Dalai Lama relieved of duties

More than two months after he first expressed his wish to retire as the political and administrative head of Tibetan government-in-exile, the Dalai Lama has finally been relieved of his duties. The three-day special session of the 14th Tibetan parliament-in-exile that concluded on Saturday, amended the Tibetan Charter paving way for the devolution of the Dalai Lama’s administrative and political powers to a democratically elected Tibetan leadership.

More than two months after he first expressed his wish to retire as the political and administrative head of Tibetan government-in-exile, the Dalai Lama has finally been relieved of his duties.

The three-day special session of the 14th Tibetan parliament-in-exile that concluded on Saturday, amended the Tibetan Charter paving way for the devolution of the Dalai Lama’s administrative and political powers to a democratically elected Tibetan leadership.

Despite concerns being expressed that China might not hold talks with the elected leadership, the Dalai Lama has even delegated the powers to appoint envoys for holding talks to the cabinet of Tibetan government-in-exile. Earlier, two envoys appointed by the Dalai Lama had been holding bilateral talks with Chinese officials. Already nine rounds of talks have taken place with much success.

The Tibetan parliament has approved an amendment to the Preamble of the Tibetan Charter (the draft constitution according to which the Tibetan government-in-exile is run). It has also approved amendments to Article 1 that concerns with the rights and responsibilities of the Tibetan leader.

Under the amended Article 1, the Dalai Lama is the “Protector and Symbol of Tibet and Tibetan People”.

According to the amended Preamble, the Dalai Lama’s duties will be to provide advice and encouragement with respect to the protection and promotion of the physical, spiritual, ethical and cultural well being of the Tibetan people and to remain engaged in the efforts to reach a satisfactory solution to the problem of Tibet. His role has been limited to advisory that is not legally binding on the Tibetan government-in-exile.

The powers vested in the Dalai Lama as the head of the executive under Article 19 have been delegated to the Tibetan Prime Minister-in-exile (Kalon Tripa).

The Kalon Tripa is empowered to approve and promulgate bills and regulations passed by the Tibetan parliament-in-exile. Other powers and responsibilities have been divided between legislative and judiciary.

Another significant amendment to the charter is the annulment of the Council of Regency as per Articles (31-35) and their provisions which earlier empowered the council to assume the Dalai Lama’s role in circumstances when the latter was not acting as the head of the state.

The parliament also approved the change in the name “Tsenjol Bhoe Zhung” to "Bod Mei Drik Tsuk” (Institution/Organisation of the Tibetan People).

The Tibetan parliament presented the amendments to the Dalai Lama for final approval yesterday.

The amendments approved by the Tibetan parliament-in-exile now make the new Kalon Tripa, Lobsang Sangay, as the most powerful official of the Tibetan government-in-exile based at Dharamsala.

Tibetan legislators sworn in

New Members of the 15th Tibetan parliament-in-exile were sworn in formally at a ceremony held here today. All the 44 legislators took turns to take oath before Pema Jungney, who presided over the swearing-in ceremony held at the Tibetan parliament.

The Tibetan Charter requires the oldest serving legislator elected for the new parliament to administer oath to the new legislators.

Pema Jungney, in his brief address to the new legislators, congratulated and wished them success.

“I hope the 15th Tibetan parliament can deliver the expectation of the voters,” Pema said.

The new legislators will begin their first-ever two-day session from June 1. The Speaker and Deputy Speaker of the new House will be elected from among the new legislators, sources said.

Penpa retains speaker’s post

Penpa Tsering has retained his post as speaker in the 15th Tibetan parliament-in-exile after two rounds of voting today. The preliminary voting resulted in a tie between Domed MP Penpa Tsering and Utsang MP Karma Yeshi with 19 votes each and four for Utsang MP Pema Jungney. However, Penpa Tsering won in the final round of voting.

The preliminary voting for deputy speaker put top three nominees as Karma Yeshi, Khenpo Sonam Tenphel and Pema Jungney. The final voting resulted in Khenpo Sonam Tenphel (Nyingma MP) winning the post of the deputy speaker of the 15th Tibetan parliament-in-exile with 20 votes, Pema Jungney with 13 votes and Karma Yeshi with nine votes. The Tibetan parliament has 44 members, but currently it has 42 members, as two candidates from Utsang failed to secure minimum percentage of votes in elections conducted in March this year.

Private schools dominated the top positions in the annual examination result of class X declared by the Himachal Pradesh Board of School Education (HPBSE) today. Private school students secured 18 of the top 20 positions.

Kritika Sharma of Lakshya Public School, Arki, in Solan district, bagged the top position securing 675/700 (96.43%) marks.

Aditya Sharma of Minerva Senior Secendary School Ghumarwin in Bilaspur district and Prateek Thakur of SVM High School, Anni, in Kullu district, jointly bagged the second position securing 674/700 (96.32%) marks.

Ankita from Bright Sun Sr Sec School, Mahre, in Hamirpur district, bagged the third position securing 672/700 (96%) marks and Bharti of Bharat Bharti School, Dhalpur, in Kullu district, was at the fourth position securing 671/700 marks.

Three students, including Shriya of Himalayan Public Sr Sec School, Sarkaghat, in Mandi district, Shilpa of Government High School, Nalyana, in Mandi district, and Manisha Verma of Minerva Sr Sec School, Ghumarwin, were jointly at the fifth position securing 668/700 marks.

Two students Anita Kumari of Government High School, Aloh, in Kangra district, and Smriti Kaul of Bharti Vidyapeeth, Baijnath, in Kangra district, were jointly at the sixth position securing 667/700 marks.

Shubam Sood of SVM High School, Anni, in Kullu district, and Gireesh Nadda of SVM High School, Jhandutta, in Bilaspur district, were jointly at the seventh position securing 665/700 marks.

Vivek Sharma of Minerva Sr Sec School, Ghumarwin, and Aakansha of DAV Sr Sec School, Una, were jointly at the eighth securing 663/700 marks.

Chairman of the education board VC Farka said 1,25,155 students had appeared for the annual class X examination with the HPBSE this academic year. Out of these 77,700 students had cleared the examination and 22,475 asked to reappear in one subject. The pass percentage remained at 62.08 per cent.

The candidates who wanted to get their papers rechecked could apply to the board till June 19 this year, he said.

World No Tobacco Day
Drive against social evils should continue all round the year: CM

Chief Minister Prem Kumar Dhumal has asserted that campaign against social evils like smoking should not be limited to designated days, but be continued throughout the year to achieve the desired outcome.

Presiding over a prize distribution function of World No Tobacco Day organised by the state police, here last evening, he said the spirit and message of the day should be spread 365 days a year to make an impact on society.

He said drug mafia was targeting the youth who were falling prey to drugs. He lauded the initiative of the police in organising the Sadbhavna Marathon to highlight the ill-effects of tobacco and drugs on health.

Those involved in drug trade were anti-national elements weakening the country by leading the youth to the drug trap. He said stern action was required against such elements.

Director General of Police DS Manhas spoke about the drastic impact of tobacco on human body and said over 12 crore people in the country were consuming tobacco products and 10 lakh died annually due to tobacco-related diseases.

Earlier, despite rain women police performed some dare-devil acts on motor cycles, unarmed combat and presented a mass PT display. Police musicians regaled the audience with melodious tunes.

Woman, paramour arrested

The Talai police has arrested Reshma Devi, along with her alleged paramour Rajiv Sharma, for the disappearance and murder of her husband Balak Ram (45), a part-time worker at an Ayurveda dispensary at Dohak and a labourer at Badgaon Galu village, 80 km from here.

Reports said Reshma had got an FIR registered on May 22 that her husband was missing since May 20. But later Balak Ram’s brother got an FIR registered against Reshma and Rajiv Sharma, alleging their hand in Balak Ram’s disappearance. After investigation, the police has arrested both of them.

Both are said to have confessed to their crime that they had conspired to get rid of Balak Ram. It was stated that Rajiv persuaded Balak Ram to accompany him to Purohian village for settling a dispute. On the way, Rajiv made Balak Ram drink liquor and carried him in a boat to the Gobind Sagar ghat, where Reshma was waiting. They tied Balak Ram with a rope and threw him into the Gobind Sagar.

The police is still searching for the body. A court has given five-day police remand to the accused.
