Teachers protest against education policy
Amritsar, October 31 Addressing a rally at the DAV College, State General Secretary Prof HS Walia said the government seemed to be without vision and direction as far as education was concerned. He alleged that regressive and anti-education policies were being followed since the Education Minister Sewa Singh Sekhwan had taken over the charges of the department. He said the state assembly’s decision to implement the pension and gratuity scheme passed on March 30, 1999, remained unimplemented till date. He said 1,800 posts of college teachers were lying vacant due to ban on recruitments imposed in 2005. It led to deterioration in the qualitative standards of higher education. The State government was also not implementing the directives of the UGC and Ministry of Human Resource and Development (Central government). The UGC guidelines regarding extension of time limit for completing refresher courses were not implemented. The arrears due on account of revision of pay scales for the period of January 1, 2006 to March 31, 2010 have not been disbursed despite the fact the State government was to contribute only 20 per cent of the total arrears and 80 per cent was to be contributed by the Union government. He lamented that the grant meant for the payment of salaries has not been released since the last eight months and consequently about 50 colleges in Punjab were on the verge of closure. The state government has not been able to fulfil its poll promise of implementing pension and gratuity scheme for the non-government affiliated colleges. The poll promise was made in the manifestos issued by the Akali and BJP parties before 2007 Assembly elections. He isaid the PCCTU would organise a massive rally at Batala (likely constituency of the Education Minister in the forthcoming Assembly elections) on November 8, he said and added that about 3,000 teachers would participate in the rally. Society sets up free coaching centres at government schools
Nawanshahr, October 31 This is to provide free coaching facility to the meritorious and needy students studying in class V and who are aspiring to clear Navodaya Vidhyala Admission test. The coaching classes would continue till February 12 at the designated coaching centres on every Sunday and holidays. Ram
Dyal, who along with his brothers Mohan Lal and Raj Jit has launched this project, said the Society has been providing teachers, books and stationery to the students. The Awareness Mission Society organised a training session for the volunteer teachers, who have been deputed for imparting training to the students at the different coaching
centres, here at the Government Senior Secondary School today. The teachers were equipped with the requisite study materials, stationery items as well as valuable tips for preparing the rural students. Ram Dyal and Principal Dinesh Kumar exhorted the teachers to do the job with missionary spirit as they had been entrusted with the task of bringing in qualitative change in society. |

Railway Police books 275 for disrupting traffic
Phillaur, October 31 They were booked on the charges of disruption of normal rail traffic and causing damage to the railway property. The Tribune has learnt that despite registration of a case against these union leaders and activists, no arrest has been made so far. Thousands of activists belonging to 17 different farmers unions hold demonstrations and blocked rail traffic from 1pm to 4pm in support of their long pending demands on Saturday. Several express and super fast trains remained stranded at different rail section in midway due to the blockade. |

Hoshiarpur, October 31 Addressing on the occasion, Anil Kaushik lauded the performance of the trainees and exhorted them to adhere to the ideals of the service. Additional Director General of Police, HRD & CP-cum-Director MRS, PPA, Phillaur SK Sharma said the Punjab police is continuously improving the training system of police personnel. He lauded the efforts of the officials and staff of the PRTC in preparing the trainees. A solemn oath taking ceremony was also held in which the trainees pledged to remain truly committed and dedicated to the ideals of truthfulness, valour and self-less service to the country. The commandant of the PRTC, Ravinder Kumar Bakshi, highlighted the professional skills acquired by the outgoing trainees during their twelve-month long basic training course. An impressive array of professional and cultural performances, which included un-armed combat show, mass PT presentation, Malkham, group fold dance and etcetera were presented by the trainees on the occasion. |

Will ensure 33 per cent party tickets for youth, says Majithia
Amritsar, October 31 He also called upon the youth to contribute for the development and prosperity of the state. Criticising the Congress for its short sighted policies, Majithia said the Congress appears to have learnt no lesson from the defeat in the recent by-elections. “The Congress’ days are numbered since it is neck deep in corruption and is responsible for inflation in the country," he said. Majithia said YAD would assertively recommend party tickets for Assembly elections to loyal, hardworking youth who were devoted to the YAD. “I will ensure 33 per cent reservation in party tickets for the youth in the next Assembly elections,” he added. As per the list released here, the newly appointed office bearers include seven district presidents, 31 general secretaries, 94 joint secretaries, 105 secretaries and 99 vice-presidents. |

Amnesty scheme for regularisation of illegal water, sewage connections
Jalandhar, October 31 The staff of the O&M Department had today organised a camp in the basement of the MC complex to handle the complaints pertaining to water bills for the ward numbers 1 to 5 but such complaints took a backseat with preference given only to applicants of the amnesty scheme coming in from the entire city. Owing to the fact that they had not expected so much rush, there were chaos with people complaining of having to wait the day through for screening of their documents, making payments and getting receipt for the same. The office had distributed slips among the applicants. Even then they lost all patience, broke the queues and pounced on the officials demanding that their case be taken up on priority. Security arrangements had to be made to ensure any untoward incident. Sukhdev Singh, a resident of Nangal Shama, said he came to the office at 10.30 am. “It took me an hour to complete the file as demanded by the office. Even after three hours thereafter, I have been waiting for a receipt by the department,” he said. Gurpreet Kaur from Bombay Colony, near Wadala Chowk, too complained of delay in the handling of cases. “The office should have engaged more staff to handle files. There are just four-five employees around. It has been three hours that I am sitting here waiting for some acknowledgement,” she said. The SE (O&M), AS Dhaliwal, said, “Observing the rush, he was planning to write to the Local Bodies Department for extension of the scheme so that more and more people can avail themselves of the benefit and get their connections

Hoshiarpur, October 31 According to the police, Buta Ram alleged that Billa took Rs 1.40 lakh and sent him to Iraq where he was suppose to join a company named Lion Company. When he reached there, he was shocked to know that no such company ever existed at the address given by Billa. After returning to India he asked Billa to return his money. Instead of returning the money Billa threatened to kill him. |
