2 killed in two accidents in Delhi

Two persons, including a woman, were killed in two separate incidents of accident in the national Capital since today morning. A 30-year-old woman was killed and one suffered critical injuries after a Mercedes-Benz car rammed into an Ambassador car in the R.K. Puram area of south district early today morning. The police said the incident was reported on the African Avenue Road near a church around 3.25 am.

Moolchand-Delhi Gate BRT prone to cave-ins

Potholes on the Bus Route Transit (BRT) corridor from Moolchand to Delhi Gate could continue to recur as RITES, the agency responsible for the maintenance of the road, is not equipped with the facilities to find out the reason for cave-ins. The maintenance work of the BRT is divided between two agencies— Delhi Integrated Multi-model Transit System (DIMTS) from Ambedkar Nagar to Moolchand and RITES from Moolchand to Delhi Gate.

Noida-Gt Noida Metro line to have 2 more stations
Greater Noida, June 3
The new detailed project report (DPR) of Metro line from Noida to Greater Noida has been handed over to the Delhi Metro Rail Corporation. As per the DPR, approval for two new stations has been given on the route. This has been done on the request of the Greater Noida Authority. Noida-Greater Noida Metro project is expected to be completed by the end of 2012.

2 held for murder
New Delhi, June 3
With the arrest of two persons, the central district police has claimed to have solved a murder mystery in which a 23-year-old youth was shot in the head in Block 30, West Patel Nagar, on May 8. The accused were held yesterday.

Nizamuddin to get makeover
The congested streets and toilet complexes of Hazrat Nizamuddin in the south Delhi will soon get a makeover, thanks to the Commonwealth Games. The work is being carried out in view of the large number of tourists expected to visit the place during the Games.

The south district police has arrested Ranjeet Kumar (22) for allegedly being involved in more than 100 cases of burglary and theft in Delhi and the NCR. DCP (south) H.G.S. Dhaliwal said the accused was apprehended near the Lodhi Colony market while two of his associates managed to flee.

Proclaimed offender held

The Delhi police has arrested a proclaimed offender wanted in connection with the kidnapping and murder of a taxi driver two years ago. The accused has been identified as Samay Pal. He had robbed taxi driver Sushil Kumar of his car in 2008.

Rs 2 lakh robbed from Noida house at gunpoint
Noida, June 3
Unidentified armed men barged into a house in Noida and fled after robbing Rs 2,00,000 in cash and jewellery at gunpoint, the police said on Thursday. The incident occurred on Wednesday night in Sector 12 of this town adjoining the national Capital.

Labourers from other states to speed up Games projects

With barely four months to go before the Commonwealth Games (CWG), the far-from-completion works at major stadiums have started giving hiccups to the authorities.

Apprehensive about the slow pace of the Games projects, the organising committee (OC) of the CWG is planning to import labourers from neighboring states to expedite the work.

"If the work continues at the current speed, it might become a problem for us at the eleventh hour. We, therefore, are trying to explore other options to speed up the process," said a senior member of OC.

He said an increase in the manpower would help in achieving the deadlines.

"We need more labourers at the moment. So they can be called from the other states," he said.

The laourers are expected to be imported by next month.

Running against time, the authorities are showing hurriedness in inaugurating stadiums despite the work being incomplete.

A total of six sports complexes and three stadiums have been inaugurated.

The work at Jawaharlal Nehru Stadium, one of the main stadiums, is lagging far behind the schedule, highlighting the slow pace of infrastructure development. Other Games-related constructions such as roads, bridges, and hotels are also running behind schedule.

Some state government and public works department (PWD) officers blame bureaucracy and red tapism for the difficulties faced in acquiring land, which led to the delay.

However, the organisers are putting up a brave face, saying the pace of work has picked up and that they are on course to provide a stunning spectacle.

"I can assure you that this will be the best Commonwealth Games ever. There is no doubt about it," said Suresh Kalmadi, chairman, Commonwealth Games organising committee.

However, members of the coordination committee (CoCom) of the CWG had last month at a conference held to review the progress of Games projects expressed disappointment over the pace of the construction work at S.P. Mukherjee Stadium.

The project engineers of the stadium, which is an important competition venue for swimming events, were reportedly pulled by CoCom members. They were reprimanded for running behind the schedule.

Seeking probe into semester lapse, DUTA meets Prez

Demanding an enquiry into the alleged procedural lapses in the implementation of semester system at Delhi University (DU), representatives of the university teachers today met the visitor to the university, President Pratibha Patil.

A delegation comprising DU Teachers' Association (DUTA) president Aditya Narayan Misra, former president Vijendra Sharma, academic council member Abha Dev Habib and former DUTA office bearer Sanjay Kumar Bohidar called on the President along with member of Parliament Sitaram Yechuri.

"We urged upon the President as her capacity as the visitor of the university to institute an enquiry against vice-chancellor Deepak Pental under Section 7-A (2) of the DU Act for committing gross violations of the act, statutes and ordinances in the implementation of the semester system for undergraduate science courses," said Aditya Narayan Misra.

The teachers’ body also urged upon the President of India to immediately withhold the implementation of the semester system in accordance with the powers vested in her under the Delhi University Act.

The members of the delegation alleged that the vice-chancellor had usurped the powers of the statutory authorities of the university-- the executive council and academic council.

"Without placing the syllabi of 12 semester-based science courses in the executive council and syllabi of B.Sc.(Hons) electronics in the academic council and the executive council and without issuing ordinances for the same, he has on his own directed the colleges to implement semester system in these courses," said Abha Dev.

According to the ordinances of DU, only the executive council has the power to amend, repeal or add an ordinance on any matter. It also has the power to reject the proposal or return the draft of ordinance proposed by the academic council on academic matters for reconsideration either in whole or in part, together with any amendments which the executive council may suggest. All ordinances made by the executive council are submitted to the visitor and the visitor may, by order, direct that the operation of any ordinance shall be suspended until he/she has had an opportunity of exercising his power of disallowance.

"Thus vice-chancellor Deepak Pental has taken for granted not only the executive council and the academic council but also the visitor and implemented the semester system on his own," said Misra.

It’s a record-breaking summer. Yesterday’s minimum temperature at 34.7 degrees Celsius in the night was the highest in 41 years for the month of June, said the Met department. The city had witnessed the hottest night in June in 1969 when the mercury had touched 34.6 degree Celsius mark.

If the night was bad, the following day was worse. Dust particles in the air worsened the heat conditions and made commuting difficult.

Hospitals and private doctors have reported a surge in the number of patients suffering from asthma, bronchitis or other allergy-related diseases. Doctors have advised that such patients need to take extra care in the prevailing weather conditions.

Dr Punit Pruthi, consultant, internal medicine, Asian Institute of Medical Sciences said that people suffering from pulmonary disorder or lung disease were more prone to develop medical ailments.

He advised that such patients should avoid going out and use mask if they venture out.

“They should immediately seek medical help, if they experience any complication,” he said.

The Met department has blamed dusty conditions in Rajasthan for the weather in the Capital. However, it has forecast that the situation would improve after tomorrow.

“Dust haze has entrapped the heat. Therfore, people are not getting much relief during the night. We believe they will get respite in a day,” said a Met official.

The department has predicted rains in the weekend.

The maximum temperature was recorded as 41.2 degree Celsius, a slight relief compared to the past few days when it consistently hovered around 43 to 44 degrees. Today’s maximum was also the normal for the month.

2 killed in two accidents in Delhi

Two persons, including a woman, were killed in two separate incidents of accident in the national Capital since today morning. A 30-year-old woman was killed and one suffered critical injuries after a Mercedes-Benz car rammed into an Ambassador car in the R.K. Puram area of south district early today morning.

The police said the incident was reported on the African Avenue Road near a church around 3.25 am.

"The identity of the deceased is yet to be ascertained while the injured driver of the Ambassador car has been identified as Naresh. The incident occurred when the Ambassaor car was taking a u-turn from a red light and a speeding Mercedes-Benz car rammed into it and fled," said a police officer.

The police stated that the driver of the Mercedes car was absconding. However, a case of rash and negligent driving has been registered against him and a hunt is on to nab him. "Both the victims were rushed to the AIIMS Trauma Centre, where the woman was declared brought dead while Naresh is said to be critical," added the officer.

In yet another accident today morning, a 23-year-old man was killed while three others were injured when a mini bus collided with a tempo in the Nehru Place area of south-east Delhi.

According to the police, the accident took place around 3 am when four labourers from Rajasthan were loading sand into a tempo that was parked on the roadside outside a Commonwealth Games construction site.

"These men were filling loose sand in the tempo when a speeding mini bus collided head on with the tempo. Four persons were injured in the incident. They were rushed to the Safdarjung Hospital. One of them, Lallan Singh, was declared brought dead. Others are undergoing treatment," said the police.

The injured have been identified as Ganga, Sanjay and Kamran Mohammad.

A case of rash and negligent driving has been lodged against the errant driver of the Tata 407 at the Kalkaji police station.

Enough options at DU for students with low scores

For students who have not performed well in their senior secondary examination, everything is not lost, as Delhi University (DU) has enough on platter for them also. While students could target courses like Hindi (Hons.) and psychology (Hons.) in some of the off-campus colleges where the cut-offs stay far below the stratospherical levels, there is also an option of applying for foreign language courses.
  • Hindi or psychology hons. in off-campus colleges where cut-offs are relatively low.
  • Foreign language courses that require only 45 per cent marks.
  • School of Open Learning that asks only 40 per cent marks.
  • Non-Collegiate Women’s Education Board for girls, a mixture of regular and open school education.

There are B.A. (Hons.) courses offered in German, Spanish, Italian and French. The university’s department of Germanic and Romance Studies offers these courses.

“Students only require minimum 45 per cent marks to apply for these course, as the merit list is prepared mainly on the basis of an entrance examination,” said Vijaya Vakataraman, faculty with the department. The prospectus with application form could be collected from the Arts Faculty building on North Campus. The sale and submission of forms is on till June 11.

The university’s School of Open Learning (SOL) provides another option to the students who could enroll themselves for undergraduate courses while studying other professional courses.

There are more than one lakh seats available at the SOL and all the courses offered by DU are available here as well. Students need merely 40 per cent aggregate marks to apply here.

The prospectus and application form could be collected from SOL building on North Campus from tomorrow.

DU also provides SOL students an option of migration to regular colleges if they perform well.

“A student who has secured more than 40 per cent marks in class XII and has managed to pass first year, could migrate to a regular college,” said officials at the Dean of Students’ Welfare office.

However, the university allows migration of SOL students to regular colleges only when there are seats in the colleges. The principals of the colleges have to sign an application of the candidate stating that the college could accommodate the student only then the vice-chancellor allows the migration.

DU also provides an extra option to girl students in the form of Non-Collegiate Women’s Education Board, which is a mixture of regular and open school education. The classes for the non-collegiate students are held over the weekends in 13 colleges and schools namely Arwachin School, Bharati College, Dashmesh Pubic School, Hansraj College, Janki Devi College, Jesus and Mary College, Kalindi College, Lakshmi Bai College, Mata Sundari College, Maitreyi College, PGDAV College, St. Margaret School and Shyama Prasad Mukherjee College.

The application forms for the Non-Collegiate Women’s Education Board would be sold from June 7 to June 18 at the board building situated in the Arts Faculty building.

Brave guard dies while foiling robbery

Noida, June 3
A security guard of multi-national electronic goods manufacturing company, Samsung, was killed during a robbery attempt at the company’s godown in Sector-80, Noida, in the wee hours of Wednesday.

The courageous resistance of the guard, Sandeep (22), spoiled the intentions of eight armed robbers, who, frustrated over their failure, stabbed him to death.

According to the police, the robber intruded into the godown to loot, but once they realised that Sandeep won’t allow them to escape with the goods, they stabbed him in anger and fled.

The Phase II police has registered a report of robbery. The robbers entered the factory premises by scaling the boundary wall, the police said.

At the time of the robbery attempt, apart from Sandeep, there were four other guards in the factory godown—Kultana, Devinder, Raghupur Dev Prasad and night supervisor Vijay Shankar Mishra. Sandeep’s father is the managing director of the security agency.

The robbers were armed with revolvers, daggers and other arms, other security guards told the police.

Sandeep caught one of the robbers, who stabbed him in the stomach, but still he did not let him go.

Meanwhile, other robbers stabbed him thrice on the head and four times in the chest.

When Devinder tried to ring up the police and another guards fired in the air, the robbers ran away.

Sandeep was rushed to the Prayag Hospital in Sector 41 by the police, where he succumbed to his wounds.

This is for the first time that the RITES has been bestowed with the responsibility.

The road caving-in incident took place on Tuesday night near Defence Colony which falls under the jurisdiction of RITES, said director of the DIMTS S.N. Sahai. He added that the agency concerned was investigating into the cause of the incident.

B.S. Sehrawat, a senior official of the RITES, said the reason for caving-in of the road was not clear and they were still assessing it.

Though the firm has filled the holes, there are apprehensions that some underlying problem could cause the damage again.

When asked if bad leveling of the surface could be the reason, Sehrawat said it was unlikely as bad leveling could cause only depression not cave-ins. “This is also an old road so the case of bad leveling does not arise,” he said. The presence of some sewer line or drain adjacent to the road could be a reason.

Delhi has multiplicity of authority. The Delhi Jal Board maintains sewer lines, while the Municipal Corporation of Delhi (MCD) looks after drains. An official said that with such multiplicity of authority in the national Capital, it got difficult to find out the details of the works.

When asked about the technology used to find the nature of soil under the earth or any other thing that could be the reason for the incident, he said, “Machines are in the market but RITES does not have the machines.”

Noida-Gt Noida Metro line to have 2 more stations

The new detailed project report (DPR) of Metro line from Noida to Greater Noida has been handed over to the Delhi Metro Rail Corporation. As per the DPR, approval for two new stations has been given on the route. This has been done on the request of the Greater Noida Authority. Noida-Greater Noida Metro project is expected to be completed by the end of 2012.

According to Manoj Kumar Singh, CEO of the Greater Noida Authority, the officials’ committee will meet on June 7 after studying the DPR. Only then a decision will be taken about the Greater Noida Metro project. After the committee members reach a consensus, work on the Metro line will be taken.

Manoj Kumar Singh said as per the new DPR two new stops would be added. The stops would be between Pari Chowk and Bodaki.

On Greater Noida Authority’s suggestion, the Metro route has been extended from Phase-II to Bodaki. Earlier, it was up to Knowledge Park-4 via Pari Chowk. Part of the track will be elevated while the rest of it will be on the ground.

The CEO said the ratio of the fund to be borne by each authority would also be decided in the officials’ meeting. It will be on the basis of the length of Metro track in the territory of Noida and Greater Noida Authority respectively.

One meeting between the DMRC officials and the Greater Noida Authority was already held on May 16. The DMRC had presented a projection of Metro track along the Expressway in the last week of May.

According to plans starting from Noida Sector-32, Metro will reach Pari Chowk in Greater Noida via Phase-2 and Expressway, it is learnt.

With the arrest of two persons, the central district police has claimed to have solved a murder mystery in which a 23-year-old youth was shot in the head in Block 30, West Patel Nagar, on May 8. The accused were held yesterday.

According to Jaspal Singh, DCP (central), the accused-- Kanhaiya Lal, alias Gagan (22), with help from his friend, Anand Prakash (18),-- shot dead Inderpal, alias Bittoo, to avenge his father's insult. The victim's brain was underdeveloped and behaved like a 13-year-old boy. He often took things from the shop of Gagan's father without paying for them. "Gagan's father runs a paan shop close to the house of Inderpal, who often took things from the shop without paying for them. On May 7, he took some things from the shop and refused to pay. When Gagan's father objected, he publicly abused and manhandled him," said Singh.

Gagan and his fathera allegedly conspired with Prakash to avenge the humiliation. Gagan allegedly lured Inderpal with Rs 100 note and said they would buy drink for him and took him to a secluded place, where Gagan allegedly shot him.

Nizamuddin to get makeover

The congested streets and toilet complexes of Hazrat Nizamuddin in the south Delhi will soon get a makeover, thanks to the Commonwealth Games. The work is being carried out in view of the large number of tourists expected to visit the place during the Games.

The work is a part of the Municipal Corporation of Delhi's Games projects. The project involves upgrading lanes of the area by installing interlocking tiles, relaying of storm water drains wherever required and improving community toilet complexes, MCD officials said.

The work involves a cost of Rs 10.67 crore.

According to MCD officials, the consultant has submitted a project plan and the work is already on.

The project is being undertaken in consultation with Aga Khan Trust for Culture. To ensure early execution of works, the MCD has decided to prepare separate estimates for various lanes.

"The Nizamuddin Basti area has a very dense population and is visited by over a million national and international tourists and pilgrims every year. It is expected to draw a large number of footfalls during the Games. So there is a need to improve the area," said a MCD official.

Man held for over 100 cases of theft

The south district police has arrested Ranjeet Kumar (22) for allegedly being involved in more than 100 cases of burglary and theft in Delhi and the NCR. DCP (south) H.G.S. Dhaliwal said the accused was apprehended near the Lodhi Colony market while two of his associates managed to flee.

The police said Ranjeet Kumar along with his associates had allegedly committed more than 100 burglaries and thefts in Faridabad, Gurgaon, Ghaziabad, Jaipur, Karnal and Rohtak. In Delhi, they had targeted the Ashok Vihar, Kanhaiya Nagar, Keshavpuram, Rohini, Mayapuri, Pitampura and Shalimar Bagh areas.

One-kg silver articles, 300-gram gold, Rs 11,000, 10 wrist watches, four cell phones, a camera and house-breaking equipment and gloves used in the crimes have been seized. 

“While committing burglary, the gang members used to wear gloves so as no fingerprint was left behind. They would carry house-breaking equipment and knives to deal with any eventuality,” Dhaliwal said.

Lawyers who hit judge told to give free legal aid

New Delhi, June 3
The Delhi High Court today asked nine lawyers allegedly involved in the manhandling of a judge in Rohini District Courts to provide free legal aid to the poor for two years and quashed all the proceedings against them.

A special three-judge bench comprising Justice Vikramjit Sen, Justice Sanjay Kishan Kaul and Justice A.K. Sikri quashed the FIR and also dropped contempt proceedings against them. It asked the lawyers to provide free legal aid to at least 24 people in the next two years.

“All of them will also have to together pay a fine of Rs.50,000 which will be used as fund for activities of Rohini Bar Association,” the court said after the lawyers tendered an apology.

The group of advocates had allegedly manhandled Additional District Judge Pankaj Gupta July 8, last year at Rohini District Courts. — IANS

In a letter toDikshit he said 1.73 lakh students had passed the senior secondary examination from Delhi schools this year. If they did not get admission in Delhi, it would be injustice to them he said adding that universities in other states had reservation for residents of the respective states.

Though DU is a central university, 18 colleges are funded by the Delhi government. In these colleges, students of the state should be given preference like Delhi College of Engineering and IP University, he said.

The Delhi police has arrested a proclaimed offender wanted in connection with the kidnapping and murder of a taxi driver two years ago. The accused has been identified as Samay Pal. He had robbed taxi driver Sushil Kumar of his car in 2008.

Additional DCP (crime) Sanjay Tyagi said that Samay Pal had been absconding after killing Kumar . He was held near Lokesh Cinema in Nangloi yesterday on a tip off. 

Tyagi added that Pal’s associates Bhisham, Rambir and Dhrambir were arrested in January 2009.

Tyagi said that in November 2008 the gang had kidnapped Sushil Kumar of Alwar and murdered him. On the fateful day, his employer had sent him to Rohini to drop his friend. Since that day Kumar had not been seen. His body was found later.

Rs 2 lakh robbed from Noida house at gunpoint

Noida, June 3
Unidentified armed men barged into a house in Noida and fled after robbing Rs 2,00,000 in cash and jewellery at gunpoint, the police said on Thursday. The incident occurred on Wednesday night in Sector 12 of this town adjoining the national Capital.

The robbers barged into the house when the owner of the house, Rajesh Gupta, was sitting in the courtyard. They held a gun to his head and took the keys of the house and fled with Rs 2,00,000 in cash and jewellery. — IANS
