The mother of the child, Bhawna, who is estranged from her husband and stays with her mother in Rajouri Garden, got her daughter Samiksha back yesterday evening. "It was like a rebirth for the baby," she said.

Two call centre executives have been arrested for being allegedly involved in several burglaries, including one at the house of a senior BSNL officer in south Delhi, the police said today. The accused have been identified as Nishant (23) and Samridha (22), both residents of Safdarjung Enclave.

The police might have arrested a key accused in the gangrape of a call centre employee, but three other accused are still at large even as cops have been accused of downplaying the case when it was first reported to them.

Mother gets back kidnapped baby

A nine-month-old baby girl, who was kidnapped on Monday, has been reunited with her mother, but the identity of the accused remains a mystery, the police said today. The mother of the child, Bhawna, who is estranged from her husband and stays with her mother in Rajouri Garden, got her daughter Samiksha back yesterday evening. "It was like a rebirth for the baby," she said.

Even as Bhawna was doing the rounds of police station and searching high and low for her only child, Samiksha had been lying at a child welfare organisation in Connought Place.

The police said her abductors had dumped her in the bathroom of Bhagirath Place, a famous wholesale market in Old Delhi, in the afternoon of the day she was abducted. Locals said they had seen a woman with a baby entering the washroom.

Samiksha was seen by a sweeper, who informed the local police. As the identity of the girl was a mystery, the police handed her over to the welfare organisation and a message about her was flashed to all police stations.

The episode might have ended on a happy note for Bhawna, but the motive behind Samiksha's kidnapping and the identity of the perpetrators remain a mystery for cops who have not made any arrest so far.

Bhawana has alleged that her estranged husband Tarun and his family were behind the crime, a claim the police is taking seriously because of the bizarre nature of the sequence of events.

"It was apparently not a job of professional criminals and nor did the abductor wanted to harm the baby. So, the likelihood of the involvement of Bhawna's in-laws is a strong possibility," a senior police official said.

Moreover, the house of her in-laws has been locked since the baby disappeared and they are not reachable on mobile phones, the police said.

Samiksha was snatched from her maternal grandmother by a man wearing a helmet.

"I was so shocked that I could not see what happened after Samiksha was snatched from me. But I think the snatcher escaped on a two-wheeler," Bhawna's mother told cops.

Bhawna got married in October 2008 and she told the police that her relations with her husband and in-laws began worsening soon afterwards. She had filed a police complaint against them and they might have kidnapped her daughter to scare her, she said.

2 call centre executives held for burglaries

Two call centre executives have been arrested for being allegedly involved in several burglaries, including one at the house of a senior BSNL officer in south Delhi, the police said today. The accused have been identified as Nishant (23) and Samridha (22), both residents of Safdarjung Enclave.

Their arrests were made during the investigation of a complaint of burglary filed by one Kameshwar Prasad.

According to Prasad, on the night of September 15, before sleeping he kept some valuables and a purse on a table beside him. But when he woke up in the morning, he found them missing. Further, on checking his bank accounts, he found that Rs 17,000 have been withdrawn from one of his accounts through ATM.

During investigation, the police got to know that several transactions had been made through the stolen ATM card. Apart from other things, the accused had bought two mobile phones from South Extension and Sarojini Nagar markets.

As all commercial complexes of the south district have CCTV cameras, the video footages of the shops from where the phones were purchased were sought. This helped the police to identify the accused and apprehend them from near Vinayak Mandir in Sarojini Nagar, said deputy commissioner of police (South) H.G.S. Dhaliwal.

Nishant is pursuing graduation from a Delhi University college, whereas Samridha is a graduate. Both the accused speak fluent English and worked with Apex Call Centre in Gurgaon, he added.

On interrogation, the accused admitted to have committed burglary in the house of a senior BSNL officer. The mobile phones purchased by the accused have been seized.

Factionalism stalks Faridabad Cong

The recent public spat between minister of power Mahender Pratap and the chief parliamentary secretary of the Haryana Vidhan Sabha, Sharda Rathore, on the issue of shielding criminals has stunned the Congress circles. Both the dignitaries are also MLAs from this district.

Rathore in a confrontation with Pratap told him at a public place that he was shielding the accused, including BSP leaders, who had indulged in arson and vandalism at her office. The reason was that one of the accused, who is also a councillor of the Municipal Corporation Faridabad, was present on a podium at a function relating to the power department.

Rathore's grouse was that Pratap was putting pressure on the police not to arrest the accused. She also threatened to resign if the accused continued to be shielded.

The president of the Faridabad Congress, B.Ojha, the longest-serving chief of district unit in the state, said the party image has suffered on account of the behaviour of certain leaders. However, he came hard at the police for not arresting the accused. It was shameful that the accused presented himself on the podium right in front of the police, which claimed that it was not able to arrest the accused as they were absconding, pointed out Ojha.

According to him, it was shocking that the Congress and government functionary's offices were set on fire and the premises ransacked by a

mob headed by BSP leaders. The criminals must be brought to book immediately, he asserted.

When asked as to why he was not intervening in the matter, he said that he was not approached by either of them. It was now up to the state Congress president and the Chief Minister to take up the issue.

Ghaziabad SSP Raghuvir Lal said Ram Prasad, 70, used to live with his wife Moorti, in Srinagar Mohalla under Hapur police station. On November 7, both of them were strangled. To make the double murder look like a robbery, their nephew Rahul, son of Satpal, had strewn around all the articles in the room.

During interrogation, Rahul confessed to having killed his uncle and aunt. He told the police that his father had been having illicit relations with his sister-in-law for the past many years.

Satpal is a railway engine driver and has been living separately from his own family. He used to hand over his entire salary to Moorti. This had upset Rahul and his mother.

He plotted the murder of his uncle, aunt and even his father. Rahul along with his friend Sonu reached his uncle's house on November 7.

Both waited for his father to come home till late in the night. Satpal had not reached home by midnight, Rahul and Sonu then killed Moorti and Ram Prasad by strangling them.

The police has sent the two accused to jail after registering a murder case.

New SSP promises better law & order

The 1996 batch IPS officer, Amitab Yash who has taken over as senior superintendent of police in G.B. Nagar district, assured that he would try his best to improve the law and order situation, reduce crime rate and make traffic movement smooth in the district.

Speaking to the media, Yash said Noida is a fast developing metropolis surrounded by crime-prone districts such as Ghaziabad, Bulandshahr, Meerut, Bagpat, etc.

It has a floating population and student community studying in various educational institutes, rural areas with rich farmers and police force lacking in basic infrastructure. It is a challenging job, he admitted.

"However, I will do my best to improve the situation with the cooperation of residents. I would particularly request the media to help in this work. Do tell us if you have any important information," he said.

While people criticize the police, few are aware that policemen have their problems. They perform a tough job with limited resources and infrastructure.

Most of them do not have government accommodation and have to come to office on bike from a distance of 20 km or so. They have school and college-going children and have a pay packet of just Rs 8,000 or so, he added.

The new SSP said, "We will identify criminals, keep a watch on them and put them in jail. Crime will be promptly registered. I will personally see to it."He said an advanced traffic prevention technology has been developed. We will ensure that all the vehicles are fitted with speed governors.

Sacked SI held for killing servant

The Delhi police has arrested a dismissed sub-inspector for allegedly murdering his domestic servant who had been working for him for the past 15 years, the police said today.

The accused has been identified as Azad Singh who had allegedly beaten to death his servant Ganga Singh on June 16. He had been absconding since then. The victim was friendly with his wife and Singh suspected that they had an illicit relationship.

Singh was arrested last evening from Tikri border where he had come to meet someone, said deputy commissioner of police (West) Sharad Aggarwal.

During investigations eyewitness Heera Lal, a security guard in Vikaspuri apartments where Singh stays, told the police that the dismissed SI had beaten up his servant.

Singh told the police that his servant had became friendly with his wife of late due to which there were frequent quarrels between the couple.

On June 15 night too, they had arguments over the issue. That was when he decided to do away with Ganga, said a senior police official.

Accordingly, the next day when his wife Kushlata Kadyan and his son went out, Singh allegedly killed Ganga by hitting on his head with a blunt object.

Singh was recruited as a sub-inspector in Delhi police in 1977 and dismissed in 2004 for anti-departmental activities. Since then, his name has figured in some property disputes.

Hooda flays Sudershan remarks

Haryana Chief Minister Bhupinder Singh Hooda in a statement issued here today has condemned the statement of former RSS chief K.S. Sudershan, in which he has blamed UPA chairperson Sonia Gandhi for hatching conspiracies, which resulted in the deaths of Indira Gandhi and Rajiv Gandhi.

Hooda asked Sudershan to apologise to Sonia Gandhi and the people of the country.

"This kind of statement can be made only by a person who has lost his mental balance. Everyone knows the scarifices made by the Gandhi family for the country. Indira Gandhi and Rajiv Gandhi even laid down their lives for the unity and integrity of the country, the cause they worked for during their lifetime," he added.

The RSS has been communalising the country as was clear from the involvement of some RSS leaders in cases of bomb blasts in the country. Sudershan should have looked inwards before levelling such charges, alleged Hooda.

Phool Chand Mullana, Haryana PCC president, also flayed Sudershan for the statement and appealed to the people to boycott the RSS.

Cabinet likely to meet on circle rate today

As the row over circle rate heats up with Chief Minister Sheila Dikshit and Lt-Governor Tejendra Khanna sticking to their guns, the Delhi cabinet is likely to meet tomorrow to take a decision over the changes suggested by the Lt-Governor.

The LG had returned for the second time the circle rate proposal sent by the government for notification, asking for an amendment in E F and G categories of plots.

This has happened for the first time in the history of the Delhi government when the LG has returned the file of the proposal approved by the cabinet for a second time.

Sources said that this is such an issue over which power is vested with the LG and if the rift persists between the two centres of power, the ministry of home affairs would be taking a final decision.

When Khanna had returned the file for the first time, Dikshit called an emergency meeting of the cabinet and sent it back to him, rejecting changes suggested by him.

When he returned the proposal again, the Chief Minister was in Tokyo to attend a seminar. The circle rate was introduced in Delhi in 2007 when B. L. Joshi was Lieutenant-Governor.

Criticising the government, leader of the opposition in the Delhi Legislative Assembly, Vijay Kumar Malhotra, said the difference of opinion arising between the Lieutenant-Governor and the Chief Minster is causing a serious constitutional crisis of confidence.

It is perhaps for the first time that the Lt-Governor has rejected the cabinet's decision twice and sent it back for reconsideration.

Chief Minster Sheila Dikshit had earlier taken a decision to increase circle rate across Delhi and declared her government's intentions even before complying with the constitutional norms of sending the file to the Lt-Governor.

The Delhi police today told a Delhi court that it had sought the Interpol's help to solve the criminal case relating to the blackmailing of sitar maestro Ravi Shankar's daughter Anoushka Shankar, a noted sitarist. Anoushka was blackmailed on the basis of some private photographs.

The police told the chief metropolitan magistrate that it had sought the Interpol's assistance after it failed to procure the required information from Google Corporation regarding the e-mail through which Anoushka was allegedly blackmailed by Mumbai-based businessman Junaid Khan.

The step was taken after Google, on letters rogatory, revealed that the hard disc of Khan's laptop seized by the police did not contain Anoushka's photographs.

"We could not get the needed information from Google. We have sent a letter to the Interpol with a request to get the information from Google USA," said the Delhi police in a supplementary chargesheet filed against Khan.

In its chargesheet, the police has said that though Khan had created an e-mail ID to send threatening mails to Anoushka, the records of the same was not found in his mobile phone.

Junaid (29) has been charged for extortion under Section 120(b), 379, 376 and Section 66 of the Information Technology (IT) Act.

According to the chargesheet, during enquiry, it was learnt that Khan had initially sent an email to Anoushka from Dubai through an Airtel prepaid mobile connection. Later, in Mumbai, he used a Tata broadband internet connection to send threatening emails to Anoushka between May 11 and September 14, demanding USD 1,22,000 in lieu of her private photographs. He was arrested by the special cell in Mumbai on September 14.

On September 1, Anoushka had filed a complaint from the US, saying that some documents, including her pictures, were stolen from her laptop which she had given to a south Delhi-based service centre for repair on February 8 last year.

3 rape accused still at large

The police might have arrested a key accused in the gangrape of a call centre employee, but three other accused are still at large even as cops have been accused of downplaying the case when it was first reported to them.

K.C. Dwivedi DCP (east) said the police has launched a manhunt to nab the absconding accused and that they would be arrested as soon as possible.

The 19-year-old victim, who is a resident of Ganesh Nagar, was waiting for her cab on November 3 when the four accused allegedly forced her into an auto, took her to a deserted location and raped her.

The police is not sure about what happened after the rape, as the victim's family first decided against registering a case and approached it only when Ramvir, the 22-year-old driver of the auto, began threatening the girl over phone.However, the victim's family says they did go to the police, but were turned away.

The police said the victim approached the local police station on November 7, four days after the incident, and a case was registered after medical examination confirmed rape.

After the incident, Ramvir started threatening the girl and asked her not to go to the police.

As he called her up a couple of times, the victim, in consultation with cops, laid a trap for him and pleaded for some financial assistance on the pretext that her mother was ill.

When Ramvir arrived at the location, he was caught by the police.

Police officials said Ramvir's consistent threats forced the victim to approach it, as they were earlier reluctant because of social stigma.

The Municipal Corporation of Delhi (MCD) today flagged off five mobile dispensaries for north-east Trans-Yamuna area. The dispensaries were launched by Jai Prakash Aggrawal, Member of Parliament. Costing Rs 30 lakh, the dispensaries have been procured through Aggrawal's MP fund and will work in the areas of his constituency.

The five dispensaries will provide medical facilities, including check-up and diagnosis, distribution of medicines and first-aid, to areas like Ghonda, Nehru Vihar, Mustaffabad, Sunder Nagri, Seemapuri, Dilshad Colony, New Seemapuri, Chouhan Banger, Subhash Mohilla and Gokulpuri.

The dispensaries will be manned by doctors and para-medical staff of the MCD who would go to different areas on rotation basis.

Jai Kishan Sharma, leader of Opposition in the MCD, said the dispensaries would prove to be a blessing for the people in the areas where medical facilities are largely absent.

"Even today there are many areas, particularly in the north-east Trans-Yamuna area where medical facilities are almost non-existent. People belonging to the weaker section of society face a lot of difficulties in getting proper treatment. The five dispensaries will fill-up a long-felt need of the deprived," said Sharma.

30 dengue cases

The total number of patients infected with dengue has reached 5,899 with 30 more cases reported today by the MCD.

MCD officials said the dengue cases are steadily going down and likely to be reduced to single digit or zero in the coming days as temperature dips further.

The situation has significantly improved in south Delhi, afflicted most by the vector-borne disease in the initial weeks. Its tony localities had thrown up maximum number of cases, raising the question mark over the sanitation measures taken by its residents while the MCD blamed it on their reluctance to allow its officials to fumigate their houses.

4 snatchers held

The Delhi police has arrested four men and claimed to have busted a gang of snatchers allegedly active in various areas of Delhi.

The accused have been identified as Amit Kumar (23), Daleep (19), Deenu (22) and Sunil Tanwar (23), said deputy commissioner of police (South) H.G.S. Dhaliwal.

With their arrest, the police claims to have solved more than 15 cases of snatching. The cops have recovered three snatched mobile phones and a gold chain from their possession.

During interrogation, it was learnt that Amit was the mastermind of the gang, who got into crime to live a luxurious life. Amit would give the snatched gold chains to a woman, who mortgaged them with a finance company for loans.

60 airport buses launched

Delhi transport minister Arvinder Singh Lovely today flagged off six low-floor air-conditioned buses from Delhi Secretariat to IGI Airport.

Lovely said the Delhi Transport Corporation (DTC) has launched 60 buses from six locations: Anand Vihar (ISBT), Rohini Sector 1, Noida Sector 62, ISBT Kashmere Gate, Azadpur Terminal and Indirapuram.

The buses have special arrangements for luggage, Lovely said.

The service has been launched for the first time. If it is successful, the DTC will launch more such buses, he added.
