Cotton procurement in Sirsa
Sirsa, October 3 A comparative perusal of official figures given by the Agriculture Department and the Marketing Board present an interesting reading and if both these figures are true, either the farmers have been selling their produce for a pittance or there is a large-scale evasion of market fee. According to the Agriculture Department, cotton crop was sown on 1.89 lakh hectares in Sirsa last year and the average production in the district remained 19.5 quintals per hectare, which means a total production of about 37 lakh quintals. Though the MSP of cotton was Rs 2,750 per quintal in Haryana last year, the produce fetched prices between Rs 4,000 and Rs 7,500 per quintal at different times of the procurement season. If the figures of the Agriculture department are correct, the Market Committees in the district should have collected at least Rs 60 crore as market fee and the Haryana Rural Development Fund (HRDF) presuming the farmers got an average price of Rs 4,000 per quintal, which was the minimum market rate last year. However, figures of the Marketing Board suggest that 19 lakh quintals of cotton arrived in Sirsa mandis, which was sold for nearly Rs 800 crore, fetching a total revenue of Rs 32,10,17,696 as market fee and HRDF to the government. The revenue collection, an official press release said, was a record and the highest in Haryana. None has a clue to where did the half of cotton unaccounted by the marketing board go. The large-scale evasion of market fees is a well-known phenomenon during the cotton season and even the ginners, who remained on strike for a month till recently, seeking a reduction in the market fee, do not deny this fact. “Owing to higher rates, some ginners resort to evasion, although the big difference reflected in the comparative study of the figures is largely due to the sale of cotton from the border areas to mandis in Rajasthan and Punjab,” said Sushil Mittal, president of the Haryana Cotton Ginning Industries Association, Haryana. Ram Kumar Bishnoi, district market enforcement officer, however, denied any evasion of market fee in Sirsa mandis. He said the figures of the Agriculture Department never matched the actual situation and added that some crop went to the neighbouring mandis too.

Karnal, October 3 Son of a former armyman, 23-year-old Karhana hailing from Lakhuwas village in Gurgaon, currently under training at Hungary, qualified for London Olympics hurling his career best of 20.7 m to win gold in an IAAF-recognised international competition at Szombathely in Hungary. He is finding it difficult to fund his expensive training costing about Rs 80 lakh. The Union Government provided Rs 50 lakh for his training and sanctioned the amount three months after his training had already started in Hungary in March this year, but the Haryana government remained indifferent and his family was forced to arrange the balance amount of Rs 30 lakh. Known as OP, who is a class I officer in ONGC, Karhana, who is here on a short break from his training, is sore that the state government gave financial assistance and jobs to medal winner athletes, but in his case, a job of Inspector in the Police Department was offered, which he declined as other sportspersons were directly recruited as DSPs. “The accommodation is very expensive and the cost of a protein-rich diet, which is mandatory, is also unaffordable. We have no option but to meet the expenses on our own and sometimes I feel that I am paying the price of being a Gujjar, born in the Jatland,” OP said while talking to The Tribune. A staunch believer in destiny, OP says, “No doubt hard work is the key to success, but I firmly believe in destiny”. The 6 ft 7 inches tall athlete, who left basketball for 7.22 kg iron ball as a shot put thrower created a flutter by a record throw of 19.36 m at the Junior National Games in 2005 and represented India at the Junior World Championship in Beijing. OP announced his arrival at the international stage with a bang winning the gold at the Asian Championships in 2009. He also won a gold medal at the Asian Grand Prix 2009 (China), becoming the youngest Indian to win a medal in this championship and the third Indian to breach the 20-m mark. He was also the first Indian to win a bronze at the European Grand Prix in 2009. Sport was never a career for Om Prakash, who wanted to be an engineer, but destiny drove him to sports. He attributes his success to the blessings of his mother who was his biggest source of inspiration.

Entries invited for energy awards
Chandigarh, October 3 An official spokesman said the awards would be given to the consumers of five categories, namely large-scale industries, small-scale industries, government or semi-government buildings, educational institutions and commercial buildings, who had made significant contribution to energy saving by adopting various energy conservation measures during the 2010. He said in the large-scale industry category, three prizes of Rs 2 lakh, Rs 1 lakh and Rs 50,000 would be given while in the small-scale industry category, two prizes of Rs 1 lakh and Rs 50,000 would be given. Similarly, in government or semi-government building category, two prizes of Rs 2 lakh and Rs 1 lakh would be given. Three prizes each of Rs 1 lakh, Rs 50,000 and Rs 25,000 would be given in the educational institutional and commercial building categories.

Subsidy on farm implements through draw of lots
Sirsa, October 3 A spokesperson for the Agriculture Department, Sirsa, said this year the process of providing subsidy had been changed and the eligible farmers would be chosen through a draw of lots. He said for zero seed drill, laser land leveller, and rotavator under the scheme, the interested farmers could submit the application in the office of the Agriculture Department here by October 17. A four-member committee headed by additional deputy commissioner, Sirsa, would conduct the lucky draw for these implements on October 20. After three days of the draw, the successful farmers would have to collect their permit individually from the office of the Agriculture Department, Sirsa. No permit would be issued through post, he added. He said the farmers who had obtained subsidy for the purchase of any implement during 2006-07 under any scheme of the state or the Central government would not be eligible for the subsidy this year. The farmers would have to affix a copy of registration card of tractor or ration card with the application form. Subsidy would not be granted on any old implement and the farmers would have to purchase the implements only from the firms approved by the department. He said for 2011-12 in Sirsa district, a target had been fixed to provide 150 zero seed drill machines, 200 cotton seed drills, 80 straw
reapers, 4 paddy transplanters, 40 laser land levellers, one straw baler, 2 mulchars, 10 sub sailors, 20 cultivators, 250 mounted spray pumps, five power tillers and one reaper binder. He said as per the scheme of the department, a maximum subsidy of Rs 15,000 on zero seed drill, Rs 10,000 on cotton seed drill, Rs 40,000 on straw reaper, Rs 50,000 on paddy transplanter, Rs 50,000 on laser land leveller, Rs one lakh on straw baler, Rs 40,000 on mulchar, Rs 5,000 on sub sailor, Rs 7,000 on cultivator, Rs 10,000 on tractor mounted spray, Rs 40,000 on power tiller and Rs 50,000 on reaper binder would be provided. He said 33 per cent quota would be kept reserved for women, Scheduled Castes and small and marginal farmers in the purchase of agriculture implements.

Development plan for Pataudi-Hailey Mandi
Gurgaon, October 3 Now, the Gurgaon district authorities have prepared the draft development plan-2031 for the Pataudi-Hailey Mandi area. Pataudi town is nearly 30 km from Gurgaon, 25 km from Rewari and 18 km from Farukhnagar. It is about 12 km from the upcoming Kundli-Manesar-Palwal (KMP) Expressway. Hailey Mandi township is situated next to Pataudi. Presiding over a recent meeting of the District Planning Committee, deputy commissioner PC Meena observed that the population of Pataudi-Hailey Mandi was expected to be 1.83 lakh by 2031. The plan proposes development of six residential sectors, of which a part of Sector 1 is already coming up at Pataudi. The sector was floated a few days ago and plots have been allotted to the successful applicants. The proposal for the remaining portion of this sector has also been sent to the government and it is likely to be floated soon by the Haryana Urban Development Authority (HUDA) authorities. As of now, the area of Pataudi town is 245 hectares, but the plan proposes urbanisation in 1,915 hectares by 2031. By then, the density of population is expected to be 250 persons per hectare in the Pataudi-Hailey Mandi area. The deputy commissioner said the connectivity to Pataudi would also be improved. In the draft plan, widening of the Gurgaon-Pataudi-Rewari road and a bypass for Pataudi have also been proposed. “This will provide an alternative route to the commuters coming to Gurgaon from Rewari,” he maintained, adding that the road
connecting Pataudi to the National Highway No. 8 and the road from Farukhnagar to Gurgaon-Pataudi road via Taj Nagar were also proposed to be widened. Inviting suggestions to improve the plan, district town planner (planning) Vijender Singh disclosed that separate sites had been planned for commercial, industrial, public utilities, solid-waste management plant, institutional area etc. He said the state government had decided to reduce the width of the amenities zone to be developed along the KMP expressway to 1 km instead of 2 km. This zone will have recreational activities like clubs, swimming pools, entertainment parks, golf courses etc. Similarly, the logistics zone has been shifted to the Gurgaon side of the KMP expressway. Now, it will be located near Jamalpur village.

Yamunanagar, October 3 The award was presented by Bhisham Narayan Singh, a former Governor of Tamil Nadu, a few days ago. Durga Puja celebrations in Panchkula
Panchkula, October 3 PK Ray, president of ICON, welcomed the chief guest Shishir Kumar, CEO, Airtel, who inaugurated the festival. Amidst shlokas and devotional renditions, ICON member artistes, led by Rekha Ray and young danseuse Shilpa Roy, gave a scintillating spell of Bharatnatyam which was followed by another dance. Shilpa again appeared as Durga with Showik Dey as Mahishashur in the dance drama titled “Mahishashur Mardini” directed by Mukta Nagesh with songs by Rekha Ray and script narration by Debjani Dey. ICON also paid rich tributes to Mahatma Gandhi on his birth anniversary by presenting favourite Bengali songs of RN Tagore and more which included “Ekla Chalo…”, “Raghupati Raghav…” and “Vande Mataram…”, all under the direction of Rekha Ray. Martyrs’ memorial conference in Rewari held
Rewari, October 3 The Haryana Martyrs’ Day is observed in the memory of Rao Tula Ram, a hero of the 1857 revolt, and other Haryanavi heroes who laid down their lives for the freedom of the country. While the conference was addressed by INLD supremo and former Chief Minister Om Prakash Chautala, party legislators - Rao Bahadur Singh (Nangal Chaudhary), Col Raghuvir Singh Chhillar (retd) (Badhra), Ganga Ram (Pataudi), party’s national vice-president Anant Ram Tanwar, state party chief Ashok Arora, state party vice-president Rao Ajit Singh, who is also a descendant of Rao Tula Ram, and several other prominent party functionaries also spoke on the occasion. Paying tributes to Rao Tula Ram and other martyrs for their valuable contribution to the freedom movement, INLD supremo flayed the Congress for neglecting the martyrs and their families. Asserting that the Congress had remained in the saddle for a major span during the past six decades of post-Independence era, Chautala said it had miserably failed to ameliorate the lot of the masses. Mentioning about the skyrocketing prices of essential commodities, the INLD chief said while a huge quantity of wheat and other foodgrains were rotting in government warehouses, a large number of poor people had been dying of starvation. Simultaneously, taking a dig at the large scale acquisition of fertile land of farmers in Haryana for the so-called SEZs, Chautala said it was simply ironical that while no farmer in the state could legally own more than 18 acres, Reliance Company alone was being endowed with hundreds of acres and that too at throwaway prices. Rao Abhimanyu, nephew of Power Minister Capt. Ajay Singh Yadav, along with his supporters, joined the INLD on this occasion. Welcoming them into the party fold, Chautala said they had taken the right decision at the appropriate time.

Agrasen Jayanti celebrated
Kaithal, October 3 Minister of State Gopal Kanda was the chief guest on this occasion. Workshop stresses on personality development
Jhajjar, October 3 Neeru Rohila, co-coordinator of the programme, said the personality development programme aimed at developing a new and broader perspective on life and it resulted in the complete transformation of an individual. Rajeev Hasija, personality development expert, said communication, negotiation and leadership skills were the foundation of personality development. “Communication is the most vital concept and demonstrated on the techniques of focus group which primarily facilitates group interaction,” he said. Yogesh Bhardwaj, another spokesperson, defined personality development as the development of physical, mental, social, emotional, intellectual, moral, aesthetic and spiritual faculties of a person and highlighted the importance of personality development in the changing scenario where globalisation had resulted in intense competition in every sphere of life. Concern over sale of spurious drugs
Sirsa, October 3 Prof RK Khar, a renowned nanotechnologist from the Faculty of Pharmacy from Jamia Hamdard, a deemed university of Delhi, who was the chief guest on the occasion, said: “People need to learn how to differentiate between fake and genuine drugs”. The All-India Council of Technical Education-sponsored two-day national seminar on “Nanoschool: Emerging Techniques, Novel and Innovative Strategies” saw a number of speakers expressing the view that the increasing use of drugs had led to the invasion of fake drugs in the market. Khar further said: “In the past two decades, there has been a tremendous growth in pharmaceutical education and quality education is the main challenge before us”. As many as 250 delegates from all over the country attended the seminar, said Dr Viney Lather, principal of the host college. Lather said these kinds of seminars were a platform for scientists and students where they could exchange their knowledge and provide a new thrust to the areas of research. He also encouraged the students to have more such learning activities in the institute and stressed on the development of artificial intelligence systems for automobiles. 152 engineering students get placements
Sonepat, October 3 The selection was made after a three-day campus placement process conducted by a 22-member team of TCS led by the head, Talent Executive, Nehla Azmi, and the campus head, North Talent Executive, Nidhi Sahni. Besides 16 students of M.Tech - 10 of computer engineering, four of electronics engineering and one each of electrical engineering and mechanical engineering, the other selected students of B.Tech included 52 of computer engineering, 40 of electronics engineering, 23 of electrical engineering, eight of mechanical engineering, six of chemical engineering, four of biotechnology and three of biomedical streams. While announcing the selection of the candidates, Azmi said the selected B.Tech and M.Tech students would get an annual package of Rs 3.16 lakh and Rs 3.23 lakh, respectively. They could join their duties after the completion of their final semester examinations in May next year, she said and added that after the seven IITs and a few NITs, the Deenbandhu Chhotu Ram University of Science and Technology had emerged as one of the higher academic ranking institutes in the country.

Kurukshetra, October 3 Stating this to mediapersons here recently, Mohit Gupta, public relations officer, KITM-K, said the visit proved to be a great learning experience for the students as they got a chance to see the working environment of a reputed organisation. He said during the visit, they got an opportunity to interact with eminent scientists at the CSIO who shared their experiences with the students and motivated them to do their bit for the nation and society. The students were taken to the photonics lab in which the speed of a bullet was measured by means of optical rays. They were shown the holographic techniques through which it is possible to create the 3D image of an object which could be stored for a long time. The students were also given a brief demonstration of a gas detector and a pesticide sprayer. The visit opened doors for the students to consider R and D as a career opportunity after completing engineering. Faculty members comprising Er Varun Mehta, Dr Anil Arora, Er Pankaj Saini, Er Jyoti Saini and Er Taruna accompanied the students on their visit, he added.

Kurukshetra, October 3 Competitions like poetical symposium, speech, quiz, slogan writing, painting, singing, dancing, mimicry and mono-acting were held in the college auditorium in which a large number of students participated. Dr Vinay Malhotra, principal of the college, complimented the budding artists for participating in these competitions. He also explained the importance of these competitions in students’ life and gave away prizes to the winners. Declamation contest held
Kurukshetra, October 3 As many as 30 students from different schools and colleges spoke on socio-legal topics such as “Lokpal Bill”, “Increasing Criminalisation and Security of Women”, “Female Foeticide - Killing of Humanity”, “Poverty - its causes and remedies” and “Reach Out Within to Embrace Humanity”. Dr Umesh Gupta, president, Rotary Club, Shahabad (M), presided over the session, while Mahesh Goel, Project Director, and Dr Shalini Sharma, in charge, Legal Cell, conducted the proceedings. PP Ashwani Kalra, Raj Garg, Secretary Dr SS Ahuja, other members of the Rotary Club, staff and students of the college listened to the speakers with full attention. Kurukshetra, October 3 Speaking on the occasion, Dr Nagpal said such competitions were organised to explore the hidden talent of students. He asked the students to participate in cultural events so that they could exhibit their talent. Cultural co-coordinator Dr RK Chauhan said events like painting, quiz, speech and poetical symposium were organised on the first day of the event. In the painting competition, participants drew beautiful sketches on different topics such as foeticide, dowry, patriotism, religion, etc. A speech competition and a poetical symposium was also organised in the seminar hall in which students shared their views on corruption and social issues like foeticide, sexual harassment, gender inequality, etc. More than 60 students participated in the quiz competition in which questions related to GK, history, general science and general awareness were put before the participants. On the second day, the function was inaugurated by chief guest Pritpal Singh, sarpanch of Dhanora village, in which about 50 students participated in competitions like solo dance, solo song, mimicry, mono-acting, playing instruments and group dance. Hisar, October 3 But what makes them really exasperated is that there is still no scope for any complacency with the voter keeping his cards close to his chest. While Chief Minister Bhupinder Singh Hooda is the star campaigner for the Congress, other senior party leaders like Rajya Sabha member Birender Singh and Union Minister Selja, who hails from Hisar, have also pitched in. However, the list of Congressmen camping here for the campaign virtually includes every leader of any consequence in his or her home district. Such is the significance of this electoral battle for the Congress. The entire party cadre is toiling to woo voters for INLD nominee Ajay Chautala. Beginning right from former Chief Minister Om Prakash Chautala, there is hardly anyone connected with the party who has not registered his presence in the area. This cadre is the INLD candidate’s main strength. The HJC and the BJP have pressed into service every human resource available to canvass for their joint nominee, Kuldeep Bishnoi. While the entire leadership of the Haryana BJP is engaged in the campaign, top party leaders LK Advani and Sushma Swaraj are expected to address a rally here on October 9. Ajay Chautala’s sons have been on the job much before their father filed his nomination. But the voters continue to shake off the stardust nonchalantly. They listen and they ponder but offer just a stoic smile in return. A star campaigner entering his car after an election meeting last evening in a nearby village was heard mumbling to himself “I haven’t come across such cunning fellows ever. They would listen, then question but offer nothing but flash their teeth.” This is the level of frustration the voter is doling out to the politicians. If the mood of the electorate is any indication, the campaigners are sure to get more desperate in the coming days.

Sanitation drive launched in Sirsa
Sirsa, October 3 Deputy Commissioner Yudhbir Singh Khyalia launched the drive at a function held in the auditorium of CMK Postgraduate College here recently, while the ADC DK Bahera presided over. Khyalia said under the direction of the government, sanitation campaigns would be carried out in all districts of Haryana from October 2, the birth anniversary of Mahatma Gandhi, to November 4. He urged the members of the sanitation committees to organise meetings of gram sabhas in all villages of the district to make people aware of the benefits of cleanliness. He called upon anganwari workers and school teachers to create awareness among children so that they could spread the message among their family members. He said Sirsa had topped the state when the Total Sanitation Campaign was taken up in 2007 and the feat had earned the district a name at the international level. Speaking on the occasion, the ADC said: “Sanitation has more to do with the attitude and habits and one does not need to spend much money on keeping the environment clean”. Meanwhile, the condition of sanitation and roads continues to be poor in the town despite highlighting of the issue by several local NGOs. In a meeting of the NGOs and officers of various government departments, the Deputy Commissioner had issued instructions for the time-bound improvement of the conditions. Khyalia said he had not been able to review the situation so far.

Minister for tough action against erring employees
Chandigarh October 3 Capt Yadav was in a meeting with senior officers of the Power Utilities here to redress the power-related grievances here recently. As many as 61 complaints from different part of the state were put up in the meeting and the Minister gave necessary directions to the officers for the on-the-spot redressal of grievances. The Minister also directed the utilities to cut down their expenses. He also issued direction not to appoint surplus staff and submit an undertaking in this regard. He also reviewed various power generation works being carried out in the state and also directed the utilities to complete the ongoing power projects on time. The Minister said those consumers who were regularly making payments of their electricity bills should be ensured uninterrupted power supply. He also directed to replace old electricity meters with the new ones.

Cultural bonanza held at JCD Vidyapeeth
Sirsa, October 3 Naresh Kaushal, Editor, Dainik Tribune, was the chief guest, while Bharat Bhushan Pradhan, director, Jindal Saw Limited, presided over the function. The programme began with the Saraswati and Ganesh Vandana performed by the students of the constituent colleges of the Vidyapeeth. A documentary on the life and political career of Devi Lal received a huge applause from the audience. Dandiya fusion dance by the students of Sirsa School and giddha by girls from Mata Harki Devi College for Women, Odhan, made people shake their legs. A Haryanavi skit by the students of the JCD College of Polytechnic highlighted how “dhongi babas” exploit people’s faith and spread superstitions for their benefit. Rajasthani dance performed by the students of JCD Dental College was also well received by the audience. Haryanavi dance from Mata Harki Devi College was a treat to watch. Students of the JCD Institute of Business Management walked the ramp at a fashion show with the theme “Cowboy”. The fest concluded on a high note with the performing of Punjabi folk dance bhangra. The JCD Vidyapeeth announced a hike in the salaries of its safai karamcharis, security guards and other class-IV employees. Pradhan lauded the efforts of the management of the JCD Vidyapeeth for spreading education in society. Earlier, Dr Shamim Sharma, managing director of the Vidyapeeth, welcomed the guests. Sukhchain Singh Bhandari, director of the Punjabi Sahitya Akademi, Suresh Ahlawat, dean of colleges, CDLU, Sirsa, Pooran Mudgil, a noted litterateur, Dr Jai Parkash, principal of the JCD College of Education, Dr Kuldeep Singh, principal of the JCD College of Business Management, and Dr Viney Lathar, principal of the JCD College of Pharmacy, were among those who were present on the occasion.

Degree college, hospital coming up in Faridabad
Faridabad, October 3 The two projects were sanctioned by Chief Minister Bhupinder Singh Hooda at a public rally here on December 26 last year. Minister for Labour and Employment Shivcharan Lal Sharma, who also represents the NIT constituency, revealed that the college would be set up in Khedi village where the panchayat had already offered 40 acres of land for the purpose. He revealed that the project was now on the fast track and decks were being cleared for inviting tenders for the construction of the college complex. The proposed college would be coeducational. The project was a long pending demand of the people of the area as the nearest degree college from the area was about 10 km away. The area has a large chunk of residents who have settled here from different states. The demographic profile of the area ranges from lower to middle class. According to the minister, the process for setting up the hospital was also in an advanced stage. Its construction work was expected to start by the mid of November.

Veteran maestro Narender Chanchal will be the star singer at a Jagaran to be held on October 4, adds DP Datana.

Grain dealers booked for duping farmers
Rewari, October 3 The grain dealers, who are also the natives of Lukhi village, purchased mustard seed weighing 25.72 quintals valued at Rs 69,400 from Rakesh in May 2011, 32.86 quintals worth Rs 88,722 from Pawan Kumar in August 2011, and 69.42 quintals priced at Rs 1,87,434 from Lal Singh in the second week of September 2011. Instead of making cash payment to the farmers, the grain dealers assured to pay them after a specified period by way of promissory notes. However when Gopi Chand, one of the two grain dealers, went into hiding recently, the farmers sought the payment from his partner Mam Chand, who, too, expressed his inability to make the payment in the absence of his co-dealer. Subsequently, when the police turned down their plea to register an FIR against the grain dealers on an excuse that it was a civil matter, the aggrieved farmers recently filed a petition in the court of SDJM PK Lal of Kosli, who directed the police to take cognizance of the matter. ASI Manoj Kumar, investigation officer of the case, said the matter was now under investigation.
