Gas pipeline users find it hard to surrender cylinders
New Delhi, October 12 Though the network of gas pipelines making their way straight into the households has made life easier for people, they are also facing a tough task of submitting their cylinders. The domestic city gas distribution company Indraprastha Gas (IGL) has issued notices to the users to submit their cylinders in lieu of gas pipeline connections. People have been asked to fill in an undertaking, declaring the time under which they will surrender their cylinders, failing of which their connection will be discontinued. Among the list of documents that are required to be produced at the time of submitting a cylinder, is the subscription voucher or transfer voucher, which was issued to them at the time of getting the cylinder connection. "My cylinder connection was taken some 15 years ago. It is not possible for anyone to retain papers issued so long ago," said Vijay Lakshmi, who had come to submit her cylinder at one of the gas agencies in south Delhi. Apart from it, if the person in whose name the cylinder was issued has expired, a death certificate has to be attached along with the other documents. "My cylinder is in the name of my husband who is no more. We don't have a death certificate either. I will have to get one made first and only then would I be able to submit my cylinder," said Janaki Verma, another woman at the gas agency office. However, the gas agency staff said that people are being asked to make affidavits as an alternative for the lost vouchers. "If somebody has lost his or her vouchers issued at the time of getting connections, they can submit an affidavit declaring that they have lost the same," said Ashok Kumar, staff at one of the gas agencies. Whereas, he said, there is no option for death certificate. "If the person in whose name the cylinder was issued has died, a death certificate has to be submitted," he said. |
Govt to revise rehabilitation package for landowners
New Delhi, October 12 The cabinet in 2008 had announced a package of relief for those landowners, mostly located in northwest district, whose land had been acquired for various developmental projects by the DSIIDC and the Delhi Development Authority. Aggrieved by the rates offered for acquisition, the landowners knocked at the door of the government which formed a committee of officers and representatives of farmers to resolve the issue. The committee after going through the issue in detail, proposed a backward revision of rates to address the landowners' grievances. The government has thereafter ordered increasing the rate to Rs 53 lakh per acre from Rs 11.80 lakh. The land of Kanjhawala farmers was acquired in 2005 and the entire process could not be completed during the stipulated period of three years and the rates were revised in 2007 to Rs 53 lakh per acre. The special rehabilitation package was then announced with the precondition of withdrawal of courts cases by landowners. Dikshit added that the present revision is being effected, keeping in view certain special circumstances. Hence, this package should not to be treated as precedent. The cabinet agreed to extend the package to all such cases which are covered under the cabinet decision of September 2008. |
Flier check-in starts at Dhaula Kuan Metro station
New Delhi, October 12 Reliance Infrastructure, the concessionaire of the Airport Metro Express, opened the service at the Dhaula Kuan station today. At present, the service is available only for the Air India passengers, but soon, it will cover other airlines. Passengers are supposed to check-in at least one and a half hours prior to their flight timing. At present, there is no luggage check-in facility at the station. Further, at the station, the passengers will be given the facility of an early check-in. Fliers can check-in and collect their boarding passes at least six hours prior to the departure time of their flights. |
Wife, paramour held for attacking husband
New Delhi, October 12 The accused have been identified as Mukhta Rai Bibi (23) and her paramour Rajesh Kumar Gupta (25). According to the police, victim's wife Mukhta was present at the time of the incidence. During interrogation, Mukhta said three unknown persons had attempted to kill her husband. But her version was suspicious. During further interrogation, she changed her version and said that Rajesh was involved in the crime as he had to take Rs 20,000 from her husband. "After inquiring locals, the police came to know that Mukhta was having an illicit relationship with a contractor, Rajesh Kumar Gupta. She had also eloped with him six months back. Rajesh was arrested yesterday from the Palam Colony area," said a senior police official. During sustained interrogation, they both broke down and accepted their crime. Mukhta and Rajesh wanted to live together. To fulfil their wish, they decided to eliminate Rahim. "As per the plan, Mukhta took her husband to an isolated road on the pretext of purchasing eggs from Masoodpur Market. Around 10.30 pm, while Rahim was going back to his home with his wife, Rajesh, who had positioned himself nearby, came on a motor cycle and slashed the neck of Rahim with a knife and ran away," said the official. |
Rs 145 crore for relook of Jama Masjid
New Delhi, October 12 Mentioning about the redevelopment plan, the chairman, Works Committee, Jagdish Mamgain said that special lighting around the Jama Masjid will give a new look to the area. The plan includes construction of a connective path to the Lal Quila. The Sadar Paharganj zone will have a new zonal building at Idgah Road. It will be constructed with a budget of Rs 10.77 crore. The civic agency also sanctioned Rs 2.91 crore for the construction of DDU Ayurvedic Hospital at Geeta Colony. He said that the Works Committee has given approval to the construction of school buildings at Tikri Kalan, Mundaka, Chandu Park, Ranikhera, Gopalpur Village, Lajwanti Garden, Janakpuri, M-Block Raghubir Nagar, Posangipur, Rohini Sector-3, Old Seemapuri, Chanchal Park Bakkarwala, Gandhi Rindhala and Tilak Nagar. A new community hall at Tihar Village besides a sports club and a senior citizens centre at Narela Poonth Khurd will be constructed. The MCD has also approved funds for improving roads. This includes improvement of New Rohtak Road from Zakhira flyover to Ring Road. A sum of Rs 14.29 crore has been earmarked for it. Mamgain has also directed the MCD electricity department to make all the streetlights, high-mask lights and fancy park lights functional before Divali. |
Power crisis: Dikshit seeks Centre’s intervention
New Delhi, October 12 The Chief Minister said due to a shortage of coal, the power generation and supply was already less and the overdrawing of power by UP and Haryana from the Northern Grid had made the situation worse. The Northern Grid has been questioned regarding the overdrawing of power by UP and Haryana, but this has not stopped the states. "The Centre has already been appraised about the situation. I will also write to union power minister Sushil Kumar Shinde," Dikshit said while replying to a question about the increasing loadsheddings in the city. Due to a shortage of power supply, loadshedding is being reported from various areas of the Capital for the past six days. Delhi is facing a shortage of power supply of 900 MW-1,100 MW from the central sector power generation companies, including the NTPC and the NHPC. Delhi power minister Haroon Yusuf said the NTPC had been asked to make the power supply in Delhi normal. Today, he called a meeting of the discoms and directed them to purchase power from other states. He said Delhi's current demand fluctuated between 3200 MW and 3,700 MW. The city, on an average, produced 1,100 MW on its own while the remaining was supplied to it by power stations outside the city, the minister added. Besides, some units at the Badarpur and Rajghat thermal power stations were not functioning, leading to the shortage of power. The Badarpur plant is not getting an adequate water supply from the Agra canal that was why it is facing difficulty in generating power. The two power houses are generating 900 MW, though their capacity is 1,400 MW. Delhi gets 1,400 MW from the NTPC, but for the past five days it is getting power in the range of 300 MW- 800 MW. |
Water supply to be hit on Oct 14, 15
New Delhi, October 12 The areas to be affected include Jal Vihar Colony, Lajpat Nagar-I, II and III, Nehru Nagar, Ashram, Sriniwaspuri, Defence Colony, Kotla Mubarakpur, Lodhi Colony, CGO Complex, Sunder Nagar, Nizamuddin, Jangpura and Bhogal. Further, because of the cleaning of water channel at the third 40 MGD plant at Wazirabad WTP, on the evening of October 14, water will be supplied at a low pressure to the Kewal Park booster pumping station and nearby areas like Jagatpur, Gopalpur, Mukherji Nagar, Gujranwala Town, Model Town, Nirankari Colony, Hakikat Nagar, Kingsway Camp, Azadpur, Jahangirpuri, Adarsh Nagar, Lowarance Road and Punjabi Bagh. Also, on October 14 and 15, water will be supplied at a low pressure to Kalkaji, Okhla, Badarpur, Jangpura, Greater Kailash, Madangir, Ambedkar Nagar, Vasant Kunj, Saket, Malviya Nagar, Chatterpur, Mehrauli, Sangam Vihar, Kasturba Nagar, Nizamuddin, Patparganj, Sarai Kale Khan and IP Estate. |
9 arrested for kidnapping
Noida, October 12 Kapil Gupta, a businessman of Sector 15-A in Noida, was kidnapped along with his Mercedes car on September 21. Gupta's wife had reportedly paid Rs 5 crore for the freedom of her husband. The accused include a young woman employee of Gupta. She had allegedly done the recce for the abduction. She is the girlfriend of a gang member, Viney. According to Noida SSP Jyoti Narain, the masterminds of the gang, Kapil Jat and Anshul Babra, were arrested from the Kankerkheda area of Meerut. Other members-- Sandeep, Viney, Deepak, Anshul, Pushpender, Somveer, Akash-- were nabbed from the Daurala and Greater Noida areas. The SSP said differences had arisen between Jat and Babra, which resulted in their arrest. The same gang was involved in the kidnapping of another trader, Saurabh Jain, on February 22, the SSP added. On the day of the kidnapping, the accused looted a Verna car from Noida and drove to Greater Noida in it. There, they followed Gupta's Mercedes car and intentionally hit it. When Gupta came out of his car, to confront them for the hit, the accused kidnapped him. Gupta was kept in Greater Noida, the SSP said. The hideout was arranged by some property dealers. The ransom amount was hidden in a sugarcane field in the Daurala area of Meerut. |
NHRC got maximum complaints from UP,

New Delhi, October 12 In cases of alleged death in police and judicial custody, the commission registered the largest number of complaints from Uttar Pradesh. The rights body also has recommended monetary relief of over Rs 51.09 crore to victims so far, according to the commission, which is celebrating its 19th Foundation Day today. The NHRC has registered 10,94,113 cases of human rights violations, either suo motu or on complaints or on intimation by the prison and police authorities, out of which 10,77,622 cases have been disposed of till date. Uttar Pradesh tops the list with 6,22,635 complaints followed by Delhi 69,409. The ten top states from where maximum complaints have been registered include Bihar, Haryana, Rajasthan, Madhya Pradesh, Maharashtra, Uttarakhand, Tamil Nadu and Jharkhand. The lowest number of complaints, 41, has been received from Lakshadweep. According to the official statistics, the NHRC has recommended monetary relief of Rs 7.14 crore in 315 cases of human rights violations during this fiscal. A total of Rs 510,942,500 has been recommended in 2,604 cases as monetary relief for victims of human rights violation or their next of kin by the commission.

Lajpat Nagar blast: HC reserves order on pleas
New Delhi, October 12 The court also reserved the order on the appeal of Javed Ahmed Khan, who has been sentenced to life imprisonment. Sharma had earlier urged that the trial court had rightly convicted and awarded capital punishment to the three Jammu Kashmir Islamic Front (JKIF) militants. "They carried out the blast just to create terror," he said. Counsel sought confirmation of the death sentence awarded to the three as there was ample evidence to prove their involvement in the terror act. Documents seized from the accused after the blast showed their involvement in the attack, he said earlier. The court was hearing the appeals of the six convicted, three of whom are on death row, for the blast in the crowded south Delhi market. The trial court in its 2010 verdict had termed the crime a "dastardly act" that fell under the "rarest of rare" category. Of the six convicts, Mohammed Naushad, Mohammed Ali Bhatt and Mirza Nissar Hussain were given death penalty. Javed Ahmed Khan, held guilty of murder, conspiracy and attempt to murder, was given life imprisonment. Farooq Ahmed Khan and Farida Dar, held guilty under milder penal provisions, were sentenced to seven years' jail term. However, they were released as they had already spent much more time than that in prison.

Mock drill on earthquake preparedness held
New Delhi, October 12 Part of the SEEDS School Safety Initiative (SSSI), the mock drill was conducted after a week-long training programme which focused on response, evacuation and first aid. This programme is being conducted across seven schools in Delhi, trying to reach out more than 15,000 students. Numerous lives are lost when a natural disaster strikes, mainly because people don't know what to do during such time. SSSI tries to channel some of the energy, vision and enthusiasm which young minds posses, towards safety, preparedness and respect for environment. The aim, over a period of time is to embed this ethos in our social consciousness like cleanliness and respecting the laws. "We identified mock drills as the most useful exercise to check the preparedness of a system in case of any eventuality. When an earthquake evacuation drill is conducted in a school, students are trained to duck, cover and hold during the tremor and evacuate the building through safe route and assemble in a safe area class wise. The missing/trapped students are identified and rescued. First aid is also provided to them," said Manu Gupta, director and co-founder of SEEDS. "The mock drill today showed our commitment to safety and well being of our students. I am sure that the students have gained some life-saving skills through this exercise. We plan to carry on these drills in future to keep ourselves prepared," he added. Quake-resistant ward in GTB
New Delhi, October 12 While inaugurating the block the Chief Minister said it was first of its kind of quake-proof building in the city. It would also decongest hospitals which remained all the time flooded with indoor patients. The eight-story ward will house operation theatres, general wards and private wards especially for gynecology and peadiatrics departments and maternity and child healthcare. Diksht also inaugurated a nursing school in the complex. MP JP Aggarwal said the government hospitals were better managed than private hospitals. The city government hospitals had been providing quality health services despite large number of patients. With commissioning of the new ward block, the hospital will be able to concentrate more on patients' care, he added. |
2 foreign drug traffickers in police net
New Delhi, October 12 According to DCP (crime) Ashok Chand, the accused have been identified as Cedrick Kanyeba (26) from Nigeria and Cherry Samson (20), a resident of Kensington in South Africa. They were arrested from Aurobindo Marg in south Delhi yesterday. "We have seized 14 g of cocaine worth Rs 15 lakh from their possession. Kanyeba came to Delhi around two years ago and was in the business of export and import of garments. After suffering a loss, he came in contact with a Nigerian drug trafficker and started supplying cocaine," said Chand. According to the official, Samson came to India about six months ago. "Initially, she worked as a hostess in a famous night club of a five star hotel, but left the job two months ago and started supplying cocaine," said Chand. Man arrested with 17 kg ganja
The south district police has arrested a Faridabad resident engaged in drug peddling and seized 17.1 kg of ganja from his possession. According to the police, the accused has been identified as Baljeet Singh. He was arrested yesterday from near the main bus stand on the Bhati Road after a tip-off. According to DCP (outer) Chhaya Sharma, the accused said he, along with Manoj Sethi, was involved in the supply of ganja in Delhi and the NCR. "The accused procured the consignment of ganja through the contacts of his associate Manoj Sethi, who has absconded," said Sharma. |
Mayawati to address BSP workers in Noida
Noida, October 12 About 40,000 people, mostly BSP workers from UP and Delhi, are expected to assemble at Central Park Plaza where a stage has been erected. A number of district administration and police officials are supervising the arrangements for her visit. The officials include chairman, Noida Authority, Balvinder Kumar; chairman of Greater Noida and Yamuna Expressway, Mohinder Singh; additional cabinet secretary (UP) Ravinder Singh; CM's information advisor Jamil Akhtar; and chief security officer Padam Singh. Traffic will be diverted from the routes to be taken by the Chief Minister's convey for three to four hours in Noida and Greater Noida on October 13 and 14. Senior officials led by the UP additional cabinet secretary have reviewed the preparations for Mayawati's visit to Noida on Friday. The officials have inspected the main venue of the visit, Central Park Plaza in Sector-95. The Chief Minister will reach APJ School grounds in Sector-16A by a helicopter at 5.15 pm. Plea in court over RTE rules for Delhi
New Delhi, October 12 Petitioner NGO Social Jurist filed the public interest litigation on Monday, stating that the Delhi government did not seem to be serious about making and notifying rules as required under Section 38 of the Right of Children to Free and Compulsory Education Act, 2009. This had resulted in continuous violation of the right to education of lakhs of children in the capital. Pleading that the government should be directed to issue the notification within a decided time period, petitioner's counsel Ashok Agarwal said: "The government has failed to frame rules under the RTE Act, which came into force in 2009, and as a result children are deprived of the benefits under the Act." The RTE Act mandates that no child would be liable to pay any fee or expense which may prevent him from completing the elementary education, the petition said. "Providing free and compulsory education to children is the statutory obligation on the part of the government...," Agarwal said. The government's failure to frame rules for the disadvantaged groups could be construed as non-implementation of the RTE Act, he said. The petition said that judges of the court Aug 8 disposed the same petition with observation that "we hope and trust that if the rules are approved, the same shall be implemented as early as possible". "Nearly two months have lapsed since the division bench of this court passed its order, but till date the rules have not been notified," counsel said. He said on August 8, the government made a statement that the draft rules had been finalised and placed before the Cabinet for approval. The petitioner said that the government had framed the draft rules as early as June 24, 2010, but till now these have not been notified.
