A short but strong rains combined with windstorm threw life out of gear in the Capital this evening. At least three persons are said to be injured in several cases of tree falling and wall collapse across the city.

Most of the north India from Srinagar to Delhi came under the spell of western disturbance with varying degree of impact.

The bright daylight gave way to night-like darkness and it poured for 15 to 30 minutes in the Capital. Many areas in south Delhi and Kashmere Gate received hailstorm, bringing life to a standstill.

A Municipal Corporation of Delhi (MCD) spokesperson said that trees or parts of trees fell in 25 places, while there were reports of wall collapse in 10 places. The cases are likely to be many more as the MCD bulletin does not include areas under the New Delhi Municipal Council (NDMC), which also received some cases of tree falling.

Traffic was disrupted at the time when people had just begun leaving their offices. "I was driving and it was like darkness everywhere. I turned on the headlights as I cautiously drove ahead," said Rohit Mullick, a resident of Rohini.

Met department director B.P. Yadav said that weather was likely to be pleasant for the coming four or five days and the day temperature would fall by two to three degree Celsius, while the night temperature would dip by three to four degree.

The fall of trees were reported from B-2 Block in Janakpuri (West Zone), opposite Old Secretariat, Budh Bazaar Mandoli road, K.B. roundabout at Hanuman Road, the stretch between Dhaula Kuan and K.B. Ridge Road, Gali No.54 at Regharpura in Karol Bagh, opposite Tilak Nagar police station among other places.

The police said that it had received reports of three persons suffering injuries in these cases and two of them were admitted to a hospital.

MCD projects still far from over

Even the pressure of the Commonwealth Games (CWG) deadline that loomed over civic agencies to complete the Games-related infrastructural projects on time could not help them achieve success.

The fate of more than 50 per cent of the projects of the Municipal Corporation of Delhi (MCD) still hangs in uncertainty as many of them have not even crossed the first stage of completion.

A look at such projects.

Guest house upgradation

In the run up to the Games, the civic body could only manage to do cover-up job in the tourist hubs like Karol Bagh and Pahargunj where only few beautification works were carried out.

Also, the MCD had announced to lay all overhead wires under ground, but nothing was achieved. Even the streetscaping work is not complete in these areas. The MCD officials have blamed the heavy and extended rainy season for the postponement of the projects. "Also, other agencies took much time in finishing their part of the work, which in turn delayed us," said a senior officer.

Parking projects

The MCD had to construct 24 conventional parking sites and 16 multi-level parking lots before the Games. However, not even one site could be completed before the sports extravaganza.

Despite the projects being four years old, work could be commenced only at four to five parking lots in areas like Kamla Market, Mehrauli and Model Town. The civic agency is yet to float tenders for many of the other planned parking lots.

However, just before the Games, in order to save face, the MCD delinked parking projects with the Games, saying it was not satisfied with the material being used for construction. The agency now says the parking lots will be completed by next year.

Waterless urinals

The MCD had promised to construct around 800 waterless urinals around the city and almost on every road before the Games. However, only a few could see the light of the day. The cost of constructing these toilets came up to Rs 35 crore.

Out of the 808 waterless urinals planned in different zones, MCD began construction of only 445 urinals and claimed to complete them by August 30.

For these urinals, the civic body had roped in private firms for cleanliness.

Railway underbridges

These projects, too, missed their deadlines and the civic agency had to eventually announce that they were not related to the Games.

Out of the planned 16 railway bridges, work on only 13 was finally taken up. The MCD officials said only two of the railway underbridges-- at Prem Nagar and Vivek Vihar-- were related to the Games. For rest of the projects, the MCD has given a deadline in next year, adding that the Railways needs to do its share of work.

Don’t sign attendance registers, says DUTA

The professors at Delhi University (DU) have demanded that they should not be asked or rather forced to sign the attendance registers. So, it's not just students wanting to bunk attendance, but teachers at DU too feel that signing registers is demeaning.

Further, the Delhi University Teachers' Association (DUTA) has issued a call to all teachers to not sign attendance registers.

DUTA president Aditya Narayan Misra said, "It is not a teacher's job to sign attendance registers. This was never the practice at DU and is just one more rule imposed on us by the vice-chancellor, who is insulting teachers by making them sign attendance registers. Teachers here have never signed registers or in any other university. So, why should teachers at DU put up with this."

Moreover, by and large, teachers at DU too are not in favour of signing the attendance register. A professor on condition of anonymity said, "Teachers at DU have never signed attendance register. Why should this change now? We are not students that we have to be treated in such a way. The vice-chancellor has simply forced his will on us, but this does not mean that we are going to accept it easily. DU has never had a policy of teachers signing attendance registers and this custom sets limits on us. Our time is precious, why should we waste it."

Professor R.K. Sharma said, "It is not part of a teacher's job to sign attendance registers and it is insulting for us. The VC is taking many unreasonable steps. He has issued notice to teachers that he will cut their salaries, if we don't obey his orders. This behaviour is just not acceptable. As a teacher, my time is precious, why should I waste it in signing on the irrelevant attendance register."

DUTA to hold dharnas against semester system

The Delhi University Teachers' Association (DUTA) has issued a call to all teachers not to participate in the semester examinations for science courses which are going to be conducted in the first week of December.

The teachers' body said this today in a widely attended governing body meeting.

Criticising Delhi University vice-chancellor Deepak Pental, the DUTA declared to continue with its protests against the semester system.

The DUTA also announced the schedule for holding strikes and dharnas. Teachers will hold a general strike from October 25. The strikes will be reviewed on October 29. Besides, dharnas will be organised in each college on October 25 and 26. Teachers will also march to the ministry of human resource development from Mandi House on October 28. DUTA has also issued an appeal to all teachers to not sign any attendance registers.

DUTA president Aditya Narayan Misra said, "Today, the DUTA has resolved to intensify its struggle against the imposition of an academically disastrous semesterisation of 13 undergraduate courses. It has also decided to protest against vice-chancellor Deepak Pental who has been continuing in office even after the expiry of his term."

Vinay Kumar Singh, secretary DUTA, said, "The semester system imposed on students and teachers at DU is ill-considered and against the opinion that the quality of undergraduate education will be adversely affected."

The DUTA reiterated that a reform in higher education should be carried out only after debate and discussion, without flouting the norms.

The DUTA also condemned Pental for threatening teachers with wage cuts, demanding that teachers sign the attendance register and give an undertaking that they would carry out the orders issued by him as pre-requisites for the payment of salary.

The DUTA also reiterated that the chargesheet submitted by it for a visitorial enquiry against the acts of omission and commission by Pental must be pursued even after he demits office.

Further, it has demanded that the sale of the gamma cell as scrap must be subjected to criminal investigation and not be allowed to be derailed by Pental or the inquiry committee constituted by him.

Held for theft at OC office

The Delhi police has arrested a pantry boy for allegedly stealing hard disks (RAMs) of computers from the office of Commonwealth Games organising committee (OC) CEO Jarnail Singh.

Umesh Kumar was held from the OC Office at Jantar Mantar on October 18, after he was caught on a CCTV.

"The accused tried to remove some data from computer. We are not sure what has he deleted. However, it is certain that he wanted to make the computer dysfunctional, so that nobody could access the stored files," said the police.

However, the accused managed to escape as cameras were not installed on every floor. "The cameras are installed only on the seventh and the eighth floor of the building, while complaints of such cases have been reported from almost every floor," official added.

Umesh who had been working at the OC's office for several years used to remove RAMs from the computers. He was suspected of stealing after director of security G. Kuppu Swamy checked the CCTV footage in which Umesh came out to be the culprit.

‘Murder by call girl gang, isolated case’

The murder of a 51-year-old businessman in east Delhi by a call girl gang is an isolated case and it is the only known gang in the city to have robbed its clients after sedating them, the police said on Friday.

"It was an isolated, individual case. Till now, we have not got any information on any other such gangs operating in the city," said the police. On Tuesday, the body of Ramnath Singla was found in his car in Pandav Nagar. The breakthrough came on Thursday when three members of the gang were held. — IANS

94,221 pirated DVDs seized in NCR

In a major crackdown on sale of pirated DVDs, writers and inlay cards in Delhi and surrounding areas, parts of which are hub of the piracy market, the Alliance Against Copyright Theft (AACT) has raided scores of shops and sized over 94,221 pirated DVDs worth over Rs 1 crore.

The AACT, a coalition between Hindi film industry and the Hollywood to fight piracy, was joined by the local police in the week-long raids at shops and godowns dealing in pirated works, a spokesperson said today as the drive came to an end.

The police has registered four FIRs and six accused were arrested under various sections of the Copyright Act and IPC. Besides Delhi and NCR, raids were conducted in the other cities of north India.

This week, the team raided a major pirated DVD manufacturing factory in Panipat, Haryana, and seized over 37,000 pirated DVDs and CDs worth Rs 50 lakhs, said the spokesperson of AACT, adding that the factory used to send supplies to the NCR as well.

The joint team of the AACT and the police has also seized about 6 lakh inlay cards along with 102 DVD writers and one TV set.

The spokesperson said the team would be targeting piracy in north India intensely in the coming days. "Initially, we targeted Maharashtra and Gujarat and have reduced sale of pirated DVDs by close to 30-35 per cent. In the next phase, we are targeting North India's major piracy hubs. Looking at the tremendous response received from government officials, local polices and the public, we hope to repeat our success story here as well," he said.

Car robbed at gunpoint, police accused of hush-up

Four bandits abducted a driver of a transport company along with his cab at gunpoint. The robbers later thrashed the driver, dumped him in Bulandshahr and fled with the car, his purse and mobile phone.

Though the driver and the car owner have informed the police about the incident, the cops are reportedly trying to hush up the matter.

Yashpal Singh, a resident of Maujpur, Delhi, runs a transport company in Hoshiarpur. On the day of the incident, the victim driver, Vikaram Singh, had taken a company car to Gurgaon. While returning at night, four armed criminals stopped the car in Sector 34 and overpowered Singh at gunpoint.

The kidnappers then took Singh to Dadri, beat him up and snatched his purse and cell phone and escaped.

Singh informed Yashpal, who reached Dadri and took him to the Sector 24 police station. However, the cops forced Singh to report the incident as car theft instead of loot. The case was not even brought to the notice of higher authorities.

2 held for robbery, murder

With the arrest of two persons, the Delhi police has claimed to have solved the murder of a south Delhi restaurant manager, Kajal Chaterjee, who was killed on September 26.

The accused have been identified as Chandan Kumar Singh (25), a computer graduate, and Rajesh (30).

The arrest was made on the basis of a complaint lodged by the victim's wife, Nilonila, who told the police that on the night of the incident, Chaterjee had hired a cab for house.

Based on the information provide by Nilonila, the police zeroed in on a few notorious criminals who rob people of valuables at gunpoint after offering them lift. Finally, on October 21, the police apprehended the accused from near Jor Bagh Metro station.

"They killed Chatterjee (26), an assistant manager at Joy Luck Moon restaurant in Saket on September 26," the police said.

The police has recovered an Indica car, a country- made pistol with cartridges and a knife used in the commission of the crime.

"The car has been seized. The presence of blood un its rear seat suggests that Chaterjee was killed in the car," said deputy commissioner of police (South) H.G.S. Dhaliwal.

The duo confessed to the murder. They were putting up in Dwarka and were working as security guards in residential societies.

On the night of October 26, the gang met near AIIMS and reached IFFCO Chowk. There they gave lift to a man and later robbed him of his belongings at gunpoint and then forced him to withdraw cash from his ATM card at Sultanpur Metro station. They dropped him near Qutub Metro station.

Chatterjee was their last target of the night. They took him to Mehrauli, robbed him of his cell phone and purse containing cash and credit cards. Chaterjee raised the alarm, which irked them and shot him in the head. They then threw him on road and escaped towards Gurgaon.

Wanted man contesting panchayat poll held

A candidate of the panchayat elections, fighting for the post of pradhan, was arrested on Thursday evening for allegedly being involved in looting Rs 27 lakh from a cash collection van. However, he was released after questioning.

The candidate, Neetu Rawal, is contesting for the post of pradhan from Ghodi Bachera village.

According to the police, Rawal is wanted by the Dadri police in cases of murder, loot and kidnapping.

Also, three months ago, Rawal was a key suspect in a case of abduction.

Yesterday, soon after Rawal's arrest from his house in Ghodi Bachera village, hundreds of his supporters surrounded the Kasna police station and pressurised the police to release him.

Family of 4 hurt in cylinder blast fire

New Delhi, October 22
Four persons, including two children, were injured today when a fire broke out in a house here in outer Delhi.

The incident took place around 12 pm in Narela. The house caught fire due to leakage in LPG cylinder, said an official.

Jogi (28), his wife Akkha Devi (26) and their two daughters-- Nakshi and Pallavi, aged two and one, respectively-- were injured in the accident.

They were rushed to Raja Harishchandra Hospital. Their condition is now stable.

Two fire tenders were immediately rushed to the spot. They took around 20 minutes to douse the flames.
