Centre approves Rs 9-cr project for Hisar farm varsity
Hisar, November 3 Disclosing this here recently, CCSHAU Vice-Chancellor KS Khokhar said the term of the project would be three years and as the first installment Rs 3 crore had been released, which included Rs 2.44 crore for the creation of capital assets and Rs 56 lakh for grants-in-aid. He said the grant would be utilised to improve research infrastructure facilities in all four colleges of the university. The project is a testimony of the good research and development achievements of the university. It may be mentioned that the DST under its “Purse” scheme provides substantive research grant to universities on the basis of scientific publications in Science Citation Indexed Journals. CCSHAU Director of Research RP Narwal said out of the financial assistance received so far, Rs 1.04 crore would be spent on the purchase of equipment to strengthen the existing research facilities. He said as per the project proposal accepted by the DST, the GIS and remote sensing software would be acquired for analysing the satellite imageries to get the information about the acreage estimation of different crops, biotic and abiotic stress detection and area estimation under stress, crop health quantification, field flora identification and crop growth and production estimations. Networking and computational facilities would also be upgraded and wireless sensor network kit, greenhouse, shade house and insect-rearing units would be added to the existing infrastructure facilities, he added.

All-India Sainik School entrance exam on Jan 8
Chandigarh, November 3 A spokesperson for Rewari Sainik School said here recently that the medium of written examination would be Hindi or English. However, the medium of instruction in the school would be English only. Boys born between July 2, 2001, and July 1, 2002, (both days inclusive) were eligible for admission to class VI. No candidate would be allowed to take the examination second time for admission to this class. About 80 seats in class VI would be available at Sainik School, Rewari. Out of this, 25 per cent, 15 per cent and 7.5 per cent were reserved for the wards of Defence personnel (including ex-servicemen), Scheduled Castes and Scheduled Tribes, respectively, subject to their being found medically fit. The prospectus-cum-application forms for admission to Sainik School, Rewari, could be obtained from the Principal, Sainik School, Rewari, Sector-4, Rewari, till December 3, 2011, on all working days between 10 am and 1 pm. The prospectus could also be obtained by post applying on plain paper by mentioning address and category along with the demand draft of requisite fee to reach the Principal, Sainik School, Rewari. Applications on the prescribed forms attached with the prospectus would be entertained. Application forms and prospectus would be issued to individuals and it was non-transferable. No person was allowed to purchase more than two prospectuses at a time. He said the aim and objective of the school was to prepare boys academically, physically and mentally for entry to the National Defence Academy, Khandakwasla, Pune.

Tackling traffic, crime top priorities, says Gurgaon police chief
Gurgaon, November 3 In his maiden media interaction after joining at Gurgaon, the Police Commissioner asserted that any policeman found indulged in criminal activities would be strictly dealt with. In response to a query, he disclosed that several districts of the state, including Gurgaon, would soon have outdoor surveillance systems in place. Under the project, CCTV cameras would be installed at strategic points to keep a close watch on the suspicious activities and anti-social elements. Sindhu appreciated the efforts put in by his predecessor SS Deswal. “Improved traffic management will also be a priority area,” he said, adding that the police authorities, district administration and other government departments concerned had already identified 82 points where the traffic flow needed to be eased and regulated. The new police chief observed that the basic character of Gurgaon city was quite different from that of other places and the people here had high expectations from the government machinery, including the police force. “As of now, I am in the process of accumulating information about different wings of the department after which specific plans would be chalked out to streamline and improve their functioning,” he said. Sindhu appealed to the residents to keenly observe their surroundings and promptly inform the police whenever they came across anything suspicious.

Rewari, November 3 Mukesh Vig, director of the Academy, said while choreographer Saroj Khan, who has consented to grace the function, would broadly comment on the performance of the competitors, ace dancer Prince, along with his group of jivers, would give a performance to regale the spectators. As regards the competitions, Navneet Subodh, event manager of the Academy, said as many as 30 selected participants, comprising the sub-junior, junior and senior categories, would give solo performances, while 21 jivers, divided into three groups of seven artistes each would compete in group dancing. Besides, eight other artistes, comprising four duets, would participate in duet competitions.

52-year-old gives birth to triplets
Faridabad, November 3 Dr DN Pandey, chairman and MD of the Asian Institute of Medical Sciences, said, “Sometimes, during the IVF treatment, there are multiple pregnancies as there is implantation of more than one embryo in the uterus”. “Due to the patient’s advanced age, she had developed high blood pressure and liver problems and the babies were suffering inside her womb. So, an emergency delivery was done,” said Dr Anita Kant, head of the Gynaecology and Obstetrics Department, Asian Institute of Medical Sciences. “In case of IVF, chances of multiple pregnancy increases due to medicines prescribed for formation of an egg and also because of multiple egg transfers into the uterus,” she added. According to Dr Anil Batra, a neonatologist in the hospital, the first baby weighed 1.47 kg, the second 1.27 kg and the third 1.64 kg at birth. “The mother and the babies are doing fine. They will be discharged from the hospital after six weeks,” he said. He said the babies were initially given oxygen and ventilation support to help them breathe normally. The support system was necessary on account of their premature birth, he added.

Mewat to celebrate Mohd Yasin Khan’s birthday today
Chandigarh, November 3 Khan Sahib was not only responsible for the spread of modern education among the backward community of Meo Muslims, but was also instrumental in convincing the community not to migrate to Pakistan after the partition of the country. A law graduate from the Delhi University, he firmly believed that only modern education could reform the backward Meo society. He set up a school at his native village of Rehna, which he later shifted to Nuh. A Meo Panchayat convened by him decided to upgrade the school to a high school. The scheme was put before the then Deputy Commissioner of Gurgaon, FL Brayne, who approved the plan and decided to levy two annas per bigha with the revenue. Sir Fazal-e-Husain, Education Minister of Panjab, laid the foundation stone of the school by merging Middle School, Nuh, and Middle School of Zila Parishad on March 28, 1923, and the school was named as Brayne Meo High School. When Yasin Khan became the chairman of the Gurgaon District Board, he made a plan to establish a primary school within every two miles and a middle school after two villages (if the population justified it). He remained a member of the Panjab Assembly from 1926-1946 on the ticket of the Unionist Party. In 1947 he joined the Indian National Congress and continued to be a member of the Punjab Assembly from 1952 to 1962. After the Independence, Meos, who had earlier been victims of communal riots, began to migrate to Pakistan. But Khan convinced Mahatma Gandhi to come to Ghasera in Mewat on December 19, 1947, to prevent the migration and to assure the rehabilitation of the Meos. The mission started by Khan was continued after his death by his son, Tayyab Hussain, who upgraded Brayne Meo High School to Yasin Meo Degree College. Tayyab, known as “Shan-e-Mewat”, had the rare distinction of having represented three different states - Punjab, Haryana and Rajasthan - as an MLA and a Cabinet Minister.

He said the construction works for a new complex to set up a primary health centre (PHC) at Fatehpur Biloch village would be expedited. “There is also a proposal to set up an AIIMS unit in it. Besides, repair works on Sector 8 ESI dispensary building will be undertaken soon as the building is in a dilapidated condition,” he said. He said his focus would be on making Faridabad a model district regarding the implementation and success of the National Rural Health Mission. Referring to a large number of slums in the city, he said efforts should be made to improve the living standard of the people living there. Measures would be taken to boost civic amenities in the slums, he added. He said high accordance would be given to the overall development and modernisation of Faridabad.

RSS pracharak seeks probe into ‘terror links’ of Digvijay Singh
Karnal, November 3 Launching an attack on the Home Ministry and Digvigay Singh, the RSS leader, who was here recently to speak at a seminar on “Save Kashmir” organised by the local unit of the RSS, alleged that Home Minister P Chidambaram, who is himself facing charges of corruption, gave a clean chit to Pakistan while preparing the list of “most wanted” terrorists and brought India on the defensive. “This clearly indicates that the ISI has outwitted the Home Ministry and the Home Minister and it warrants a high-level probe,” he added. Training his gun on Digvijay Singh, Indresh said it was intriguing that whenever a terrorist was killed, he went to his house and sympathised with the family members and made a strong plea for a probe into his alleged links with terrorists. Referring to the issue of corruption, the RSS leader said his organisation believed in concept of "corruption free" India and “the RSS fully supported Anna Hazare, Ramdev and all those who had launched a crusade against corruption”. Refuting the charges regarding his alleged involvement in the Samjhauta blasts in which 68 persons were killed, Indresh said it was a "political conspiracy" of the UPA Government to malign the RSS as it was “well-known” that the Huji and the Lashkar-e-Toiba were involved in the blasts. The NIA was deliberately targeting the RSS and other Hindu leaders at the behest of the government, he said. Former Union Minister of State for Home ID Swami and other senior BJP and RSS leaders also attended the seminar.

Missing youth found dead in pond
Panipat, November 3 Neeraj had gone missing under mysterious circumstances following which his parents had filed a complaint with the police in which they had accused two other villagers of having kidnapped their son. The police while interrogating Mahipal Singh and Rajesh of the same village found that they had killed the youth and dumped his body in the village pond. Following this, the police recently recovered the remains of Neeraj from the pond in the presence of hundreds of villagers, following which the two were placed under arrest. The police said the matter was still being investigated to ascertain the reason behind the killing. The accused were booked under various sections of law.

Central government to establish football academy at Fatehabad
Fatehabad, November 3 This was disclosed by Ashok Tanwar, MP from the Sirsa Parliamentary Constituency, while addressing the people after declaring open the CBSE North Zone-cum-Cluster Football Championship at Maharaja Agrasen Public School, Fatehabad, recently. Tanwar and Prahlad Singh Gillankhera, Chief Parliamentary Secretary, laid the foundation stone of a multipurpose hall in the school on this occasion. Tanwar said the Central and state governments were making all efforts to motivate youth to choose sports as a career and to achieve this objective, sports academies and sports premises were being set up in the state. The state government had implemented a scheme of providing jobs to the outstanding sportspersons to safeguard their future. As many as three per cent posts in government jobs had been reserved for the sportspersons. During the past six years, as many as 398 sportspersons were provided jobs on the basis of their achievements. Speaking on this occasion, Chief Parliamentary Secretary Prahlad Singh Gillankhera said the state government was not only providing scholarships to the medal winners but also providing a monthly scholarship of Rs 1,500 to the players participating in the state-level sports competitions. Later, talking to mediapersons, Tanwar said the Central government had decided to link all panchayats in the country with optical fibre cable to realise the dreams of late former Prime Minister Rajiv Gandhi. The project would cost Rs 22,000 crore. All modern facilities like broadband Internet and online facility would be provided to the panchayats under the project. He said all Jawahar Navodaya Vidhyalaya in the country would also be covered under the project at a cost of Rs 200 to Rs 300 crore. Optical fibre cable was being laid at Jawahar Navodaya Vidhyalaya situated at Khara-Kheri village in Fatehabad district under the project. Online coaching for IIT, medical and other competitive examinations would be provided to the students under the project. The process to provide direct rail link between Delhi and Sirsa along with Rohtak-Meham-Hansi was underway. In addition to it, ROBs would also be constructed at Jakhal and Bhattu Kalan in Fatehabad district, he added.

Gurgaon steers Haryana’s fiscal growth, says Assocham
Gurgaon, November 3 This was stated by industry body Assocham in a note highlighting Gurgaon’s contribution in the state’s economic development. Besides, Gurgaon also accounted for about 7 per cent of total tax realised under the Central Sales Tax Act-1956 with a share of Rs 285 crore of the total Rs 4,063 crore. Of the total 1.67 lakh assesses, nearly 24,000 were from Gurgaon. According to an analysis of The Associated Chambers of Commerce and Industry of India (ASSOCHAM), the district also accounted for about 15 per cent of taxes collected under the Passenger and Goods Tax Act-1952 with a share of about Rs 51.88 crore. Interestingly, Gurgaon also accounted for about Rs 14 crore and 60 per cent of total entertainment tax receipts worth Rs 25 crore in Haryana. While releasing ‘A Statistical Note on Gurgaon, DS Rawat, secretary-general of Assocham, said the district alone accounted for nearly 71 per cent and Rs 30,608 crore of the total exports from Haryana worth Rs 43,031 crore in 2009-10. Rawat said Haryana attracted 73 Foreign Direct Investment (FDI) projects worth about Rs 9,500 crore between April 2005 and December 2010 and Gurgaon accounted for about 80 per cent of this FDI with a share of 38 projects worth over Rs 7,300 crore. “Gurgaon profoundly contributes to economic progress and financial development of Haryana evidently, as about 35 per cent of all the industrial units operating in the state are based out of Gurgaon, with total investment of over Rs 6,450 crore employing about 60,000 people with a production of goods and services over Rs 21,400 crore,” he added.

“The administration of Gurgaon, which has become a global destination, has been put on the scanner yet again after the failure of the mega Metallica event in the city…apart from causing a huge loss to the exchequer, it has affected the city’s reputation,” said HP Yadav, president, NCR Chambers of Commerce and Industry, Gurgaon.
He said the organisers of the show might have made some procedural mistake, but the conduct of the district and police authorities was also not up to the mark, due to which the city lost a big business opportunity. “Happenings like this also have an adverse impact on the prospects of forthcoming events as it is difficult to find sponsors,” he added. Yadav said there was neither any secure indoor stadium, nor any event-oriented clear guidelines and the authorities concerned were starkly unresponsive.

Faridabad mayor to convene meeting to prove majority
Faridabad, November 3 “It will be clear in the meeting that I enjoy the support of the majority on the floor of the House,” Arora said. Reacting to the move against him by a sizeable section of the councillors, he said, “Everyone is free to hold his opinion in a democracy”. The section opposed to Arora had created a ruckus on the floor of the House in the last meeting, about two months ago, demanding that he first prove his majority. Their argument was that a mayor, who had lost the confidence of the majority in the House, could not preside over a meeting. However, the House was adjourned indefinitely in the midst of a pandemonium. A three-time councillor from Ward no 14 and a Congress leader, Naresh Gosain, said he had lowered the dignity of the councillors. The councillors had met all MLAs and MPs from Faridabad district urging his removal, Gosain added. “Corruption is rampant in the functioning of the corporation. Basic infrastructure like sewerage system and roads need immediate attention. The mayor was neglecting the issues. His continuance was detrimental to the prospects of the Congress in the coming elections,” Gosain said. Jagan Daggar, a BSP councillor, said members cutting across party lines were against Arora.The “anti-Arora lobby” claims the support of 22 councillors in the 35-member House. As many as 24 councillors are needed to vote out the mayor in the eventuality of a possible no-confidence vote.

Draft development plans of Karnal, Bahadurgarh okayed
Chandigarh, November 3 Though the revised final development plan of Karnal was published in 2008, the state government decided to revise it with increased density of residential sectors from 100 persons per acre (PPA) to 120 PPA. The draft development plan of Karnal has been prepared for the projected population of about nine lakh for 2025 AD as against 7.70 lakh persons projected for 2021. A sewerage treatment plant (STP) over 20 acres has been proposed adjoining the Indri Escape. Another STP has been proposed on the link road to Jhanjheri village. The area of district courts and jail in Sector 11 and that of the old District and Sessions Court in Sector 23 has been changed to special zone to allow its utilisation for commercial and institutional purposes. An ROB on the railway line/sector dividing road between Sector 2 and 1 has been proposed. In case of Bahadurgarh, it was observed that earlier there was the problem of brackish water in the town but this had been solved as the canal-based water supply for the town was commissioned recently. The final development plan of 2021 for Bahadurgarh town was also published, but the state government decided to revise it with increased density of residential sectors from 80 PPA to 100 PPA. An area of 613 hectares has been proposed for transport and communication purposes. Two exclusive sectors (17A and 32) have been proposed for transport and communication in proximity to the industrial sectors developed by the HSIIDC. Residential sectors 29, 35-part, 36, 37 have been proposed in proximity to the earlier residential sectors and along the bypass for better connectivity with the surrounding areas. The industrial character of the town has been strengthened by proposing an industrial area of 818 hectares on prime locations on the Delhi-Hisar National Highway or along the railway line or the bypass. However, no hazardous or polluting industries would be allowed. The HSIIDC is developing an industrial park over 725 acres approximately. Out of this, 300 acres in Sector-17 is being exclusively developed as Footwear Park.

Parties gear up for Adampur bypoll
Hisar, November 3 Adampur has been the pocket borough of late Bhajan Lal who won from here nine times since 1968. The remaining two elections saw his wife Jasma Devi and son Kuldeep Bishnoi make it to the state Assembly. Even heavyweights like late Devi Lal failed to conquer the Bhajan Lal bastion. Political parties have already begun gearing up for the byelection. Ajay Singh Chautala, secretary-general, INLD, addressed party workers from Adampur here recently. He said the party would select its nominee on Friday at a meeting of the party high command in Delhi. Chautala said the byelections to the Adampur and Ratia Assembly seats were an opportunity for the INLD to unmask the political collusion between the Haryana Janhit Congress and the Chief Minister. He said inflation, corruption and deteriorating law and order situation would be the main issues in the byelections, adding that the INLD was certain to win both the seats. On the other hand, Bishnoi too has addressed his supporters. He has not yet disclosed who will contest the byelection, but it is certain that a member of the Bhajan Lal family will contest the seat. It is generally expected that Bishnoi’s wife Renuka will be the HJC nominee.Both the byelections will prove to be a headache for the Congress which is still smarting under the defeat from the Hisar Lok Sabha seat where its nominee lost his security deposit. In Adampur, the Bishnois have an edge especially after the recent victory from Hisar. Chief Minister Bhupinder Singh Hooda has been trying to storm the Bhajan Lal citadel ever since he assumed the office. He has been visiting the area repeatedly and gave some tough time to the Bishnois in the 2009 Assembly elections. But it appears unlikely that the Congress will be able to repeat its performance this time. The Congress will have to choose a new candidate. Last time it had put up Jai Prakash, who had lost the Lok Sabha byelection. Under the circumstances, it will not be prudent to nominate him again.

Servant held, stolen jewellery recovered
Kaithal, November 3 The police has recovered the stolen ornaments from the accused and also arrested one of his accomplices. Both the accused were produced at a local court which sent them to judicial custody. SP Simardeep Singh said Sadiq, alias Sonu of Budhakhera village, Mujaffarnagar (UP), had been working as a domestic help with the farmer, Charan Singh of Kharouda, since long. In August, when Charan was under the influence of liquor and his family members were away, Sadiq stole the ornaments. On Diwali, when the family members of Charan found the ornaments missing, they lodged a complaint with the police and suspected Sadiq’s hand in the theft. Later, the police arrested Sadiq and his accomplice Bittu and the stolen ornaments were recovered from them. — OC

IGP felicitates Bahadurgarh SHO
Bahadurgarh (Jhajjar), November 3 Khatri was honoured with cash reward and a first-class commendation certificate at a function held at the IGP office in Rohtak recently. While speaking on the occasion, Kamaraja said he was always in favour of felicitating those police officials who discharge their duty with honesty and dedication, besides working out to prevent the criminal activities in their area concerned. “Khatri has done a marvellous job while working as an SHO of Bahadurgarh City Police Station and other SHOs should also toil hard like Pradeep to check the crime and put the criminals behind the bar,” said the IGP, adding that such sort of honour motivate the police officials to do their work with more sincerity. Notably, the city police team led by SHO Pradeep Khatri had busted an inter-state gang of thieves stealing luxury cars with the arrest of three of its members in February last. The gang was operating in Haryana, Delhi and UP. The police team had also recovered 13 cars, including Maruti SX4, Maruti Swift, Santro, Indica and Wagon R, from their possession. Similarly, he also busted a racket of spurious cement which was being sold in the market by putting insignia of reputed companies. He had seized hundreds of gunny bags of spurious cement after carrying out a raid in a factory at Bahadurgarh town. Khatri had also seized 1.25 quintal charas costing worth around Rs 61 lakh from the possession of some international smugglers after acting swiftly on a tip-off.

Generic medicines similar to branded counterparts: Study
Rohtak, November 3 This was the conclusion of a research study by GL Singal, a senior official of the Food and Drug Control Department, who has been invited to present a paper at an international conference in Turkey on November 14 next where 500 delegates from 80 countries would be participating. Research work carried out by Singal as part of his doctoral degree thesis had been accepted for presentation at the International Conference for Improving Use of Medicines (ICIUM) - 2011, by the international medical fraternity. The research conducted by him found the apprehensions as untrue that the quality and therapeutic efficacy of generic medicines drifts a majority of the people towards branded medicines leading to their rampant use. As extensive studies were carried out on various aspects of generic as well as branded medicines, including its price structure, availability, comparative quality standards and quality evaluation study, perceptions of physicians and pharmacists concluded that generic medicines were similar to its branded counterparts as far as its quality parameters was concerned. It was found that the concept of inferior quality of generics had been a myth among the stakeholders. This is the first such study conducted in the country on generic medicines so far. The study says that generic medicines are a kind of powerhouse that has been underutilised. The study advocates promotion of generic medicines by the government for increasing affordability of medicines to the larger section of society.
