Gurgaon, April 28 Apart from becoming the first political party to announce its candidates for the municipal elections, the INLD has also decided to hold a public rally at local Gaushala Grounds on May 1. The INLD national general secretary, Dr Ajay Singh Chautala, will be the star attraction at the rally. Meanwhile, the BJP today released its first list of 24 candidates for the MCG poll to be held on May 15. The Congress leadership has decided not to field nominees on party symbol. Addressing a news conference here yesterday, Haryana INLD president Ashok Arora, INLD national secretary RS Chaudhary and party’s district unit president Gopi Chand Gehlot said at a recent meeting of the INLD’s political advisory committee, it had been decided to contest the MCG elections on party symbol. The INLD leadership had formed a seven-member committee, comprising party’s national general secretary Ajay Chautala, Ashok Arora, RS Chaudhary, Rajya Sabha MP Ranbir Singh, former minister Subhash Goyal, Jagdish Narayan and Anita Goswami to finalise the candidates. The INLD leaders expressed hope that the party candidates would fare well in the MCG poll. Though the party is yet to release a poll manifesto, the leaders said rampant corruption in public offices and excessive burden of taxes on the people of the state would be their main election planks. "While the state of Haryana is already under a massive debt-burden, the state government has borrowed money running into hundreds of crores in the past few months pushing the state deeper into the debt trap,” Chaudhary asserted. In another poll-related development, some aware residents of the millennium city have decided to work together under the banner of Saksham Gurgaon in the pursuit of water, sanitation and roads, the basic amenities which they allege the local administration has failed to provide. Saksham Gurgaon, a civil society group set up by working professionals, aims to kick start a dynamic movement of citizens, which will remain non-political and give equal voice to all members. In the first step towards empowering the citizens, Saksham plans to create awareness about the ensuing municipal corporation elections in Gurgaon. As per the group members, the objective of the group is to fight urban apathy towards municipal elections and to ensure that a common man is able to make a contribution to the development process.
Poll expenses ceiling fixed; AROs appointed
The State Election Commission has also fixed ceiling limits on election expenditure which can be incurred by the candidates contesting for the office of member of the Municipal Corporation Gurgaon. The programme for these elections has already been announced and the polling will take place on May 15. Gurgaon deputy commissioner-cum-district electoral officer PC Meena said as per the commission guidelines, a candidate contesting the elections to the MCG could spend a maximum of Rs 75,000. The details of expenditure incurred by the candidates would be maintained and submitted to the deputy commissioner within 30 days from the declaration of the result. The deputy commissioner would then send report to the State Election Commission and if a candidate fails to submit details of expenditure incurred by him/her within the prescribed time limit, he/she can be disqualified for up to three years. “No particular party or any other association, body or individual is allowed to put up any cutout, hoarding, wall-painting, bunting, arches, gates, banners, flags, advertisements in newspapers etc. without written authority of the candidate,” Meena maintained. Meanwhile, the deputy commissioner has appointed the Additional Deputy Commissioner, VS Hooda, as returning officer for the ensuing MCG elections. Twelve assistant returning officers (AROs) have also been appointed for the smooth conduct of elections in different wards of the MCG. |

Jhajjar/Rohtak, April 28 However, these girls studied outside the state and hardly stayed in the village, and it was their upbringing that was instrumental in their success. Pamela, born in 1961, hailed from Dubaldhan Majra village in Jhajjar. However, she hardly had an upbringing in the village. She was born in New Delhi. Her father was an officer in the Army. She went to Maharani Gayatri Devi Girls Public School in Jaipur and later studied literature at Lady Sri Ram College in Delhi. She won the Miss India crown in 1982 and represented India in the Miss Universe pageant the same year. She briefly hit the headlines in the UK in 1988 and 1989 as “escort” of several notable individuals, including an arms dealer, and it was then revealed that she had a House of Commons security pass, arranged by some MPs. In Europe she met Henri Bordes, whom she later married. Today, she is known more as a photographer. The newly crowned Pantaloons Femina Miss India World Kanishtha Dhankar (22) belongs to Kasni village here. She will represent India at the Miss World contest, slated for September this year. Both these girls had a defence background and had their education outside the state. Kanishtha’s father, Raj Singh Dhankar, is an officer in the Navy, while her grandfather, Matu Ram Dhankar, is an ex-serviceman. Even as there is talk of Kanishtha’s success serving as an inspiration for society to change its attitude towards the girl child, people have their own doubts. Says Rajvir, a resident of Jhajjar, “I don’t think the newly crowned Miss India would be interested in working in the district to create awareness about the poor sex ratio, as most of them seem interested only in earning money and fame.” He said only education could bring about a change on this front. |
UID project to begin next month
Fatehabad, April 28 The project that includes issuing “Aadhaar”, a 12-digit unique identity number to all residents of the country, will be completed in a year’s time. The Unique Identification Authority of India (UIDAI), which has been assigned the task under this project, had recently signed an MoU with the Haryana Government in this regard. Naresh Gulati, Financial Commissioner and Principal Secretary, Revenue, who has been appointed as the Registrar for the project, has written to all Deputy Commissioners in Haryana to provide active support to the enrolment agencies (private agencies) for the successful completion of their work. Addressing a meeting of district-level officers here recently, Additional Deputy Commissioner Ashok Kumar Meena said the authorities had to complete a detailed route plan and mapping of the enrolment agencies at the panchayat level and the entire exercise would be akin to the election exercise. Meena said the government had drawn up an exhaustive IEC (Information, Education and Communication) exercise to bring the residents into the system. Nukkad nataks, sensitisation through posters, literature, songs, music and jingles had been planned to reach out to the people, he said. The government planned to use the database available with the Food and Civil Supplies Department for pre-enrolment purposes. Where the residents do not have any documents to establish their identity, they will be brought under the system through the concept of introducers. Grassroots-level functionaries like lambardars, panchayat secretaries and anganwadi workers will function as introducers in these cases. The “Aadhaar”, once issued, will be stored in a centralised database and linked to the basic demographic and biometric information - photographs and 10 fingerprints - of each individual. |

Chandigarh, April 28 While the commission was set up at the insistence of Jats, who virtually held the state to ransom for about 20 days to demand reservation in government jobs, even the communities like Brahmins and Aggarwals have also joined the race for the BC status. The latest to join this race is the Tyagi community. A state-level meeting of the Haryana Tyagi Samaj, a representative body of the community, was held at Ganaur in Sonepat district last week. The meeting, which was presided over by head of the Tyagi Samaj Ashok Tyagi, an advocate of the Punjab and Haryana High Court, constituted a 21-member executive committee. |
Kalpana Chawla Medical College
Karnal, April 28 Principal Secretary, Health, Rajan Gupta, who visited the spot in August last year, had said the college would come up on about 39 acres at the old Police Lines adjoining the Civil Hospital in Karnal. He had stated that the first batch of 50 MBBS students would be admitted to the college for the 2012-13 session and 50 new students would be admitted every year. The college, with 150 medicos on the rolls, would be fully functional by the start of the academic session in 2015-2016. However, according to the bidding document for engaging an architect for the preparation of architectural, structural and other designs of the college, issued by the Haryana Public Works (B&R) Department, Chandigarh, the time limit has been kept as two months with an additional two months for final submission and approval, indicating that the process will take a long time. Members of the Kalpna Chawla Medical College Nirman Committee, who fought for several years for the setting up of the college, doubt the timely completion of the project. The convener of the committee, Pritpal Singh Pannu, said how could the project be completed by 2012 when even the process to engage an architect would take at least four months. According to the specifications of the Medical Council of India, the college building will have an automatic fire alarm system, sprinklers, LAN, EPABX, solar water heating, rainwater harvesting, an electrical substation and DG sets, a water supply system, an internal drainage system for common toilets, a pump room and common pantries. Pannu said going by the pace at which the project was moving, it would take over six years to complete it. “So much needs to be done and it cannot be completed by the next session,” he said. Chief Minister Bhupinder Singh Hooda had last year announced the setting of the ambitious project, which would meet a long-pending demand of the people of Karnal and the adjoining areas. |

Kurukshetra, April 28 Meenakshi Chhabra, school principal, said Swati was awarded Dr Kalpana Chawla Award, a gold medal and a cash prize of Rs 25,000 along with a certificate of appreciation at a prize distribution function, “Alankaran Samaharoh” organised by the Board of School Education Haryana in Bhiwani recently. Chief Minister Bhupinder Singh Hooda, who was the chief guest on the occasion, honoured the meritorious students. Education Minister Geeta Bhukkal presided over the function. Sirsa, April 28 Pawan Kumar Bansal, a veteran journalist, and author of book “Khoji Patarkarita, Kyon Aur Kaise”, said this while addressing students of Journalism and Mass Communication Department of Chaudhary Devi Lal University, here, recently. The lecture was organised by the Career Counseling Cell of the university. Bansal said, “Despite degeneration of values, there are persons in every field of life who want corruption and acts of omission and commission by those in power to be exposed. However, they avoid approaching media fearing vendetta in case they are exposed”. However, if a journalist could protect the sources of his information, there could be no dearth of information flowing his way. Bansal urged the journalists to use the tool of Right to Information freely to get access to the information they would normally not likely to get. He said the aim of journalism was to spread truth in society based upon facts and give direction to society. While sharing his experiences with the students, he added that in the field of journalism, there was a lot of struggle but persons having zeal towards this profession would definitely get success. He urged the students to work hard and improve their reading skills and vocabulary if they want to become good Journalist. “A good Journalist always checks the facts of the story repeatedly before sending it to the desk. The media industry requires a lot of trained professionals. Students having good flair of writing and creative sense would be fit for any kind of media,” said Bansal. Virender Singh Chauhan, chairperson of the department, said the department was providing practical training to its students through community radio and news portal. IGNOU VC stresses on transition from diploma to degree courses
Karnal, April 28 “There is a seamless transition from diploma and Certificate to degree and the pattern of technical education system, where there are avenues in specific universities for Diploma holders to join at the second or third year of the Engineering Degree Programme, should be followed in the university system also,” he said. Stressing that a vast majority of diploma holders were working people from industry or working at grass-root level organisations lent further credibility to this proposal and making diploma or advanced diploma holders eligible for admission to a university degree had been an established practice in the higher education systems all over the world, he said in a communiqué to Regional IGNOU centres. Citing the example of US University system, Prof Pillai said 46 per cent of the admissions to university degree programmes in the country were through associate degree and it would be a major step towards linking the skill development sector and vocational education with higher education that is the major forte of the university system. Asserting that IGNOU has a strong presence in skill development and vocational education sectors across the country, he said out of the seven lakh qualifications awarded by the university during the last five years, 2.5 lakh (35 per cent) were graduates and above while 4.5 lakh (65 per cent) were certificates and diplomas,” Prof Pillai said. He said to strengthen and diversify the degree, certificate and diploma courses related to the needs of employment and necessary for building the economy by providing education and training in various arts, crafts and skills of the country, raising their quality was part of IGNOU Act. Further, this transfer from the vocational sector to the higher education sector was also facilitated in the proposed National Vocational Qualification Framework (NVQF) of the Ministry of Human Resource Development. “Certificate (16 credits), diploma (32 credits), advanced diploma or associate degree (64 credits), which is a terminal qualification, are the qualifications prevalent in the skill development and vocational education sectors and the difference between the advanced diploma and associate degree specifications are that the associate degree provides additional content, which will make the candidates well prepared for university education in the concerned discipline”. Referring to 2010 status of the open university system of China, he said it indicated that the associate degree, which was in between the certificate and bachelor’s degree, was the largest qualification base in China in 2010, where 4,12,400 students graduated with an associate degree, 6,914 received a bachelor’s degree and 38,000 received certificates from the China open university system. |

REWARI: Activists of the Brahmin Samaj led by Umesh Sharma, state convener of the Haryana Brahmin Samaj Aarakshan Samiti, and Ram Sharan Mudgil, district president of the Brahmin Samaj, took out a procession here demanding reservation for the community on economic basis. Seeking the constitution of a commission for reservation to economically weaker sections of the Brahmin Samaj and various other communities on the pattern of the Backward Class Commission constituted recently for Jats and other backward classes, Sharma warned that if Chief Minister Bhupinder Singh Hooda failed to make a relevant announcement within a fortnight, they would organise a “halla bol” demonstration in Delhi to seek forceful intervention of the Central Government. He alleged that Brahmins in Haryana were not getting a fair deal in the matter of government jobs etc under the Hooda regime. Chandigarh, April 28 A spokesman for the Town and Country Planning Department said the SP or DSP, as applicable, SDO (civil), XEN of Public Works (Building and Roads) Department concerned would be members of these committees and district town and country planner, enforcement (where such post does not exist, the district town planner concerned) would be the member secretaries of the committees. He said the committees would prepare the schedule for carrying out the demolition of drives and designate the deputy magistrate and required police force to maintain law and order during sealing drives and demolition operations to implement restoration orders passed in pursuance of the provisions of the Acts. These would review on a monthly basis the incidence of unauthorised constructions or colonisations in the controlled areas or urban areas being carried out in violation of provisions of the Act and also monitor the progress of the registration of FIRs on the complaint lodged by the district town planners and the follow-up action by respective SHOs. |
MLA pays surprise visit to hospital
Rewari, April 28 While no doctor or employee of the hospital could recognise him, he somehow procured the requisite slip from the OPD counter and then got himself examined as a patient by the medical officer concerned. With the accumulation of first hand information from several other patients, he also personally visited various wards of the hospital. He said he was stunned to see the prevailing insanitary conditions, deficient beds, dirty bed sheets and the poor care of patients. Besides, he was shocked to learn that some doctors had asked a number of patients to purchase the prescribed medicines from private shops even when those very medicines were available in the repository of the hospital. Simultaneously, the lackadaisical approach of a sizeable section of the medical staff towards the patients pained him as well. Subsequently, he disclosed his identity and brought such things to the notice of the chief medical officer (CMO). Later, he ruefully stated that when this district hospital, which was the mainstay of the patients from Rewari, Bawal, Jatusana, Kosli, Dharuhera and other areas of the district, had been lying in the shambles, how the situation at various other CHCs and PHCs in the district could be expected to be different. Taking a dig at the much-hyped claims of the top brass of the state Health Department that crores of rupees were being spent on provision of A-class facilities to poor patients in the state hospitals, the INLD legislator asserted that if the poor functioning of the Rewari district hospital was any indication, their tall claims were misleading as well as hollow. He went on to say that there was an urgency to overhaul and revamp the Rewari hospital at various levels to ensure its subservience to the poor and hapless patients of the district. He wanted to know if the state Health Minister Rao Narender Singh would speedily initiate measures to tone up the functioning of the hospital. |
Land record to be linked through satellite
Sirsa, April 28 A project by the Union Ministry of Rural Development, the NLRMP, will ensure a single window to handle land records. It will also ensure title insurance, which guarantees the title for its correctness and indemnifies the titleholder against the loss arising because of any defect therein. DC Yudhvir Singh Khyalia pressed the unique ID chip in the earth to launch the programme from Sirsa yesterday. He said initially, 13 such spots had been identified in the district where unique ID chip would be installed to send data concerning land of the areas around these chips to satellite. The main server for the programme would be installed at the district headquarter as well as state headquarters in Chandigarh from where the officers concerned would be able to assess the present status of the land in the district by sitting at one place. Besides, they would be able to conduct girdawari with the help of satellite and review it. The computerised system would also help assess the damage caused to crops due to natural calamities. |
Local bus service resumed in Hisar
Hisar, April 28 Residents of the city had been demanding the resumption of local bus service due to high fares charged by three-wheeler operators. There are several thousand three-wheelers running in the city, but the fares have become high. The operators union had been hiking the fares frequently without rhyme or reason. Besides, three-wheelers are invariably overloaded with the traffic police taking no steps to check them. The auto-rickshaw drivers often force passengers to wait till they have enough passengers. This leads to delays. The city had regular local bus service in the eighties. There was a special local bus stand too. However, the services were stopped due to traffic congestion at various points. The service was reintroduced several times during the past few decades, but the opposition by three-wheeler operators forced the stoppage of local bus services. Traffic congestion continues to be a big problem along the National Highway No. 10 which passes through the middle of the city. The inaugural run of the local bus was also marred by traffic jams. Besides, the old railway overbridge is also a problem. The older stretch of the overbridge has been declared unsafe. Heavy vehicles are therefore not allowed to ply over it. Local buses now pass through the Balsmand Road which is very congested. Thus, the travel time is even longer. The local buses take two routes. Both services start from the Main Bus Terminus. One goes towards Model Town and then proceeds to the Mini Secretariat via Sector 9-11. The other plies straight to the Mini Secretariat and then reaches Model Town via Sector 9-11 and back to the Bus terminus. The local buses will ply between 8 am and 8 pm. To overcome the traffic congestion and the problems posed by the railway overbridge, the authorities plan to buy mini-buses shortly. |
Contests mark World Earth Day
Kurukshetra, April 28 Poster-making, slogan-writing and quiz competitions were organised and environmental awareness documentary was also shown to the students. The students of classes 8th to 11th participated in various competitions and presented environment-related problems by making posters and writing slogans. The documentary “An Inconvenient Truth” and other pollution-related short movies were also shown to the students. Prof. Smita Chaudhry, director, Institute of Environmental Studies, addressed the students and explained about current issues of environment, including problem of water, soil and air pollution and informed about the use of organic fertilisers. She said decreasing biodiversity was an example of environment degradation and “we should change our daily routine for environment conservation”. She also expressed concern over the declining water table and stressed on ancient techniques for the conservation of water resources. She urged the students to adopt water and energy conservation practices in their day-to-day routine. Rs 30 cr for internal roads in Bahadurgarh
Bahadurgarh (Jhajjar), April 28 He was addressing a gathering after participating in a “bhoomi pujan” ceremony organised by the Brahmin Samaj Sewa Samiti for the construction of a dharamshala here. “The Chief Minister has sanctioned Rs 30 crore for the repair or construction of internal roads of the city. A scheme has also been formulated to provide stadiums in Bahadurgarh. With the completion of projects like the KMP expressway, Bahadurgarh bypass, the scenario of this area will change completely,” said Deepender. Metro service had already been extended up to Gurgaon and the process to extend it up to Bahadurgarh and Faridabad was under way. Presiding over the function, local MLA Rajender Singh Joon said Rs 740 crore had been spent on development works in Bahadurgarh during the past six years. |

Rs 25-crore projects to fight floods
Kaithal, April 28 This was stated by Randeep Singh Surjewala, Industries and PWD Minister, during a press conference at Kisan Bhawan here. Surjewala said due to presence of only one siphon on the Hansi-Butana canal near Keorak village, the flow of water was very slow. Now, another siphon was being constructed at a cost of Rs 1.50 crore to save Keorak area from floods. Surjewala, who laid the foundation stone of Rs 7 crore pitching work of Kaithal drain, said the step had been taken to strengthen the 1,63,600-feet drain. The water-carrying capacity of the drain was also being increased from the existing 219 to 1,026 cusecs, following which more than a dozen villages would get relief. Murthal varsity student designs waste treatment reactor
Sonepat, April 28 He has designed the reactor for the treatment of plastic waste in which the waste is decomposed. In this process, harmful toxins and gases are not produced and industrially useful products are obtained. The reactor can be suitably scaled up for any kind of municipal or industrial waste load and is self-dependent by the power produced by the reactor itself. This design is an improvement over the two commercial designs available at the moment. Gaurav has been working on this reactor for almost two years in the department under the guidance of faculty members. He has also filed for the patent which is under scrutiny and at final stages. He was recently felicitated by Jagannath Paharia, Governor of Haryana, at a function organised at University Guest House. The Governor congratulated him for his excellent work and encouraged him for further work in this area. HS Chahal, Vice-Chancellor of the university, also congratulated Gaurav and the Department of Chemical Engineering on this outstanding achievement and said the university looked forward to many more such patents to be gained by students through their innovative work. He assured that all kind of facilities would be made available to the students to take this design to the commercial scale. Rohtak, April 28 A spokesperson for the party said the state government had been left with no moral right to remain in the power as it had lost the faith and confidence of the masses in view of the alleged wrong doings on various fronts and the failure to keep its promise. Accusing the state government of “befooling” the people, he said the government which presented a tax-free budget just a month ago had gone for slapping various kinds of taxes in the form of steep hike in the collector (registry) rates and imposing property and house tax on the people. Claiming that the increase in the collector rates were too heavy and unbearable, he said the hike was almost 300 per cent at some places and it had led to panic among those who wanted to buy or sell their property. “While the party had supported protests and demonstrations at certain places including at Faridabad and Gurgaon, the youth wing of the party has decided to take up the matter at the state level to stage protests against the anti-people policies of the government,” he added. The party leader stated that the INLD would not remain silent, but it would expose the acts of misdeeds and corruption. Drive against fake BPL card holders
Ambala, April 28 Deputy Commissioner Samir Pal Saro said he had got a information that some people, who were not eligible for the BPL cards had however pull off it by furnishing false information. He said those who were found guilty in this matter would not only be penalised but would also be prosecuted as per the law. He disclosed that more than 600 fake BPL card holders had already deposited their cards with the administration so far. He asked the general public to inform the administration if they had any information about such fake card holders. He said their name would be kept secret. He said a strict action would also be taken against the officials whose negligence was established during the survey of the BPL cards. Meanwhile, it is learnt that several genuine persons have been deprived of the BPL cards while a few others who own double-storey puckka houses, motor bikes and even the refrigerators have been enjoying this facility. The administration has also decided to take a strict action against the ultrasound centers involved in the sex detection activities. The administration has announced a cash award of Rs 1,000 would be given to the person, who will inform the identity of the ultrasound centre indulged in this illegal act. |

Excise Dept gets vigilance wing
Narnaul, April 28 This was stated by Haryana Public Health Engineering and Excise and Taxation Minister Kiran Choudhary while interacting with mediapersons here today. She said Rs 200 crore would be incurred to solve the drinking water problem in Narnaul district during 2011-12 and the work had already been started on this project. Beside, Rs 144 crore would also be spent by NABARD in 64 villages in district for the same purpose. She said initially a water works, 13 tubewells and six RO plants would be set up to provide clean water to the people. She said NABARD has also formulated a project for 64 villages of the district, including 58 villages of Nangal Choudhary and eight of Narnaul. As many as 11 new boosting stations costing Rs 38 crore would also be set up in district for urban water supply. Also, Rs 18 crore would be spent on sewerage project in district Narnaul, she added. |

Father-son duo held in abduction case
Rewari, April 28 They were produced in the court of SDJM PK Lal yesterday, who remanded Rahul in police custody for two days while Rajender was sent to judicial custody. Simultaneously, the Kosli police added Sections 342 (wrongful confinement), 323 (causing hurt), 387 (putting person in fear of death) and 34 (act done by several persons for furtherance of common intention) to the FIR earlier registered on Karambir’s complaint for his son’s abduction. However, revelations now made by Rahul Yadav have provided a new twist to the case. Rahul disclosed that Vijay had earlier extracted Rs 2.70 lakh from him to get him posted as ticket collector in the Delhi Metro Rail Corporation. But when he failed to do so and he asked for refund, he used dilly-dallying tactics following which he (Rahul) got a case of cheating, criminal breach of trust, forgery and criminal conspiracy registered against him and his accomplices at a police station in Jaipur on April 23. He further stated that under such circumstances, Karambir filed a complaint following which the Kosli police then booked him and his father for abduction of his son Vijay. While lending concurrence to Rahul’s disclosures, a senior police official of Kosli said all this clearly showed that it was a case of transaction of money in which besides the two pairs of father-son duo, several other persons from both sides were involved. |
