The Delhi Public Works Department (PWD) today challenged the CVC report that had claimed that the work of city government projects did not maintain good quality. The report has also pointed out suspected cases of corruption in the projects.

Pyrethroids to be sprayed around Games venues only

With dengue cases crossing 1,500 mark in the Capital, the Municipal Corporation of Delhi (MCD) today said the special synthetic pyrethroids that it had procured to curb the outbreak would be sprayed only around the Commonwealth Games (CWG) sites and venues.

The chemical is said to posses the quality of preventing mosquito-breeding for at least three months.

Officials from the MCD's health department said the chemical would not be sprayed at normal places as mosquitoes might develop immune to the insecticide.

"For general areas, we have fogging machines and spraying is carried out by our domestic breeding checkers. But synthetic pyrethroids will be used only at CWG sites," said V.K. Monga, chairman, health committee.

However, he said health employees of public health department had volunteered to work over time to help the MCD control dengue. The employees will create public awareness to prevent and control dengue.

"To create public awareness, the union will involve National Social Service (NSS) workers from schools and colleges. The employees have taken this step in view of the rising cases of dengue in the city and the upcoming Games which is crucial for the prestige of the nation," said Monga.

The union of health employees said it would organise public awareness rallies and meetings with RWAs, social welfare organisations, Delhi government and MCD schools as well as private organisations on Saturdays, Sundays and in the evening after office hours on week days.

Now, Army to take on mosquitoes

New Delhi, September 8
The Indian Army is all set to battle a new enemy -- mosquitoes. With the capital seeing an alarming rise in the number of dengue cases ahead of the Commonwealth Games, the Delhi government has sought the Army's assistance to kill the insects.

The Army will fight the mosquito menace near the Commonwealth Games Village on the banks of the rain-swollen Yamuna. Athletes and delegates will stay in the Village during the mega event, an official said.

The number of dengue patients in Delhi has crossed the 1,400 mark, and the figure is rising.

The decision to deploy the Army was taken at a meeting of officials held by Delhi health minister Kiran Walia, said Municipal Corporation of Delhi official V.K. Monga.

A formal letter will soon go to the Army authorities, and its personnel will start working with MCD employees who are finding it difficult to drain out water from areas near the Games Village.

The army is expected to lend its experienced engineers for the task, officials said.

Monga told IANS that the soldiers will drain out the water and spray anti-larval chemicals. "They have all the equipment needed for the work."

At least 24 Commonwealth countries have inquired about the status of dengue in the capital. — IANS

Father, son dupe people of Rs 120 cr

The Delhi police crime branch has arrested a man and his son for allegedly cheating thousands of people of Rs 120 crore.

The accused allegedly promised the victims a massive return on their initial investment of Rs 10,000 per year.

Additional commissioner of police (crime) Neeraj Thakur said the accused Bhupinder Pal Singh (55) and his son Gurkaran Singh (25), the owners of Urvashi Jewellers in Rajouri Garden, were apprehended from Gopinath Bazar last evening.

"The accused were the managing directors of the company that floated Kanak Dhara Investment Scheme. Under the scheme, they promised investors huge returns. Many got lured and the accused duped them to the tune of Rs 120 crore," said Thakur.

In 2007, the accused had introduced the concept of multi-level marketing and formed a company in the name of M/s Pavi Overseas Pvt Ltd. They then floated Kanak Dhara Investment Scheme and lured investors by promising returns from 1,500 to 6,000 per cent per annum on their initial investment.

"It was a scheme where early and small investors are gainers in the initial stages and late entrants are losers. The initial depositors are allowed gains to attract more persons to invest in the scheme," said Thakur, adding that when the accused earned around Rs 120 crore and sensed that their deeds were about to be exposed, they allegedly closed their office and went into hiding.

According to the police, the two lured investors not only from Delhi, but also from Punjab, Mumbai, Uttar Pradesh and other places in India.

PWD denies poor quality of Games projects

The Delhi Public Works Department (PWD) today challenged the CVC report that had claimed that the work of city government projects did not maintain good quality. The report has also pointed out suspected cases of corruption in the projects.

Chief engineer, Project, PWD, A. K. Sinha claimed that construction material samples lifted by the CVC had been proved to be of good quality by a core committee. The core committee included experts from IIT, Central Road Research Institute (CRRI) and Shri Ram Laboratories. The samples were lifted from Ghazipur and Naraina flyovers.

A joint conference was addressed in this regard by principal secretary, P. K. Tripathi, PWD secretary K. K. Sharma and director of Information and Publicity Keshav Chandra. This was the first conference in connection with the Games addressed by the executive officers.

Tripathi said the stadiums built or repaired by the Delhi government were completed on time and handed over to the organizing committee.

He claimed that Barapulla would be inaugurated by the Chief Minister and open to the public on September 15. He accepted that UP Link Road is behind schedule and puts the onus for it on the UP government.

"The Delhi 2010 appearance is a unique combination of designs, culminating into a visual explosion that will generate excitement for the Games," said Sangeeta Welinkar from Image and Look, OC CWG.

Task force to nail corrupt cops

The Delhi traffic police has constituted a Special Task Force (STF) to check rogue drivers and nail corrupt traffic cops so as to bring some semblance of order on Delhi roads, especially at nights.

The STF consists of 22 traffic police personnel, drawn from the city’s 10 districts and its operations will not have link with the existing traffic police teams. The STF would conduct surprise checks across the city and deter traffic violators. "Several traffic offences are committed in the night and drivers get away by bribing some of our men. The STF will see to it that it does’nt happen," said the official.

2 of family killed, 5 hurt in Gzb

Ghaziabad, September 8
Two people were killed while five critically injured when unidentified assailants attacked two families with sharp weapons in a residential colony in Muradnagar in Ghaziabad district, the police said today..

The police said about a dozen assailants armed with knives, choppers and iron rods raided the residences of two tribal families residing near the garden of Ram Autar Tyagi on Rawli road in Muradnagar on Tuesday night.

They first attacked the hut of Munish (30) and stabbed him, his wife Santosh (29) and their 12-year-old daughter Ayesha. Then, the criminals attacked Munish's brother-in-law's family residing nearby. Sanjay, his pregnant wife Raveena and two others sustained critical stab injuries in the attack.

They were rushed to a local hospital. Munish and his wife succumbed to their injuries on way to hospital. Their daughter has been referred to Meerut for better treatment.

"It seems a case of rivalry. Munish and his brother-in-law Sanjay had come from Bijnore to Muradnagar area recently. The other tribals might not have liked them. However, everything will come out after proper investigation," said Ghaziabad superintendent of police (rural) M.M. Baig. -- IANS

The trial runs conducted by the Delhi traffic police on exclusive Games lanes today left kilometre-long jams on the roads.

It is for the first time that the traffic police has conducted the trial run on a week day. The earlier three trial runs were conducted on weekends.

Today's trials that were conducted on five stretches from 12 to 2 pm left thousands of commuters stranded in jams.

The trials were conducted today from Commonwealth Games Village via NH 24 to Yamuna Sports Complex, from Lodhi Road Madrasa via Lodhi Road flyover via T-point Lodhi Road, from August Kranti Marg to Siri Fort Sports Complex and Ring Road from T-point Bhairon Road to Rajghat and Ring Road from Chandgi Ram Akhara to Mal Road.

"The public of Delhi will be killed by these experiments. Everyday, they are conducting some kind of experiment. I have been crawling here for the past 40 minutes and have merely covered 200 metres," fumed a commuter on Ring Road near ITO in Central Delhi.

The condition was equally chaotic on other roads with traffic personnel seen manning traffic at every 100 to 200 metres.

Despite the trials being conducted during the afternoon when least traffic is expected, the situation was not calm at Siri Fort road and August Kranti Marg.

A senior police official said these trial runs aimed to smooth traffic.

"We are experimenting and there will be some teething problems. I am sure we will be able to educate people and things will be better in days to come," said a traffic police official.

The MCD has given notice to domestic breeding checkers who are on an indefinite strike to return to work.

As per the notice, services of those domestic breeding checkers who do not report to duty by tomorrow afternoon will be terminated.

Around 3,200 domestic breeding checkers are on strike since Tuesday demanding regularisation of jobs.

Presenting its stand on the issue in the standing committee meeting, municipal commissioner K.S. Mehra said: "The corporation will issue a public notice on this issue tomorrow (Thursday). All the DBC workers involved in the strike should report on or before Thursday evening. The services of those who fail to do so will definitely be terminated."

He said he conducted two meetings with the DBC association and they had "accepted to withdraw the strike but never kept their word".

Mehra also said that at a time when the city is suffering from severe dengue outbreak, the workers going in for strike is not a good sign.

According to the MCD, 74 new dengue cases were recorded in the capital on Wednesday, raising the total to 1,512 cases.

"We will terminate their services for sure if they do not report on Thursday. New people will be recruited immediately for this job," Mehra assured.

The DBCs, who go door-to-door to check mosquito breeding, have been demanding regularisation of their jobs for a long time.

Acid Attack
Woman, son suffer burns

A 35-year-old widow and her four-year-old son suffered burn injuries when a man allegedly threw acid on the duo in the New Usmanpur area here last night.

According to the police, the accused Nazir fled after hurling acid on Imrana and her son Arman.

Imrana and Arman have been admitted to the Guru Tegh Bahadur hospital with 40 and 20 per cent burns, respectively.

The incident took place around 9 pm when the victims were returning after shopping.

"Nazir wanted to marry Imrana whose husband died a few years ago. Yesterday, he followed her to the market. When she rebuked him he threw acid on her and Arman and fled. We have registered a case," said a police official.

Nazir is a resident of the Dankaur area in Bulandshahr. The victims are stable.

MCD sweeper dies in accident

A 58-year-old sanitation worker of the Municipal Corporation Delhi (MCD) was killed when a speeding car allegedly hit her while she was sweeping a street in the Preet Vihar area of east Delhi.

According to the police, the incident took place near Preet Vihar Metro station around 6:15 am.

"The victim has been identified as Kalawati (58), a resident of Mandawali. The errant driver fled with his car," said a police official.

The victim's enraged family members blocked traffic at Preet Vihar and protested against the police. A case has been registered.

The doctors of the Safdarjung Hospital today called off their strike after assurance from the authorities of better security cover in the hospital.

Nearly 1,200 doctors had gone on a flash strike yesterday, protesting an alleged assault on doctors and nurses by the relatives of a patient who had died the previous night.

Hospital's medical superintendent Dr NK Mohanty said they have resolved all the issues amicably and concerns of the resident doctors would be taken care of.

Hundreds of patients and their family members had to suffer as the doctors went on strike without.

It was the second such flash strike in the hospital by the doctors.

Postman among 4 arrested for trafficking

With the arrest of four persons, including a postman of Burari post office, the Delhi police crime branch has busted a drug trafficking racket.

According to the police, the contraband was being smuggled in parcels through the Indian Postal Services from Orissa to Delhi.

"More than 140-kg ganja worth over Rs 5 lakh has been seized. The racket had been running since the past six months and thousands kgs of ganja have been brought in so far to the Capital," said Neeraj Thakur, additional commissioner of police (crime).

The accused have been identified as Shafi Islam (25), the gang leader; Satpal Mann (55), a postman; Jaffar Ali (32), and Ganesh (35). They were arrested near Burari post office yesterday on a tip off.

"Mann works in Burari post office and charged Rs 200 for each kg of ganja delivered to the gang. He has been working there for the past 10 years. Islam met him six months ago and offered him the deal," said Thakur.

Islam hails from Kooch Behar district in West Bengal and lived in Burari. He got his supply from Orissa in parcels twice a week.

"Each time, three or four packets with 10 to 15 kg of ganja arrived. All parcels are addressed to Islam at a fictitious address in Burari. The postman called him up on his mobile phone and handed over the ganja packets at the post office itself," Thakur said.

"Humidity levels will continue to be high for another week," said a Met official.

"Skies will remain cloudy with the possibility of rain and thunderstorms towards the night while the maximum temperature tomorrow is expected to settle around 32 degree Celsius, the minimum is expected to settle at 26 degrees," he added.

While the minimum temperature settled at 26.6 degree Celsius, two degrees above the average, the maximum temperature was recorded at 31 degrees, two degrees below average for this time of the year.

HC defers plea on closure of Siri Fort

New Delhi, September 8
The Delhi High Court today again refused to take up the plea against the Siri Fort Sports Complex being closed down to its members due to the Commonwealth Games. The plea will come up for hearing on Friday.

Justice S.K. Kaul and Justice Valmiki Mehta refused to hear the case as one of the sitting judges had a membership of the sports complex. Earlier too, a division bench last week refused to take up the petition on the same grounds and transferred it to another bench.

The division bench of Justice A.K. Sikri and Justice Reva Khetrapal Aug 31 transferred the case to another bench and refused to hear the matter as counsel Ruchi Sindwani, appearing for the Lieutenant Governor of Delhi, happened to be a relative of a sitting judge.

The petition was moved by members of the Siri Fort Sports Complex in south Delhi challenging the decision of its secretary to close down the complex from Aug 16 for the Commonwealth Games. The venue is supposed to host events like badminton and squash from October 4 to 14.

Atul Wadhera, a Supreme Court lawyer who filed the petition, alleged the move to deny hundreds of members to avail of the facilities of the complex was unjustified.

“There are only two events to be held at the complex for the Commonwealth Games, while there are about 29 activities due to which people come here on a daily basis,” Wadhera mentioned in the petition.

The decision has affected not only retired people but even children as they have been denied entry to play in the children's park. “People are not allowed to jog and play football or engage in other activities. For the sake of two events, you are stopping people from availing facilities and participating in other activities,” said the petition. -- IANS

Shopping fest in main markets during Games

The Organising Committee (OC) Commonwealth Games (CWG) in an initiative with the Delhi Traders Association has decided to organize the 'Commonwealth Games Shopping Festival' across all main markets in Delhi from September 25 to October 15.

The festival will be held across the popular markets like Greater Kailash, South Extension, Chandani Chowk, Karol Bagh, Lajpat Nagar, Connaught Place, Kamla Nagar, Azmal Khan Road, Rajouri Garden and Chawri Bazar.

"The festival aims to impart to every visitor an exciting and memorable experience in the city. So we announce this shopping festival as part of the festive spirit that is set to engulf the city following the CWG," said Suresh Kalmadi, chairman of the Organising Committee, CWG.

The markets will be decorated and illuminated to induce the spirit of the games and provide visitors with an insight to the rich cultural heritage of the country.

"The traders of Delhi are looking forward to the festival and are happy with the initiative to support us and make us actively participate in the celebrations surrounding the CWG. We plan to provide customers with healthy discounts and attractive packages, and believe that Diwali bonanzas will come early even for local shoppers," said Surinder Singh Dhir, president of the Delhi Traders Association.

The festival will reflect the journey from the traditional and ethnic feel to the modern culture of the Delhi. Also, the emblems, hoardings, banners across all shops during the CWG shopping festival will feature the traditional Delhi. Food and shopping are the main areas of attraction.

Games construction workers to get houses

The Delhi government has formulated schemes to provide various facilities to the construction workers engaged with the construction works of Games venues. They have constructed jhuggis for them near all venues.

The government has announced the construction of low-cost houses for the labourers. They would also be issued Rs 50,000 loan to purchase houses. The government is doing this work since 2008. In the year 2008-2009 the government had spent Rs 49.74 crore, in 2009-2010 Rs 27.7 crore and in 2010-11 till August it had spent Rs 19.59 crore.

Sources said multi-storey buildings would be constructed in the outskirt areas of the capital where facilities like power, sewerage, roads and water would also be provided before allotting the flats. The buildings would be constructed near industrial areas keeping in view the job opportunities for them.

As now they live near games venues, the government has deployed 19 mobile dispensaries, 29 mobile schools to educate children of the workers. A life insurance scheme has also been started by the government.

2 gangsters held for dacoity

The local police today nabbed the two more members of an inter-state gang that had allegedly committed dacoity in an industrialist's house in Sector 19 here in July.

The two were nabbed at the instance of their gang member who was apprehended earlier.

The two Asif and Wasim of Delhi were arrested in Delhi with three pistols, three revolvers and one countrymade gun.

The two were arrested at the instance of Pradeep Negi, who was arrested in the case earlier. Negi, a resident of Meerut was arrested in Delhi on August 30 with an i20 car. The gang members had allegedly taken away the car from the industrialist's house after committing the dacoity.

The development has won the police some public appreciation after a long time.

The dacoity was committed on July 28 in Sector 19 in which three men had allegedly barged into the industrialist's house, tied three women and committed the crime at gunpoint. They left the place with cash, jewellery and an i20 car.

The incident had created ripples in the business community as it had occurred in the residence of a supplier of henna powder. The manner in which it was committed had shocked the residents.
