Hisar byelection peaceful
68.9 pc turnout seals fate of 40 contenders

A total of 68.9 per cent of the 13 lakh registered voters cast their votes in the byelection to the Hisar Lok Sabha seat today. The byelection was caused by the death of former Chief Minister Bhajan Lal and father of Bishnoi.

There was no report of violence or rigging in any of the nine Assembly segments that comprise the Hisar Lok Sabha seat.

Although there are 40 candidates in the fray, the main contestants are Ajay Singh Chautala of the INLD, Jai Prakash of the Congress and Kuldeep Bishnoi of the HJC -BJP combine.

The constituency-wise poll percentage was: Uchana Kalan - 71.67, Nalwa - 69, Hisar - 62.43, Narnaund - 68.36, Adampur - 75, Uklana - 69.99 , Hansi - 66.63 , Barwala - 70 , and Bawani Khera - 67.

Polling began in the constituency on a brisk note and queues had started building up even before polling commenced. Within the first hour an average of 9 per cent votes had been cast in eight of the nine Assembly constituencies. In Hansi, only 4 per cent votes were cast during the first hour. But, in the next one hour, Hansi recorded 18 per cent polling. Thereafter on an average 9 per cent votes were cast per hour in all constituencies.

By 3 p.m. 61 per cent votes had been polled in the Adampur and Uchana Assembly constituencies represented by Kuldeep Bishnoi and Om Parkash Chautala, respectively.

In the villages people were busy picking cotton in the fields and family members took turns to go to polling booths to cast votes. Since the picking rate these days is very high, nobody wanted to lose money just to cast vote.

There were minor interruptions due to technical snags in EVMs at some polling booths in the Uchana Kalan and Bawani Khera Assembly segments.

For the first time, the election commission had arranged for live streaming of polling from two polling stations at Bal Bhawan and Jat College in Hisar City on the website e-hisar.in. The entire polling was also videographed for the first time.

Foolproof security arrangements had been made to ensure peaceful polling. In addition to the state police, 4000 para-military personnel had been deployed in the area.

The constituency had 1506 polling booths. As many as 339 booths had been declared as hyper-sensitive and 387 as sensitive.

Security forces had established nakas at every road crossing and outside sensitive villages. No unauthorised persons were allowed to get anywhere near polling stations.

Except in Adampur and Uchana, polling was marked by lack of enthusiasm among voters.

The Hisar Lok Sabha seat has 13 lakh voters. Of these Jats number 4.6 lakh. There are 80000 Brahmins, 36000 Bishnois and 65000 Punjabis. The remaining 5 lakh voters belong to the Scheduled Castes and the backward classes.

Former Chief Minister Bhajan Lal had won this seat in 2009, securing 2.48 lakh votes. Sampat Singh of the INLD had polled 2.41 lakh votes while Jai Prakash of the Congress polled 2.04 lakh votes.

Coal shortage: Two Panipat thermal plant units may be shut down

Hit by the shortage of coal caused due to rains in the coal-producing areas of the country, the state power authorities might have to shut down two units at the Panipat thermal power plant, where the coal stocks at present cannot last for more than two days.

The 1,360 MW Panipat thermal power plant has a daily consumption of 21,000 tonnes of coal. On October 9, the plant had a stock of 56,000 tonnes, which could last barely for three days. As there was no supply of coal for the next two days, the stocks dwindled to 27,000 tonnes on October 11, which could sustain the generation for only one day.

Alarmed over the situation, the Haryana Power Generation Corporation (HPGCL) sent an SOS which forced the officials in the Coal Ministry to divert a few rakes to the Panipat thermal power plant. The plant received around 40,000 tonnes of coal yesterday which will enable the authorities to sustain generation for another two days.

Meanwhile, the power authorities started considering shutting down units 7 and 8, which would enable them to continue power generation at the other units, the sources said.

The coal supplies had been hit across all thermal plants in the country also due to the continuing blockade in Andhra Pradesh over the Telengana issue.

The coal stocks at the other three power plants are also not as per the mandatory stocks that are to be maintained at the thermal power stations. At the Yamunanagar thermal plant, which has a generation capacity of 600 MW, there was a stock of 54,000 tonnes that could last for seven days. At the Rajiv Gandhi thermal plant of 1,200 MW capacity, the coal stock as of now is 167,000 tonnes that was sufficient for 11 days and at the Indira Gandhi thermal plant of 500 MW capacity, the coal stock was of 99,000 tonnes that could last for 15 days. The sources said that it was mandatory for the all these thermal plants to have coal stocks for at least 25 days.

The sources said the Union Minister for Power had already initiate corrective measures by increasing dispatch of coal from 36 rakes a day to 49 rakes per day.

High-security Registration Plates
SC slaps fine on Transport Secy, Commissioner

The Supreme Court today slapped a fine of Rs 2,000 each on Haryana’s Transport Secretary and the Commissioner of the State Road Transport Authority for defying its orders for implementing the high security registration plates (HSRP) scheme for motor vehicles.

The two top officials would have to undergo simple imprisonment for 15 days if they failed to pay the fine, a Bench comprising Justices SH Kapadia, KS Radhakrishnan and Swatanter Kumar ruled in the order passed under the Contempt of Courts Act, 1971.

In addition, the apex court imposed an “exemplary cost” of Rs 50,000 on Haryana and directed the state to recover this amount from the “salaries of the erring officers/officials” within six months.

Further, the Bench set an eight-week deadline for implementing the HSRP scheme. Copies of this order should be circulated to the Chief Secretary/Competent Authority of all states and UTs, the SC said .

The SC said “for seven years” Haryana had failed to comply with its directions for enforcing the scheme notified by the Centre on March 28, 2001, for minimising the theft of vehicles and their misuse by terrorists and others for committing heinous crimes.

The attitude of Haryana and its officers “has been lackadaisical and of wilful disregard. Despite repeated orders they have failed to take effective steps….The repeated orders of this court have failed to bring any results from the recalcitrant state.”

“On the contrary, there is apparent disobedience” and they adopted a “completely passive and dormant behaviour.”

It was only after the April 7, 2011, SC order, Haryana “appears to have woken up from slumber and made a feeble attempt, which completely lacked both will and sincerity, to comply with the orders.”

Even now, tenders had still not been awarded to any party. “It is evident from the record that the matters of public safety and urgent nature were taken as routine files of the department. This conduct of the department and its officers demonstrates a complete callous attitude on their part,” the Bench noted.

Farmers bringing ‘muchhal’ and Pusa 1121 varieties of basmati paddy to the local grain market are a harassed lot as there has been no purchase of the commodity for the past three days due to a tussle between the ‘kutcha arhtiyas’ and ‘pucca arhtiyas’ over the payment schedule.

‘Kutcha arhtiyas’ are traders of the grain market who deal directly with the farmers and all procurements of crops are made through them, while ‘pucca arhtiyas’ are the traders who purchase crops from the ‘kutcha arhtiyas’ and supply it to the exporters.

“The ‘pucca arhtiyas’ in Sirsa have been making payments to us after nine days of supply of crops while in the neighbouring Fatehabad, the traders have been getting their payments within five days,” alleged Vijay Mehta, secretary of the Sirsa Grain Market Kutcha Arhtiya Association.

He said the traders had completely stopped sales to the agents of the exporters against Form D-2, after some of their members lost payments.

He said according to the government’s instructions, the traders have to make payments to farmers for their produce within 24 hours of purchase.

A local trader alleged that notwithstanding the schedule, they did not get their payment before 21 to 30 days.

Mohinder Popli, a representative of the ‘pucca arhtiyas’, said the exporters were not ready to make payments before 21 days of the purchases.

Gastroenteritis claims two kids’ lives in Karnal

Panic gripped the Health Department authorities and the local residents here in Karnal district today following the death of two children due to gastroenteritis. A five-year-old boy Ankush, a resident of Ward No. 6, was admitted to a private hospital after he suffered from vomiting and loose motions. There was no improvement in his condition in the private hospital and he was taken to the Civil Hospital, Karnal, but the doctors declared him “brought dead”, his father Vinod Kumar said.

The other incident took place in Ward No. 1, where a nine-year-old girl, Manju, had an acute attack of gastroenteritis and she was taken to the Civil Hospital after she complained of vomiting and loose motions. She also died after a few minutes of reaching the hospital.

Alarmed by the two deaths, the Health Department authorities sent a team to the affected wards for collecting water samples. The samples have been sent for tests to ascertain whether the water was contaminated.

Senior Medical officer Manish Goel confirmed the deaths and said that preventive measures and precautions were being taken to check the outbreak of the disease.

MC notice to 2 Fatehabad realtors

The Municipal Council, Fatehabad, has served notices on two local realtors for constructing commercial complexes deviating from their approved site plans.

The notices have been served on Gulshan and Nitin Kumar, said MC junior engineer Sukhwinder Dhuria.

Dhuria said that the Municipal Council had approved a site plan for a hall only, but the developers constructed a shopping complex in contravention of the building bylaws that provided parameters for the maximum permissible coverage, maximum permissible height and floor area ratio (FAR).

Municipal engineer Hari Kishan Sharma said a survey had been initiated to identify the buildings constructed in violation of the municipal bylaws.

The Tribune published a story “Illegal colony in Anna’s name in Fatehabad” in these columns on Monday. The report had highlighted how illegal colonies were mushrooming in Fatehabad.

The municipal authorities acted after the news report and served notices on two realtors whose projects were under way in the local 4-marla colony.

Nain, who visited sensitive places late last night, found munshi Ram Sharan sleeping on duty at the Sector 29 police post. Two constables were also found sleeping on night duty at Rider 34 in Samalkha. — TNS
