DTC not renewing contracts: Drivers 
Buses fall short for commuters as Bluelines come to a halt

Shortage of drivers has forced the Delhi Transport Corporation (DTC) to keep a large number of its buses parked in depots, causing inconvenience to the commuters who have to wait for longer durations in the absence of Blueline buses.

However, it is learnt that the laidback attitude of the corporation is adding to the problem.

The corporation, which hires drivers on contract also, has not renewed the contracts of some of them.

Some such drivers, on the condition of anonymity, said though the DTC was short of drivers, contracts of many drivers were not being renewed.

The drivers have been doing the rounds of the DTC headquarters to get their contracts renewed, but to no avail, they said.

The government claims that it has taken 5,000 drivers from the DSSB, but they have not yet joined.

However, when asked, media consultant of the DTC, M.S. Sehrawat, refuted the claims of the drivers. "When the DTC is short of drivers, why will it not renew their contract? There may be one or two such cases because of medical reasons or something else," he said.

Yesterday, the government reimposed the ban on the movement of 1,600 Blueline buses in the NDMC area. This has created a severe shortage of buses. People had to wait for long durations at bus stops or travel in overpacked buses.

Meanwhile, the general secretary of the Blueline Bus Ekta Manch, Shyam Lal Gola, said the private bus operators had submitted a petition against the government ban on their buses. The case will be heard on October 31.

"On the one hand the government talks of Bhagidari scheme and on the other, it is banning private buses. The government should ban only those buses which are involved in accidents. The ban has affected 45,000 Blueline staff," he said.

3,000 men to guard Obama in Delhi

Close to 3,000 security personnel, including those from the Delhi police, Indian Intelligence Bureau (IB), US Central Intelligence Agency (CIA) and Secret Service agents, would be involved in the security of US President Barack Obama when he comes to the city from Mumbai on November 7.

Senior Delhi police officials in association with the US Secret Service agents, camping in city for the past two months, are busy giving final touches to the security issues at the hotel of stay and road routes to be taken by one of the most protected persons on the planet.

However, according to a senior Delhi police officer, the Delhi police personnel will remain guard only at the periphery of four-layer security that would be provided to the President.

"We are working in coordination with the US security officials and providing them with all the support related to logistics or men they require. The US President travels with his own security guards and the host nations can only provide with what these men ask. Our men will mostly secure the route and the outside of buildings and hotel where the President will visit," said the officer, adding that more than 2,000 Delhi police officials would directly be involved in Barack Obama's programmes.

According to information, a team of US security officials is busy surveying even the sewerage system under the roads on which the President is likely to travel in the city.

“They have their own security norms which are quite enormous. A team of US officials along with the MCD team of sewer cleaners is involved in cleaning and checking the sewerage system flowing under the routes which the President will take," said the officer, adding that the US security agents are actually going down the manholes to check for themselves whether the road will be safe.

According to him, the under-road security for the US President is a norm followed wherever he visits in the world.

For the first time, the Delhi police would also use the world's most sophisticated surveillance system, codenamed C4Eye. The system was recently procured from Israel before the Commonwealth Games at about Rs 130 crore. The security apparatus has the capacity to 'Command-Control-Communicate-Coordinate' 36 surveillance cameras at the same time.

"These cameras can be installed at various places of strategic importance and monitored from the control rooms at the Delhi police headquarters," said another police official.

The US security staff are likely to take over the ITC Maurya Sheraton on November 1 where the President is checking in on November 7.

According to Delhi police sources, Obama's contingent will be the largest-ever and will fill up not only the Maurya but the neighbouring Taj also.

"The chefs have been flown in from the US to prepare the President's food. Nothing has been left to chance and even the housekeeping would be managed by men from the US," said a senior police official from south Delhi, adding that the President will travel in his owns cars flown from the US.

CVC probing MCD footpath project

The Central Vigilance Committee (CVC), which is investigating the Commonwealth Games (CWG)-related corruption cases, now has its eye on the footpath and streetlight upgradation projects carried out by the MCD.

The MCD had done the task of road beautification around the Games venues and stadiums.

The Rs 106-crore road upgradation project was to cover 23 roads surrounding the venues.

Footpath renovation was the main part of the project. Apart from this, Rs 125 crore were spent on beautification of roads around guest houses in Karol Bagh and Pahargunj.

However, there were several incidences when the newly-built footpaths collapsed even before the start of the Games, apparently due to poor quality of construction material.

Before turning to the streetlight and footpath projects, the CVC had investigated MCD's bus parking project near the Jawaharlal Nehru Stadium.

Congress, the main Opposition party in the MCD, has accused MCD of corruption in the construction of footpaths.

It was alleged that the contractor, who was awarded the job because he had quoted the lowest cost for the project, was later allowed to hike the cost.

Based on its earlier investigation, the CVC had already asked the CBI to register a case of corruption against some civic agency officials.

About the footpath project, the CBI has said that it will investigate the suspected irregularities in a tender issued for upgrading streetlights in New Delhi ahead of the Games.

Metro in Dwarka Sec 21 tomorrow

The Delhi Metro Rail Corporation (DMRC) will extend its train services from Dwarka Sector 9 to Dwarka Sector 21 on October 30, adding another 2.76 km to its network.

This stretch consists of two stations, Dwarka Sector 8 and Dwarka Sector 21.

The services presently available on Line 3 (Noida to Dwarka Sector 9) and Line 4 (Anand Vihar to Dwarka Sector 9) will be extended to Dwarka Sector 8 and Dwarka Sector 21 Metro stations on Saturday. With this, the DMRC will have a total operational Metro network of approximately 156 km with 132 Metro stations. The commuters will continue to find every alternate train going to Noida and Anand Vihar from Yamuna Bank Metro station.

At present, 58 trains are catering to the operational requirements on Line 3 (Noida to Dwarka Sector 9) and Line 4 (Anand Vihar to Dwarka Sector 9). The extension of Metro services till Dwarka Sector 21 will help the people coming from the residential colonies of Dwarka Sector 8 and Dwarka Sector 21.

Sibal asks DU teachers to return to classes

Delhi University continued to be in the grip of the semester row as its teachers' association and administration received notices from the Delhi High Court over a PIL against the frequent teachers' strikes. The first hearing of the case will take place tomorrow.

Meanwhile, the ministry of HRD has appealed to the Delhi University Teachers' Association (DUTA) to return to classes, assuring them of positive action once the new vice-chancellor takes charge.

DUTA, however, continued its agitation on the fourth day today, claiming that the delay in new vice-chancellor taking over office was deliberate.

Welcoming the statement from the MHRD, DUTA president Aditya Narayan Mishra said it was a positive sign, but the ground realities in the university continued to be the same.

"The minister did not communicate with DUTA members directly. Though we welcome his gesture, the situation now cannot be repaired through a few statements. We want concrete steps. Everyone keeps asking as to go back to classes, telling us to think about the students. What about the other stakeholders, isn't it their responsibility as well," said Mishra.

DUTA, meanwhile, today submitted a memorandum to the MHRD about its demands. The memorandum was submitted after thousands of teachers marched from Mandi House to the MHRD office at Jantar Mantar.

MHRD minister Kapil Sibal yesterday said the university would have to wait for the new vice-chancellor for one more week.

NSUI, ABVP fight over renaming of DUSU office

At a time when Delhi University teachers and students are engrossed in the ongoing semester row, the students' union has other worry at hand--renaming of the Delhi University Students' Union (DUSU) office.

The NSUI, the students' wing of the Congress, is agitated over what it calls attempts by the ABVP

office bearers of the DUSU to "saffronise" the office by naming it after RSS founder K. Hedgewar.

However, when asked, DUSU president and ABVP member Jitendra Choudhary said these were "trivial" issues and that there were bigger issues to handle.

"I did not send out any media release or seek any publicity over name change. The DUSU office was earlier called Chacha Sangh. It is just the president's hall or cabin that has been renamed. I wanted my room to be called after him as I consider him a national figure. I did not know that there will be any problem until the NSUI protested," he said.

Meanwhile, NSUI members also claimed that the DUSU office building had been painted saffron. They said the ABVP representatives, who dominate the union, were trying to name the office after the RSS ideologue.

"The office of DUSU has been painted saffron with 'Dr Hedgewar Bhawan' written over the president's office," said NSUI's national delegate Umesh Tanwar.

The protesting NSUI members also submitted a memorandum and complaint with the dean students' welfare in this regard.

"We will not tolerate attempts to communalise the university," Tanwar said.

Interestingly, some NSUI members said that once the DUSU office bearers came to know of their protest, they covered Hedgewar's name on the office with white paint.

DSW S K Vij confirmed that some students had met him and lodged a complaint which has been forwarded to the proctor and DUSU advisor for required action.

"Our university does not recognise political parties in the students' union and we do not expect the DUSU office bearers to represent any political party," he said.

He said it was now for the proctor to study the complaint.

But, the NSUI has already labeled it as an attempt to communalise DUSU as well as the entire Delhi University.

"This is the first time in the history of DUSU that its office was named after some person. By naming DUSU office after a person who was the protagonist of communal ideologies, the secular character of the DUSU is under suspicion," the NSUI said.

‘Food adulterators should be hanged’

Leader of opposition in the Delhi Assembly, Vijay Kumar Malhotra today demanded death penalty for those involved in food adulteration.

Ten tonnes of adulterated 'mawa' was seized from Mori Gate yesterday.

This seizure has confirmed that the food mafia is operating in the Capital, Malhotra pointed out.

He said that there is rampant adulteration in medicines, milk, mawa, ghee, fruit and vegetables, edible oils and spices and the Delhi government is allegedly "colluding with the adulterators, endangering the lives of its residents, particularly children", Malhotra said in a statement.

He demanded that the government should take strict action against those officials who are not checking such adulterators or those offering patronage to such people.

If action is not taken, the BJP will table a no-confidence motion against food and civil supplies minister Haroon Yusuf in the next Assembly session.

Witness deposes in ’84 riots case

Jagsher Singh, prime witness in a case related to the 1984 anti-Sikh riots against senior Congress leader Sajjan Kumar today deposed that he had seen Sajjan instructing the mob to burn the houses of Sikhs.

Singh who is being cross-examined before Additional Sessions Judge Sunita Gupta here said that Sajjan addressed a meeting and instigated the mob, saying that no Sikh be left alive and also to kill those Hindus who help Sikhs.

He was being cross-examined in a 1984 anti-Sikh riots case registered with Delhi Cantontment police station.

On May 28, charges were framed against Kumar, Balwan Khokhar, Krishan Khokhar, Mahender Yadav, Captain Bhagmal and Girdhari Lal under various sections of the IPC relating to murder, criminal conspiracy and spreading enmity between two communities.

The CBI had accused Kumar of provoking people against members of a particular community during the carnage that followed the assassination of Prime Minister Indira Gandhi on October 31, 1984, leading to the killing of five persons in the Delhi Cantonment area.

‘Youth falling victim’

Contrary to perception, strokes are no longer limited to the older people as nearly one-fourth of patients suffering from brain stroke in India are youngsters and experts say, 25 per cent of the affected youth are women who have it during or after pregnancy.

"Strokes, both heart and brain, are occuring in younger age group these days compared to three decades ago when the older generation was more at risk. Indians are predisposed to premature 'athero scerolosis' due to a different genetic composition and research is still on," said Dr M V Padma, senior neurologist at the All India Institute of Medical Sciences (AIIMS).

The reasons are obvious-shift to western lifestyle, with increased intake of calorie-rich food like pizzas and colas. Strokes occur when supply to the brain is obstructed due to blockage, resulting in ischemia or due to rupture of blood vessels-haemorrhage.

"Smoking has become a habit with the youth and fine pollutants in cigarette smoke play their part in narrowing and blocking blood vessels, yet the warning signs are ignored. There are diverse manifestations of the event-difficulty in speech, incomprehension, dizziness, sudden weakness in limbs, all of which are actually the symptoms of transient ischemic stroke or a temporary stroke," cautioned Dr Shakir Husain, chief of intervention neurology with Max Hospital.

According to experts, after cancer and ischemic heart disease, stroke is the third most common cause of death. It is also the most prominent cause of physical deformity in India. All this happens due to the inconsistent living pattern and lifestyle diseases-diabetes, high cholesterol and hypertension.

While hypertension accounts for 30-50 per cent of stroke risk, those with diabetes mellitus are two-three times more predisposed to stroke. Further, after an event of stroke one-fifth of the victims are at risk of succumbing to it within a month of its occurrence, reveals a survey conducted on stroke victims by AIIMS.

"In addition to unhealthy food habits and rheumatic heart disease, delivery practices followed in India are a point of concern. Due to unclean obstetric practice, the number of women suffering stroke has increased. The mortality rate is 50 per cent in the case of bad strokes and those with less severe are left with disabilities," Dr Padma said.

According to the Indian Council of Medical Research, each year 200-350 new cases of strokes appear in India and its prevalence is 140-150 per 1,00,000 cases.

70% patients in India fail to recognise stroke

As the incidence of stroke has increased considerably in the last two decades, it is important to create awareness about the disease on the eve of World Stroke Day on Friday.

In the camp held at Metro hospitals today, doctors advised people about early signs and symptoms of this disease.

Dr Vivek Kumar in charge of Neurosciences at Metro hospital said there are two main types of brain stroke: ischemic and hemorrhagic. Ischemic stroke is caused by blockage in an artery that supplies blood to the brain, resulting in deficiency in blood flow (ischemia). Hemorrhagic stroke is caused by the bleeding of ruptured blood vessels (hemorrhage) in the brain.

During ischemic stroke, responsible for 85% of all strokes, diminished blood flow initiates a series of events - called ischemic cascade that may result in additional, delayed damage to brain cells. Early medical intervention can halt this process and reduce the risk for irreversible complications.

According to a WHO report, the incidence of stroke in India is around 130 to 800 per 100,000 people per year. What is alarming is that 25-30% of these cases occur in those who are below 40 years of age.

In India, the incidence of stroke is likely to rise in the coming years due to increase in population, increase in life expectancy, rapid urbanization, changing lifestyles involving sedentary habits, smoking, excess alcohol use and rising stress levels.

According to the National Commission of Macroeconomics and Health, India will have 1.67 million stroke cases by 2015.

The theme of the World Stroke Day campaign is "1 to 6" to emphasize the fact that one in six people in the world will suffer a stroke in their

lifetime. In India, approximately 70% of patients do not correctly recognize their strokes, 30% delay in medical advice for 24 hours and about 30% of early recurrent strokes occur before seeking attention.

The warning symptoms of brain stroke include sudden numbness or weakness of the face, arm or leg, especially on one side of the body, sudden confusion, trouble in speaking or understanding, sudden difficulty in seeing in one or both the eyes, trouble in walking, dizziness, loss of balance or coordination and sudden severe headache.

The first 4.5 hours after the beginning of these symptoms are the golden hours during which a clot-busting drug (tissue plasminogen activator) can be given which shows improvement in patients by more than 30%. Maximum benefit from this treatment is achieved in those who receive medical help within the first 90 minutes. A workshop is being organized on World Stroke Day, October 29, at Metro multi-speciality hospital, Noida.

Pak spy gets 5-yr jail

A Delhi court today sentenced a Pakistani national to five years and six months imprisonment for passing secret details about the deployment and movement of Indian Army to the Inter-Service Intelligence (ISI).

Holding Asim Waseem, alias Sumaar Ali, guilty under the Official Secrets Act, IPC and Foreigners Act, additional sessions judge Dharmesh Sharma also imposed a fine of Rs 7,000 on him.

Waseem was found supplying secret information to his handlers in the neighbouring country through courier in 2005.

The Delhi police's special cell arrested 29-year-old Waseem on September 15, 2005 following a tip-off that he, who is from Pakistan's Rahimyar Khan district, had entered the country and was spying for the ISI.

Tempo with 30 gas cylinders looted

A tempo loaded with 30 gas cylinders was looted from the NTPC crossing in Noida in broad daylight. Some criminals in a Maruti Zen car posed as a vigilance team and abducted the driver and fled with the tempo.

Driver Narinder informed Sector-24 police station and a case was registered.

According to available information, the criminals posing as vigilance team had stopped the tempo and checked the documents. Then they took the driver in their car to be presented before "high officials".

One of the bandits then sat behind the steering wheel of the tempo and took it to an unknown place.

Meanwhile, the driver was thrown out from the car in Delhi's Najafgarh area.

Before dumping him, Narinder was beaten up and deprived of Rs 4,000 and his mobile phone. Somehow he returned to Noida and informed the gas agency owner and the police in Sector-24 Kotwali.

S.P. City, H.N. Singh said 30 LPG cylinders were loaded in the tempo, which had come from Sector-54 Noida.

Singh said the culprits would soon be brought to book.

Robbers decamp with Rs 4 lakh, gold at gunpoint

Five robbers allegedly barged into a house and decamped with gold jewellery and cash worth lakhs of rupees in Mandawali area of east district this morning.

The incident took place when Rama Devi, and her maids Renu and Lakshami were present in the house at 55/2, Mandawali, near Pandit Chowk, the police said. Rama Devi's son Akash was not present in the house.

"Akash and his elder brother Ankur, had left for their jobs in in Gurgaon. Rama Devi, Renu and Lakshami, were present in the house, when five strangers entered the house and held them captive at the gunpoint," a police officer said.

Rama Devi told police that the robbers ransacked the house and fled with around Rs 4 lakh cash and gold weighing around 50 tolas.

Vinod Agarwal, father of Ankur and Akash, is a businessman and is presently out of Delhi.

Akash is to get married next month and it seems robbers were aware of jewellery and cash lying in the house.

A case of robbery has been filed in Mandawali police station.

1,260 kg crackers seized

The Delhi police today arrested a 39-year-old trader in connection with the recovery of 1,260 kg crackers stored illegally in a godown in the Mundka area of the Capital. The crackers were seized yesterday.

According to the police, the accused has been identified as Anil Kumar, a resident of Sultanpuri. Kumar runs a soft drinks business.

"The godown is in Hirankudna village near west Delhi's Mundka," said Neeraj Thakur.

According to him, Kumar had bought a huge quantity of fire crackers from Faridabad and had illegally stored it in a rented godown for sale in Delhi ahead of Divali on November 5.

Held with 10 kg charas

The crime branch of the Delhi police has arrested a 49-year-old man with 10 kg charas worth around Rs 10 lakh.

According to Neeraj Thakur, additional commissioner (crime), the accused has been identified as Anil Kumar, a resident of Ghaziabad. He hails from Bihar's Goplaganj district.

"Kumar has been smuggling narcotics into NCR for the past couple of years and got most of his supplies from Haryana and Rajasthan," said Thakur, adding that he was arrested from near Dilshad Garden Metro station on a tip-off.

The accused has been identified as Sunil (28), alias Ganja.

According to the police, Sunil used to fly to Mumbai to commit robberies for his gang.

Sunil's arrest came on the basis of the information provided by Singh and his arrested accomplice, Kamal.

Singh and Kamal were arrested by the Mumbai police and provisions of the Maharashtra Control of Organised Crime Act (MCOCA) have been invoked against them. The duo told the police that their accomplices could be in Delhi.

Acting on the information provided by the Mumbai police, investigators here raided Sunil's residence in Gandhi Vihar, but got to know that he had vacated it two years ago.

He was finally arrested On October 27 from Kotla Mubarakpur in south Delhi.

"The gang also used to rob luxury cars by intoxicating drivers," said a senior police official.

The gang was very active in Delhi and Mumbai.

Preserve CWG assets, says CM

Delhi Chief Minister Sheila Dikshit has underlined the importance for the upkeep of newly developed infrastructure in the Capital, which was appreciated by the visitors, players and officials during the Commonwealth Games 2010. After she returned from an election rally in Bihar, Dikshit has asked the agencies concerned to preserve the legacy which is an integral part of Delhi's existence now.

At a meeting held to discuss the issues related to the maintenance of newly created assets, the Chief Minister said the agencies should continue to present a pleasing and aesthetic picture of Delhi.

She also instructed the Municipal Corporation of Delhi to deploy employees for maintaining cleanliness on roads.

Dikshit also laid stress on maintaining stadia, streetlighting, signage, streetscaping, bus shelters, greenery, flyovers, etc.

She instructed the agencies to strictly enforce the Delhi Defacement Act so as to discourage sticking of posters, banners, etc.

A committee has been constituted under the chief secretary to co-ordinate the efforts to maintain the assets.

The committee will monitor the situation every month. The chief secretary will also take up the matter with the DMRC and Delhi police.

The DMRC will be asked to concentrate on cleaning the area underneath their pillars whereas the Delhi police will be urged to remove disused traffic lights and barriers.
