Metro in Gt Noida by 2011-end

Tribune News Service

New Delhi, November 10
With the last-minute details being worked out, work on extension of the Delhi Metro Noida line to Greater Noida is set to begin in March-end. Currently the Noida section of Delhi Metro terminates at City Centre (sector 32).

The project that had been making rounds for almost four years has finally got the nod and is likely to be ready by the end of 2011. The line would come as a boon for thousands of people who commute to Greater Noida from Noida and Delhi every day. Greater Noida also happens to be one of the largest industrial townships and education hubs of India.

The Metro for Greater Noida will start from the last station in Noida and move towards the Noida-Greater Noida Expressway and touch Knowledge Park 4 via Pari Chowk and end at Badoki in Greater Noida.

The new Metro line will be 23-km-long and have 22 stations, of which 13 would come up in Noida itself. Stations would also come up at sectors 39, 49, 50, 82 and 93. Part of the track will be elevated while the rest of it will be on the ground, running parallel to the expressway.

The alternative mode of transport will provide a link to IGI Airport for Ghaziabad residents. Besides, both the lines can be linked when the soon-to-be-operational Vaishali station is extended to Shipra Sun City, not far from sector 62.

Infrastructure Leasing & Financial Services Limited, (IL&FS) which also worked on the Gurgaon Metro line, recently submitted a financial proposal before the Noida authority and Greater Noida Industrial Development Authority (GNIDA).

Delhi Metro Rail Corporation (DMRC) and GNIDA have already met earlier in May this year to chalk out other technicalities of the proposed line.

In its report, IL&FS put the total cost at Rs 5,000 crore to the Noida authority and is likely to lay lines in Greater Noida as well. Given the whopping budget, the authorities have begun looking for private companies to execute the plan. It has been decided that tenders will be floated within six months.

The Noida section of Delhi began in November 2009. With this, Delhi Metro crossed the borders of Delhi for the first time.

Chhath turns Delhi rly station into madhouse
Tribune News Service

New Delhi, November 10
Long before the train bound for Bihar chugged in at platform number 12 of New Delhi Railway Station this afternoon, hundreds of passengers settled into queues under the gaze of policemen who wielded their batons to prevent them from getting unruly. While, outside, a fight ensued among some sections of a crowd as they rushed to snag their tickets with the scheduled time for their train drawing close.

The disorder at New Delhi Railway Station has often caused melee and chaos, causing deaths, at times. But passengers lament that the railways has done little to change things for the better.

"I am here for the last two hours and have not been able to get the tickets. I will have to bribe the officials to travel. Can't the railways have more counters to handle this festival rush?" questioned Subhash Yadav, who was leaving for his native place Mujaffarpur in Bihar.

Chhath is the most pious festival in Bihar. A majority of migrants from there consider it compulsory to visit their homes. During this time, rush at railway stations seems barely under control.

Tickets ran out of stock months before and one could see eclectic crowds of hundreds and more every hour outside the ticket counters, hoping to get a general ticket.

The general bogies of Bihar-bound trains were seen with people standing on the last inch of space and even bathrooms were packed.

"The authorities concerned are insensitive. We suffer this hardship every year. Reservations are for those who plan their trip a few months in advance," said Vikram Sinha, an engineering student who was standing in a long queue.

Sinha wryly observed that the trains were probably a rare venture where demand was much more than supply and the Indian Railways in stead of taking advantage from the opportunity had let the passengers suffer.

A senior railway official, however, said that the railways was running more special trains this year and was taking special care to ensure that there was minimal rush at New Delhi Railway Station. "All special trains are starting and ending at other stations. We are alive to the concerns of people and are doing all we can. During Chhath, the rush multiplies and some difficulties to passengers is natural, especially to those who do not reserve tickets in advance," he said.

New top cop takes over
Promises people-friendly approach, zero tolerance for corrupt officials
Sandeep Yadav
Tribune News Service

New Delhi, November 10
Minutes after taking over charge as Delhi police commissioner today morning, B.K. Gupta made it clear that the city policing needs to be made more 'people-friendly' with performance-based recognition to officials. He said zero tolerance against corruption would be high on his agenda.

He also hinted at revamping the elite anti-terror wing of the Delhi police Special Cell and Crime Branch which will get the best investigating officers. The police would also be made more sensitive towards the needs of women who should feel confident in approaching the police at any time of day and night.

B K Gupta, a 1975-batch IPS officer, took over from Y. S. Dadwal at a brief function held at city Police Headquarters. A former Tihar Jail director-general, Gupta was accorded a guard of honour at his arrival and escorted to the commissioner's office where Dadwal handed over the charge.

Dadwal was given a send-off by Gupta who wished him "good luck". In a customary manner, senior officials tugged the car of Dadwal as he left the headquarters. Dadwal is to join the Sashastra Seema Bal (SSB) as its director-general.

Outlining his priorities, Gupta said in the "new culture" of policing, the public can approach the police not only for matters related to crimes. "We get more funds than earlier. There is a need for a new culture (of policing). The police should be friendly with the public and they can approach us for anything," stressed Gupta while interacting with the media later.

Making his intentions clear with regard to non-performing officers, Gupta said under his tenure, "performers will shine and non-performers will perish". The commissioner said that there will be zero tolerance to complacency and illegal activities of police officers. "If you are a performer then there is no limit for your term. But if somebody is found involved in illegal activities like land-grabbing, they will be in the post for not more than 10 days," he said.

Gupta further said that women should feel secure and confident in approaching the police and efforts would be made to make the police sensitive towards women and crime against women. The police stations in the city are likely to have women's desks where lady police officers would handle cases by women.

Gupta informed that henceforth all SHOs, ACPs and DCPs will have to submit a monthly self-appraisal form to the joint commissioners concerned who will evaluate their performance.

"We are not working in the Mughal era. We are not feudal lords. We are here to serve the people," he added.

Earlier, Dadwal was given a warm farewell as he inspected a guard of honour where top officials of the force were present. He was received by special commissioner of police Ajay Chadha. "We have kept the promises we had made in the last three years. We have met the challenges successfully," he said in his farewell speech.

Gurdwara hospital land lease to stay, assures L-G
Tribune News Service

New Delhi, November 10
Lieutenant-Governor Tejendra Khanna today assured a delegation of the Shiromani Akali Dal (SAD) (Badal) that the lease of Bala Sahib Gurdwara Hospital land would not be cancelled provided the hospital management follows the agreement reached between the DDA and the Delhi Sikh Gurdwara Management Committee (DSGMC).

The land was allotted by the DDA for hospital meant for poor people. But, now, the DSGMC has signed an agreement with Manipal Health Institute to run the hospital, which violates the agreement.

The L-G said that the DSGMC would be asked to follow the DDA's conditions mentioned in the lease agreement of the hospital land.

The delegation was led by Delhi SAD (Badal) president Manjit Singh (GK). Other members included party's national general secretary Avtar Singh Hit, Shiromani committee member Kuldeep Singh Bhogal, youth wing president Manjinder Singh Sirsa and Delhi Gurdwara Committee member Harvinder Singh KP.

They informed the L-G that the land for the hospital was allotted by the DDA at cheap rate. But the gurdwara committee led by Paramjit Singh Sarna gave the hospital to Manipal institute.

When the DDA got this information, it asked the DSGMC to cancel the lease of the land.

The delegation appealed to the L-G that in stead of canceling the lease hold of the hospital land, the authorities concerned should ask the DSGMC not to involve Manipal institute in the hospital management.

The residents of Dwarka may now look forward to a much pleasant and peaceful festival of Chhat Puja in their area this year.

The Municipal Corporation of Delhi (MCD), as part of its preparations for the festival in the city, has built a designer swimming pool and a park in sector-15, Dwarka.

The pool, constructed on Kakrola Road, will serve as a place to perform the underwater rituals. The festival will be celebrated on November 12 and 13. The swimming pool has been built on an area of 200 sq mt.

"The highlight of the pool is that it is quite beautiful. We have used muzik tiles in it," said Rajesh Gehlot, deputy mayor.

The cost of building the pool has come out to be Rs 25 lakh. "It is expensive as it has been specially designed to make it look beautiful," said Gehlot. Two borewells and one motor connection have been given for the supply of water.

After the festival, the pool would be used to give coaching to poor children.

A huge park has also been constructed near the pool at Rs 2.5 crore. "It is a magnificent park built on a total area of more than one hectare. It is going to be a great asset for the people of the area," he said.

Sangh Parivar protests govt bid to sully its image

Tribune News Service

Faridabad, November 10
The Sangh Parivar and its affiliates, including the BJP, today made a public show of resentment against the alleged attempt of the Union government to 'demonise' their members, especially the parent body, Rashtriya Swayamsevak Sangh (RSS).

The flashpoint for the show was the recent arrest of leaders associated with the RSS allegedly for terrorist acts, including the Ajmer blast case.

The Sangh Parivar complained that the Congress, leading a coalition government at the Centre, was implicating the RSS leaders and its saffron partners in terrorist activities to tarnish their image for political gains.

The public show was part of the nationwide stir undertaken by the Sangh Parivar at all the district headquarters in the country.

The show assumed importance as the Haryana president of the BJP, Krishan Pal Gurjaar, the state chief of the Vishwa Hindu Parishad (VHP) and state pracharaak of the RSS, Sri Krishan, took part in the agitation here.

They also addressed the leaders of Parivar constituents.

Addressing a gathering at Ajronda Chowk at a venue adjoining the Delhi-Agra national highway, Gurjaar alleged that the UPA government was implicating their leaders in terrorist acts to divert the public attention from its alleged failure and recent scams.

He said just removing Ashok Chavan and Suresh Kalmadi from their posts was not enough.

The state pracharak of the RSS, Sri Krishna, said his was the biggest social organisation in the world and it stood for nationalism.

It has stood by the country whenever the occasion demanded. It has also supported governments at the Centre for the cause of unity and integrity of the country.

VHP state president Kailash Singal cautioned that today's public show was just a prelude to bigger agitation by the Parivar in case the UPA government did not desist from 'framing' up its leaders in 'cooked-up' charges.

The general secretary of the Faridabad unit of the BJP, Seema Tirkha, said the northeast and Jammu and Kashmir are infested with terrorism.

"Will the UPA government link all the terrorist activities in the two areas with 'saffron brigade'," she wondered.

10-yr RI for planning blasts on New Year Eve
Tribune News Service

New Delhi, November 10
A Delhi court today sentenced two persons to 10 years of rigorous imprisonment for carrying explosives in battery-operated toys to trigger blasts in the national Capital on the eve of New Year in 2007.

Holding Shamiullah Sheikh (23) and his elder brother Ali Mohammed Sheikh (38) guilty under various provisions of the Explosive Substances Act, Unlawful Activities Prevention Act and Indian Penal Code (IPC), additional sessions judge Dharmesh Sharma imposed a fine of Rs 1.5 lakh each on the accused.

"Convicts have been found in possession of IED. The prosecution has been able to prove that they were carrying explosives in battery-operated toys with detonators and dry cells. The convicts were nabbed by the police before they could drop the IED in densely-populated areas," the court noted.

The prosecution, however, could not prove that the two were members of Pakistan-based banned terror outfit Lashkar-e-Taiba (LeT).

"The convicts were acting as per a criminal conspiracy to cause bomb blasts in the city and thereby mayhem and loss of life and property, besides creating panic, fear and sense of despondency," the court said while pronouncing the quantum of sentence today.

The counsel for the convicts, M.S. Khan, sought leniency for them on the ground that they had been in jail for four years and that their father had been killed by terrorists in Jammu and Kashmir.

He added that when the brothers were arrested, no battery was found in their possession. The entire episode was planed and the accused were arrested much before the incident took place, Khan said.

A team of the special cell of the Delhi police led by inspector M.C. Sharma, who was later killed in an encounter with Indian Mujahideen terrorists in 2008, had apprehended the convicts from New Delhi Railway Station on December 31, 2006 on a tip-off received by the then assistant commissioner of police Sanjeev Yadav.

The police arrested them after they alighted from the Andman Express .

The SHO of the Ballabgarh (city) police station Narender Singh says that the accused have absconded.

The apparent delay in the arrest of the accused has come into public debate. It also led to a spat between Sharda Rathore and minister for power Mahender Pratap, who represents Badkhal assembly constituency in this district, last Monday.
