Delhi starts power production after 10 years
City woes may end before Divali

The power woes of Delhi are expected to end ahead of the festival of light, as the national Capital today started power generation after over a decade. Chief Minister Sheila Dikshit expressed satisfaction over the successful trial of gas-based Pragati-III power plant at Bawana today. The plant generated 220 MW, which was supplied to the grid.

During its trial run, the plant will generate 500 MW. It will be fully commissioned next month.

"We are happy to see that the city has started generating power after a gap of a decade," Dikshit said.

The cost of setting up the plant is Rs 4,500 crore. The oil ministry has allocated natural gas for the plant which will initially generate 750 MW.

"With an additional supply of gas for the plant, the power generation will soon touch 750 MW. It will go a long way in providing an adequate and uninterrupted power supply to the city," she said.

"We will commission the plant in the second week of November as soon as the oil ministry tells us about the allocation of the natural gas," she said.

The fate of the plant had become uncertain after Reliance Industries refused to supply gas to it from its KG-D6 gas fields in the Andhra offshore, following delay in its commissioning. Then the Delhi government approached the Prime Minister's Office, seeking its intervention in getting gas for the plant.

Credit card cheats held

The Crime Branch busted two gangs of credit card fraudsters with the arrest of eight people, after they received a complaint from HDFC Bank on Oct 15. According to Ashok Chand, Deputy Commissioner of Police, Crime and Railways, the first gang was led by Sunder Kumar (30) and Vikas Malik (28) and the second by Jitender Gulati (28), Raj Karan (33) and Paramjit Singh (39).

There were three men in common in both the gangs. First, Ashok Kumar (29), an employee of Savvy Management Private Limited that conducted verification of the applicant for credit cards at HDFC Bank. Second, Pramod Kumar (26) and Hari Prakash (26), who are employees of Bluedart Courier Company that delivered credit cards to the bank.

The DCP said that the gang led by Sunder and Vikas floated a fictitious company in the name of Comviva Technologies in Prashant Vihar, which sold computer software.

The gang then took two EDC (Electronic Data Capturing) machines from HDFC and ICICI banks. They used fictitious identities and forged PAN cards, voter ID cards and income tax returns to apply for credit cards in the banks.

"Prior to this, they had involved Ashok Kumar in their conspiracy. He was paid Rs 2,000 for each verification. After the verification by the company, the bank found the applicant genuine and issued the credit cards. The fraudsters also involved Pramod Kumar and Hari Prakash. These boys were on the payroll of the fraudsters and therefore, conspired to give them the cards. They were also paid Rs 2,000 for the delivery of each card," added Chand.

The gang issued 20 credit cards and defrauded HDFC Bank of Rs 25 lakh. They had opened six bank accounts in the fictitious names at HDFC Bank and one at ICICI Bank.

"After getting these cards, they swiped them at EDC machines for different amounts. The money was automatically transferred to the bank account of the fraudsters at HDFC Bank," said the DCP. The gang had been active for seven months.

The second gang led by Jitender, Raj and Paramjit also forged PAN cards, voter-ID cards and income tax returns to apply for credit cards under fictitious names in banks. They also had hired Ashok Kumar for verification of the applicant at HDFC Bank. He was also paid Rs 2,000 for each verification. The gang also involved Pramod Kumar and Hari Prakash. They were paid Rs 2,000 for delivery of each card.

"After obtaining the cards, the fraudsters got in touch with merchants, who swiped them in their EDC machines. The transacted amount went to the bank account of the merchants. Since there was no actual sale of goods by the merchants, they gave the fraudsters 94-96% of the transacted amount and kept 4-6% for themselves. The merchants in order to save themselves issued genuine bills regarding the sale of goods. The fraudsters used the credit cards to purchase goods and sell them in the market. They have defrauded the bank of Rs 15 lakh. The gang has been operational for the past 10 months," added Chand.

Three robbers held for constable’s murder

Five days after a Delhi police constable was found murdered in the Adarsh Nagar area of north-west Delhi, the police today arrested three youths. According to Meenu Chaudhary, DCP (north-west), constable Harkesh Meena (26), posted with the Narela police station, was stabbed to death on the night of October 15 allegedly by Rudra Mani (22), Sunil (26) and Rohit (22) when he resisted their robbery attempt.

"The accused were arrested after the police managed to trace some eyewitnesses to the scuffle between them and the constable. Our sources told us Rudra Mani had been absconding since the day of the incident. The informer also said that blood was seen on Mani's clothes on the day," said Chaudhary.

Mani was apprehended from near Azadpur Mandi yesterday.

At his instance, Sunil was nabbed from his house in Bhalaswa while he was trying to flee along with his family. The third accused was apprehended from a bus stand in Samaipur Badli where he was waiting for Mani.

The accused revealed that they were involved in several cases of robbery.

"They were mainly active around New Subzi Mandi Metro station, Mahendra Park and Jahangirpuri. Mani disclosed that they had robbed Meena because they needed money. While Mani wanted money for his brother's marriage next month, Sunil needed it to pay his room rent and for daily expenditures," revealed Chaudhary.

Move to transform Noida into Paris-like city

Noida may soon be developed on the pattern of four beautiful cities, Shanghai, Tokyo, Paris and London as an International Finance Technology City (NIFT), according to a proposal. The proposal has been sent to the UP state government for approval by Assocham.

The proposed city could generate additional 1.2 million direct and indirect job opportunities by the year 2020 with growing infrastructure like the DND toll bridge, Metro connectivity, projected international airport, the Yamuna Expressway and export processing zone.

A survey conducted by the industry body in many north Indian cities has revealed that Noida is best suited to be a NIFT city due to large tracts of developed infrastructure, good communication network and a large pool of qualified and trained workers.

"The study has been submitted to Uttar Pradesh Chief Minister Mayawati. We have laid emphasis on the concept of NIFT in line with several big cities of the world," said secretary-general of Assocham, D.S. Rawat.

"This model will create over a million new jobs, spur economic growth and make the UP exchequer richer," added Rawat.

The industry body has offered expertise of its international constituent experts to the state government for the development of NIFT. The sectors which are promising in particular, include financial services operations, IT services, capital markets and trading, ITeS, and BPO and KPO services.

"Transforming Noida into such a city will also help the state government identify and develop new satellite townships. Noida has been planned on the gridiron concept and employs modern technology in engineering, urban planning and architecture. The city's conceptualization is absolutely in tandem to meet the needs of a fast developing city of the future," said Rawat.

‘OSD’ of DSGMC prez resigns

Gurkirpal Singh Bhatinda who claimed to be an advisor to the Delhi Sikh Gurdwara Management Committee (DSGMC) and Officer on Special Duty of its president Paramjeet Singh Sarna today reportedly resigned in protest.

Gurkirpal said that he had joined Sarna with a condition that he would work for the Sikh community as well as the religion, but he is doing nothing.

In a letter written in Punjabi, Gurkirpal alleged that "undesireable elements" are getting shelter on gurdwara premises. A total number of 5,000 employees work with the gurdwaras managed by the DSGMC, but not a single employee is happy with Sarna.

Besides, 1,000 RTI applications are pending with the gurdwara committee and not a single reply has been given so far. The DSGMG was set up with the Act of Parliament. It is the duty of the committee to reply to the RTI filed by the people.

When Sarna was contacted, he said that Gurkirpal was neither an advisor nor his OSD. He was given a job in the gurdwara committee with the request of general secretary of the Shiromani Committee, Bhan Singh. Gurkirpal was asked to vacate the room allotted to him five months ago when it was found that he had leaked a confidential letter the committee received from the PMO.

As far as undesirable elements are concerned, gurdwara is a religious place and the committee cannot stop anyone from offering prayers in the gurdwara, Sarna said.

Mangu Singh to be new Metro chief

After numerous speculations about who would fill in the place of Delhi Metro Rail corporation's managing director Elattuvalapil Sreedharan, once he retires on December 31, it is now clear that Mangu Singh, director (Works) will assume the charge.

Sreedharan also known as the "metroman" for his groundbreaking contribution to Delhi Metro will retire after a successful association with DMRC for 14 years. Last year, Sreedharan was requested by Chief Minister Sheila Dikshit to stay back for another year to facilitate the Phase III project.

Delhi government officials revealed that six candidates were shortlisted last week out of a total of 35 applicants and a three-member panel interviewed them for the prestigious post.

The 56-year-old Singh was being considered a strong contender from the beginning. Singh had executed the underground section in Phase 1 and Phase 2 of Delhi Metro, overseen the construction of high-speed Airport Metro and took Phase 3 on drawing board and prepared its detailed project report.

Singh has also been involved in the consultancy projects of the DMRC, and has helped prepare detailed project reports for metro systems in Chennai, Kochi, Kolkata, Mumbai and Hyderabad.

Speculations ran high that Singh was a favourable choice as he is a close confidant of Sreedharan. While Sreedharan retires on December 31, senior government officials said he would continue to be associated with the Delhi Metro project in some capacity.

The panel has formally forwarded the recommendation to the Union urban development ministry, the Delhi Chief Minister and the Delhi Lieutenant-Governor yesterday. However, a formal notification on the new appointment is yet to come.

VAT waiver for police, paramilitary forces

With the decision of the Delhi government to waive value added tax (VAT) from the goods purchased by the personnel of police and Central Para Military Force, the security men will enjoy festivities by purchasing more goods at lower rates.

There are a total of 38 stores and canteens for personnel of different forces.

Sources said that Chief Minister Sheila Dikshit agreed to withdraw VAT from items being sold at central paramilitary force and police canteens following a request by Union minister of state for home Jitender Singh and director-generals of CRPF, ITBP, CISF and SSB.

Talking to media, Jitender Singh said that at a meeting held today, "The Chief Minister has agreed to withdraw the VAT (from the items being sold at select canteens). We are very thankful to the city government."

A senior official of tax department said that the government would soon prepare a proposal to be approved by the cabinet. Most probably, it will be tabled in the next meeting. At present, 20 per cent VAT is charged on goods sold from these canteens meant for the forces.

Singh said that 12 states have agreed to exempt VAT from items being sold in the stores run by the paramilitary forces.

Shobhit’s father blames his lover’s kin

The father of 20-year-old engineering student Shobhit Modi, stabbed to death on May 5 near his house in south Delhi, charged in the Delhi High Court today that the family of his son's lover may be involved in the killing.

"The girl's parents were not happy with the love affair, so on many occasion they had given a threatening call to my son," Shobhit's father Suraj Modi told Justice Mukta Gupta.

Suraj Modi, who claimed he was being threatened by politicians and others for trying to unravel the truth, said that the investigators were biased and not probing into the angle suggested by him.

He said they suspected the relatives of Shobhit's girlfriend as they had threatened his son in front of them in their own house early this year. The girl's family, however, had denied this.

The CCTV footage of a mall also proved that Shobhit was with her girlfriend on the day of incidents, he said.

The student's family came in appeal before the court, seeking a Central Bureau of Investigation (CBI) probe into the case.

Shobhit, a second-year Information Technology student at Manav Rachna University in Faridabad and a former student of Delhi Public School, R.K. Puram, was stabbed to death near his home in Vasant Kunj's C-block around 10 pm on May 5, this year. The prosecution will begin its arguments Friday. — IANS

Delhi agent held for human trafficking

One agent, Chetan Chopra, was arrested yesterday by the Indira Gandhi International (IGI) Airport police for human trafficking. The police said that Chopra had allegedly arranged passports and visas for two persons, Sarabjit Singh and Amarjeet Kaur.

R A Sanjeev, Deputy Commissioner of Police, IGI Airport, said that an FIR dated October 20, 2009, was registered against Sarabjit, who had arrived there as a deportee.

"Sarabjit's passport containing his photo in the name of Da Mota Suares Carlds Manuel was issued from the Portuguese Republic. He was travelling on October 20, 2009, from IGI Airport on flight number 9W-122. He was detected as travelling on a photo-substituted passport at London and was sent back as a deportee," said the DCP.

On June 13, 2011, Sarabjit was caught at IGI Airport with a fake passport, said the police. He intended to reach Managua by flight number TK-0717, said the DCP.

Sanjeev added that on January 26, 2010, one Amarjeet Kaur holding a French passport had arrived by flight number ET-604 at IGI Airport.

"The Indian visa sticker in the passport was counterfeited. The arrival stamps of Indian immigration were also forged," added the DCP.

Investigations revealed that Sarabjit and Amarjeet arranged their passports or visas from Chopra. They had paid him from Rs 10 lakh to Rs 15 lakh.

Chopra was apprehended on October 20, 2011, from the airport when he was trying to flee to Germany.

"Chopra has been produced at Dwarka Court. He has been remanded in three-day police custody," added the DCP.

In a case of old enmity, three persons shot at a sales executive of a private firm after an argument in Shakoorpur last nigh. The victim has been admitted to the Fortis Hospital in Shalimar Bagh. The police has registered a case of firing.

The victim has been identified as Ram Singh (26), who works in Rajdhani Flour Mills. He lives with his family at M-Block in Shakoopur. Accused, Hemant Hanumanth, Kapil and Imran are absconding.

According to sources, Ram's elder brother, Rajveer Singh said that four years ago Hemant and Ram had a quarrel. The fight led to Hemant breaking a bottle on Ram's head. "Hemant and Ram were fighting a case at the Rohini court in this matter. Two months ago, they reached a compromise and the case was closed," said a source.

According to Rajveer, his brother had come back home from office. He had gone out to eat dinner with a friend, Surya. When they were coming back, they met Hemant with Imran and Kapil, who were drunk.

Sources said that Hemant started abusing Ram, who retaliated.

Hemant then brandished a pistol and fired six rounds. Ram sustained three bullet injuries.

Ram was first taken to the Mahavir Hospital, but was transferred to the Max Hospital. Later, he was admitted to the Fortis Hospital.

Sources said that Ram's wedding was fixed on November 20.

Woman found murdered at home

A 25-year-old woman was found murdered at her residence at Ekta Vihar in south-east Delhi, last night.

The victim is yet to be identified. "She stayed in house number 250 at Ekta Vihar in Jaitpur with a woman and a man, probably her husband. They shifted into the house on October 11. The other two members of the house are absconding. The victim's throat was slit. Her body was found near bed," added the official.

The official added that the body had been sent for postmortem to AIIMS.

"The postmortem will be conducted tomorrow. We first want to identify the victim," said the official.

The police said that the victim's neighbour informed it about the matter at 2 pm.

Five criminals in an Indica car looted a Scorpio car on Wednesday by making the gunner of Haryana Chief Minister's brother, Inderjit Singh Hooda, a captive. The bandits had attacked the gunner who was returning to Bajpur after dropping Hooda's son-in-law at the Palam airport.

Hooda has a farmhouse at Bajpur in Uttar Khand. Ashok, a Gurgaon resident, has been posted as Hooda's gunner. While Ashok was returning to Bajpur in the Scorpio, an Indica car brushed his vehicle at Hapur bypass. As Ashok came out of the vehicle, the criminals trained their guns at him and made him a captive. Then the bandits put him in the Scorpio car and took him towards Tatarpur bypass. But Ashok jumped out of the car near Salai village. As villagers collected there, the bandits sped away in the Scorpio while firing shots in the air.

Addressing a large gathering of academics, officials and staff of the university, he stated, "The flag post will be lighted at night with arrangements and the flag will never be lowered. It is the first of its kind in a university in the Capital."

Even as Delhil grapples with vector borne diseases, the MCD today said it will upscale anti-dengue and malaria drive during the festive season. Delhi has witnessed 503 dengue, 220 malaria, 20 chikungunya and five Japanese Encephalitis cases.

The MCD is relying on government hospitals for statistics as the method of denguetesting varies and some death cases are not reported by private hospitals. — IANS
