Carrying contesting candidates on their shoulders and holding placards in support of them, campaigners organised processions today. A large number of girls also participated and raised slogans in support of their party candidates.

The campaigners also violated the recommendations of the panel by pasting huge posters of candidates inside and outside the college.

According to the committee’s recommendations, there are some guidelines that a student organisation needs to follow. Bursting of crackers, pasting of posters, campaigning on motorbikes , the blowing of trumpet and indulging in violence are some of the prohibitions according to the recommendations.

Interestingly, various parties have made elaborate arrangements to woo voters by getting their vehicles filled with petrol and getting food items for them. And this despite the fact that no party is allowed to spend more than Rs 5,000 in the campaigning.

However, in the violation of all norms, campaigning was held on the roads as well as on the college campus, causing inconvenience to commuters and shopkeepers.

However, candidates of various students’ groups said: “We have not flouted any norms.”

The police said in the future, it would not allow such processions in the city. The college authorities said no campaigning would be allowed on the campus and the entry of outsiders was banned till the elections were held.

Corbett park not famous for tigers alone
It has the remains of an important trading centre that even served as a relay centre for the silk route

Dehradun, August 26
Besides tigers, the Jim Corbett National Park area also has important archaeological sites that not only form important transit and trade routes, forging links between the hilly terrain and the plain areas locally, but were also part of the ancient silk route.

What remains of Vairatapattana in the Dikuli range of the Corbett, which was an important trade centre during the Chandragupta period, are a warehouse and a stone platform. “We have not demarcated the site by virtue of its location in the deep jungles, as there is no human interference. But, we have sought permission from the forest authorities for excavation purpose. The site holds a huge potential for historians and archaeologists who would like to study the rise and fall of an important trading centre that even served as a relay centre for the silk route,” said Dr DN Dimri, Superintending Archaeologist, Archaeology Survey of India (ASI), Dehradun Circle.

Famous Chinese travellers Fia Xian and Hiuen Tsang also visited Vairatapattana (Beratpattan, as known locally), while on their way to central India. The father of Indian archaeology, Alexander Cunnigham, while tracing the routes of Chinese explorers also traversed these areas in the late 19th century.

The ASI has also managed to ascertain the location of a site nearby, where an ancient temple described as the Vairatapattana temple also existed. While nothing remains of the ancient temple, a temple dedicated to Lord Shiva lies nearby.

Similarly, another historically important site in Kashipur that was part of the silk route and an important trading centre also exists a few kilometre away from the park. “Amoundat Govishan, which was probably the capital of Kashipur, has also been excavated by the ASI. The excavation was undertaken in 1965-66 and in 1971. The Chinese travellers also visited the site and latter Cunnigham also traced the same route”.

Later, a temple was excavated and the historical accounts available suggest that the temple acquired the Panchayatana (four temples built around a single temple) during the Chandragupta period. Coins from the Kushana period too have been discovered from this site during excavation,” said Dr Dimri.

He said the rise of these important trading centres began in the sixth century, after reaching a peak, their fall started in the 13th and 14th centuries. “While the border areas of Kumaon had a thriving barter trade with Tibet, the historians often wondered how deep was the trade with the rest of the Himalayan region. These sites could provide vital information,” said Dr Dimri.

Dehradun, August 26
Founder president of the Brashtachar Mukti Raksha Morcha Usha Negi carries out her agitation against corruption with a difference. She, along with the members of her forum, can be seen giving “pledge forms” to passersby on roads asking them to distribute 10 photocopies of the form among 10 persons. She goes to government and private offices, asking people if they are willing to sign the form, taking a pledge that they will not fall prey to corruption.

Her way of agitation may seem inane at the first instance, but Negi insists that it is the first step in a right direction, as she is also going to hold the signatories accountable for their pledge if they were found indulging in corrupt practices ever. If not more, it simply means to shake the consciousness of people and spread awareness against the malaise of corruption.

Negi said: “All of us are following Anna Hazare hoping for a complete riddance from corruption. We also need to contribute and take the initiative to reform ourselves in action and thoughts and become honest in our approach”. After initial inhibition, the employees or officials at offices in the PWD and the Police Department signed the forms. She is determined to visit all the offices and schools as part of her pledge campaign.

Negi also aims at holding Chief Minister accountable in this strive. She said: “The Chief Minister talks of making Uttarakhand a corruption-free state by bringing an anti-corruption Bill. I wonder what has stopped him till now, and if he is sincere, he can do it through an ordinance also. He also needs to answer the people regarding the recurrent failure of the government to implement the recommendations of the Lokayukta, who has been rendered weak”.

A member of the Akhil Bharatiya Mahila Panchayat for the past 25 years, Negi founded the morcha to involve the men activists in various social works. “I have had fought for the formation of the state and even spent 17 days in Tihar for hoisting the state flag on Independence Day. It hurts me when I see power seekers plundering my state. My struggle for a corruption-free Uttarakhand will continue till I achieve my goal”.

A pilot project was carried out by the District Development Office earlier this year and the report has been sent to the Central Government.

All BPL families can avail themselves of various facilities provided by the government, including medical insurance, houses, rations at low prices, social welfare schemes and education facilities.

Sources said that at an open meeting of gram panchayats it was stated that the names of people who earlier used to come under the BPL category but now were in a sound financial condition would be deleted this year.

Nigam rules out big drop in power production
Tribune News Service

Dehradun, August 26
Officials at Uttarakhand Jal Vidut Nigam Limited (UJVNL) rejected speculation of a serious disruption in power production due to silt deposition.

The suspension of work for a minimum of two to a maximum of seven hours is not unusual in the rainy season. Despite the interruptions, they assert that there was satisfactory power production in the last one week, when it had been raining incessantly in the state.

Deputy General Manager, UJVNL, Pankaj Kumar said, “Barring two days, August 16 and 17, when it rained heavily for two days, we had to stop operations in all power houses of 12 hydro-power projects to undertake flood bypass. In flood bypass, we release excessive accumulated water back to the river, which takes a lot of time. Our production dropped to 3 MU during that period.”

But from thereon, he insisted, the production rose to the maximum ever in a single day, which was 22.50 MU on August 19. The production has been slightly up and down since then. It was 19.11 MU on August 20; 17.31 MU on August 21; 20.15 MU on August 22; 21.2 MU on August 23; and 19.8 MU on August 24.

He said the suspension of operations due to water, silt and garbage deposition remained an oft-repeated phenomenon of nature throughout the monsoon period when hydro-power houses such as Maneri Bhalli-I and II, Chilla, Chibro, Khodri, Dakrani, Dhalipur and Kulhal developed silt and garbage deposition almost every
alternate day.
