Shimla, October 28 All regulatory functions under the Himachal Pradesh Apartments and Property Regulation Act have been transferred from the Urban Development Department to the Town and Country Planning Department for more effective control over private colonisers. In fact, the decision has only rectified an aberration as the entire work, right from registration of builders under the Act to appraisal and approval of the projects to grant of licence, was being carried out by the Himachal Urban Development Authority (HIMUDA) which is itself a coloniser. Making it the nodal agency under the Act was patently wrong as one coloniser could not be assigned the task of supervising and regulating other colonisers. The agency had registered builders on a large scale and also allowed housing projects without requirement. In all, 235 companies had been registered under the Act and 55 licence had been issued for construction of over 11,000 flats in the state. The government has designated all 21 planning areas where the Town and Country Planning Act is in force as the designated areas under the Apartment Act where housing projects can be allowed. These planning areas cover almost all major towns of the state. The builders will have to take “no-objection certificate” for proposed projects from the local bodies concerned, irrespective of the fact that the site falls in an urban or rural area. They will also have to provide complete details about the provision made for civic amenities. In case there is shortage of water, which is the case in most of the areas, the builders will have to arrange its own supply. New areas could be designated only if the local panchayat approves of it and passes resolution to this effect. The government will consider the resolution and take a decision taking all aspects into consideration. |

Brain behind fake marksheets in the net
Shimla, October 28 The CID wing of the police investigating the case was able to nab Pankaj alias Gurvinder, a resident of Nankhari from his residence in Phase IV of New Shimla, last night. He claims to have provided such fake marksheets to about 35 students, including both at the graduation level as well as school level, said ADGP (CID) I.D. Bhandari. Pankaj, who has earlier been booked in a case of forged documents, had every possible gadget, including a laptop, printer, scanner, special paper used in making marksheets and the seal of the Controller of Examination, HPU, to grant complete authenticity to the fake certificates. The police also found some fake seals of the Income Tax Department from his house, raising doubts about his involvement in other crime as well. “It is the forensic examination of the hard disc of his laptop which will help us get to the students who have benefited from this illegal act, whether at the college level or school level,” said Bhandari. Though Pankaj claimed that he was operating alone but the police had earlier arrested, Nagesh, resident of Jagatkhana near Rampur, who helped the mastermind in searching for interested students. It was after a fake certificate of a BA-II student from Rampur was seized by the Computer and Examination branch of the HPU that the investigation was handed over to the CID. A CID team headed by DSP Brajesh Sood investigated the case to get to the kingpin. Power station at Uparla Nangal opened
Nalagarh, October 28 He later laid the foundation stones of Nangal Uparla-Baddi 220 KV line, estimated to cost Rs 45 crore, Nalagarh (Redu)-Kunihar 400 KV line with the same capacity substation, estimated to cost Rs 192 crore, and a bridge over Chikni khad to be constructed at a cost of Rs 8.33 crore. Later addressing a gathering, he said worth Rs 304.34 crore of power projects had been sanctioned for Nalagarh which was a record in itself and completion of these projects would bring self-sufficiency for the area in power. While giving details of development works, he said fourlaning of Pinjore-Nalagarh and repair of the bridge were underway. In addition to this, Rs. 70 crore were being spent on the improvement of the Nalagarh-Swarghat road to facilitate the commuters. He announced Rs 54 lakh to facilitate completion of a civil hospital at Nalagarh. A sum of Rs 6 crore was also announced for the construction of labour hostels at Baddi and Kala Amb to accommodate 500 industrial workers. The Chief Minister disclosed that two more LPG gas agencies had been sanctioned to meet the increasing demand and said they had decided to provide marketing facility to rural farmers through Janta Mandi at the district and subdivision levels so that farmers could get remunerative prices for the produce. Later, the Chief Minister also inaugurated an energy meter manufacturing unit of Raychem RPG Limited at Nangal Uparla. Kishan Kapoor, Industries Minister, and local MLA HN Saini also spoke on the occasion. Subhash Negi, chairman, HPSEB, Onkar Sharma, Director, Industries, Meera Mohanty, CEO, Baddi-Barotiwala-Nalagarh Development Authority and other senior officers were also present. |

Nalagarh, October 28 Having being denied this berth, Saini had been sore with the Chief Minister and used this public platform to get a vote of approval from a large gathering of people. The Chief Minister promised to fulfil his dream next time they got power. Saini even said he wondered why the CM was harbouring some annoyance and had denied him the post this time. He demanded that as a complimentary gesture, his constituency should be given priority in development works. The CM, while reacting to the Saini’s assertion, said Nalagarh had been given the largest share of funds in development works and his claim for being a minister was justified and would be fulfilled the next time they came to power. |
Virbhadra: No plan to retire
Shimla, October 28 Coming in the wake of the appointment of Kaul Singh as the Pradesh Congress Committee chief for another term, the reports emanating from Delhi were taken rather seriously by not only his supporters but even leaders of rival parties. The news took everyone by surprise and reading between the lines the people drew their own conclusions. However, losing no time in reacting, Virbhadra Singh made it clear that he was there to stay, stating that no doubt he had a long political innings spanning over 50 years but that did not mean that he was considering retirement. He would continue to serve the people of the state and the country as long as he had the capacity. The future belonged to the youth and it was the responsibility of the senior and experienced leadership to groom the upcoming leaders and guide them, he said. Those who know the veteran leader closely said he would never give up particularly in time of adversity. However, it was the timing of the report which caused anxiety to his supporters and made others take it seriously. Virbhadra Singh had been vehemently opposing Kaul Singh on the grounds that he had failed to discharge the responsibility effectively and was against giving him a second term. Earlier, the Congress high command had denied party ticket to his wife from the Rohru assembly seat which he vacated after being elected to the Lok Sabha. The general impression among the people, particularly his supporters, that the leader who has called shots in the party for so long was now apparently being marginalised making them believe that the report could be true. |
Central team to assess rain damage soon
Shimla, October 28 He said the state would require funds to the tune of Rs 1,793.37 crore so as to restore the damages. Thakur said the state had been affected by the unprecedented rains this year, adding that 62 lives were lost and 5,889 heads of cattle perished due to the rains. The Central team is likely to visit the Sangla and Peo area in the tribal district of Kinnaur and interior areas of Shimla and Sirmour districts to assess the damage caused by the rains. He said a total loss to the PWD alone had been estimated at Rs 931.35 crore, followed by Rs 265.55 crore loss to the Irrigation and Public Health Department on account of damages to water supply and irrigation schemes. He said the heavy rains had affected 1,06,467 hectare of land under horticultural crops causing an estimated loss of Rs 236. 41 crore followed by Rs 48.93 crore damages to crops. He added that besides this, public buildings like revenue offices, panchayat ghars, primary health centres had also been damaged and the loss on this account had been estimated at Rs 521 crore. |
HPU youth fest kicks off
Kangra, October 28 This was stated by the Vice-Chancellor of Central University Prof. Farqan Qamar, while inaugurating the two-day HP University Youth Festival at Government Degree College, Dhaliara, today. He stressed the teachers community for imparting quality education to students as it was the need of the hour. He said quality education should be the priority for the entire teaching community in order to lay the strong foundation for the better future of the present youth. He suggested that the students must try to imbibe the best from their teachers during their educational career to shape their future better. The youth festival, hosted by the Dhaliara college, started today in which more than 50 colleges of the state were participating. Dr N.N. Sharma, spokesman of the college, said the main attraction of the event was the classical and folk dances of this hill state. Dr R.P.Jindal, principal of the college, welcomed the Vice-Chancellor and sought his suggestions as a highly academic personality to the improvement of the education in the college. He said the college had made all possible arrangements for the smooth conduct of youth festival which was being hosted here for the first time. On this occasion, Director, Sports and Cultural, Himachal Pradesh, Saminder Sharma, was the guest of honour along with Vivek Sood, liaison officer, Central University. Eight colleges participated in classical dance and 30 colleges participated in folk dance which included G.C. Dhaliara, Una, Nalagarh, Rajpura, Hamirpur, Nahan, Nagrota Bagwan and other colleges. The victorious colleges would be awarded tomorrow on the conclusion of the festival for their performances. |
6 jailed for killing man
Hamirpur, October 28 In a judgment passed today, the Judge found six of them guilty of brutally torturing Santosh Kumar of Nadaun on December 31, 2009, leading to his death. Six accused Ashwani Kumar, Virender Kumar, Sunil Kumar, Vishal Dogra, Vijay Singh and Ajay Kumar have been convicted to five-year imprisonment and a fine of Rs 10,000 each under Sections 382/149, six-month imprisonment and a fine of Rs 1000 each under Sections 323/149, and one-month imprisonment and a fine of Rs 500 each under Sections 341/149. All these imprisonments will run separately. District attorney Kashmir Singh said all accused on the day of incident had waylaid the deceased Santosh Kumar snatched Rs 34,000 from him and later tortured him leading to his death in PGI, Chandigarh. The Judge has taken the criminal record of the accused in the consideration while passing this conviction order as accused Ashwani Kumar had already been imprisoned for four years in a different case by this court last year. wife’s murder
Sundernagar (OC): J N Yadav, presiding officer, Fast Track Court, Mandi, today sentenced Sukh Dev, a labourer from Chhatisgarh, to undergo rigorous imprisonment for life for committing murder of his wife Urmila. As per the case, on June 23, 08, the wife of the convict was found dead in a room at Samaud village of Sarkaghat subdivision where the convict was living along with her and his minor daughter. As the police was informed, the husband had run away from the spot. The police has registered a case under Section 302 of the Indian Penal Code and arrested the convict on June 26, 08. The prosecution examined 22 witnesses to prove its case. The court observed that the prosecution had proved the case against the convict that the convict had strangulated his wife with a rope and run away from the spot. The court passed the order of sentence today in open court. |
Extend last date of admission forms: Teachers
Kangra, October 28 Onkar Rana, secretary general of the union, today said schools had received forms just a week before the last date of submitting the forms, i.e. October 30. He said most of the schools were lacking in staff as some teachers were occupied with preparation and revision of voter lists for various constitutional bodies, including panchayats and Assembly polls. He added that some teachers were even busy with the Sarv Shiksha Abhiyan seminars, organising science fairs and conducting state and district level sports tournaments. He said the schools would not be held responsible for the late submission of forms in case the education board authorities remained indifferent towards the demand of the union for extending the last date.

Clashes
Shimla, October 28 Following clashes on and outside the campus of the engineering college in the university on the night of October 14, the state government had issued a show-cause notice to the university to explain the reason for its failure in tackling the situation appropriately. Though three days had been given to file the reply, the university has sought a clarification from the government. “The university has written back to us to know in what specific context the reply has been sought and we have sent them a reply clarifying the situation,” said O.P. Sharma, director, Higher Education. He said it had been clarified that the university authorities must explain the reason for the maladministration which resulted in the clashes. |
Final arguments in Kachroo case begin
Dharamsala, October 28 The prosecution maintained that Aman Kachroo was murdered by accused first-year medical students. The defence on the other hand maintained that the prosecution had no evidence to connect the accused with the crime. The case has reached the final stage after many twists and turns. Aman Satya Kachroo, the first-year medical student of Tanda medical college died in March last year. The police had registered a case of murder against four senior students of the college who had allegedly physically assaulted Aman Satya Kachroo that led to his death. The accused students include Abhinav Verma, Mukul Sharma, Navin Verma and Ajay. The accused were rusticated from the college and arrested by the police. They were sent to judicial custody. |

Shimla, October 28 The judiciary responded positively to it and judges of the High Court have contributed Rs 55,000 while the staff on the establishment of the HC registry have contributed Rs 51,172. |

Palampur, October 28 Rajinder Sood, president of the association, told mediapersons here today that despite repeated requests, the BSNL authorities had not taken any steps for the restoration of the numbers that are lying dead for so long. He stated that in the absence of the phone lines, Internet services were adversely affected, due to which students were also facing a lot of inconveniences. He added that he along with other members of the association had called on senior officials of the BSNL time and against, but to no avail as they were told to contact the higher authorities in the regard. Sood demanded action against the erring BSNL authorities, who had failed get the exchange repaired. UC Dogra, DET, BSNL, Palampur, said, there was some technical snag in the telephone exchange and necessary parts of the exchange were to be provided by the Dharmsala office. He added that he had asked the higher authorities to provide spare parts so that necessary repairs could be undertaken, adding, till date no spare parts were received. |
Bilaspur truckers threaten to join stir
Bilaspur, October 28 The BDTS urged the government to intervene so as to ensure that the demands of the agitating Darlaghat truck societies were accepted at the earliest. Addressing a meeting of the BDTS at Ghumarwin Rest House yesterday, its president Jeet Rm Gautam supported all demands of the agitating truck unions at the Ambuja cement factory in Darlaghat. He said it was becoming almost impossible to work within the present truck freight charges. This must be increased in proportion to the rise in overall expenditures due to the increase in prices of oil and other equipments and services, he added. |
HC relief for HAS candidates
Shimla, October 28 The Division Bench comprising the Chief Justice Kurian Joseph and Justice V.K.Sharma observed that the result already declared would not be affected since the candidates who had already cleared the preliminary examination had gone by the “Key Answers” already displayed. The benefit if any would accrue to all those candidates who had failed to qualify the test. The court further added that committees would only look into the subjects in dispute before the court. This order came on a bunch of petitions challenging the “Key Answers” displayed by the State Public Sevice Commission. “Key Answers” of general study papers, political science, geography, physics, etc. were challenged.
