but an act of suicide. The police submitted its investigation report in which the death of Pushpinder had been shown as accidental, which falsifies the repudiation letter of the respondents. In this way, the respondents are negligent and deficient in providing services to the complainant and prayed for directing the respondents to pay Rs 1 lakh to the complainant on account of the death of her son as per the said scheme, along with interest. Upon notice by Dina Nath Arora, president of the forum, the counsel for Reliance Insurance Company appeared and filed their written statement which stated that the deceased committed suicide on June 29, 2008, by jumping before a train between Sarsawa and Kalanour. The insurance company repudiated the claim of the complainant on the ground that the death was an act of suicide and Rajiv Gandhi Parivar Bima Yojna does not cover an act of suicide and prayed for the dismissal of the complaint. After hearing both the parties, the forum observed that from the perusal of the death certificate, it was clear that the son of the complainant died on June 29, 2008, and as per the postmortem report, the cause of death had been shown injuries, but they presumed it suicide and repudiated the claim of the complainant which was wrong and illegal. From the perusal of memorandum of understanding, it was clearly mentioned that the person who dies due to an injury is covered under the policy and the injury may be due to rail/road/air accident. But, in the present case the son of the complainant was first injured and then died on the spot due to the accident and as such the complainant is entitled for the relief. Dina Nath Arora, in its order, allowed the complaint of the complainant and directed Reliance Insurance Company to pay Rs 1 lakh as compensation on account of death of Pushpinder, along with interest at the rate of 9 per cent per annum from the date of filing of the complaint. |

Vidrohi for IIT centre in Rewari village
Rewari, September 12 A copy of the communication has also been dispatched to Chief Minister Bhupinder Singh Hooda. Hailing the decision of the Human Resource Development Ministry to expand IIT, Delhi, and set up its extension centre in Haryana, Vidrohi pointed out that Rewari district, which was the most backward region in the matter of technical education in Haryana, deserved an IIT centre. Besides, while Kund and Pali had railway stations on the Rewari-Narnaul track, both of them were well-connected with other places by road as well due to their location on the Rewari-Narnaul- Jhunjhunoo highway. Further, their proximity to Delhi, a distance of about 100 km, separating Kund and Delhi would be an additional advantage as well, Vidrohi added. |

Solar lanterns, cookers for Rewari
Rewari, September 12 Similarly, 12 of the solar cookers were meant for allocation to the members of the Scheduled Castes, whereas the remaining 48 solar cookers could be had by the citizens of the General Category at a subsidised rate of Rs 2,497 each. He further said while application forms were available with the office of the project officer here, the last date for the submission of application forms was September 26. The ADC also informed that in case the number of applicants exceeded the number of available lanterns/ cookers, the allocation would be made through draw of lots. |

Freedom fighter cremated
Rewari, September 12 While naib tehsildar Lala Ram paid tributes to the deceased on behalf of the administration, a contingent of the Rohrai police station fired in the air to salute the freedom fighter. His elder son Hans Raj lit the pyre. Motivated by patriotic fervour, Bishamber quit the British Army and joined Netaji Subhash Chander Bose’s INA as a gunner in 1943. Thereafter, he played an active role in the INA’s fight against the Britishers.

10-yr jail for drug peddler
Jind, September 12 The accused, identified as Inder Singh, a resident of Munshiwala village in Punjab, was arrested by the police at a naka near Garhi village. He was carrying two bags of poppy husk weighing around 80 kg, said a police official. It is claimed that the drug was brought from Rajasthan and was being taken to Punjab. The court of additional district and sessions judge RN Bharti convicted the accused in the case and awarded him 10-year jail term, along with a fine of Rs 1 lakh, said the official. |
