Karnal, June 21 The official crime data accessed by The Tribune revealed that there was an increase of 18.5 per cent in rape cases during 2010 and on an average two rape cases are registered daily. The more worrying aspect of this disturbing phenomenon is that a large number of cases are not even reported or registered while several cases of heinous crime are registered only after directions from courts. The number of rape cases increased from 601 in 2009 to 713 in 2010 while the total number of rape cases registered till June 4 this year is 312 against 286 cases during the corresponding period last year. With 55 rape cases, Panipat is on top in 2010 followed by Karnal (52) and Rohtak (51). Karnal had the maximum 48 rape cases in 2009 followed by Panipat and Kurukshetra, which accounted for 42 cases each. During 2011 (up to June 4) of the 312 rape cases reported in the state, the maximum number (30 cases) has been reported from Rohtak, followed by Karnal (24) and Panipat, Faridabad, Palwal and Gurgaon (20 each). With nine rape cases, Fatehbad was at the bottom in 2009, followed by Mahendragarh (10), Mewat (16) and Panchkula 18. In 2010, Panchkula reported the minimum (nine) rape cases while Fatehabad repoted 21 and Hisar and Rewari 25 each. Panchkula has registered the least number of rape cases (four) followed by Rewari (six) and Mahendragarh (10) up to June 4 this year. The Director, State Crime Record Bureau, Layak Ram Dabas, said the number of rape cases was high in Karnal and Panipat. He said the twin districts had residences spread out and small settlements like deras and kasbas, which were away from villages and because of this the movement of women in early morning and late evening hours made them prone to sexual assaults. Moreover, the alleged abduction of minors for marriage was registered as rape case, which added to the tally of rape cases, he said. |

Karnal, June 21 On April 30 last, Dr Prabhjot Kaur claimed to have performed a “miracle” when Jagdish, hailing from Brid Amin village in Kurukshetra, gave birth to healthy twins, a boy and a girl weighing 2.7 kg and 2.5 kg, respectively. She had claimed that the age of the woman was 60 years. The Medical Ethics Forum, an NGO, disputed her claim as untenable and produced a copy of the photo electoral roll where her age was mentioned as 36 years, but Dr Kaur stuck to her stand and produced some hospital documents to suggest that the age of the woman was 60 years. She stated that the father of Jagdish Kaur had given an affidavit stating that his daughter was around 60 years old. The Medical Ethics Forum took the RTI route and procured information from the office of Civil Surgeon (Karnal) where the age was mentioned as 38 and 40 years in ultrasounds reports. The director of Medical Ethics Forum, Dr Anurag Kalia, blamed the doctor for “misleading” the people by giving wrong age of the patient to gain cheap popularity and made a complaint to the authorities concerned for action against her. The Director-General (Health Services), Haryana, Dr Narveer Singh, has ordered an inquiry into the matter. Dr Prabhjot Kaur was not available for comments. |
Undertrial’s ‘treat’ costs cops dear
Gurgaon, June 21 Three policemen, including an assistant sub-inspector (ASI), have been arrested after an undertrial escaped from their custody here last evening. The escapee undertrial, Manoj Bakarwal, however, continues to be at large though raids to nab him are on. Manoj had been taken to a court in Saket, New Delhi, from where he was being brought back by the three police officials last evening. On the way, they stopped at a bar-cum-restaurant in Gurgaon, reportedly after Manoj offered a treat to the cops. It was there that the undertrial gave the policemen the slip and escaped from their custody. According to sources, the Accent car by which they were travelling also belonged to some accomplice of Manoj, who offered them a lift from Saket to Gurgaon. The policemen could reportedly not even recall the registration number of the vehicle in which they were travelling. Joint Commissioner of Police Alok Mittal confirmed that the three policemen, including ASI Hanuman and constables Ram Kumar and Suresh, had been arrested after they were charged with negligence in the said matter. Manoj was undergoing a trial in cases of vehicle theft and vehicle lifting, Mittal said and added that raids were on to nab him. |
Municipal staff strike work
Faridabad, June 21 A senior officer of the MCF said on condition of anonymity that clerical and and sanitation work, both at the MCF headquarters and in the field, was affected due to the strike. The Nagar Palika Karamchari Sangh had given a call for mass casual leave by employees of all municipal corporations, municipal committees and municipal councils in Haryana in support of their demands. An employee leader said the strike was held as talks between the Director of the Urban Local Bodies, Haryana, and a delegation of the sangh, which were held on June 10, failed. |
Vimal Yadav is Gurgaon Mayor
Gurgaon, June 21 Vimal Yadav, councillor from Ward No. 4, was elected the first Mayor of the MCG, while Yashpal Batra bagged the post of Senior Deputy Mayor and Parminder Kataria became the Deputy Mayor. The elections to these posts were held in the presence of Gurgaon Divisional Commissioner TK Sharma at the HUDA Gymkhana Club in Sector 29. All six councillors of the INLD, however, boycotted the meeting, which had been called to elect the top functionaries of the MCG. The INLD members walked out of the meeting venue, alleging that horse-trading of councillors was going on inside. The contest for the topmost post of Mayor was between Vimal Yadav, Seema Pahuja from Ward No. 11 and INLD councillor Rishi Raj Rana from Ward No. 1. The election was held through secret ballot and Yadav got 20 votes, while Seema got nine of the total 29 votes. Rana did not get any vote. For the post of Senior Deputy Mayor, Yashpal Batra from Ward No. 12, Mahesh Dayma from Ward No. 32 and Gaje Singh, INLD councillor from Ward No. 5, were in the fray. Batra, a close confidant of local MP Rao Inderjeet Singh, got 19 of the 29 votes and won the election. Mahesh Dayma got 10 votes while Gaje Singh did not get any. Three candidates contested for the post of Deputy Mayor as well. Parminder Kataria from Ward No. 6 bagged the post by defeating Rama Rani Rathi from Ward No. 34. Parminder got 20 of the 29 votes, while Rama Rani Rathi got nine. Sonia, INLD councillor from Ward No. 27, did not get any vote. The election process was presided over by Nisha Singh, councillor from Ward No. 30. She was assigned the responsibility by the Divisional Commissioner. Earlier, Sharma administered oath to the newly elected councillors. |
2 minor sisters swept away by canal waters
Sirsa, June 21 Anu and Manu, along with their father Ravi Kumar, a resident of Chadiwal village, had fallen into the canal near Chopta in this district late last evening. Ravi was taking his daughters on his motorcycle to a photographer at Chopta, as he needed their photos for submission in their school. Ravi told the police yesterday that as his motorcycle reached near the bridge of the Nohar feeder, his daughters insisted on seeing the canal. He said he diverted his motorcycle on the canal bank and took his daughters on a ride along the canal. As he was trying to turn his bike, it skidded off the bank and fell into the canal along with them. Ravi screamed for help. Some farmers working in their fields rushed towards the canal and tried to save the drowning father and the two girls. Though Ravi was saved, the two little girls were swept away by the strong currents of the waters. Efforts by local divers proved futile as the girls could not be traced late last evening since the rescue operations had to be put on hold due to darkness. The police approached the irrigation authorities to decrease the discharge of water into the canal, but the divers could not get any success in the morning either. Later, Manu’s body was fished out of the canal near the Rattanpura head in Rajasthan today. Six persons have lost their lives by drowning in the Nohar feeder in the past one month. |
Farmers to intensify stir
Ambala, June 21 Balwant Singh, president of the Jamin Bachao Samiti, said, “Today is 32nd day of our dharna but no officer or representative from the administration has come forth to know our grievances.” He and other leaders have alleged that the administration has been apathetic to the demands of the farmers. Despite the fact they started their protest at the district headquarters. The farmers and residents of Panjokhra village have been protesting for the past several months against the alleged forcible acquisition of more than 1,852 acres on the Ambala-Naraingarh road by the state government to whom notices under Section 4 for acquiring their fertile agriculture land for developing a Industrial Model Township (IMT) have been issued. |
Allow mosquito breeding, be penalised
Sirsa, June 21 After a government notification, allowing water to stagnate in one’s private building and thereby helping mosquito larvae to grow is punishable under Section 214 of the Haryana Municipal Act, 1973. Addressing an inter-departmental meeting under the “Anti-Malaria Drive” of the Health Department, Deputy Commissioner Yudhbir Singh Khyalia said under the Act, fine up to Rs 1,000 could be imposed against erring occupants of such accommodation. “The department is observing June as “Anti-Malaria Month” and we are creating awareness among masses on this issue,” said Sheel Kaushik, deputy civil surgeon, Sirsa. She said the department had been seeking cooperation of the other departments, since the anti-malaria steps needed the support of all. Last year, larvae of mosquitoes were found breeding in discarded tyres of buses dumped in open. |
Land Acquisition
Ambala, June 21 The government has already acquired 323 acres of land of Kaulan-Kaulni village for setting up Sector 22. The Revenue Department has already issued the award of this land. This afternoon HUDA officials, the Electricity Department and the Revenue Department reached the village to disconnect the power connection of tubewells of farmers, which are located on the acquired land. Additional SP Devender Yadav and SDM Mukesh Ahuja was accompanying the team along with police force. As soon as the villagers came to know about the happening they started protesting. They alleged that HUDA had offered them very low price for their land. In the meantime one of the youths, Harjinder, poured kerosene on his body. Another woman of the village followed the youth. The police snatched their kerosene bottles and managed to prevent a major incident. Ex-sarpanch of the village Kulwinder Singh said the farmers would not give their land for setting up HUDA sector at any cost. He said they were ready for any sacrifice to save their land. He said during the Assembly elections they were assured that they would be well compensated but now the government is backing from its commitment. The SDM persuaded the agitated crowd and postponed the disconnection of the power of their tubewells for two days. He said the meeting of the farmers would be summoned in two days and a final decision would be taken in this regard. |

Two killed in accident
Sirsa, June 21 The incident occurred this evening, when a Maruti Zen car collided with a Maruti Dzire coming from the opposite direction. Gurpreet (35), and Babbu (12), both residents of Thiraj village in the district, died on the spot. |
Cable operator shot dead Sonepat, June 21 The police brought the victim’s body to civil hospital. After preliminary investigation, the police has registered a case against the unidentified persons. An old enmity is suspected to be the reason behind the murder. According to information, Sunil was going to his native village in his car, when he reached near gurdwara, two motorcycle-borne gangsters stopped his car and fired two rounds at him. |
