Dehradun, September 11
The mining department in this financial year has collected Rs 42,84,169 as fine from 238 miners. The amount is quite lesser in comparison to corresponding period last year when the department had collected Rs 1,06,18,788 from defaulters.

Sources in the department said they charged Rs 25,000 each as penalty to those who were caught carrying out mining activities, but once the fine was paid they started the mining activities again.

The sources also stated that all miners felt that the fine amount was very less in contrast to their work and they could gain the same out of one deal. Though the state administration was trying hard to ban illegal mining activity in the district, the data with the mining department showed that illegal mining was still going on and that too on a large scale.

The sources further said Rs 25,000 was the maximum amount charged as the penalty from those who were caught carrying out mining activities. “It depends on the district magistrate how much amount has to be charged from a person. The amount could be more as well as lesser,” TR Bhatt, naib tehsildar, told The Tribune.

According to the official record, the department has nabbed around 238 culprits in the past five months. “We have registered 48 cases of illegal mining in April, 66 in May, 44 in June, 41 in July, 39 in August and 11 till now this month,” he said.

The department has collected a penalty of Rs 6,70,528 in April, Rs 12.95 lakh in May, Rs 10,30,961 in June, Rs 8,47,341 in July, Rs 5,25,747 in August and Rs 2,56,324 this month so far from the persons who were caught mining minerals, sand and other materials illegally in the district.

In the last financial year, the department had collected Rs 14,65,873 from 41 people in April, Rs 55,76,200 from 26 in May, Rs 12,96,373 and Rs 13,12,800 from 39 persons in June and July, respectively, while in August they had collected Rs 9,67,542 from 37 people while in the month of September they had earned Rs 12,65,191 from 32 people.

Officials in the department claimed that they would have been more active if the department had an adequate number of vehicles, as they need to wait for its availability to carry out drives against illegal miners. Moreover, the miners network was so strong that the news of their arrival reached them much before they reached the spot.

Despite repeated attempts, Dehradun District Magistrate Sachin Kurve could not be contacted till the filing of the report.

Prerna SMJN student council chief
Declared winner through a lottery system after she tied with rival candidate
Tribune News Service

Haridwar, September 11
Student union elections are generating excitement across the state these days but the scenario in Shravannath Math Jawaharlal Nehru College (SMJN) in Haridwar is quite opposite. This year, student union representatives were neither elected directly by students poll nor they were fielded by respective student outfits.

The college management selected top meritorious students for the Student Welfare Council (SWC) and then out of this council, only student council president was elected through voting.

Today, Prerna Kainthola, a postgraduate student, was declared winner through a lottery system when she tied up with her rival candidate Dev Deep Chakravarty for the SWC president post. Both candidates garnered 9 votes each and as a result lottery system was adhered to, in which Prerna got lucky and was declared as the 2011-12 session Students Welfare Council president.

After the declaration, the celebrations were mild with distribution of sweets and student welfare members taking blessings of the college management.

College trustee Mahant Ramanand Puri and college principal Dr AK Ghildiyal said in the past few years, student council elections were severely affecting the educational environment of the college and the Lyngdoh committees norms were openly violated by student outfits.

Student council election in charge Dr SK Batra said the peaceful election process would result in paving way for conducive studious environment and would stop the violence that was being witnessed in previous year’s college elections.

All members of the Student Welfare Council took a pledge to work with integrity for the student interests and be a communication bridge between students and college staff members.

Sonika Bhatia/TNS

Dehradun, September 11
Dalanwala (south), once known for the orchids of mangoes and litchis, is in a state of neglect. Residents of the area are irked over poor condition of roads and the absence of the sewage system. The area councillor, Rajkumar, however, maintained that work to lay sewer lines was in progress and half of the ward had already been covered.

“Besides the construction of a tubewell, an overhead tank, two primary schools and six anganwadi centres, 60 new electricity poles and a three-phase transformer have been installed to ensure regular power supply to the area,” Rajkumar added.

Regarding the laying of the sewer line, he said an estimate in this regard had been sent to World Bank and they were awaiting the release of the funds.

He said all those roads that were in poor condition would be repaired after the monsoon season was over.

The councillor further said he was not satisfied with the door-to-door garbage collection scheme as the staff of the company, which had been awarded this project by the Municipal Corporation, had failed to provide satisfactory services to the people. “Due to a shortage of staff, the company is not being able to provide proper services to the people,” he added. On the other hand, residents complained of poor condition of roads and the problem of waterlogging in front of their houses during rain.

Another resident, Saurabh, also complained of the same problem. “It has been long since roads were dug up for some work, but these are yet to be repaired,” he said.

Dehradun Diary
Litmus test for Khanduri

MAJ-Gen BC Khanduri (retd) today took over as the sixth Chief Minister of Uttarakhand that came into being a decade ago on November 9, 2000. Out of these six Chief Ministers, during the past 10 years, five of them belong to the Bharatiya Janata Party (BJP).

The party which credits itself with the formation of the state during the National Democratic Alliance (NDA) rule, headed by Prime Minister Atal Bihari Vajpayee, has again decided to change horses midstream. The explanation given by the BJP national president Nitin Gadkari, while announcing the sacking of Chief Minister Ramesh Pokhriyal, will be taken by people of the state with a pinch of salt.

Gadkari explained that the party high command had decided to give the reigns to Khanduri keeping in view the forthcoming Assembly elections in the state. But it was only a half truth. It was a fact that party high command was worried about the fortunes of the party in the next elections but they were more concerned about the internecine warfare within the state party.

It was an aggressive Khanduri which forced the party high command to take a decision in his favour. After Lt-Gen TPS Rawat (retd) left the party last month to form his Uttarakhand Raksha Manch, the move by Khanduri supporters to threaten to quit the party to form a third front, finally tilted the scales in favour of the former Army General. But still, the impression given by the party and the Khanduri supporters that with his return to power every thing would be hunky dory for the ruling party in the next Assembly polls will be totally misplaced.

Despite a near defunct opposition, the ruling BJP has to do a lot of explaining to the voters about its conduct in six years of their rule in the state since the state came into being. From the very first day on November 9, 2000, state BJP leaders had been fighting their own battles.

After Nityanand Swami was declared as the first Chief Minister of the state to head the interim government, Bhagat Singh Koshiyari and Ramesh Pokhriyal Nishank, both senior party leaders, refused to take oath as ministers, trigerring a first crisis of the new state. It was after persuasion from the party high command that they participated in the government but kept on destabilising Nityanand Swami and even termed him as an outsider.

Finally they managed to convince the high command to sack him and Bhagat Singh Koshiyari, as a native of the hilly areas took over. The move was aimed at putting up a better show in the first ever Assembly polls held in February 2002. But the voters of the state decided to punish them and defeated the party convincingly to bring the Congress to power.

After the BJP again rode to power in the next Assembly elections in February 2007, an intense power struggle between BC Khanduri and Bhagat Singh Koshiyari started in which Khanduri with active support from the party high command became the Chief Minister.

But soon, Koshiyari with active support of party legislators started undermining his own government. He complained against the style of functioning of the former Army General.

Interestingly, while Khanduri is being labelled as a clean politician, his own party men had raised serious allegations of corruption against Parbhat Kumar Sarangi, a senior IAS officer who is one of the closest persons to Khanduri.

The people again punished the BJP as it lost all five Lok Sabha seats in 2009 Parliament elections. Following intense onslaught by Koshiyari and with active support of then party president Rajnath Singh, Khanduri lost his job in June 2009, bringing in Ramesh Pokhriyal Nishank as Chief Minister.

The party had no explanation then on his removal despite Khanduri’s claim that he enjoyed the support of majority of legislators.

The people would like to know from the party that if Khanduri was such an efficient and clean politician then why was he removed in the first place by a party which claimed itself to be different from other political parties.

During all these years of BJP rule, the governance has been at a loss. The interim government headed by the BJP was a disaster due to intense rivalries and ego clashes. Khanduri during his first stint did try to streamline the things but was bogged down by the corrupt bureaucracy headed by his own favourite Parbhat Kumar Sarangi.

The more than two years of the Nishank rule was marred by several controversies, including land use change of Citurgia chemicals land from industrial to residential at Rishikesh and allotment of 56 hydro-electric projects. The state government had to take back its decision as both these cases went to high court.

The entire state, particularly the hilly areas, had been suffering from monsoon havoc for the past two years as hundreds of roads, government school buildings had remained damaged but the administration had remained callous.

It will be seen that how Khanduri conducts himself during his second stint. The people would like to know whether Sarangi who had repatriated back to Uttar Pradesh will be brought back.

Congress mum

Despite lots of political activity in the state leading up to the change of guard in the state with the sacking of Chief Minister Ramesh Pokhriyal Nishank in the past few days, the Uttarakhand Congress has kept a mysterious silence. The party has become totally defunct and divided since Birender Singh, a senior Congress leader, took over as general secretary in charge of the party in the state a few months ago. He has not been able to even form the state executive committee of the state Congress and shown his lack of interest in the affairs of the party.

There were allegations of corruption flying against Chief Minister Ramesh Pokhriyal Nishank thick and fast in the run-up to his sacking but none of the senior Congress leaders preferred to react. All this was happening with Assembly elections fast approaching in the state.

Yashpal Arya, state Congress president, was the lone ranger who was taking out his “Satyagraha Yatra” against the alleged “misdeeds” of the state government. But he also stopped his yatra due to rain in June.

The Congress, that has been dreaming of returning to power on the anti-incumbency factor, will have a tough task at hands with BC Khanduri at the helm of affairs from the ruling BJP.

Most interestingly, the day when Khanduri will be taking oath as Chief Minister for the second time, senior Congress leaders instead of reacting to it are organising an “Id-Milan” programme in the city, eleven days after the actual Id festival. (By SMA Kazmi)
