Games biggest achievement: Dadwal
New Delhi, November 9 While Gupta (58), a 1975-batch IPS officer, was given farewell by his colleagues at the Tihar, Dadwal (59) was given farewell by senior Delhi police officials over a luncheon today afternoon. Addressing the media one last time in his capacity as the Delhi police commissioner, Dadwal expressed satisfaction with his stint and chose successful conduct of the Commonwealth Games as his biggest achievement. "Of course, the successful conduct of the Commonwealth Games is the most memorable event of my tenure. It is not just my achievement, but that of the whole force," Dadwal said, adding that dipping crime rate in the city over the past three years was also something he was proud of. He, however, expressed regret that he could not ensure completion of a number of cases, including the suspected terror attack at the Jama Masjid ahead of the Games. "A policeman will never be satisfied if even one case remains unsolved. I wish the Jama Masjid case would have been solved (during my tenure)," Dadwal said. When pointed out that the common man was still having problems in getting an FIR lodged, Dadwal said this was the reason he targeted the SHOs and inspectors the most and suspended quite a few for dereliction in duty. When asked how he managed not to get into controversies despite handling the sensitive post of the Capital's police chief, Dadwal said because he tackled problems "upfront, in a transparent way and head-on". Dadwal said an emphatic no when asked if he faced political pressure while performing his duty. Later, in a lighter vein, the outgoing police chief said he may write an autobiography after his retirement. Asked about his new responsibility, Dadwal said he would first study and only then comment on his assignment with the paramilitary force which is the guarding force and lead intelligence agency for the Indo-Nepal border, the 1,751 km long frontier. police stations
In one of his last acts before demitting office tomorrow, Dadwal sanctioned nine new police stations for the city. According to police officials, these police stations will come up in GTB Nagar, Madhuban, Ghazipur, Dwarka (south), Madipur, Mundka, Sagarpur, Haridas Nagar and Town Hall. According to information, appointment of SHOs at these police stations has been left for the new police commissioner. With this, the total number of police stations in the city has risen to 184. While 165 of these are territorial police stations, others are specialised ones, including that of the special cell, crime branch, railway police and tourist police. |
Use public transport during Chhath
New Delhi, November 9 "The devotees will be arriving at the designated ghats by different modes of transport like -- tempos, cycles, rickshaws, TSRs, trucks and buses. Traffic will be affected from the afternoon or evening of November 10 till the morning of November 11. Commuters are advised to avoid the Chhath routes," said Garg. The daily commuters have been advised to make the maximum use of public transport, especially the Metro. Restrictions on the movement of commercial vehicles will be imposed on major inter-state roads. Joint commissioner Garg said adequate traffic arrangements have been made to ensure proper movement of devotees and also keep the flow of traffic normal on the two days of the puja. Venues to

MCD nailing property tax defaulters
New Delhi, November 9 The job is being conducted by domestic breeding checkers (DBCs). "We have started deputing DBCs who were earlier engaged with the public health department. The property tax department is hiring them to carry out the survey of properties," said Ved Prakash Gupta, chairman of the MCD's high-powered property tax committee. He said people who have not deposited their tax in time may have to face action under the provisions of the Delhi Municipal Corporation Act. Giving details of the recovery of taxes from government departments, Gupta informed that the Delhi Metro had released the first installment of Rs 37 lakh against the demand notice of Rs 10 crore property tax. "The government departments have been requested to clear the dues, after reconciling the records and calculating the tax with the local body. Our officials are in touch with them. A meeting with power distribution companies under the chairmanship of Delhi chief secretary has been convened to finalise the tax due to them," said Gupta. The MCD has also simplified the property tax return form and reduced the multi-page form to one page. For people who have no change in the status of their properties and the tax due is the same, a simpler form has been launched. However, these forms will be implemented from the next financial year. The civic agency had announced a settlement scheme for pending ex-parte cases prior to March 31, 2004. In the scheme, the taxpayer was given a chance to clear old dues with rebate in interest and penalty. |
Eunuchs to get pension from MCD
New Delhi, November 9 The proposal of providing pension to eunuchs and involving them in the job of house tax collection was proposed in the MCD 2010-11 budget discussion. Later, the House approved it in a meeting. The corporation has also added orphans till 18 years of age in the monthly pension list. "Eunuchs are one of the deprived sections of society. They do not get any employment opportunity. Only a few young eunuchs earn through dancing and singing. When old age approaches, they fail to address their health problems due to no means of livelihood," said Mahender Nagpal, chairman, education committee. The government machinery does not have any plan for employing or assisting this deprived section of society. "By notifying the provision of monthly pension, the MCD has tried to uplift 3 lakh eunuchs in Delhi. For availing the facility, a eunuch will have to submit a medical certificate proving his gender. The certificate must be issued by a government hospital. An affidavit that the eunuch is not married and the birth certificate or any other document confirming his age will also have to be submitted," Nagpal added. "If any eunuch suffers from communicable disease due to lack of money or attention, it can be dangerous and affect others too. So, their health is of concern to society too. The monthly pension for eunuchs is going to be beneficial," said former chairperson of child and family welfare committee and councillor Malti Verma. |
DUTA to hold dharna today
New Delhi, November 9 "We strongly disapprove of the inaction by the minister of human resource development Kapil Sibal, who had promised that the new VC would resolve the issue through discussion. But, so far, nothing concrete has been done," said president, DUTA, Aditya Narayan Misra. "The VC recently met DUTA members. But no concrete resolution has been evolved," he added. In a formal statement, the DUTA today urged Singh to act immediately, beginning with withdrawal of semester examination as the students have been largely taught in the annual mode. The DUTA also appealed to the teachers to continue teaching in the annual mode and not participate in the semester examination in December. |
Radioactive ban on DU may go soon
New Delhi, November 9 A three-member team from the AERB had recently visited the university to inspect the science departments which require radioactive sources. The inspection that took place on November 1 and 2 was apparently two days after Dinesh Singh took charge as the institution's vice-chancellor. Singh said that the AREB had responded positively to the university's plea of allowing at least harmless radioactive sources to be used in practical examinations. "An AERB team was here for a regulatory check. They visited both the north and the south campus. We are in touch with them and are hopeful that the ban will be lifted soon," he said. A physics department teacher, requesting anonymity, said that the AERB team checked all 10 science departments, including physics, chemistry, zoology, anthropology, botany, genetics, bio-chemistry and bio-physics. "The purpose of the inspection was to see how many radioactive sources the university has and how many of these we need for experiments," the teacher said. About two months ago, the AERB had banned DU from using any radioactive source in its laboratories, as the university had failed to submit its reply on the radiation exposure incident at Mayapuri scrap market in Delhi within the stipulated period. In April, DU's irresponsible auction of a gamma cell irradiator, carrying highly radioactive Cobalt-60, from its chemistry lab to scrap dealers in Mayapuri had caused the death of one person and injured 10 others. The ban on radioactive experiments has crippled laboratory work of two DU programmes, especially - M.Tech. in nuclear science and technology and M.Sc in physics (nuclear science). "The final year students of the two courses have managed to complete their practical curriculum for the first semester at Inter-University Accelerator Centre in Vasant Kunj. But around 300 first year students have not conducted a single experiment based on radioactive sources since the new session started," said a nuclear physics teacher. The plight of students finally saw some action on DU's part in October. A two-member team comprising chemistry department head A.K. Bakshi and registrar R.K. Sinha met AERB officials in Mumbai on October 8 to convince them to lift the ban. While the AERB's visit has made the university hopeful, the board has some conditions. "All departments have to send a detailed report on their stock of radioactive sources to the board. The AERB also wants DU to appoint a radiation safety officer soon. The university has to return the sources that it does not require and, for this, we need a certified radiation safety officer," said a source. |
Rs 3 lakh for maid disabled in accident
New Delhi, November 9 The court directed the insurance company to pay the compensation amount within 30 days along with an interest at the rate of 7.5 per cent per annum from the date of filing of the petition till the date of its realisation. The court held the driver of an RTV (rural transport vehicle) that hit Devi guilty and said, "A driver behind wheels of a mechanically propelled vehicle is under duty to observe necessary care and caution while driving the vehicle. Having failed to observe his duty and being responsible for grievous injuries caused to a person, the driver was thus negligent." On May 14, 2008, around 11.30 pm, Devi was sitting on the footpath at Pusa Chambri Park, near Rachna Goal Chakkar along with her husband Raju when an RTV driven in a rash and negligent manner came over the footpath and hit her. Devi's right leg was crushed under the front wheel of the RTV. She was rushed to the Deen Dayal Upadhyaya Hospital. Devi suffered 75 per cent permanent physical disability in the right lower limb. During the hearings in the court, Devi stated that she was working as a maid servant at the time of accident and was earning Rs 3,500 per month. However, due to amputation of her right leg, she could not work any more. Sympathising with her, the court said, "Due to the amputation Devi cannot attend to her daily chores. Moreover, she requires a regular attendant even for movement." |
48 cases of illegal construction dismissed
New Delhi, November 9 "The complaint is filed in a stereotype way without bothering about the result of setting the law into motion against a person whose identity cannot be established," said metropolitan magistrate Ajay Garg. The cases were filed by the MCD nearly six years ago under the DMC Act against those for allegedly carrying out illegal construction on their premises in Karol Bagh. The court remarks came after a deputy commissioner of the MCD informed it that the fresh addresses and parentage of the accused were not available with it. The court said these cases were going on for many years now just for furnishing the better addresses of the accused, but the MCD has turned a deaf ear to the umpteen opportunities provided by this court. Manoj D. Taneja, counsel for an accused, said that the MCD had registered cases even against dead people. "These complaints reflect the sorry state of affairs in the largest civic body of the Capital. No purpose would be served by keeping these matters alive except to burden the over-burdened judiciary. Hence, these complaints are dismissed for non-prosecution," the court said. |
GDA shelves Mohan Nagar Metro plan
Ghaziabad, November 9 The Delhi Metro Rail Corporation (DMRC) expects the Vaishali Metro Line to be completed by December-end. This line was to be completed before the Commonwealth Games. But due non-shifting of power and sewer lines, the project got delayed. In the next phase, the DMRC had planned to extend the line from Vaishali to Mohan Nagar which is a 5-km route. The total cost of the project was Rs 900 crore. The GDA had approved the project. This project was scheduled to be completed by 2013. The Rapid Transit Transport System High-Speed train that plans to connect NH-24 and other areas of Ghaziabad with adjoining cities has forced the GDA to review its decision. Under this project, 12 per cent share is of the Uttar Pradesh government. Of this, 1.44 per cent share comes to the GDA. The detailed project report for high-speed project is expected to be prepared by January 2011. In the next three years, if everything goes as per the plan, the project can be implemented. GDA chief town planner G.S. Goyal said, "A proposal report, mentioning the pros and cons in respect to the high-speed project, has been sent to the state government. Till the high-speed train project is finalised, decision on the Metro extension till Mohan Nagar will be kept in

Illegal colonies to be developed
New Delhi, November 9 Delhi finance minister A. K. Walia has held a meeting of officers of the MCD, DSIIDC and flood and irrigation departments of the Delhi government today to find out how the development in colonies could be completed soon. He said that MCD was given Rs 900 crore for development work, but it had not yet spent the whole amount. Walia said first road and drains were constructed in the colonies, now sewer lines would be laid in all the colonies and if need be, dispensaries, schools and parks constructed. |
Clouds make Delhi warm
New Delhi, November 9 "A shallow blanket of fog engulfed the Capital today. The sky remained partly cloudy because of which the temperatures remained above average," said a Met official. The minimum temperature recorded early on Tuesday was 16.7 degree Celsius, four notches above average. The maximum temperature was a notch above average at 30.6 degrees. The Met department has forecast the minimum and the maximum temperatures on Wednesday to touch 18 and 30 degree Celsius, respectively.

2 held for murder
New Delhi, November 9 On November 7, Ranjit and Sandeep were drinking and bursting crackers in the lane near the house of the deceased, Hari Om, at Deoli Extension, Neb Sarai. When Om objected to it, the two men abused him. A verbal duel ensued between the accused and the victim. The accused then hit Om with bricks. Om was rushed to a hospital where he was declared dead. The accused were arrested after several raids.Ranjit worked as a sweeper while Sandeep, who has studied up to class VIII, worked as a waiter. Both the accused are local ruffians of Tigri. |
