Four persons, including three teenaged friends, drowned in the Yamuna during the immersion of a Durga idol this evening.

While the bodies of the teenagers were fished out soon after the incident, the body of the fourth victim, a young boy, is still to be recovered.

The incident was reported from Wazirabad's Sur Ghat in the Timarpur police station area of north Delhi around 3.45 pm.

The three teenagers, all Dwarka residents, -- Himmat Singh Shekhawat (18), Puran (19) and Jishan Ali (19) —had gone to the ghat along with their family members to immerse idols of goddess Durga.

According to the police, the three boys did not go into deep water as they did not know swimming. They were only in about four-five feet deep water when drowned.

"They were close to the bank and the water was not very deep. However, it seems the sand under their feet caved in. A Delhi police sub-inspector and constable summoned divers after the boys went missing, but by the time they reached the spot, about 15 minutes later, it was too late. A team of five divers recovered the bodies in about 50 minutes," said a police official.

All the deceased were residents of BSF Colony in Sector 16, Dwarka. While Pooran and Himmat had completed bachelor of computer application course, Zeeshan was a student of BSc.

Meanwhile, the body of the fourth victim Deepak, also from Dwarka, is yet to be recovered.

"We do not know whether he is missing or has drowned. Unless the body is recovered, we cannot say he is dead," said the official.

New Delhi, October 6
Hundreds of people converged at the Yamuna Ghat to celebrate the immersion of Maa Durga today after four days of "Pujo" and fasting. Durga's devotees at the Ghat said that they are giving her a send-off after offering their prayers. Nearly 600 Durga's idols were immersed in the Yamuna today.

The Yamuna banks were lined with people carrying idols, shouting slogans such as "Durga Mata ki jai". Later, they gently placed them in the still water. Women coated their cheeks and foreheads with "Shidor thaila" or vermillion powder. Even Ganesh's idols were immersed in the water, symbolising the completion of Durga Puja. Trucks carrying Durga's idols were lined along the upper reaches of the Yamuna.

Before Durga's idols were immersed, her devotees offered a last prayer and smoke came out of a "dhonuchi" or an earthen lamp, containing a burning mixture of coconut shell.

Soon the idols were carried by muscular men who sang her praises, while other people stood by and watched them drown in the water.

"During Durga Maa's visarjan, we immerse her idols in water. The immersion of Ganesh's idols also takes place this day. After Pujo, we celebrate the day by her visarjan. This is mainly a Bengali festival," said Gautam Kundu, a devotee.

Some devotees congregated near the bank. "There were about 3,000 puja pandals in Delhi this year. We come to the Gita Ghat every year to celebrate Durga's visarjan. It is an amazing experience," said Tanushree Bhattacharya while shouting slogans of coming back again next year.

She and her friends are residents of Sarojini Nagar.

Prime Minister Manmohan Singh and Congress chief Sonia Gandhi also joined in the festivities across the city and attended two Ramlilas.

They first attended the function at Parade Grounds in the Red Fort and then came to the Ramlila Maidan for the "Ravan Dahan" along with thousands of spectators. A number of Muslim spectators also witnessed the festivities at the Maidan.

The celebrations began amidst tight security in the evening with a short Ramlila staged for the spectators at most venues. At the Maidan, Sonia Gandhi and Manmohan Singh were welcomed with a huge round of applause. Soon the spectacular show of crackers began that electrified the atmosphere.

Manmohan Singh and Sonia Gandhi then shot arrows at the Ravana effigy and the entire Maidan erupted with the chants of "Jai Shri Ram". Along with Ravana, his son Meghnad and brother Kumbhakaran were also set ablaze as a symbolic victory of good over evil.

"This is the first time I brought my daughter to the Ramlila Maidan at Dussehra. We have had fond memories of this place. My daughters are ecstatic today after watching the show of firecrackers," said Revati Khanna, mother of seven-year-old Eesha and five-year-old Asmita.

DU innovation course set to blaze a trail

Tribune News Services

New Delhi, October 6
With the introduction of the path-breaking course under the cluster of innovation concept, Delhi University faculty members today welcomed the first batch today. The course aiming to challenge the "rote learning" in schools is the first of its kind. The course B Tech / BS innovation in IT and Mathematics will have association with some of the world's best universities with visiting lecturers and researchers coming in over the next four years.

Interacting with students, vice-chancellor Dinesh Singh today said that the four-year undergraduate programme will be an interdisciplinary degree focusing on application and hands-on training.

"Maths and IT are two fields that will pave the way for any career that students wish to embark upon. From genetics, electronics, astrophysics to molecular biology, zoology, these two courses will help students discover themselves beyond their curriculum," Singh said.

Among the teachers who comprise the faculty are professors from multiple disciplines like informatics and communication, zoology, mathematics, physics, electronics and finance.

Spread across eight semesters, the programme requires students to undergo internships in the industry and undertake projects in communities at regular intervals. They will also get to implement the new ideas they have in an 'engineering kitchen'.

Speaking more of his pet project, Singh said, "Visiting lecturers from IIT Bombay, IIMs, University of Singapore and the prestigious Yale University will associate themselves with the course. The president of the Indian National Science Academy has promised to be regularly associated with the course."

A river-rafting enthusiast himself, Singh said he would make sure the students are taken for such adventure sports.

"I will take them personally to these trips. This will be a fun course. It's a heavy course that students have to worry about. We want them to enjoy this course thoroughly for four years and be involved completely in the process. That will not be possible without some fun," said a smiling Singh.

"The course will not practise the existing teaching mechanism prevalent in colleges across the country. The course will be just 30 to 40% theory, while the rest will be project-based. Students will be taken out on the field to various locations. They would adopt semi-slum areas and help with whatever they can. They would be given the freedom to choose from an array of projects. They will have the freedom to innovate, research and learn with some of the best minds. "Blackboard teaching" is a thing of the past now, outdated methods of teaching will no longer do any good to the students," said DU proctor, HP Singh, associated with the course as a physics professor.

Locals catch two youths for molesting girl

New Delhi, October 6
Another shocking instance of molestation came to light in the Capital last night when two young men tried to pull a minor girl in their car at a crowded market. The police has arrested two youths in the case.

The victim, Aruna (name changed) who is a Class XII student was on her way to the market with her sister Mamta Agarwal and brother, Sushil near Dipali Chowk in Rohini, when two men tried to forcibly pull her inside their car. The incident took place around eight last night with enough traffic on roads.

Shockingly, the girls alleged that when all this was happening, traffic constables were standing nearby but they did not come to their rescue. Two young boys, Shekhar and Arun Kumar, have been arrested in the case. Both are the students of JIMS, Rohini.

A case has been registered against the accused at the South Rohini police station.

Sources revealed that the accused first tried to take Aruna inside their car. Aruna along with her brother and sister resisted desperately. Furious at their failed attempts to get Aruna in their car, the accused stopped their car at a distance and beat Mamta and her brother.

The girls then shouted for help and those nearby came to the rescue and thrashed the accused. Onlookers said that the crowd was so furious that they even broke the car glass of the accused. Soon the local police reached the spot and arrested the accused.

Mamta and her brother told the police that there was another girl in the car, who fled from the scene after seeing a crowd coming towards them. Sources said the girl, Shalini, was Shekhar's niece.

Deputy Commissioner of Police, Outer district, BS Jaiswal said a criminal case has been registered against Shekhar and Arun Kumar for wrongful confinement and causing hurt. Eyewitnesses said there was no attempt to kidnap the girl though people said the youths were behaving violently.

RWAs seek CAG audit into tariff hike
Himani Chandel
Tribune News Service

New Delhi, October 6
The United Residents Joint Action (URJA), Delhi's apex RWA body, has urged the Delhi government to use its legal provision of the Electricity Act, 2003, in order to rollback the Delhi Electricity Regularity Commission's (DERC) decision to hike power tariff by 22 per cent.

"The Delhi government is within its rights to invoke Section 108 of the EA, 2003, to protect consumer interest," said Sanjay Kaul, chairperson of the URJA. "It would only be following the footsteps of Maharashtra which had similarly deferred the Maharashtra Electricity Regulatory Commission (MERC) tariff order in June 2009," he said.

"Section 108, EA, under the head directions by the state government, clearly says that in the discharge of its functions, the state commission shall be guided by such direction in matters of policy involving public interest as the state government may give to it in writing," he said.

Therefore, if the Chief Minister wants, the government can easily come to the rescue of the people of Delhi who have started reeling under the onslaught of heavy power bills already, he added.

The members of the URJA said they would now be acquainting with other members of the clause and how it could be used to allay the ignoble order of the commission until a Comptroller and Audit-General (CAG) review was undertaken."We have started a series of meetings with URJA coordinators to apprise them of this possibility," said Ashutosh Dixit, another member.

At a meeting with the Chief Minister last week, members of the URJA Technical Committee informed the CM about the demands of the group and demanded that a CAG audit be held before enforcing the tariff. And the power distribution committees must be brought within the ambit of the RTI.

"The CM has a good idea of our demands and we know that she is under pressure from all the quarters. The caveat under Section 108 of the EA, 2003, gives her an easy mechanism to accede to the people's demands," said AK Datta of the URJA Techno-Legal Committee.

Delhi govt for making helmet must for women
May submit response in court
Tribune News Service

New Delhi, October 6
The Delhi government may likely to submit its response soon to the court in connection with the helmet wearing issue. It is framing the response. This is being given in response to a notice given by the Delhi High Court asking the government to make its stand clear on whether helmet wearing by women should be made mandatory, sources said.

The court had issued a notice to the city government in August admitting a PIL which challenged a provision in the Delhi Motor Vehicles Rules which exempts women from wearing helmets when riding pillion.

A senior official of the transport department said women should also wear the helmet as it was for their safety. As there was major traffic in Delhi and many women were found dead in accidents, for safety reason helmet should be worn by everybody. But court's decision would be fine one.

As per the Motor Vehicle Act and Rules, Sikhs and women are exempted from wearing helmets while riding motor-cycles and scooters.

Still the government in 1990s, wanted to make helmet wearing by all sections of women compulsory, including the women of the Sikh community. But it was opposed by a section of the community. Thereafter, the government has withdrawn its proposal.

Now, this time the government is giving its opinion only on women riding pillion, the sources said.

The government has taken the police opinion also that has given positive response. The police has also given details of women died in accidents, the sources said.

The police informed the department concerned that 64 women died in road accidents while travelling on two-wheelers last year. This year also there have been 37 casualties of women while travelling on two-wheelers till June.
