Yogesh (17), a student of Class IX, reportedly committed suicide by hanging with the railing on the roof of his house at Dayalpur near Khajoori Khas colony in north-east Delhi today.

Noida hospital to cost more

7The general public will be able to visit the Central Park from October 15. It is likely to become a national Dalit centre though the entrance fee to this monument has been fixed at Rs 10 per person.

Similarly, in the new district hospital Noida, touted as the most modern multi-speciality hospital in west UP, patients will have to shell out more money. A visit to the out patient department (OPD), which costs one rupee per patient, is likely to be hiked 10 times to Rs 10 per visit from Friday.

UP Chief Minister Mayawati is dedicating a slew of 20 important schemes and projects from the Noida's Central Park at 5 pm tomorrow.

After the inauguration, the places will be thrown open to the public.

She may also make an announcement to double the number of seats in degree colleges in Noida.

The Chief Minister will dedicate projects like Rajni Gandha underpass, Mahamaya girls inter-college and boys inter-college to the public though all these have already been thrown open. SC/ST girls hostel in Noida is also included in these schemes.

CEO and chairman, Noida Authority, Balvinder Kumar said among the projects, the Central Park in Noida occupies a pride of place. The construction work has almost been completed here. Only some polishing and buffing of stone slabs are left. However, the public will be allowed visit to the park, he said.

The fee in government district hospital in Sector-30, Noida, has been hiked to bring it at par with Delhi AIIMS and SGPGI Hospital in Lucknow as Noida district hospital will also offer treatment equal to that of the two premium institutes.

Power cuts continue in South Delhi

Parts of south Delhi today went under the long spells of loadshedding with people facing as much as five to six hours of power cuts. According to the officials from power distribution companies (discoms), as many parts of the country are facing power shortages on the account of reduced power generation in many thermal and hydro plants, so as Delhi experiencing the same.

Some of the areas in south and west Delhi, which will remain to witness irregular loadshedding in the BSES Rajdhani Power Limited (BRPL) area tomorrow as well, include Alaknanda, Greater Kailash, Nehru Place, Nizamuddin, Defence Colony, Nehru Place, Sarita Vihar, Vasant Kunj, Saket, Hauz Khas, Lajpat Nagar, RK Puram, Najafgarh, Jaffarpur, Mundka, Punjabi Bagh, Nangloi, Janakpuri, Tagore Garden, Vikaspuri, Palam, Dwarka and adjoining areas.

"The situation is likely to improve over the next few days. However, during the interim period, to the extent of the shortfall, the Delhi discoms, including BRPL, will be constrained to undertake loadshedding on a rotational basis to maintain grid security and discipline," said a senior discom official.

Delhi has been seeing a shortfall of around 1,000 MW due to the coal shortage because of the ongoing Telangana agitation and heavy rains in other coal producing states.

The severity of problem is affecting politicians alike as even minister of state for power Harun Yusuf was reported to get a taste of it when electricity went off at a public function while he was attending it.

Three outages hit the literary awards ceremony which apparently left the minister embarrassed.

The audience at the function even approached the minister and complained of frequent power cuts in their localities.

Disruption in supply of power from various power stations and excessive exploitation of electricity from northern grid by Uttar Pradesh has made the situation worst.

The government had said the problem would be resolved soon, but officials in the power sector said it would take some more time before thermal generation started picking up.

Chief Minister Sheila Dikshit yesterday sought the intervention of the union power ministry to ensure Delhi gets full quota of electricity from various central sector generating stations.

Delhi's own power generation too is on the lower side. Spokesperson for the discom said due to the shortage of water arising out of temporary closure of the Agra canal the power plants in Delhi too generated much less power than their installed capacities.

"The generating stations within Delhi, including BTPS, Gas Turbine and Rajghat, were cumulatively producing around 410 MW less; normally they supply around 1,100 MW to Delhi," said the discom official.

HC inquires about action on MCD ghost employees

The MCD has been asked by the Delhi High Court to explain what action it has taken against its officials, involved in fraudulent withdrawal of salaries on behalf of hundreds of non-existent 'ghost' employees.

Seeking the action taken report (ATR) from Municipal Corporation of Delhi's within two weeks, a division bench of acting Chief Justice A K Sikri and Justice Siddharth Mridul also asked the civic body to name in its report the officers who had 'recruited' the ghost employees and disbursed salaries to them.

"You have admitted that salaries were drawn in the name of non-existing employees. Without the connivance of your officers, such a thing could not have happened. What action has been taken against those officers who are responsible?," the bench asked while hearing a plea for a probe into the entire episode and prosecution of guilty officials.

The court had earlier asked the police to lodge an FIR against erring officials, after Delhi government's standing counsel Najmi Waziri informed it that at least 1,588 'ghost' employees, in whose names salaries had been withdrawn, were 'untraceable'.

Waziri had submitted that the police needed to register an FIR against the erring MCD officials involved in withdrawal of salaries on behalf of the MCD's 'ghost' employees.

On the standing counsel's submission, the court had also directed MCD to initiate a departmental inquiry against the civic body officials responsible for release of salaries to the non-existent employees.

According to Waziri, Delhi government's chief secretary had convened a meeting of senior MCD officials along with the police chief to put in place a system to avoid recurrence of such a farce in future.

The government counsel had informed the court that MCD had caused a loss of about Rs 500 crore to the public exchequer in past five years by paying salaries to hundreds of its employees who were not even appointed.

In May last year, the court had directed the police chief to conduct an independent inquiry into the scam after the proposed probe by the MCD was objected to as "improper."

The court order came during the hearing of a PIL filed by 'Jagrook Welfare Society', seeking a probe into the scam by the CBI or an independent agency. — PTI

India’s first robotic liver transplant

New Delhi, October 13
In a first-of-its-kind surgery in India, doctors at a hospital near here have performed a robotic liver transplant surgery to save the life of a four-year-old boy.

The surgery was conducted at Medanta Medicity hospital in Gurgaon, the Capital's suburb in Haryana, last month, doctors said here today.

The Da-Vinci robot was used by the doctors on Rahmatullah, 36, who donated 20 per cent of his liver to his nephew Ziad.

According to doctors, it is only the third robotic live donor surgery in the world.

Ziad was suffering from a rare genetic disorder leading to cancer in his liver.

The child, who was living with his parents in Muscat, capital of Oman, suffered from tyrosinemia, a disease where the liver is unable to digest proteins.

"Even when Ziad developed rickets, which is one of the symptoms for this disease, the doctors were not able to diagnose his condition," said Neelam Mohan, director of pediatric gastroenterology.

Even though Ziad developed rickets at age of two, his liver condition was detected much later. His parents, originally from Karnataka, were not able to afford the surgery in Muscat.

Ziad's father Mohammed Zakir Hussain, a pharmacist, and his mother Mehe Zabinthen, then decided to come to India.

An amount of about Rs 15 lakh was raised through charity. But by then, Ziad had developed a cancer in his liver, and hence the whole liver had to be removed.

The cost of a robotic surgery for the donor costs nearly Rs 75 to 80,000 more than a normal donor surgery.

"It is another life for Ziad," a relieved Mehe Zabin said. — IANS

Uphaar victims pained

Following the Supreme Court verdict in the case of Uphaar tragedy, victims were disappointed as their compensations announced by the Delhi High Court have been reduced.

The court has cut down the relief for those above 20 years from Rs 18 lakh to Rs 10 lakh while for those under 20 years, the amount has been reduced from Rs 15 lakh to Rs 7.5 lakh.

Convenor of the Association of Victims of Uphaar Tragedy (AVUT) Neelam Krishnamurthy, who had lost her two children in the blaze, said she was very disappointed with the verdict. She said that the victims have been fighting the case for the last 15 years and today's verdict has disappointed them. The case was not for the money. It was being fought to deter such incidents.

"We wanted people to get safer public places and the only way to do this was by putting pressure on corporates. The corporates are benefiting by such judgments. Now many more Uphaars will happen," she said.

"This judgment will encourage the agencies concerned like the police and the MCD who are responsible to check any illegal deed going on in the city. Now they will feel easy in issuing NoCs to the corporate houses," said another victim on the condition of anonymity.

Yet another victim said, "We have been fighting this case to give a lesson to the owner of the Uphaar cinema hall. But today's judgment will boost his morale."

The blaze had broken on June 13, 1997, during the screening of the Hindi film "Border". It claimed 59 lives and injured over 100 people in the subsequent stampede.

The victims died due to suffocation or they were caught by the fire.

Gautam Budh Nagar district is being painted blue -- the colour of the BSP. Large hoardings and cutouts of Uttar Pradesh Chief Minister Mayawati are dotting Noida. Preparations for the CM's visit on October 14 have reached a feverish pitch.

Statues and cutouts of BSP stalwarts and elephants, the symbol of the party, can be seen across the district.

Officials are going the extra mile to revamp the district.

Streets have been festooned with the banners of the CM and other dalit icons.

Expecting chaos on the day, the government machinery has been working overtime to complete the arrangements before the deadline.

Extra security forces have been deployed and the police has been directed not to let anybody entre the Ambedkar Park premises without a valid pass.

Besides ensuring a tight security, the management of traffic in the district during the CM's visit is also being worked out minutely.

"A detailed traffic plan was announced today so that the motorists can avoid the CM's route. People have been

advised to plan their movements according to Mayawati's schedule," said Avdesh Kumar Vijeta, superintendent of police (traffic).

"Our aim will be to let the traffic flow as smoothly as possible by creating diversions and alternative routes," Vijeta said.

"Additional 150 traffic constables have been requisitioned from the state government for the event," he added.

The CM will land at the temporary helipad set up for her arrival at the Apeejay School ground.

"She will arrive at 5 pm and her convoy will move straight to Ambedkar Park in Sector 95. There, she will inaugurate the park and other projects," said Balwinder Kumar, chairman and CEO of the Noida Authority.

"We expect the traffic

to be affected between 2 pm and 8 pm. But alternative arrangements are being worked out," Kumar said.

LHMC chief’s wife dies of suspected dengue

The patient, Anita Murari (50), wife of the director of Lady Hardinge Medical College, succumed following suspected dengue haemorrhagic fever and the Municipal Corporation of Delhi (MCD) is yet to confirm the case a dengue death in the city where so far three persons have fallen victims to the viral disease.

"Preliminary investigations show it to be like a case of dengue haemorrhagic fever. Once confirmed this will be the fourth case of dengue death in the city. Intially, she was taken to the Lady Hardinge on October 11 and then shifted to the BL Kapoor Memorial Hospital where she died this morning," Dr VK Monga, chairperson of MCD's health committee said.

Drug addiction turns youths into killers

The southwest district police has arrested three school dropouts, including a juvenile, for allegedly robbing and murdering a tempo driver in the Kapashera police station area on October 8.

The adult accused have been identified as Sunil (20), Monu (19). The mobile phone and some documents of the victim and the weapon of offence have been seized from them.

According to AK Ojha, DCP (southwest), the victim, Pintoo Kumar, used to deliver goods to showrooms.

"There was no information about the accused except that the areas adjoining the place of murder are visited mostly by school dropouts and juveniles addicted to fluid. It was also learnt that on the day of the murder, one such boy, Sunil, was seen carrying a knife," said Ojha. He added that subsequent investigation revealed the names of Monu and the juvenile accused, who were close to Sunil and also fluid addicts.

Sunil and Monu were arrested two days ago. The juvenile was apprehended from Tau Devi Lal Park, near Sector 23 A, Gurgaon.

The trio have confessed to their involvement in Kumar's murder and revealed that they killed him for money to buy food and drugs. They had robed him of his purse containing Rs 1,500, mobile phone and some documents.

RS joint director’s house burgled

A theft causing a loss of jewellery and cash worth lakhs of rupees happened at the residence of the joint director of Rajya Sabha, when he, along with his family, had gone to Shirdi, Maharashtra.

The incidence occurred last night.

"Pradeep Chaturvedi lives with his family at 234 Sitaram Apartments in IP extension. Yesterday, he, along with his family, left for Shirdi. Pradeep had told his younger brother, Ajit Chaturvedi, to keep visit his house. When Ajit reached there, he saw a window at the balcony was open. The lock of the main door of the house, however, was not broken," said the official.

"Around 100 g of gold, including one chain, two rings and four bangles, with Rs 90,000 worth artificial jewellery, $1,000 and Rs 20,000 was missing from the house. Some documents of the bank had also been stolen," added the official.

The police is interrogating the security guards and analysing CCTV camera footages.

Student commits suicide

Yogesh (17), a student of Class IX, reportedly committed suicide by hanging with the railing on the roof of his house at Dayalpur near Khajoori Khas colony in north-east Delhi today.

No suicide note was found from his possession. He was living along with his father. His father was not at home when the incidence occurred.

When he came back, he saw Yogesh hanging with the railing. He informed the police which took him to the GTB hospital where he was declared brought dead.

The post-mortem report confirmed that Yogesh died due to hanging. The cause of suicide has yet not been confirmed, the police said.

Delhi is the best city in India and the second best among 22 Asian metro cities in the management of solid waste, according to a study conducted by Simons Asian Green City, an international organisation.

The waste management by the civic agencies of Delhi despite limited resources has been termed as an example to be followed by other cities.

Reacting to the study, the Leader of the House in the MCD, Subhash Arya, said the corporation had been giving due emphasis on cleanliness and hygiene.

Power firms warned against cuts

The Delhi government today said strict action would be taken against power distribution companies, if they resort to loadshedding despite sufficient availability of power.

"At a meeting, the Delhi Energy Regulatory Commission (DERC) has warned all the discoms not to take up loadshedding if power is available in the capital," minister of state for power Haroon Yusuf told reporters after a high-level meeting.

Besides, the Central Energy Regulatory Commission has warned the Uttar Pradesh government against overdrawing the power so that frequency in the grid can be maintained, said Yusuf. - IANS
