Solid Waste Management Project
Doon MC not happy with company’s working
Sonika Bhatia
Tribune News Service

Dehradun, September 3
The Dehradun Municipal Corporation (DMC) is not happy with the working of the Delhi-based company SPML which has bagged the bid at the lowest price for the solid waste management project. The company is said to be moving at a snail’s pace and is delaying its work. After a long delay, they were asked to finish the trial on August 15 but it is now September and there seems to be no clue when they will be able to launch the proper services.

The company is also not able to get the proper manpower in order to get the work done. Thus they have failed to collect door-to-door garbage. When asked the spokesperson of the company why their team is not able to visit each and every house on proper time, he said, “It’s getting very difficult for us to pick the garbage as we will just be getting Rs 1.25 per house per day, which is very less. Moreover, we are not able to get the sanitation workers.”

When told that everything was mentioned in the contract they had signed after winning the bid, he stated that the company had no clue that it would lose the money instead of getting some profit.

Area councillors are also not happy with their working as they say that the company has not fixed any particular time to visit the houses and not many people knew about the services.

Ward Councillor Rajkumar for Dalanwala which was the first one where the service was started told The Tribune that none of the residents in his area had an idea about the company.

“Earlier the company named Pramukh and the Municipal Corporation used to collect the garbage but now even after 10-15 days no one visits the houses. If anyone comes he does not ring the doorbell and just keeps moving. Neither he informs people by visiting their houses nor the company has distributed pamphlets. The company should have given an advertisement in newspapers,” he said and added, “The Dalanwala Welfare Society has decided not to pay money to the company till the time they work properly.”

Residents from Dalanwala also affirmed that there was no particular time for the company people to visit their area to pick up the garbage.

“There is no fixed time for the collection party to come. Moreover, they do not wait for the person to get out and till the time we are out the rickshaw reaches the end of the lane,” DP Sharma said.

Showing his concern, councillor Ashok Verma, leader of the opposition in the DMC, had also claimed that once the payment was made the company would run away.

Sources maintained that many councillors did not want the company to
work in their areas due to some reasons.

Senior health officer Dr Kailash Joshi in the DMC said they were waiting for the company to start the work as soon as possible. “They are throwing the garbage in the dumping ground located at Sahastradhara as it will take a few months to set up a plant,” he affirmed and added that the company would itself collect the user charges from the people while the corporation would be paying the tipping fees to them once the work got kicked off. “We will be paying the company Rs 350 for picking up a metric tonne garbage,” Dr Joshi added.

Mayor Vinod Chamoli said he had asked officials to arrange meeting with company officials as soon as possible.

Redressal centre gets 100 complaints in three days
Tribune News Service

Dehradun, September 3
The Dehradun Municipal Corporation (DMC) has received around 100 complaints within three days of the inauguration of the redressal centre.

The department has received grievances from all parts of the city related to sanitation and fuse streetlights.

Only one woman has been appointed to attend the call, enter it in a register as well as on the corporation’s website. Now the centre feels a need to appoint one more person.

“We need one more person to look after the matter. There is only one person who has to complete all work single-handed. Sometimes she also needs to visit the office. We require a person who can enter the data online quickly,” Bhagwati Prashad, IT officer, told The Tribune. “We will be sending the request to the chief executive officer very soon,” he affirmed.

It is the operator who has to enter all complaints on the website, which automatically gets transferred to the department concerned. “I would have to visit the office on Sunday as well in order to upload the data on the website,” the worker said. Though the toll-free number is available from all landline as well as mobile phones, if anyone has the Idea number, it would get difficult for him/her to connect as it says “error in connection”. When asked Prashad, he mentioned that the fault was from the operator’s side and not from their part.

Upper Nagar Adhikari Neeraj Pandey was not available for the comment.
