Barwala becomes subdivision
Barwala (Hisar), May 30 Addressing a public meeting organised by Congress legislator Ram Niwas Ghorela at Barwala, 30 km from Hisar, Hooda said the demand for upgrading of the tehsil was justified and it would help development of this town. Hooda said a Kisan Model School would be set up in the town for educating children of farmers of the area. He announced a special grant of `5 crore for the development of rural areas, `2 crore for Barwala town and setting up of a sports stadium in an area of six acres. He said the building of Government College for Girls would also be completed within two years and till then classes would continue in the existing premises. He also announced setting up of new veterinary dispensaries, upgrading of schools, hospitals and dispensaries, power infrastructure, building roads and canals. Hooda said during the Chautala regime only `62.95 crore were spent on developmental schemes for Barwala Assembly constituency from 1999 to 2005 whereas the present government had spent `252.65 crore so far. Besides, Rajiv Gandhi Thermal Power Project at Khedar had been set up at a cost of `4,000 crore. Hooda also laid the foundation stone of a modern grain and vegetable market to be built at Barwala. HPCC President Phool Chand Mullana, Agriculture Minister Paramvir Singh, Chief Parliamentary Secretaries, Vinod Bhayana and Prahalad Singh Gillankhera, district Congress president and former Union Minister Jai Parkash, former ministers and MLAs Sampat Singh, Savitri Jindal were among those present. |
Ambala City police stations get facelift
Ambala, May 30 In Ambala City, Sadar police station was reconstructed around six months ago and was inaugurated by Haryana DGP Ranjeev Dalal. Basic amenities like kitchen, spacious separate lockup rooms for male and female criminals, modern toilets, waiting room, malkhana, computer room, barracks and sufficient open spaces have been provided in the new police station building. Baldevnagar police station in Ambala City has also been reconstructed. All basic facilities available in a model police station are available in this police station. Light arrangements in the building have been made in such a way that during the evening time, it attracts passers-by. In fact, it is the best police station building in the district. According to police sources, the newly constructed police station would be inaugurated soon. The construction of City police station is also in progress. This police station is being constructed in the Old Civil Hospital campus. Kotwali police station of the city would be shifted in the new building in the next three to four months. A new building for Baldevnagar police post has already been constructed. Moreover, the office of the SP, which was running from the old building for the past several decades, has also been shifted to the new building in the police line. One of the police officials said police stations and police posts of Ambala Cantt were also required to be renovated at the earliest as they were in a deplorable condition. |
Improve conduct or face music, Lokayukta tells officials
Gurgaon, May 30 Addressing a meeting of local officials and people’s representatives here recently, Justice Singh warned the government officials to improve their working and told them not to expect any leniency from him if a complaint was received against them. “People can file their complaints against all government functionaries, including employees from peon to chief secretary, present as well as former chief ministers, ministers, MLAs and anyone who comes in the definition of public servant as mentioned in Section 21 of the IPC,” he pointed out. The Lokayukta, however, pointed out that complaints regarding corruption could be made by anyone from the public, but grievances about discrimination could be put forward only by the aggrieved person. The procedure of making a complaint to the Lokayukta is available on the website www.hrlokayukta.gov.in and complaints can be sent by registered post on the address: Haryana Lokayukta, 2nd floor, New Secretariat, Sector 17, Chandigarh. An affidavit attested by a notary public and judicial stamps of Rs 1,000 should be attached with every complaint. There is a provision for relaxation in the fee for the poor people who cannot afford it. Justice Singh disclosed that till now, the Lokayukta office had received 278 complaints, of which 178 had already been redressed. “Only 3-4 complaints were against politicians, while a majority of these were against bureaucrats,” he revealed. The Lokayukta appealed to the people to come forward and make complaints bravely and not to be afraid of anyone. He also advised the officials to say “no” to the wrong or unfair orders of their higher officers and political bosses. At the same time, he cautioned them saying that if a complaint was received to him against them, he is “not going to spare anyone, don’t make excuses afterwards”. He asserted that the state government had chargesheeted the guilty officials and initiated criminal proceedings against them on Lokayukta’s recommendations. Justice Singh advised the people to form social groups comprising 5-7 members with sound credentials. “Such groups can also send complaints to us and the identity of the complainants will be kept confidential,” he maintained. He observed that moral education should be made an integral part of the students’ syllabus so that the future citizens of the country inculcated good moral values. Additional deputy commissioner VS Hooda cautioned the people that as per the provisions under the Haryana Lokayukta Act, a person making a false complaint would be punished with three-year imprisonment or fined Rs 10,000, or both. Later, while addressing members of the District Bar Association in the local judicial complex, he exhorted the lawyers to come forward in fighting against corruption and also make the people aware about the Lokayukta Act. |

Ambala, May 30 Addressing mediapersons here, Sarwan Gupta, chairman of the college, said the purpose of the scheme was to search meritorious and talented candidates from the region and make them technically and professionally qualified. The region had a lot of talent to excel, the only thing required was to show them the right path and provide them quality education, he added. Sarwan Gupta announced the scheme for B.Tech course in ECE, CSE, ME, IT, Civil, and EEE for students securing 80 per cent and above in class XII examination will be granted 50 per cent tuition fee waiver. He further stated that the families of economically poor or weaker sections were not in a position to pay fee for higher studies, thus 50 per cent waiver would be granted to the students of this category who secured 65 per cent marks in class XII. In order to boost the right credentials, supporting their talent and achievements in the field of sports, 50 per cent waiver in the tuition fee would be granted to the students of this category who secured 65 per cent marks in class XII and 50 per cent waiver in the tuition fee for the students with disabilities and who secured 65 per cent marks in class XII. |

Kurukshetra, May 30 It was a documentary film in which various clippings about environment pollution were displayed. Through the clipping of the postmortem of a stray animal, it was shown that how polythene bags have caused the death of that animal. Through this film, it was shown that how various parts of our earth are suffering due to environmental pollution created by human beings. Naresh invoked the students by saying that: “We have to save water and electricity and shun the use of polythene bags if we want a healthy and secure life on the earth”. Virender Kaur, Kapil Bhardwaj, Arvinder and Prince, officers of the NGO, and Meenakshi Chhabra, principal of the school, also motivated the students that how a little concern for environment can save the life on the earth. On the occasion, the students took a pledge to contribute to the cause of environment. Meanwhile, with the cooperation of the NGO, a poster-making contest and an essay writing competition were also held in which Swati bagged the first position, Sonam stood second while Raman and Aman secured third positions, respectively. Vet varsity reserves seats for NRIs
Hisar, May 30 According to a press release issued here, admission under this category will be given only to NRIs, their children and wards, NRI or industry-sponsored candidates. The eligibility requirements for these candidates are the same as for general category candidates. However, the candidates who have completed their qualifying examination or equivalent abroad are required to submit a copy of their certificate, transcript or marks sheet indicating grades and percentile of equivalent marks, duly verified and certified by the Indian embassy or the high commission in that country, stating that such examination is equivalent to the qualifying examination (10+2) of India. Additionally, they will also be required to submit an application for obtaining the requisite equivalence certificate from the Registrar LLRUVAS, by paying a fee of $500 (non-refundable) through a bank draft in favour of the Comptroller, LLRUVAS, payable at any scheduled bank at Hisar. The NRI candidates or their children/wards seeking admission to B.V.Sc. & A.H. programme will be considered for admission without appearing in the entrance test of the university provided they have passed 12th standard with 50 per cent marks in aggregate in the subjects of physics, chemistry, biology and English, subject to verification of its equivalence with the 10+2 examination (medical group) of the CBSE or Board of School Education, Haryana, by an appropriate authority. The order of preference of admission will be NRIs or their children or wards followed by NRI-sponsored and then industry-sponsored candidates. However, the fee structure will remain the same except the amount for industry-sponsored candidates will be taken in equivalent of Indian rupees. The conversion rate will be the prevailing average of buying and selling rates of US dollar at SBI on the day of deposition of fee. The College of Veterinary Sciences was first established as a veterinary school in 1862 at Pune which conducted a one-year course. It was later upgraded as the first veterinary college at Lahore in 1882. A part of Lahore Veterinary College was shifted to Hisar in 1948 after the Partition. Later, the College of Veterinary Medicine was set up in 1969 as a constituent college of Punjab Agricultural University, Ludhiana. In 1971, the college was renamed as College of Veterinary Sciences. It became part of Haryana Agricultural University when it was established in Hisar. Now, this college is part of Lala Lajpat Rai University of Veterinary and Animal Sciences. |
Settling disputes amicably Sushil Manav Tribune News Service
Sirsa, May 30 In a Lok Adalat organised in Sirsa under the guidance of District and Session Judge Shiva Sharma recently, 126 such pending disputes were resolved through mutual agreement between the parties. Naresh Singhal, Chief Judicial Magistrate, and secretary, District Legal Services Authority, informed The Tribune that 263 cases were taken up by the Lok Adalats held in various courts in the district. “As many as 160 cases of civil nature were taken up, out of which 71 were settled on the spot. Around 21 out of 40 cases of criminal nature and 11 cases of the nature of summary trials were also settled,” said the Chief Judicial Magistrate. Lok Adalats have become a good platform for the settlement of marital discords as well. Even in the Lok Adalats held here recently, nine cases of marital discord were taken up and of these, two were resolved on the spot. Similarly, four out of the six cases of recovery suits of bank loans were also settled through mutual compromise between the parties. Singhal informed that under the Negotiable Instrument Act, 15 matters under section 138 were taken up for bounced cheques. Out of these, eight were settled on the spot. From the nine cases taken by the Motor Accidents Claims Tribunals, the Lok Adalats resolved all these cases and ordered the payment of Rs 3.07 lakh as compensation to the aggrieved parties. “As many as 351 Lok Adalats have so far been organised in the district till date, in which 83,931 matters were taken up for decision. The Lok Adalats have so far settled 45,788 cases. In the accident claims related matters, Rs 13.31 crore have been paid as compensation to the aggrieved parties till date,” said Singhal. He said in 36 Rural Lok Adalats organised in the district, 9,030 litigations were taken up, out of which 5,970 were resolved through mutual compromise between the parties. Under the laws, the District Legal Services Authority provides free legal aid to poor having annual income less than Rs 75,000 and to physically challenged persons. He said free legal aid was also provided to people belonging to the Scheduled Caste having a dispute with those of general caste. Such people were also given a relief of Rs 500 from the state Welfare Department, he said. |
Education opportunities in rural areas discussed
Ambala, May 30 Various issues were discussed on education opportunities in the rural areas and difference in literacy rate of the rural and urban areas. During the seminar, participants underlined the critical role of agriculture and highlighted the important contribution of education for sustainable development and eradicating poverty and hunger in the rural areas. Speaking on the occasion, Dr Sanjeev Chaddha, director of the college, said: “Education is the most effective way to empower the rural poor to get out of poverty and to achieve the economic development. Illiteracy is a correlate of poverty and hunger and is mainly a rural phenomenon which hinders rural development and food security, threatening productivity and health limits”. “Since agriculture is a key sector for rural development and economic growth, more efforts are needed in educating the rural poor and helping them to apply improved technologies to make small-scale farming viable and profitable. The main purpose is to encourage policymakers to join forces in promoting education in the rural areas. More cooperation will be required between the education and agriculture departments to achieve education for all,” he said. He further added that the main purpose of the seminar was to overcome the problem of lack of education opportunities in the rural areas. |
Sonepat MC to desilt drains before monsoon
Sonepat, May 30 Sadhna Taneja, chairperson of the council, presided over the meeting, which was attended by most of the municipal councillors. On the suggestions of BJP legislator Kavita Jain, all municipal councillors unanimously passed the resolution for desilting of drains on Old DC Road, Bahalgarh Road, Rishi Colony, Kalupur Chungi Road and Baba Dham to the Murthal Bus Stand on a war footing and brick-lining of the drain from Mauzi Ram Dharamshala to the Ganda Nullah in the town. In the meeting, Jain asked the council’s officers why the land taken on lease had so far not been registered in the names of lease holders when the state government had already written a letter in this regard way back in 2008. Even the deputy commissioner had also sought a progress report from the executive officer of the council on this matter about 20 days ago, she added. Other proposals which were put up in the meeting included the naming of Bahalgarh Road as Bhamashah Marg, Murthal Road as Pandit Sri Ram Sharma Marg, Gohana Road as Chaudhary Chhotu Ram Marg, Mahlana Road as Sant Ravi Dass Marg, Old DC Road as Shaheed Madan Lal Dhingra Marg, installing of the statue of Madan Lal Dhingra at Geeta Bhawan Chowk and Kalupur Chungi Park to be named after Guru Gorakh Nath. Three committees of the municipal councillors were also formed to look after the finance, works and health activities of the council in the town. |
Rs 51 cr being spent on Ambala roads
Ambala, May 30 Stating this, an official spokesman said the repair work was in full swing and was likely to be completed by the end of June. Roads being repaired included Ambala to Lakhnaur Sahib, Ambala-Rulaheri, Ambala-Mohri-Bhanokeri, Ambala-Kurbanpur, Ambala-Chormastpur, Ambala-Kalawar and other link roads. Deputy commissioner Sameer Pal Srow said Rs 16 crore was being spend on the repair of roads in Ambala City and Ambala Cantt which was under the jurisdiction of the Ambala Municipal Corporation. These roads were damaged by floods last year. He said the work would be completed soon. Of this, a sum of Rs 8.50 crore would be spent on Ambala City where repair of 125 roads was in progress. In Ambala Sadar, about 37 roads were being repaired at a cost of Rs 6.25 crore. The MC was also constructing 34 roads with concrete material in the Ambala Sadar area at a cost of Rs 1.50 crore, the sources said. The other roads in Ambala Cantt being repaired include Ambala Cantt-Machhonda, Ambala Cantt-Rangia Mandi-Nanhera, Ambala Cantt-Kala Amb, Ambala Cantt-Babyal and other link roads in the district, the spokesman said. Meanwhile, BJP legislator Anil Vij has alleged that only 20mm thick carpeting of roads was being done, which would not be able to sustain the monsoon season and the entire work would go waste. Vij demanded that the carpeting of the roads should be at least 4 inch so that these could sustain rains. He demanded that the work should be done during daytime so that locals could keep a tab on the quality of work being done. |
Construction of link roads in Pinjore delayed
Kalka, May 30 Informing this, Vijay Bansal, president of the Shiwalik Vikas Manch, and INLD leader, alleged that the department was creating hurdles in the construction of public works by making delay in granting permission. Meanwhile, the department is granting permissions to private builders for petrol pumps and several other commercial projects without any delay. Subsequently, due to the negligent attitude of the department, the construction of several link roads in the Kalka area has not yet seen the light of the day. Notably, the Shiwalik Vikas Board in 2008-09 had sanctioned Rs 50 lakh for the construction of Bhawana-Toran link road, Rs 40 lakh for Diwanwal-Ambka link road and Rs 30 lakh for Khadkua to Tandiwala link road, but the construction work could not be started till date. The department had granted temporary permission for the construction of Toran to Dhardi link road and Berghati to Dhamsu link road vide letter dated April 5, 2010 and May 14, 2010, respectively. Tenders of Rs 30 lakh and Rs 16 lakh for these link roads were also finalised and the PWD had submitted the required amount for the construction of link roads, but the final permission has not been granted by the Forest Department. Subsequently, the construction work has been kept in lurch. Due to the non-construction of these link roads, villagers have to face a lot of inconvenience, especially in summer season. |
Seminar stresses on women empowerment
Kaithal, May 30 He said to provide computers to every panchayat were under the active consideration of the government and purpose of this campaign was to organise women from the block level to the state level so that they could work unitedly for society. Construction of mahila sadans at the village level was also a step in this direction. He exhorted women representatives to pay their attention to education of children and maintenance of sanitation in the villages and keep a watch on the mid-day meal schemes and ensure that children get quality food. He said prior to 1994 women though got elected in Panchayti Raj Institutions but they had very little or no say in the decision making. But now they have become aware about their rights and they can interact with administration officials. He asked women representatives to play an active role in the implementation of social-welfare schemes launched by the government. So that desired results could be achieved. Deputy Commissioner Amneet P Kumar called upon women to extend their cooperation in eradicating the menace of female foeticide so that proper balance in male female ratio could be maintained. She said in 1994 only 19 women sarpanches were elected in Haryana. But in 2011 elections 2,100 women had been elected sarpanches and 25,000 women had been elected for Panchayti Raj Institutions and now they had 38 per cent share. ADC BB Kaushik said necessary training had been imparted in all 270 panchayats in the district. He sought cooperation of elected women representatives in checking the social evil of child marriage. Satish Batra, principal, Nilokheri institute, also expressed his views on some important issues concerning women and the rural life. The Public Relations Department exhibited a film on the female foeticide and its negative effects on the society. Sirsa, May 30 Examinations for the first and third semesters would be organised from December 1 to December 20 and winter vacations would be observed from December 17 to January 1, 2012 in the university. Fellowship for Murthal varsity professor
Sonepat, May 30 Dinesh would be working under the guidance and supervision of Dr Ranu Jung, Prof and holding wallace H. Coulter Eminent Scholar Chair, Department of Biomedical Engineering at Florida International University, Miami (US), for a period of 12 months w.e.f. August 2011. This is a prestigious fellowship awarded by the Government of India to young scientists/ researchers each year in their chosen field of interest. This is for the first time that a faculty member from DCRUST, Murthal, has been selected for this fellowship. During this fellowship, he will be exposed and trained in the state-of-the-art facilities in the field of biomedical engineering to provide better exposure in the specific areas of neuroscience, neuroengineering, biomechanics and rehabilitation engineering. This will help in developing modern facilities/centres for research, training and teaching in the university. This will lead to the advancement of above areas in the country thereby aiding in development of better health care devices/equipments for disabled, mentally and physically handicapped people in the state and the country which will lead to improvement in the quality of life for such persons. He has also been selected for the national fellowship by the Indian National Academy of Engineering, New Delhi, for working in his area of interests such as biomechanics, rehabilitation, signal processing, biomedical engineering under the mentorship and guidance of Prof. Anand at IIT and AIIMS, Delhi. |
Bhukkal releases school calendar
Chandigarh, May 30 While stating this, Education Minister Geeta Bhukkal said the calendar of annual activities would help implement provisions of the Right of Children to Free and Compulsory Education Act and standardisation of the education system in schools. Bhukkal said monthly meetings would be conducted from block level to headquarters level for evaluation and strengthen the education system. The calendar would also provide information about admissions, day schedules, holidays, co-curricular activities, sports activities, exhibitions and annual functions to students and teachers. According to calendar, timetable has been fixed in schools as per which all schools would organise 20-minute morning prayer, beginning at 7.30 am. After that, zero period will start from 7.50 am, followed by another eight periods of 40 minutes each. The schools will open at 7.30 am and close at 2 pm. There is a provision of total 71 holidays during the first semester, including 10 autumn break and 30 summer holidays. There will be a total of 239 working days in schools in a year. Summer vacation will be from June 1 to 30, 2011, and winter break from January 7 to 16, 2012. A state-level cultural fest, general knowledge competitions would also be organised. |

Fatehabad, May 30 Yudhbir Singh, director of the school, said various kinds of hobby classes like arts and craft, music, dance, cooking and indoor games were organised for the benefit of students. Students learnt to play harmonium, flute and drum from trained music teachers. They also practised Western, Punjabi Pop and Indian classical dance forms during the camp. The students also learnt culinary arts and acquired the skills of cooking Indian and Chinese food. Sports-loving students learnt the art of chess, badminton, carom board and skating. Speaking on the occasion, Kajal said the Centre was being set up in an area of 120 acres of Khewra village and the land of the acquired land had already been deposited in the government account. “The Centre is planning to adopt Khewra village so that the poor and needy persons of the village can be helped,” he added. The setting up of the Centre would infuse a sense of security among the people of the area, he said and added that it would also pave the way for the development of the nearby areas. He also added that for creating environment awareness among the people, the Centre would organise activities on eco-system, social forestry, civic actions, etc. Besides discharging its duties in shouldering the responsibility of maintaining internal security, the DIG said the units at the Centre would play an important role in providing logistic support at the times of urgency in the area. |

Sarpanch among 152 booked for creating ruckus
Rewari, May 30 While holding a demonstration at the Buroli substation on May 19, agitating villagers had locked the AGM’s office after the staff members had evacuated it. The demonstration was aimed at seeking disengagement of power supply of Dhani Siha Ki village from its present agricultural feeder and its simultaneous linkage to the domestic feeder of Siha village. The AGM’s office was unlocked by the protesters soon after the executive engineer of the DHBVN assured them on phone that the needful would be done expeditiously. However, after a few days later, the AGM filed a complaint following which the police registered a case under Sections 147, 148, 186 and 353 of the IPC against the protesters. Meanwhile, a senior police official said the matter was under investigation. |

CRPF jawan cremated
Rewari, May 30 Manoj was killed after a bullet hit him, that went off from his carbine, which he was reportedly cleaning at his camp in Doda (J&K) recently. A contingent of the Khol police of Rewari district gave a salute to the jawan by firing five rounds in the air and then reversing its arms. Manoj had joined the CRPF as a constable in 2005. Panther scares villagers
Rewari, May 30 After receiving the information from the villagers, forest officials and police personnel of Rampura police station reached the village and jointly launched a searching operation. The pugmarks of the panther were spotted in a village field as well as the forest area. However, the combing operation, which continued yesterday as well, remained a failure. The forest officials believe the panther has moved to an unknown destination, so they have cautioned the villagers against its possible reappearance. |

Cops told to be polite with public
Kaithal, May 30 He said due to the violation of traffic rules, thousands of precious lives were lost every year in road accidents. This trend could be reversed only with the active support from the public and by creating awareness among the people about the observance of traffic rules. Tomar said vehicles were challaned not with an object to collect revenue, but to pursue road users to observe traffic rules which were in their own interest and were must for the safety of one and all on roads. Tomar also called upon the members of the RSO not to help traffic rules violators while assisting traffic police, but to guide them to become law abiding citizens. He asked the police and the members of the RSO to behave in a courteous manner while dealing with the public but at the same time asked them not to show any leniency towards law breakers and make them realise about their fault. Panchkula, May 30 Trust president Kidar Nath Kidar welcomed poets and chief guest Sukhchain Singh Bhandari, director, Haryana Punjabi Sahit Akademi, and SK Monga, IAS (retd), who lighted the traditional lamp. It is heartening to know that the Chief Minister has instructed the state bureaucracy to be more responsive and resolve public grievances on priority. Of late, various sections of the society, including elected representatives, have been ruing over the officialdom becoming all the more powerful and going berserk. It is now hoped that the babus would take the CM's diktat seriously. Further, in order to ensure that the people of the state are able to get access to public services promptly and in a time bound manner, the state should immediately enact a legislation like the Madhya Pradesh Public Services Guarantee Act, 2010 or Bihar Right to Public Services Act, 2011 or Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011. Every aforesaid law guarantees the citizens to have timely delivery of day-to-day public services. A schedule is attached specifying the time period within which he would be entitled to get his work done from a public authority failing which the official concerned would have to face the music. It is high time that Haryana must emulate the abovesaid states with regard to providing time-bound public services to its citizens. Of course, in all probability the state bureaucracy would not feel easy with such a law, but the CM ought to show daring to ensure its passage expeditiously.
