Budding footballers of Dehradun will get an opportunity to attend an international-level football clinic in the city. The “Elite Football Circuit” training clinic will be held for four consecutive weekends commencing from September 24 (Saturday) and concluding on October 13 (Sunday).

More than 30 students from standard VII to XII of Woodstock School together with the workers of the People For Animal (PFA), Mussoorie, equipped with food and de-worming medicines, were out on the streets of the town today with the objective of saving stray dogs from the disease and curbing the incidents of dog-bites in the town.

Most docs not keen to join service
Poor salary structure for medicos to blame

The move of the Health Department to rope in young medical officers on a contractual basis by advertising posts through the State Public Service Commission has yielded little results.

Out of the 103 posts, including posts of medical officer, advertised through the State Public Service Commission, 34 medical officers have not joined service despite clearing the interview and receiving the joining orders.

In Chamoli three doctors have not joined while in Pauri nine, Tehri four, Uttarkashi two, Nainital three, Almora five, Champawat three and in Bageshwar five doctors have not reported for joining duty.

Similarly, of the 59 posts advertised by the State Public Service Commission for Lady Medical Officer, 23 officers have not joined service. These include three in Nainital, five in Almora, two in Champawat, one in Pithoragarh, six in Haridwar, two in Dehradun, one in Pauri, two in Champawat and one in Uttarakshi.

These posts were among those advertised in 2010 through the commission with the intention of catching young doctors so that they could be appointed in the Primary Health Centres of the state. At the Primary Health Centres, there is an acute shortage of doctors.

The poor response to the department move has forced the government to organise walk-in- interviews to catch young doctors, but most of the selected candidates are not willing to work in the hills.

“Though we are offering Rs 2,500 as hill allowance to those who are given appointments in inaccessible areas and Rs 3,000 to those appointed in most inaccessible areas of the state. The response to all these efforts has not yielded any results.

Besides, we are also taking steps to fill the vacant posts by organising regular walk-in-interviews and we have appointed 117 doctors on contract, including nine dental surgeons and four super specialists in 2011. The remaining posts would also be filled,” said Dr Asha Mathur, Director-General, Family Health and Welfare.

Significantly, the office-bearers of the Provincial Medical Health and Services (PMHS- a government doctors’ body) say that the government’s poor salary structure for medicos is to blame for the shortage of doctors in the state.

Football clinic to be held in city

Budding footballers of Dehradun will get an opportunity to attend an international-level football clinic in the city. The “Elite Football Circuit” training clinic will be held for four consecutive weekends commencing from September 24 (Saturday) and concluding on October 13 (Sunday).

The clinic, which will for four age groups, Under-10, U-12, U-14 and U-16, will be held at the Police Lines. Each age group will get the chance to attend the two-day clinic.

The children will train under the watchful eyes of former United States footballer Yogesh Maurya, who, along with former Indian football team manager Eric Benny, is hosting the clinic.

“We will try to train the children by making the game a fun,” said Maurya.

Speaking about the programme, Eric said: “I have a close relationship with Dehradun. I have spent some part of my life here. We are well aware of the impressive football history of the Doon valley. We feel that Dehradun has great football potential and we want to make our small contribution to developing soccer in the city through our clinic.”

Eric was the manager of the India team in the Asian Games, 2010, at Guangzhou, China. He is still associated with the country’s apex football body, the All-India Football Federation.

Maurya, who holds an MBA from The Wharton School and a bachelor’s degree from Columbia University, has been involved in football since the age of five, playing at an elite level in the United States representing the state of New Jersey as a player throughout his teenage years. He played under former US National Coach Bob Bradley.

Interested kids can collect registration forms from the president and the secretary of the District Football Association or download it from www.DehradunFootball.co.

“Entry to the clinic is free of cost,” Eric told the mediapersons.

Helpline for BEd students soon

The Association of Self-financed Institutes will soon launch a toll-free helpline for students. Addressing the media here today, Sunil Aggarwal, secretary of the association, said: “The helpline will be launched to help students of BEd and BPEd courses whose academic session has been delayed by a year.

There were no admissions for the BEd course in 2010. Admissions for the 2010-2011 session will be done this year.” He said through this helpline, they would counsel students and solve their queries and complaints.

He further said HNB Garhwal University, Srinagar, was mulling to follow the fee fixation pattern for academic courses as was being followed by Kumaon University. “We have submitted a proposal to the university to affix a certain fee structure for the BEd and BPEd courses,”said Aggarwal.

The helpline is likely to start when the admission process for the new academic session will begin. Meanwhile, the university has rejected three proposals of the association, which includes the scrapping of the delayed academic year (2010-11) and continuing with the 2011-12 session and giving the authority to all colleges to fill 100 per cent seats themselves and cancelling the criterion of admission ratio in traditional courses of university-affiliated colleges.

Tractor kills Sonipat girl

Dehradun, September 4
Two-year-old girl of Sonipat died after she was hit by a tractor trolley in the Seemadwar area this morning. Victim Shreyjal had come to her maternal grandmother’s residence.

According to Rakesh Gusain, Station House Officer of the Basant Vihar police station, the incident happened at 8 am. She was playing near her relative’s house when the tractor trolley hit her.

She was taken to Doon Hospital by her maternal uncle Shailender Bahuguna but was declared brought dead. The police had not registered an FIR till the news report was filed. — TNS

Tourists thrashed in Mussoorie

Tourists were beaten up over a horse riding row by local “ghorawallahs” in which one tourist was injured badly today. According to injured tourist Mukesh Gairola from Dehradun, a few “ghorawallahs” beat up a tourist couple at Library Bazaar Horse stand over the issue of price of a horse ride.

When another tourist tried to save a tourist, “ghorawallahs” pounced on him and beat him badly with their sticks leading to profuse bleeding from his head. The other tourists informed the local police who rushed to the spot to investigate the matter.

Later, a few “ghorawallahs” were apprehended on the identification by the tourists. According to police officials, the investigation was on and the injured tourists have been sent for medical examination. No report was filed till the filing of this report.

Students come to rescue of stray dogs

More than 30 students from standard VII to XII of Woodstock School together with the workers of the People For Animal (PFA), Mussoorie, equipped with food and de-worming medicines, were out on the streets of the town today with the objective of saving stray dogs from the disease and curbing the incidents of dog-bites in the town.

More than 500 cases of dog-bite have been registered so far in the town. The students, accompanied by their teachers Aparna Das and Daraab Nagarwalah, began the drive from Landour Bazar where the stray dogs were administered antibiotic medicines hidden inside buns and marked with red paint on their foreheads.

Aparna Das said the cases of the dog-bite were on the increase in the town due to a lack of proper medical care and assistance to the stray dogs. “We in the school felt that there was need to bond with these dogs to bring under control their aggressive behaviour which would help in curbing the incidence of dog-bites. She also said Woodstock School was planning a long-term strategy and establishing animal hospital where the animal can be treated and sterilised properly.

Juliana, a student of standard XII, said the students and teachers alike were delighted to take part in the campaign.

The head of PFA, Yash Gupta, lamented the fact that the Mussoorie Municipal Council had given a verbal consent for a stray animal hospital but has not signed an agreement in this regard yet, leading to the delay in the start of construction work for the same.

Municipal Council President OP Uniyal said the agreement will be ready within a week.

Dalanwala (west) is considered one of the best areas of the capital city. It comprises both posh area and slums. However, its residents are not happy with the area councillor’s working as they say that they have never seen her in the area. They claimed that it was only three years ago during the elections when the councillor, Beena, was last seen here. They complained that in case of any problem, they had to face many difficulties.

On the other hand, the councillor claims that she has got many roads constructed in the area. But she also agreed to the fact that owing to the laying of water pipelines, some roads have damaged. She ensured that all damaged roads would be repaired after rains. Beena further said efforts were on to provide a sewer pipe in the area and a survey in this regard had already been done by the authorities. She said funds for the project would be sanctioned by World Bank and they were awaiting the release of the same.

She also complained of low voltage in the area due to the absence of a three-phase line. Showing her concern about the people who are residing near the Rispana river in the area, Beena said: “I have written to the Dehradun District Magistrate that a major incident can take place during incessant rain, but no action has been taken so far.”

She said even those who had suffered due to incessant rain this year were still awaiting relief from the disaster management office. However, most of the area residents complained that the councillor never visited the area and it was only her brother-in-law who visited the area sometimes.

Ajay, a local resident, said: “We have never seen the councillor in the area. She is not bothered about solving the problems being faced by us. It is only her brother-in-law who visits us when we call,” he said.

Another resident, Mohammad Iqbal, complained of poor condition of roads and low voltage in the area. “Sweepers do not come regularly. The filth remains scattered on the roads. We have to clean roads in front of our shops ourselves,” he said.

Suman said: “Most of the roads are in poor condition. It is very difficult to come out of our houses during rain.”

DP Sharma said: “Councillors only visit the area when they need votes. After coming to power, they disappear. Safai karamcharis also do not come regularly. And even if they come, they do not pick garbage from all houses.”

‘Andolankari’ CM in the firing line

THE issue of Chief Minister Ramesh Pokhariyal Nishank getting himself enlisted as an “andolankari” (statehood activist) has opened a can of worms for him. It has drawn such strong reactions from both political and social spheres which he would have never even imagined. With his popularity on the wane, this act of his has even pitted the vernacular media, the majority of which he has been nursing by effective “media management”, against him.

The most hostile reactions drawn by Nishank have, however, come through the social networking sites on the Internet where his critics have been lambasting him.

In a message put on Facebook, Trivender Panwar, who is the president of the Uttarakhand Kranti Dal (UKD) which happens to be the only regional force with some presence in the state, has pointed out, “By declaring Nishank as a statehood activist, the selection committee has shown

disrespect to the actual activists. Nishank was never a statehood activist. There were more than 18 active journalists (category in which Nishank has been reportedly declared as activist) who were injured in the agitation. They have the required proofs but have not been recognised as statehood activists till now. The UKD condemns this report (of the selection committee).” Panwar’s status update generated a massive chain of reaction against Nishank and the responses till Friday night were close to 150. One of the respondents by the name of Harish Maikhuri has even charged that Nishank was against the statehood for Uttarakhand and had actually faced the wrath of activists in Karnprayag in mid-nineties.

In yet another attack on Nishank, Raja Bahuguna, the secretary for Uttarakhand of the Communist Party of India (Marxist - Leninist) has commented that by giving himself the certificate of a statehood activist, Nishank has proved that the effort to get this certificate is actually useless and highly selfish. He has underlined, “The failure of not punishing the guilty of Khatima, Mussoorie and Muzaffarnagar incidents is a shameful chapter. While the guilty are yet to be punished even after a decade of the state coming into existence, there is a race to get the status similar to that of freedom fighters. People involved in this effort are a burden on the state.” In fact, Nishank has been the target of several people who had participated in a series of meetings held on September 1 to mark the Khatima incident, a major chapter in the struggle of the people of the state for getting a separate state of Uttarakhand.

Image makeover a painful job

Despite his popularity graph sliding downwards, the public relations machinery of Nishank and sections of the subservient media have been working overtime to check the slide. The Directorate of Information at Dehradun continues to send truckloads of publicity material eulogising Nishank to Information Department offices in every district for circulation. The truth is that circulating the material has become a real pain for officials as people are not interested in taking this material.

There have also been occasions that department personnel involved in circulating and distributing the material have had to face hostility from the common people not happy with the functioning of the government.

However, the efforts for an image makeover continue unabated. A recent example of sections of the subservient media bending backwards to praise Nishank was seen in Nainital. Nishank was supposed to hold a meeting with the top brass of the administration, ostensibly to take stock of the damages and devastation experienced during the recent spell of rain. He was also supposed to meet the functionaries of the Bharatiya Janata Party (BJP).

However, he spent most of his time elsewhere and spared barely 10 minutes for these two meetings during which he also interacted with the personnel from the electronic media. One can well imagine what he could have achieved in concrete terms during these 10 minutes.

Yet the headlines in the sections of the subservient sections of the media, one of the prominent vernacular dailies, the next day said Nishank had succeeded in sending a message even in those 10 minutes. This sort of reporting has been drawing the ire of the common people and has been tarnishing the image of the media.

Victim of apathy, stagnation

The Information Department in the state on which the Nishank government is relying to deliver the moon is itself in a bad shape with there being massive resentment amongst the functionaries.

Sources within the department point out that there are no District Information Officers (DIOs) in four of the 13 districts in the state. These districts are Bageshwar, Tehri, Rudraprayag and Chamoli. Sources say that while the offices in Bageshwar and Chamoli are being run by Assistant District Information Officers (ADIOs), those in Rudraprayag and Tehri are being managed by data entry operators.

There is a massive resentment among the staff posted in the districts with regards to their promotions. It is pointed that while certain persons sitting in the Directorate in Dehradun have moved towards getting four promotions in 10 years the others have been a victim of apathy and stagnation.

Doing yeoman service

Like everywhere else, Uttarakhand too has its share of people who are working selflessly to bring about a qualitative change in the lives of the common man. One such man Kewal Singh Sandhu from the Jaspur area of Udham Singh Nagar.

Employed as a Physical Training Instructor (PTI) in a school in a nearby village, Sandhu works overtime to train athletes from the region and secure jobs in the defence and paramilitary forces. Himself, a middle and long distance runner, he has managed to help more than 300 persons enrolled in various institutions. The irony is that the government has not done even a bit to help this man in his genuine efforts.

Not giving up on account of his scarce resources, he continues to train men from the area relentlessly.

A total of eight matches were held on the second day of the Rashtriya Indian Military College (RIMC) Soccer Cup Tournament today. The results of four of the matches are the following.

Selaqui International School vs Doon Valley Public School: Doon Valley Public School won 1-0 with Piyush Chettri scoring a goal in the 58th minute.

St George’s College vs Maharashi Vidya Mandir: St George’s College won 3-0 with Ashish scoring two goals in the first and eighth minutes and Harmandeep in the 21st minute.

The Asian School vs Vasant Valley School, New Delhi:

Vasant Valley School won 2-0 with Vir Chopra scoring the first goal in the 11th minute and Annie Kakkar scoring the second in the fourth minute.

Mussoorie Modern School vs Carman School: Carman School won 3-2 with Kan scoring the first and second goals in the 4th and 18th minutes and Ryan scoring the third in the 38 minute.

The Sri Ram School, New Delhi, vs Wynberg Allen School: The Sri Ram School won 1-0.

Cambrian Hall enter final of football tourney

Amulya today helped his team, Cambrian Hall, to enter the final of the Senior Boys Council Football Tournament defeating Moravian Institute 2-0 in the first semifinal here today. The star of the day struck the goals in the 46th and 54th minutes.

In this semifinal, both teams put up a tough competition for each other. However, no success could be achieved in the first half. But in the second half, Amulya netted a goal in the 46th minute. Meanwhile, the second semifinal of the championship between St Joseph’s Academy and Colonel Brown School will be played on
