1 killed, 3 hurt in shoe godown fire

New Delhi, June 5
One person was killed while three sustained injuries when a shoe godown caught fire in the Tri Nagar area under the Keshav Puram police station. The incident was reported around 12:30 pm today. Fire engines were rushed to the spot. It took 40 minutes to bring the situation under control.

The fire staff and police personnel took out the victims from the debris and admitted them to the Lok Nayak Jai Prakash Hospital.

The deceased has been identified as Harish, while Ranjit Misra, Brajesh Pande and Bijliya were injured in the mishap.

The victims used to stay in the godown. They were cooking when the incident took place.

Ranjit Misra said cylinder blast to be the reason behind the blaze. He said fire spread in the entire godown after a container carrying some inflammable chemical came in the cylinder's contact.

Meanwhile, the police is investigating the matter but it said cylinder blast to be the reason behind the blaze.

The fire also engulfed a grocery shop on the ground floor and goods worth lakhs were destroyed.

Another such incident was reported from a paper godown in Okhla. The flames were doused in about 30 minutes and no loss to life was reported.

Relief for two women who delivered on streets

New Delhi, June 5
Taking note of the fact that reproductive rights of women were still not guaranteed in spite of various schemes being in place, the Delhi High Court has awarded compensation to two women who gave birth on the streets because of the government's negligence.

Justice S. Muralidhar on Friday awarded compensation of Rs 2,40,000 to the family of Shanti Devi, who died while giving birth on a street and Rs 50,000 to Fatima for negligence on the government's part by compelling her to give birth under a tree in Delhi.

Stressing the need of reproductive rights, the court said, "These cases demonstrated a complete failure of the public health system and a failure in the implementation of government schemes, including the National Maternity Benefit scheme (NMBS), Integrated Child Development scheme (ICDS) and Janani Soraksha Yojana (JSY)-- a scheme designed to reduce maternal and neo-natal mortality by encouraging institutional delivery for poor pregnant women."

It also directed the government to aid Fatima's daughter Alisha's education till the time she completed high school.

"Both the cases point out complete failure of the implementation of the schemes. With the women not receiving attention and care in the critical weeks preceding the expected dates of delivery, they were deprived of accessing minimum health care at either homes or public health institutions," the court said while disposing of the petitions and asking the government to file a compliance report within eight weeks.

Stating the government's apathy towards the poor, the court said, "Women carry the burden of poverty in that they have to prove their BPL (below poverty line) status when trying to access health facilities. There is no assurance of 'portability' of the schemes across the states."

Shanti Devi travelled from Bihar to Haryana and then to Delhi. In Haryana, she was unable to access the public health services. In Delhi, she had to once again show that she was a BPL card holder, and even then she was denied access to medical facilities. — IANS

Metro starts cycle feeder service

The Delhi Metro launched the cycle feeder service today to promote the use of bicycle as an eco-friendly mode of transport. The service would be provided from the Rohini East Metro station by Delhi Metro in collaboration with a private organization, Delhi Cycles Private Limited. The service would be made available to the passengers later this month.

The initiative of the eco-friendly service was announced today to mark World Environment Day with a bicycle rally, in which more than 100 cycling enthusiasts participated.

“Apart from a cycle stand at the Metro station, four cycle sub-stations will be created in the nearby localities of Rohini East,” said sources. Commuters will be able to take the cycles from a sub-station near their residence and reach the station. Similarly, while returning home they can deposit the cycle at the sub stations.

The service would be on trial initially and extended to other stations based on its success. The commuters would be able to register with a nominal refundable fee of Rs 300.

The fare of the cycle would be calculated according to the time spent by the commuter after he takes the cycle. A time slot of 15 minutes will cost the user Rs 3. The commuter would also be provided a rechargeable smart card, which they will swipe at the cycle stations before and after every use. The amount on the smart card will get reduced as per the time spent by the commuter with the cycle.

To begin with, 25 cycles would be provided at the Rohini East Metro station. All cycles would be insured. Interested commuters could call helpline number 9650665555.

World Environment Day
Sheila calls for clean and green Delhi

The Commonwealth Games (CWG) organising committee along with the department of environment, Delhi, organised a sustainable transport rally on the occasion of World Environment Day today.

While the CWG organising committee released 'Green Games'-a monthly e-newsletter, the department of environment, Delhi, released its 2010 State of the Environment Report.

More than 200 people participated in the rally, which proceeded in two batches.

The first batch was a cycle rally that was flagged off from the CWG organising committee headquarters by Shera-- the Games mascot. The second batch was a rally of electric cars and electric bikes that Chief Minister Sheila Dikshit flagged off by from her residence.

Both the rallies converged at NDMC Commonwealth Garden in Africa Avenue for ceremonial plantation.

Dikshit appealed to citizens of Delhi to keep the city green and clean. She said, "Delhi has got international recognition of being one of the greenest cities in the world. It is high time for the national Capital to become a clean city."

Director general, TERI; IPCC chairman R.K. Pachuari, Delhi minister of health and family welfare Kiran Walia, NDMC chairman Parimal Rai, CWG organizing committee director general V.K. Verma and others were also present.

MLA Barkha Singh and Dharmendra Kumar, secretary environment (Delhi) and senior BRPL officials planted gulmohar and bougainvilleas on the busy stretch.

Explaining the rationale behind choosing gulmohars and bougainvilleas, BRPL CEO Gopal Saxena said, "They look pretty. Besides, they need minimal maintenance and are best suited to Delhi's climate."

"Over the next few days, the BRPL will plant hundreds of saplings on this 2-km stretch. According to the agreement signed with the MCD, the BRPL apart from planting saplings will maintain them," said Saxena.

The BRPL also flagged of a REVA electric car. This zero emission car will be deployed as part of the company's operations and maintenance fleet. The zero emission car is expected to not only improve the company's response time in congested areas, but also reduce carbon footprint and running costs.

"Depending on its success in trials, the company plans to induct more such vehicles," said a BRPL official.

The city residents enjoyed the relatively cool Saturday today with the maximum temperature settling at 39 degree Celsius while the dust haze still blanketing the Capital. Moreover, the dust has relieved the residents of the unrelenting sun that had been the headache for many with travelling jobs.

A little drizzle in the latter part of the evening today further set the mood for a perfect outing for most families. There were traces of rain in different parts of the Capital, including ITO and parts of South Delhi.

“Back in 2006 on June 5, the maximum temperature was recorded at 36 degrees. After that, it has always been hovering around 40 degree Celsius on this date. The temperature today settled at 39 degree Celsius. The rains today were only in traces,” said an official of the Indian Metrological Department.

The weather office has predicted more drop in temperatures in the days to come and with a strong possibility of rain and thundershowers in the next few days.

“The maximum temperature is expected to settle at around 36 degree Celsius, while the minimum is expected to hover around 27 degree Celsius. The city will see a partly cloudy sky tomorrow. There is a possibility of rain and thunderstorm in some areas accompanied with squall,” said the IMD official.

The minimum temperature today was recorded at one degree below the average at 26.6 degree Celsius, he added. The humidity recorded was 52 per cent.

The metrological department has attributed the recent changes in the Capital’s weather, including the drop in the temperatures, to an approaching western disturbance.

SOL’s admissions confuse students

After postponing the date of selling of admission forms several times, Delhi University’s (DU) School of Open Learning (SOL) today took students by surprise as it began the sale of forms though its last announcement said the process would start on June 8.

Even as aspiring DU students, hundreds of whom had been returning disappointed every day, heaved a sigh of relief, the apparent absence of any coherence in the department’s functioning has left many wondering about the functioning of the school that enrols maximum students of DU. The school was scheduled to start the sale of its forms from June 1 to October 29, which is clearly stated in the DU brochure.

On June 1 itself, the administration of SOL postponed the date of selling the forms to June 3. Though hundreds of students had to return from the school window empty-handed as the admission window was not opened. Later, last night the school announced that admission forms would be released on June 8. But some students were taken by surprise when the SOL administration started selling prospectuses and forms today. The admission information counter closed at 1 pm.

While some students were lucky to get the forms, for the rest the school administration did not even bother to put admission alert on its website. Calls on the enquiry phone lines of the school were not picked throughout the day.

Surprisingly, even the senior SOL faculty was not intimated about the schedule of admissions.

“I was at the school campus till late last night and there was absolutely no news regarding the admission process. Today all of a sudden we hear that the forms are being sold,” said Prof. J.Khuntia, school representative to Academic Council and faculty in SOL economics department.

He said it was pathetic that the admission process was unorganized.

There are reports that the internal conflict regarding the change in admission criterion of SOL was responsible for the delay in admission process. From this year, the DU administration has increased the minimum merit in senior secondary for students to apply to SOL undergraduate courses.

While earlier any student who passed the senior secondary exams could apply, from this year only students who have secured 40 per cent marks in XII are eligible for undergraduate courses in SOL.

The school faculty has serious objections to the new criterion on the understanding that it would limit the access to education. “Distance education is for students who do not pursue formal education so there should not be any restrictions to their admission,” said Kuntia.

In a faculty meeting, the teachers decided to oppose the new guidelines and gave the administration one week to go back to the previous norms.

They said more than 1,500 students would not be able to get access to education with the new restrictions.

Though the administration had earlier said the delay in admissions was due to some technical fault, the teachers feel it was due to their pressure that the school director had to rethink about the changed criterion.

“If the school administration goes ahead with it, the teachers would all resign,” said Kuntia.

Govt told to pay Rs 6 lakh to prisoner’s widow

New Delhi, June 5
The Delhi High Court has awarded a compensation of over Rs 6 lakh to the widow of a man who died in Tihar Jail here in 2007. Justice S. Muralidhar on Friday granted the compensation to Saroj Rani, widow of Vinod Kumar, who died on June 12, 2007.

"When such deaths occur, it is not only to the public at large that those holding custody are responsible, they are responsible also to the courts under whose orders they hold such custody," the court said.

The court told the Delhi government to deposit Rs 6.4 lakh for Kumar's widow as fixed deposit in a nationalised bank.

Kumar (25), a sewage cleaner, was arrested for consuming liquor in public and for creating nuisance on June 9, 2007.

"It was an admitted fact that Kumar was an alcoholic. That arduous, deplorable and undignified work as a sewage cleaner perhaps explains why Kumar had to take to drinking. It is not uncommon to find those working with sewage and with corpses in mortuaries to take to (liquor) to be able to cope with the repulsive and revolting nature of their work," the court said.

Pulling up the government for not probing the death of Kumar, the court said, "Criminal liability for the death of Kumar is distinct and separate from the liability of the state for the death caused of an undertrial prisoner in judicial custody. It was for Tihar Jail authorities to have conducted an inquiry to find out who was responsible for causing injuries to Kumar while he was in judicial custody," the court said.

"A clear case of violation of the fundamental rights of Kumar has been made out," the court said. — IANS

Not a single student scores A1 in UP Class X

Not a single student from Gautam Budh Nagar District scored an A1 in UP class X results. The results were declared recently. However, 22 per cent more students have passed this year as compared to the last year.

District inspector of schools Jyoti Prasad said, "A total of 21,547 students had appeared for high school examination from the district. Of these, only 14,692 students passed the exam which is around 68 per cent. It is better than the last year when pass percentage was just 46 per cent."

"Grading system has been introduced from this year but marks were also mentioned which helped in tracing the district topper. Lav Kush Sharma from Saraswati Vidya Mandir Inter College is the district topper. He scored 495 out of 600 and got an A2 grade," said Prasad.

"No student scored an A1 Grade. Only three students scored A2. Besides Lav, the other two students who scored A2 are Vishal Gupta from Sant Yuvraj Inter College, Baraula, and Nidhi Kaushik from Mihir Bhoj Inter College Dadri," said Prasad.

AIIMS to have tobacco cessation clinic

The All India Institute of Medical Sciences (AIIMS) is putting in place a new tobacco cessation clinic as part of the health ministry's drive to check smoking or use of tobacco.

More government hospitals, including Safdarjung Hospital and Lady Hardinge Hospital will also be following suit. The move comes after TCCs, as tobacco cessation clinics are called, have proved to help addicts quit the habit.

Expected to start in July this year, the centre manned with trained health workers would offer counselling services to all potential quitters. It is believed that, the TCCs, based on the cessation algorithm having a combination of behavioural and pharmaco therapy, would help arrest the ever-rising graph of tobacco consumers, with as much as 57 per cent of men and 11 per cent of young women addicted to some form of tobacco use.

As popular hospitals like AIIMS draw a large number of patients, a majority of whom coming from modest social and economic backgrounds, TCCs in these hospitals would be of big help, officials said.

Official sources said there are only 19 TCCs across the country, run by the government and the World Health Organisation together, apart from some private centres.

"People are not much aware of the fact that tobacco can be controlled with counselling and other help, and this is going to be the thrust of the TCCs," Dr Jagdish Kaur, chief medical officer with the health ministry told The Tribune.

The government has been working towards introducing a multi-sectoral approach for improving the condition and a process of mapping various stakeholders' participation, including smokers' profile, in controlling tobacco spread has been initiated," she said.

Officials said the marginal show of tobacco control programme is due to the perception among people that tobacco consumption is not addictive in nature and it also enjoys society's acceptance. With more hospitals going to have TCCs, this perception is likely to change.

Going by the dismal success rate of quitting tobacco in India, the government is also likely to go in for a national toll-free line for upscaling the cessation exercise under the national Tobacco Control Programme.

Noida residents complain of dirty water

Water is dirty and gives out foul smell, complain the residents of sector 31 while speaking at RWA-Local M.P. meet held at A block park today.

"The water is not drinkable. Not everybody can afford R.O. system. Sand and black precipitate come in the supply. It appears the underground reservoir is not properly cleaned," said Vijay Kansal, a resident.

"The A block park is not maintained well. The gardener at the park retired a few months ago and since then, no one has joined," said Bhushan Kumar Garg, another resident.

"There is no proper community centre in sector 31. The one at C block is too small to hold any function," complained yet another resident Lal Gupta.

"Boundary wall between Nithari and sector 31 was broken. Anti-social elements gain entry through this stretch and commit thefts and chain snatchings. Drains are not covered which cause health hazards," said some residents.

They also complained of lack of patrolling in the area.

The Gautam Budha Nagar (Noida), Member of Parliament, Surinder Singh Nagar listened to their problems and assured them of prompt action.

Audit of environmental impact of CWG sought

Delhi-based environmental group Yamuna Jiye Abhiyaan wants the Commonwealth Games Federation to conduct a comprehensive audit of environmental impact on the city after the Games.

"Environmental cost of hosting the Games to the city is of prime concern to us and we have written to Commonwealth Games chief executive officer Mike Hooper for a comprehensive audit of environmental impact of CWG-2010 on the city," said Manoj Misra, YJA convener.

In his latest letter to Hooper, Misra said "environmental costs" mean that thousands of trees were cut all over the city to make way for either upgraded sporting or transportation facilities.

"The river bed was badly and permanently compromised to make way for the Games Village,” he said.

Showroom salesman nabbed for jewellery theft

The south Delhi police has arrested an employee of Mehra Sons Jewellers, South Extension-II, for theft of diamond jewellery worth Rs 11.5 lakh from the showroom.

Yashpal Mehra, owner of the showroom, had lodged an FIR with the Hauz Khas police station regarding the theft of four sets of diamond jewellery worth Rs 11.5 lakh. Mehra detected the theft while conducting the stock-checking of jewellery items.

The police interrogated nearly 50 employees of the showroom and zeroed in on a salesman, Amit Kanwar and arrested him. Amit (28) is a resident of Kishan Ganj, Delhi.

He disclosed that he had been working as salesman with the Mehra Sons Jewellers for the last four years. As he was driven away by the lavish lifestyle, he took loan from different people. When the lenders started asking for the money, he decided to commit theft of diamond jewellery from the show room and mortgage it with the money lenders. He told them that the jewellery belonged to his sister and his family was is in dire need of money.

Acting upon the statement of the accused, police raided the shop of money lender Keshav Gupta and the house of Kuldeep Singh. Police recovered two sets of diamond jewellery worth Rs 5.50 lakh from Keshav Gupta, while the remaining set worth Rs 6 lakh was recovered from the house of Kuldeep Singh. Police has also recovered the Matiz car allegedly purchased with the money.

Two in police net for cheating job aspirants

The south district police has busted a gang of cheats and arrested two persons for cheating young job aspirants wishing to work abroad. The gang was engaged in duping unsuspecting job aspirants by collecting their passport and money and later disappearing.

Police acted after Tulsi Pandeya, resident of Majnu Ka Tilla, registed a complaint in the Saket police station. In this case, the accused targeted nine members of a single family and cheated them.

Tusli paid Rs 34 lakh for visas of her nine family members to both the accused, Ashutosh Sharma and Amit Jatana. For her brothers and other family members who were also interested in going abroad, Ashutosh told her that a New Zealand visa would cost Rs 4 lakh and a Canadian visa Rs 3 lakh. However, on verification, she found out that the visas she received from them were forged.

Tulsi told the police that she was looking for employment in New Zealand when she came in contact with the accused.

She met Ashustosh Sharma and the other accused Ashok Jatana in Select City Mall Saket, who convinced her that they can arrange visa for New Zealand and Canada.

A special police team apprehended the two of the gang, Ashutosh Sharma, alias Inder Sharma, a 39-year-old Gautam Nagar resident and Amit Jatana, 32, resident of West Patel Nagar, New Delhi.

The other three accused are absconding. Two of them, Abdullah and Virender Sharma are based in Mumbai while Chauhan is in Delhi. The police recovered Nepali passports, Rs 3.8 lakh, bank deposit slips and pay in slips of ICICI and Standard Charted Bank, one Indigo car purchased from the cheated amount.

Investigation revealed that the accused used to target Nepali nationals.

They gave them forged job offer letters of various international companies and provided them with fake visas.  Many of the complainants being illiterate didn’t report the matter to the police.

Man caught for visa racket

A team of officers of special cell/New Delhi range has arrested a wanted criminal Sanjay Bhola (39), resident of Raja Park, Rani Bagh, involved in more than 15 cases of cheating. He was declared a proclaimed offender in 10 cases in Delhi and Punjab.

On receiving a tip-off, a raid was conducted and Sanjay Bhola was apprehended from Hari Nagar in the Capital.

The Sanjay Bhola gang used an unusual modus operandi to entice its victims. One of the gang members posed as a member of Parliament when the victim was called for a meeting, usually in the lobby of a five-star hotel.

The victim would be assured of the foreign tour in the presence of the 'MP'. The person would then be taken to the embassy concerned and asked to pay for the visa and wait outside. Bhola would then enter the embassy and escape through another exit leaving the victim high and dry. In the process, each victim lost between Rs 5 and Rs 10 lakh.

Interrogation revealed that Sanjay is an old hand in duping people on the promise of sending them abroad.

A person named Dhillon introduced him to the fake passport and visa racket back in 1998 while he was reportedly working as clerk in Parliament. He was arrested by the crime branch in 2005 and while in jail he came in contact with one Rinkoo, a resident of Janakpuri, a notorious auto lifter who introduced him to auto lifting.

However, he was soon arrested in an auto theft case in Moti Nagar. After his release from jail in 2006, he moved to Punjab for trapping fresh victims and earning a fast buck.

NCW orders probe into death of Dalit father, daughter

New Delhi, June 5
The National Commission for Women today said an inquiry has been ordered into the death of a Dalit father-daughter duo, who were burnt alive in Mirchpur in Haryana.

The inquiry, which would be conducted by NCW member Wansuk Syiem, would inquire into the circumstances leading to the incident and the action taken by the authorities.

The member shall meet the police officers and others concerned to ascertain the facts and circumstances and the protection provided to Dalit families.

Tara Chand (70) and his daughter Suman (18) were burnt alive on April 21 allegedly when members of a particular community torched several houses belonging to Dalits in Mirchpur village. — PTI

Man held for cheating with pen

New Delhi, June 5
The northwest district police has arrested 22-year-old Neeraj Kumar Gupta, a resident of Vijay Nagar, Ghaziabad, for cheating with a ‘magic’ pen.

The police team recovered Rs 50,000, three ATM cards and the pen from his possession. The team also solved another cheating case of Rani Bagh police station.

Gupta disclosed that he and his accomplice Nidhi used to contact people on telephone stating to be HSBC bank representatives and offered them credit cards with a cash limit of Rs 3 lakh with meager charges of Rs 52.

Gupta further revealed that he is expert in mimicking female voices over the phone and this talent came in handy in contacting people. He would visit the customers and collect cheques from them. Then he wrote the name of the bank and the amount with the magic pen.

However, he made sure that the cheque was signed by the customer’s own pen.  Later, the name of the bank and amount, written by the magic pen, were erased and some other heavy amount was written by him.   

With his arrest, another case at Rani Bagh in New Delhi has also been worked out. Neeraj’s accomplice, Nidhi, is absconding.

Man run over by train, 2 women hurt

A man was killed and two women were injured when they were hit by a train at Mandawali crossing in east Delhi this evening after they tried to cross the track despite the road being closed for traffic due to the train’s passage.

Police sources said Chandan Singh Rawat, 27, and two women, Rubi (25) and her aunt (Radha), had to go across the tracks. They thought that they would manage to walk across even as the authorities had closed the gate to stop the traffic.

As darkness had set in, they could not realize that the train coming from the Ghaziabad was so close and Rawat, who lived in west Binod Nagar, was run over. Rubi’s leg sustained a fracture while her aunt was serious and admitted to the ICU of a hospital.

Minor raped by neighbour

A five-year-old girl was allegedly raped in the Railway Colony area of Tughlaqabad yesterday. The accused reportedly lured the child to accompany him to a lonely place. Police has arrested her neighbour for the crime.

The victim has been admitted to the AIIMS. Her father who works as a plumber told The Tribune that he was in Gurgaon when his family told him in the afternoon that his daughter had gone missing. They started looking for the child and found her lying in a pool of blood.

The police said a case under relevant sections of the IPS had been registered. The victim did not know the accused.

Over 7,000 DU forms received

Thousands of students have completed their pre-admission process for Delhi University (DU) today as for the first time more students have deposited their centralised forms.

As many as 7,031 forms were received at 16 admission information centres of DU today while 5,916 forms sold across these centres. The maximum number of forms both sold and received was at the Arts Faculty counter on North Campus.
